stated
that
it'll

working

building

they're

actual
government
work,
we
just
can't
have
an
open
facility
for
just
anybody.

it

City,
County,
joint
counties

surrounding
SRS

expense
funding
these
security
efforts?

it's
Federal,
we
will
have
to
have
Sentara
the
security
firm
for
SRS

our
downtown
and
they
carry

lot
of
Hardware
with
them.

about
new
development
of
4
000
houses
on
Powder,
House
Road,
it's
actually
only
a
few
people
who
own
those
tracks
are
we
giving
them
a
giant
subsidy
to
get
four
thousand
houses
built
on
which

city

going
to
lose
money?
And
as
far
as
I
know,
we
don't
have
an
answer
that
question
I'm
not
saying
we
are
going
to
lose
money
but
I.

Think
as
we
look
at
the
budget
for
this
year
and
as
we
look
at
the
use
of
the
plutonium
funds,
there's
a
number
of
things
that
come
to
my
attention,
including
what
I
just
mentioned,
but
on
the
plutonium
funds,
for
example
using
money
for
infrastructure.
That's
not
even
inside
the
city,
so
we
get
money
from
the
federal
government.
The
county
gets
money
from
the
federal
government.
We're
spending
money
in
the
county
as
opposed
to
in
the
city
and
I.
I
You
know,
roughly,
we
have
a
two
of
the
six
districts
representing
the
north
side
if
you
use
that
as
a
rough
cut
on
population,
because
the
districts
are
all
roughly
equivalent
in
population,
that
would
mean
that
one-third
of
the
money
the
city
spends
should
be
allocated
not
necessarily
every
year,
not
necessarily
exactly
but
over
time,
roughly
allocated
one-third
to
the
north
side,
two-thirds
to
the
South
side.
And
then
you
ask
yourself:
why
is
the
South
Side
so
much
more
populated
now,
because
in
the
past
we've
allocated
more
money
to
the
South
than
to
the
north?

This
is
an
ordinance
approving
the
concept
plan
for
property
located
at
the
intersection
of
Whiskey
Road
and
Stratford
Drive.

2.63
Acres
of
planned
commercial
property
located
at
Whiskey,

and
Stratford
Drive.
This
applicant's
request
for
a
concept
plan
approval
was
annexed

Zone
plan
commercial
in
August
2003,
since
no
building
permits
were
issued
within
five
years
of
the
original
commercial
component
of
the
concept
plan
approval
the
2003
concept
plan
approval
expired
in
September
2020.
A
revised
concept
plan
for
a
car
wash
facility
was
approved
for
the
other,
planned
commercial
Zone
lot
fronting
Whiskey
Road.

future
development
of
the
property
requires
the
submittal
of
a
revised
concept
plan

review
by

Planning,
Commission
and
city

applicant
is
requesting
this
concept:

575

foot
gas
station,
slash
convenience
store

eight

Islands
on
the
Whiskey
Road
side
of
the
property.

a
development
permit
of

type
are
issued.
The
design
of
the
parking
lot
and
drainage
and
utilities
must
meet
the
requirement
of
the
zoning
ordinance

lot.
Hedge
screening
and
planting
strips
along
each
right-of-way
will
be
provided.

traffic
study
is
required
for
review
by
the
on-call
traffic
consultant.

lighting
plan
will
be
required
as
part
of
the
site
plan
approval
process.
The
project
is
within
the
Whiskey
Road
overlay
District,
which
requires
the
installation
of
sidewalks,
Street
trees
and
curb
and
gutter
to
close
any
ditches
along
Whiskey,
Road
or
a
fee
in
lieu
of
installation
can
be
provided.

Commission
reviewed
this
at
their
January
10th
meeting.
The
commission
voted
five
to
two
to
recommend
approval
with
the
following
conditions:
first,
the
site
and
Landscape
plan
comply
with
the
city
of
Aitkin
tree
preservation,
open
space
and
Landscape
regulations,
which
includes
30
feet
of
Street,
Frontage
planning,
strips
and
Tree
Management.
Second,
that
a
traffic
study
impact
study
is
submitted
for
review
and
approval
and
any
required
Road
improvements
are
installed.
Third,
a
waiver
is
granted
to
increase
the
maximum
driveway
width
to
36
feet.

the
city
in

week

April.

stores
contiguous

residential
property.

excited
about
joining
the
Aiken
Community
I
realized
that
there
are
many
members
of
your
community
that
may
not
be
familiar
with
the
Parker's
kitchen
brand,
and
so
we
did
prepare
a
brief
presentation
just
to
walk
through
a
few
points
that
we'd
like
to
share
for
them.
For
for
the
members
of
this
community
and
for
Council
to
understand
about
the
Parker's
brand,
we're
excited
about
joining
this
community.

