That
needs

our

gardens

whereas
the
14-acre
estate
of
mrs
charles
oliver
island
has
become
an
attraction
to
local
state,
national
and
international
visitors
from
more
than
73
countries.
And
whereas
the
gardens
have
developed
into
an
impressive
botanical
collection
with
iconic.
Southern
specimen
and
unique
and
rare
plants
has
been
designated
as
an
american
camellia
trail
by
the
american
camellia
society
and
is
an
an
important
feature
of
the
city-wide
arboretum.

For
be,
it
resolved
in
recognition
of
the
city
of
aitkin's
acceptance
of
hopelands
gardens
on
november
5th
1970
for
the
purpose
and
in
accordance
with
mrs
island's
witches
of
its
maintenance
in
perpetuity

a
public
garden
of
outstanding
excellence,
providing
a
quiet
and
peaceful
haven
for
the
benefit,
pleasure
and
refreshment
of
our
citizens
and
visitors
to
our
city.

on
november
9
2020,

city

aitkin
recognizes
the
50th
anniversary
of
hopeland's
gardens
and
proclaims
today
as
hopeland's
gardens
day.

the
trustees
of
hopelands

as

and

think
I

we
would
all
just
want
to
say
thank

for
your
stewardship
over
this
treasure

our
city,

it
really
is
amazing
that
50
years
later
after
ms
islam's
vision
and
gift
to
the
city
that
we,
we
we've
still
able
to

present
this
peaceful
and
tranquil
place
for
our
citizens
and
guests

like
and
visitors

it

really
is.

worked

hopelands

friends

50
next
year,

we've
worked
with
the
city
partners
for
49
years
and
we
enjoy
helping

raise
funds.

with

historic
horses

aitkin,

rye
patch
the
labyrinth,

stage

many
different
projects
and
we've
developed
such

good
relationship
with
the
people

city

to
oakland's
gardens
anytime
during
the
week
or
weekend
now
it
has
become
so
crowded
with
people
they're
so
glad
to
see
each
other.

pandemic,
hit,
adda

found
out
that
they
were
designated
an
accredited
national
main
street
program,
and
we
were
so
very
pleased
to
be
a
part
of
that,

recognize

tonight

a
special
presentation.

our

downtown

Since
we've
been
a
non-profit
here
in
aitkin,

already
mentioned,
we
had

great
honor
to
really
start
having
conversation
at
the
end
of
2019
to
figure
out
if
aiken
was
ready
and
we
were
so
ready,
I
feel
like
we
knocked
it
out
of
the
ballpark.

board
was

volunteers
were

Many
of
you
had
a
seat
at
some
of
those
tables
that
day
and
I'm
just
through
the
roof
excited
for
us
to
be
able
to
have
this
nationally
accredited
program.
Here

my
hometown
and
kind
of
in
in
your
packet
of
everything
that
we
sent
over,
I
included
some
of
the
opportunities
for
growth
that
main
street
jenny
kind
of
presented
to
us.

way,
you
guys
know
where
we
are
striving
to
move
forward
in
the
coming
years,
but
I
want
to
mention
one
of
the
things
that
was
so
great
at
the
beginning.
Ada
is
one
of
the
strongest
original
non-profit
main
street
organizations.
In
the
state-
and
I
think
that
speaks
a
lot
to
just
our
community
in
general-
everyone
in
this
room-
everyone
behind
me
has
been
a
part
of
that
at
some
point.
So
thank
you
so
much
and
I'm
going
to
turn
it
over
to
jenny.

street
america
communities
used
the
main
street
approach
framework
to
guide
local
revitalization
efforts
to
measure
their
progress.
They
participate
in
a
regular
accreditation
process
that
involves
meeting
rigorous
standards.
Achieving
accredited
status
is
a
mark
of
distinction
and
a
powerful
advocacy
tool
that
highlights
high
achieving
main
street
communities.

deliver

are
nationally
branded
and
formally
recognized
adva
in
the
city
of
aitkin's
prestigious
designation.
These
signs
not
only
represent
an
elevated
role
you
play
and
you
play
and
you
play
in
supporting

downtown
economy,
but
they
also
demonstrate
your
long-term
commitment
to
continued
focus
and
strategic
action.
Just
because
you
receive
this
sign
today

not
mean
it's
over.

