field
services
manager
and
I

pleased

tonight

award
you
all
the
2022
municipal
achievement
award
for
your
downtown
stormwater
relief
project.
There
were
many
submissions.
This
is
very
competitive
every
year
and
lots
of
great
projects
throughout
the
entire
state.
But
yours
really
was
exceptional.

won
for
the
public
works
category
and
thank
you
all
several
of
you
were
in
charleston
this
summer
at
our
annual
meeting,
where
we
formally
presented
it,
and
thank
you
all
for
inviting
me
here
tonight,
so
I
can
share
it
with
all
of
you,
as
well
as
your
your
citizens.
This
short
video
that
we
have
prepared.

Public
works
category
city
of
aitkin
storm
water
erosion
was
taking
its
toll
on
the
city
of
aitkins
hitchcock
woods,
the
nation's
largest
urban
forest.
For
decades,
the
21
thousand
acre
hitchcock
woods
has
faced
persistent
challenges
of
erosion,
water
contamination
and
wildlife,
habitat
loss
as
a
result
of
the
storm
water
runoff
received
from
aiken's
downtown
a
task
force
appointed
by
aitkin
mayor
rick,
osbin
developed
a
comprehensive
storm
water
plan
to
tackle
this
problem.

it's
important
for
cities
and
towns
to
aid.
You
recognize
the
problem,
but
then
you
as
you
pull
in
other
stakeholders,
people
who,
who
are
adversely
affected,
who
who
have
skin
in
the
game
if
you
will
to
to
sit
down
and
have
tough
conversations,
sometimes
that's
what
we
had
to
do
in
order
to
get
it
to
resolve
it.
It
wasn't
easy.
It
was
something
that
actually
people
warned
me
and
said
you
don't
want
to
address
this.
Just
let
it
go.
It's
been
a
problem
for
five
decades.
Why
are
we?

Through
these
efforts,
the
city
developed
a
continuous
monitoring
and
adaptive
control
system.
The
city
partnered
with
the
non-profit,
hitchcock
woods
foundation,
which
eased
past
frictions
between
it
and
the
municipal
government
clemson
university
gave
technical
assistance
using
national
weather
service
forecasts.
The
control
system
is
an
innovative
method
of
holding
storm
water
in
underground
vaults,
where
a
cloud-based
computer
system
determines
when
and
how
much
to
release
from
the
vaults
in
a
way
that
minimizes
the
environmental
impacts
of
erosion
and
water
contamination
in
the
sand.

Well,
what
we've
done
with
the
project
launch?
Certainly
the
hitchcock
woods
is
a
very
visible
asset
in
the
community,
and
one
of
the
things
we
did
was
certainly
utilize.
Our
internal
assets
we
have,
with
our
public
information,
abilities
both
working
with
everything
from
traditional
media,
like
the
newspaper
and
local
television,
to
utilizing
social
media,
something
as
simple
as
having
signage
near
the
work
project
with
qr
codes,
so
individuals,
if,
if
somebody's
just
interested
in
hey,
why
was
this
lot
cleared?
The
sign
would
tell
them
what's
coming.

And
just
real
quick,
I
wanted
to
add
you
know
the
reason
the
municipal
association
does.
These
achievement
awards
is
so
that
other
cities
and
towns
across
the
state
can
gleam
inspiration
from
your
project
and
either
replicated
in
their
own
city,
and
obviously
this
is
a
very
large
project
and
some
of
our
small
towns
wouldn't
be
able
to,
but
there's
so
many
aspects
of
it
that
can
be
replicated.

love
the
innovative.

know
way
to
inform
your
citizens
with
the
qr
code
and,
as
you
said
mayor
about
you
know,
it's
it's
a
difficult
project
and
but
hard
conversations
need
to
be
had
and
gosh.
I
think
every
city
in
south
carolina
has
those
hard
conversations
that
that
need
to
be
had
with
one
project
or
another.
So
again,
on
behalf
of
the
municipal
association
of
south
carolina,
I
am
pleased
to
award
y'all
the
2022
municipal
achievement
award.

meeting

notifications

our
election
commissioners.
Two
one
resigned,
ms
poteet
moving
out
of
state,
mr
lindsay
retired
and
mr
richard
johnson,
who
has
served
for
45
years
for
the
with
the
election
commission
since
1977.