We've
identified
so
far
three
sites
that
we're
pursuing
to
build
our
convenience
stores
in
this
community
they're
in
various
stages
of
the
planning
process.
Right
now
we
do
have
one
site
that
is
nearing
the
end
of
the
permitting
process
and
we're
hoping
to
get
that
site
under
construction
along
Jeff,
Davis
Highway
very
very
soon,
but
the
Parker's
kitchen
brand
is
is
it's
a
family-owned
company
Greg
Parker
founded
the
company
in
1976
in
in
Midway
Georgia.
Today
we
operate
74
convenience
stores
in
the
coastal
communities
of
South
Carolina
and
Georgia.

We
recently
decided
to
enter
into
the
coastal
Jacksonville
Florida
market,
and
so
we
have
several
sites
that
we
that
we
have
under
contract
in
that
market
as
well.
We
have
six
sites
under
construction
in
South,
Carolina
and
Georgia,
and
we
currently
have
approximately
eight
sites
that
are
going
out
to
bid
for
construction
we've
embarked
upon
a
program
to
expand
our
brand
in
these
markets,
Georgia
South,
Carolina
and
Florida
over
the
next
five
years
by
building
20
stores
in
various
markets.

far,
we've
identified
three
sites
in
your
community
and
we
are
super
excited
about
being
here.
Over
the
past
several
years,
we've
we've
embarked
upon
a
program
to
reinvent.
If

convenience
operations,
we
pride

food
service
establishment.

transition
from
being
just
the
opposite.

our

with
the

million
dollar

our

funds

used
to
provide

support
charitable
causes
for
all

different
types

Charities
and
the
regions
in
which
we
operate.

can

charging

is

we're
doing

the

driven

partnership
with
Tesla
to
provide
electric
vehicle
charging
stations
on
many
of
our
sites
and

mentioned
earlier
that
we
try
to
fit
into
the
community
by
addressing
any
concerns
that
that
may
arise
as
we
design
and
develop
our
properties
from
environmental
concerns
concerns
about
operating
a
fueling
system
on
our
sites.

sumps,
containment,
sumps
and
valve
protection
to

every
product
line
that
we
have
within
our
fueling

mentioned,
there's
24
hour,
monitoring
in
the
store
and
employed

the
fueling
technology

sensors
that's
found
in
our
tanks
and
in
our
piping.

concern

hours

onboarded

vapor
recovery
system.

concern
that
this
site,

Whiskey,
Road
Site,
sits
at
the
beginning
or
the
entryway
of
a
neighborhood
that
currently
only
has
one
point
of
access
in
egress.

That's
comparable
to
this
location
that
we're
developing
in
in
the
city
of
Savannah.
It
sits
along
route,

and
it's
at
the
beginning
of
the
Grove
point

Sweetwater
station
neighborhood
off

out
a
few
design
features

food

lots

salads
and
yogurts
and
things
like
that,
and
they
were
posting
one
time
for
positions
and
they
were
very
competitive.

manager

that's
a
pretty
good
salary
for
that
kind
of
work

other
laborers

put

site
out

bid.
Last
week,
I
attended
a
bid
walk
with
about
six
General
Contractors
and
three
fuel
contractors
on
last
Thursday
morning
to
get
that
site
out

bid.
We
have
about
a
five-week
bid
process
and
once
all
of
the
bids
come
in
in
say
about
five
weeks,
we'll
take
the
next
three
weeks
to
level
those
bids
and
award
a
contract.
And
so
we
anticipate
starting
construction
in
about
eight
roughly
about
eight
weeks.

most
communities
and
where
we
operate
most
of
those
communities
have
a
photometric,
ordinance
or
lighting
standards
that
we
with
which
we
have
to
comply,
which
in
essence,
says
that
there
can
be
no
light
pollution
beyond

property,
boundaries
and
excess.
You
know
spillage
onto
adjacent
properties
and
so
in
order
to
come
short,
ensure
that
we
comply
with
those
regulations.

a
photometric
lighting
plan,
that's
done
by
an
engineer
where
we
strategically
place
site
lights
throughout
the
site,
to
maintain
safety
and
adequate
Lighting
on
site,
but
we're
very
cognizant
of
not
spilling

properties
and

The
photometric
plan
is
developed
and
submitted
to
us
for
internal
review,
as
well
as
for
review
by
staff,
and
those
foot
candles
have
to
be
held
below
a
certain
level
which
tells
us
that
there
will
be
no
light
pollution
onto
adjacent
properties
on
the
canopies.

lighting
is
designed
to
project
downward
and
not
outward,
and
also
to
throw
light.
If
you
will

the
front
of
the
store

provide
adequate
lighting
for
safety
and
safe
passage
around
the
site.
We
are
very,
very
cognizant
of

have

packs
or
lanterns.