a

This
will
be
my
eighth
presentation
on
a
project
that
was
only
supposed
to
take
15
months,
we're
coming
up
on
the
end
of
our
third
year
coming
yeah
almost,
and
I
want
to
give
you
our
basically
our
next
to
final
update
the
I
want
to
talk
about.
What's
weird.
Turning
this
way,
I
want
to
talk
about
the
statistics
that
we
have.
We
are
done
the
project
now,
so
we've
reached
substantial
completion,
so
we
can
report
everything
that
we
found
at
this
point.

That
your
system
has
293
miles
of
pipe
now
of
that
pipe
about
half
of
it
are
clay
sewers.
Those
are
the
older
clay
sewers
that
were
installed
in
some
cases
more
than
100
years
ago,
the
project
that
we
did
prioritize
those
oldest
highest
priority
pipes
in
the
sand,
river
basin,
basically
the
core
of
the
system.

We
did
40
almost
47
000
joints
in
each
pipe
and
we
addressed
801
houses,
really
the
pipes
coming
from
those
houses.
We
are
completely
done
with
the
assessment
and
we
are
completely
done
with
all
of
the
rehabilitation
work
under
our
contract.
I
want
to
go
through
our
findings.
I've
reported
these
to
you
over
the
course
of
the
program
we
saw
about
a
65
percent
average
failure
rate
in
the
joints
of
your
pipes.
This
is
about
twice
the
normal
rate.

What's
interesting,
is
that
a
lot?
A
very
high
percentage
of
your
joints
actually
had
structural
defects
cracks
fractures.
Things
like
that,
that's
unusual,
but
we
were
able
to
actually
develop
a
technique.
I'll
talk
about
that
in
a
minute
it
was
able
to
seal
those.
Without
usually,
you
have
to
line
those
or
dig
them
up
much
more
expensive
and
we've
gone
back
and
retested
those,
and
what
we
found
is
that
we've
been
successful
in
getting
78
percent
of
those
sealed
so
not
perfect,
but
a
huge
increase
in
efficiency.

We
also
went
through
and
we
identified
those
manholes
that
are
structurally
impaired
and
we've
applied
either
a
cement
liner
to
them
or
an
epoxy
liner,
depending
on
how
sour
the
sewage
was
going
through
the
sewers
at
those
points
and
whether
they
were
attacking
the
materials
or
not,
we've
done

manholes.
It's
about
five
percent
of
the
manholes
required
this
technique.

Ninety
percent
of
the
manholes
that
required
this
technique
were
able
to
be
done
under
this
contract.
So
that's
good
that
that
number
is
actually
all
wrong.
We
actually
did
quite
a
few
more
than
that
110
manholes
require
frames
and
covers
that's
that
number
I
was
talking
about
before.
Under
this
contract.
We
did
about
half
of
those
that
in
to
put
that
in
context
these
are
frames
and
covers
that
are
so
bad
they're,
loose
or
they're
broken
right.
This
is
not
just
the
24
hole
covers
they're
in
bad
shape.

There
are
407
houses
within
our
project
that
actually
went
into
a
manhole
there's
a
high
preponderance
of
houses
that
actually
connect
to
those
in
those
instances,
we're
able
to
get
all
the
way
to
the
property
line
right,
so
we
can
actually
get
down
and
push
the
micro
packers
through.
To
get
that.
What's
curious,
I
told
you
before
that
you
had
a
65
average
failure
rate
in
your
mains
as
we
tested
the
joints
in
your
laterals.

I
want
to
talk
for
a
minute
about
your
laterals,
this
program
that
we've
just
completed
focused
on
your
sewer
mains
and
on
your
lateral,
tap
connections.
What
that
means
is
well
that's
red.
This
is
actually,
I
think
it's
cursed
can't
read
it.
I
think
it's
kershaw,
maybe
between
abbeville
and
edgefield,
and
you
can
see
the
red
line-
is
the
main
and
the
lines
coming
off
the
yellow
lines
or
the
laterals
that
are
actually
in
your
gis.