and
I
were
reminiscing
last
week.
He
has
submitted
his
resignation
and
if
I
I'd
kind
of
break
a
little
protocol,
I
know
mr
johnson,
given
his
tenure
for
which
he's
been
before
covet.
He
got
a
lunch
once
a
year
from
the
volunteer
luncheon
bit.
I
think
he
wanted
to
make
a
couple
of
remarks
and
he
served
as
chairman
for
almost
the
entire
45
years,
maybe
42

years
we
were
discussing.

city
has
has
advanced
from
paper
ballast
to
the
voltomatic
method
and
from
the
volumatic
method,
to
this
touch
screen
machine
and
from
the
touch
screen

to
the
current
electronic
machine
for
voting
over

years.

city
has
changed
its
election
method
from
at
large
to
single
member
district.

I've
had
multiple
conversations
with
johnson
here
recently
and
the
amount
of
knowledge
that
he
holds
with
the
history
of
aiken.
His
experiences
that
he
shared
is
beyond
measure.
I
will
tell
you
that
right
now,

it
goes
back
to
civil
rights
and
how
things
take
then,
and
brings
us
up
to
this
point.

there
are
vacancies
that
are
occurring
in
all
three
areas
and
we,
I
think
stuart
you've
had
some
conversation
with
him
and
our
mayor
as
well,
and
these
folks
are
going
to
need
your
knowledge
to
carry

them

lot
of

and
you
are
the
one,
the
one
that
is
carrying
that
level
of
knowledge.

staff
reviewed
this
project

sewer
lines
in
that
area
shown
on
the
graphic
on
the
screen
must
be
replaced
to
provide
adequate
service
to
the
new
development
in
the
surrounding
neighborhood.

offered
to
design
permit
and
install
new
infrastructure

new
infrastructure.

permit

city

reimburse

company's
expense

This
item
first
came
to
council
at
the
may
meeting
the
second
may
meeting,
but
it
was
continued
to
have
additional
discussion
with
the
developer
and
the
residents
in
the
surrounding
or
adjacent
neighborhood.

The
light
industrial
use
is
not
suitable
for
this
parcel
or
this
area,
as
the
surrounding
properties
are
all
residential
in
nature.
The
comprehensive
plan
identifies
the
property
as
being
an
area
suitable
for
housing
options
of
interest
to
young
professionals
and
families.
It
is
within
the
old
lake
and
overlay,
so
any
building
architecture
must
be
approved
by
our
design
review
board.
The
planning
commission
did
review
this
rezoning
request
at
their
may

2022
meeting
and
all
those
present
unanimously
voted
to
recommend
it
be
rezoned
to
residential
multi-family,
low
density.

Subsequent
to
the
planning
commission
meeting,
we've
had
meetings
with
the
developer
and
with
the
with
the
residents,
as
well
as
joint
meetings,
and
the
developer
has
agreed
to
not
construct
more
than
nine
single-family
dwelling
sites
on
the
property.
As
noted
in
the
staff
memo,
even
though
the
way
it
is
zoned
with
the
amount
of
acreage
by
right,
he,
the
developer,
can
develop
11
homes
up
to
11
single-family
units
there.

wanted
to
say
thank

mr
dalzell
for
taking
the
time
to
meet
with
the
neighbors.
He
listened
to
us.
He
clarified
things.
He
gave
us
additional
information
about
what
you
know
would
be
built
there

really

worked
with
us
and
he
was
happy
to
go
from

houses
to
nine.
So
myself
and
my
neighbors,
we
are
looking
forward

nine
pretty
houses

stormwater
require
a
stormwater
retention
pond
requirement,
given
that
the
amount
of
surface
area
that
is
that
doesn't
absorb
water,
the
water
has
to
go
somewhere,
so
it
has
to
be
stored
on
site
for
it

naturally
cycle
away
into
the
ground,
so
it
is
required,
and-
and
this
is
something
that's
kind
of
mandated
down
to
us-
it
started.
I
guess
it's
a
federal
and
state
mandate
to
require
stormwater
detention,
since
the
rainwater
stormwater
has
to
have
a
place
to
go.

I
believe
my
understanding
is
that
there
would
be
a
property
owners
or
homeowners
association,
and
typically
they
can
do
one
of
two
things
either
the
city
could
inspect
it
and
determine
if
they
want
to
take
it
over
or
usually
in
cases

this,
the
fees
paid
as
part
of
the
homeowners
association
do
them
handle
the
maintenance
of
said
of
the
pond
to
make
sure
it
is
cut.