Stratford,

was
obvious
that

wreck
was
very
serious.
Cars
were
demolished,

talking
fender
benders.

ambulance

tow
trucks

flatbeds

were

Originally
I
can
only
tell
you
what
I
saw
and

get
into
Stratford
I
had
to
turn
around
or
go
beyond

circle
around
an
ambulance.

January
the
24th
I
was
coming
the
opposite
direction.

Whiskey
Road
in
preparation
to
turn
left
onto
Stratford
to
get
home,
and
there
was
another
massive
accident
at
the
intersection
we
probably
got
stopped
around
Citadel
Road
approximately,
where
Exxon
and
Advance
Auto
Parts
is
another
20
minutes
to
get
there
demolished
cars
still
in
the
middle
of
the
intersection.
I've
heard
is
I.
Don't
keep
track
of
wrecks
at
the
intersection

Direction
Stratford

other
and
whiskey,
often
coming
down

turn
left
onto
whiskey.

has
to
wait
two
to
three
light
cycles,
simply
to
get
on
to
Whiskey
to
head
south
Circle
K
has
traffic
going
various
directions
there
right
at
the
corner
and,
of
course,
whiskey
has
its
own
heavy,
very
heavy
traffic.
At
certain
times
the
day
whiskey
gets
backed
up.
Somebody
wants
to
turn
right
to
go
up
powder
House
Road
into
the
gas
station.
They
stop.

There's
already
a
line
of
cars
coming
down
powder
house
and
the
person
can't
turn
into
the
station,
so
cars
are
backed
up
going
down
the
rest
of
powder
house
and
onto
Whiskey
Road.
In
my
opinion,
right
now,
as
we
stand
here,
there's
a
massive
problem
there,
the
other
two
proposed
locations
for
Parkers
I,
think
are
excellent.

The
one
out
at
Sam's
Club
is
a
big
area
blighted
spot
perfect
large-scale
intersection,
the
one
at
East,
Pine,
Log,
Road
and
Level
Church
Road
is
also
very
expansive,
no
houses
nearby
very
different
characteristics
than
the
one
that
we're
talking
about
now.
In
addition
to
the
current
thing,
add
350
newly
approved
or
already
approved,
high
density,
multi-unit
housing
at
the
near
the
Holiday
Inn
Express,
now
add
the
partially
complete
new
residential
complex
about
a
quarter
mile
north
of
the
intersection.

I
think
it
isn't
at
all
scaled
to
accommodate
all
of
these
things
that
we're
talking
about
Stratford
itself
is
going
to
become
highly
unpleasant.
It's
going
to
see
a
tremendous
increase
in
traffic
trucks,
Vehicles
Towing
boats
tankers.
We
originally
heard
there's
roughly
230,
40,
000
gallons
a
month
sold
many
tankers
are
eight
thousand.
That's
one
delivery
each
day,
even
for
larger,
it's
a
bit
less.

Yeah,
when
we
moved
here
in
August
of

I
am
very
much
under
the
impression
that
these
parcels
were
not
allowed
to
have
gas
stations,
24-hour
businesses,
car
washes
and
so
forth.
I
assumed
that
that
was
the
case
and
then
a
couple
of
years
ago
and
I'll
be
brief.
All
of
a
sudden
I
see
a
proposal
about
something
for
Lulu's
on
the
corner.
Hadn't
heard
anything
in
between.

time

spoke
up
and
Lulu's
announced
they
were
withdrawing
their
proposal.

the
next
thing
I
knew
is
roughly
two
years
later,
bulldozers
are
taking
down
trees

getting
toward
the

wanted
to
sell
the
other
parcel

was
all
new

have
many

I

about
looking

concerns

serious

only
went
as
far
as
Barnwell

this

south

on

Edgefield

north

Barnwell,
so

think
we

like

see
an
effort
inside
the
city.

have
to

lot

talking

support

community

overlay
area

be

as
having
a

to

slightly

partner
easing
funds
received
from
the
federal
government

take
on
some
things
happening
ourselves.
