I. MINUTES:
1) Consideration of the Minutes of the Work Session and Regular Meeting
of August 22, 2022, and the Special Called Meeting of August 31, 2022.

II. PRESENTATIONS:
1) Presentation of Proclamation for Constitution Week.
2) Proclamation Designating September as Suicide Prevention Month.

III. NONAGENDA ITEMS FROM THE PUBLIC ( total time limited to 30
minutes and each speaker limited to three minutes).

IV. OLD BUSINESS: Further Consideration of:
1) Approval of Appointments and Discussion of Appointees to Various
City Boards, Commissions and Committees, including the Municipal
Development Commission and the General Aviation Commission.
2) Second Reading and Public Hearing of an Ordinance to Rezone Two
Parcels on Park Avenue and Beaufort Street from Light Industrial ( LI) to
Residential Multifamily Low Density (RMI).
AN ORDINANCE AMENDING THE ZONING OF REAL ESTATE
OWNED BY WILLIAM DALZELL FROM LIGHT INDUSTRIAL (LI)
TO RESIDENTIAL MULTIFAMILY LOW- DENSITY ( RML).
3) Second Reading and Public Hearing of an Ordinance to Annex Property
at 3514 Augustus Road and Zone it Residential Single-Family (RS-15).
AN ORDINANCE TO ANNEX PROPERTY LOCATED AT 3514
AUGUSTUS ROAD NW AND TO ZONE THE SAME RESIDENTIAL
SINGLE- FAMILY ( RS- 15).
4) Second Reading and Public Hearing of an Ordinance to Amend the City
Budget for Fiscal Year 2022-23.
AN ORDINANCE AMENDING THE BUDGET OF THE CITY OF
AIKEN FOR THE FISCAL YEAR BEGINNING JULY 1, 2022 AND
ENDING JUNE 30, 2023.

V. NEW BUSINESS: Consideration of:
1) First Reading of an Ordinance to Adjust the 2022- 23 Budget to Include
Grant Funding for the School Resource Officers at Schofield and
Kennedy Middle Schools.
AN ORDINANCE AMENDING THE BUDGET OF THE CITY OF
AIKEN FOR THE FISCAL YEAR BEGINNING JULY 1, 2022, AND
ENDING JUNE 30, 2023.
2) First Reading and Public Hearing of an Ordinance Authorizing the City
of Aiken to Waive its Right of First Refusal for Lots 1 and 1A Owned
by Security Federal Bank Located in Aviation Business Park.
AN ORDINANCE AUTHORIZING THE CITY OF AIKEN TO
WAIVE ITS RIGHT OF FIRST REFUSAL IN THE PROPERTY
OWNED BY SECURITY FEDERAL BANK AND LOCATED IN
AVIATION BUSINESS PARK.

VI. PETITIONS AND REQUESTS:
1) Approval of Resolution Designating CTC Funds for Resurfacing CityMaintained Streets.
A RESOLUTION AUTHORIZING THE CITY OF AIKEN TO
RECOMMEND TO THE AIKEN COUNTY TRANSPORTATION
COMMITTEE THE EXPENDITURE OF FUNDS ALLOCATED FOR
FISCAL YEAR 2022- 2023.