The
green
lines
are
actually
the
laterals
that
are
there
that
go
to
the
house,
and
this
is
pretty
typical
of
what
we
see
in
the
downtown
area.
The
sewer
line
hugs
one
side,
especially
where
we've
got
the
big
green
way,
so
you've
got
these
long
laterals
that
go
all
the
way
under
the
green
way.
To
the
other
side,
that
yellow
dashed
line
is
the
property
line
right.
That's
the
right
of
way
line
outside
of
that
from
that
to
the
house
is
the
private
property
owners,
but
it's
a
town,
it's
a
city
liability
for
everything.

That's
inside
of
that.
So
you
have
a
lot
of
places
all
through.
Basically,
everything
north
of
park
is
this
way
where
you've
got
one
side
that
are
very,
very
short
and
another
side
that
are
better
than
100
feet
long.
Those
have
not
been
addressed
in
the
in
the
course
of
doing
our
project.
We
did
the
lateral
tap
connections,
and
this
is
a
this-
is
my
favorite
cartoon
sketch
I'm
showing

You've
got
the
main
at
the
bottom
and
the
lateral
that
comes
up
when
we
look
at
where
the
defects
are
you're,
going
to
get
them
at
the
tap
and
at
that
four
by
six
transition.
Those
are
the
two
worst
places
the
two
leakiest
places
and
then
the
riser
pipe
where
it
says
the
third
worst
defect
is
the
portion
that
we
did
so
the
tap
and
the
riser.
The
rest
of
that
pipe
was
not
done
as
part
of
this
contract.

Now,
there's
less
criticality
to
it
right,
you
don't
have
hundreds
of
houses
flowing
through
that,
but
the
person
whose
house
that's
connected
to
that
when
it
fails
because
it
collapses
or
it's
full
of
roots
or
or
it
collapses,
because
it's
old
those
are
all
issues
that
remain
to
be
addressed
as
part
of
the
city's
responsibility
with
regard
to
managing
that
infrastructure.
So
I
just
wanted
to
point
that
out.
We've
only
done
that
bottom
part,
not
the
other
pieces
of
it
where
it
goes
under
the
greenway.
That
can
be
hundreds
of
feet
long.

We
did
do
the
tap
connections.
We
did
the
first
six
and
a
half
feet,
including
the
connection
in
the
tap.
Usually
we
see
about
a
50
percent
failure
rate
on
most
projects.
You
can
see
on
aitkin
we
saw
an
84
percent
tap
failure
rate.
That
number
is
lower
because
of
the
work
that
we
did,
the
south
end
of
town,
some
of
the
newer
sewers
were
much
much
higher
the
north
side.
Everything
north
of
park
probably
has
closer
to
a
hundred
percent
failure
rate
within
those.

They're
leaking,
they
have
soil
coming
into
them.
In
many
cases
they
have
roots
coming
into
them
and
in
many
cases
they're
structurally
deficient
because
they
were
actually
you
know.
If
you
were
to
build
it
now,
it
would
be
a
manufactured.
We
call
it
a
factory
tap,
but
these
are
actually
what
we
call
hammer
taps
or
break-in
taps
where
you
would
like
to
think
they
took
a
hole
saw,
but
usually
it
was
a
ball-peen
hammer,
cracked,
a
hole
in
it
and
then,
if
you
were
lucky,
they
would
put
concrete
around
it.

We
found
2.8
miles
of
pipe
that
were
so
badly
broken
and
fractured
that
they
had
to
be
lined.
We
could
not
grout
them.
That's
about
six
percent
of
the
work.
The
good
news
is
is
that
we
were
able
to
line
all
of
the
bad
players
here.
Right.
You've
still
got
about
four
hundred
thousand
dollars
worth
of
lining
work
to
be
done,
but
we've
done
everything
that
had
less
than
10
years
of
life
left
to
it.

They've
got
to
be
replaced
now
they
can
be
replaced
with
open,
cut
or
pipe
bursting
if
you've
noticed
what
we're
doing
on
chesterfield
right
outside
the
the
new
office
buildings
that
we
have
there.
That's
an
example.
If
you
follow
that
over
the
next
week
or
two
you'll
get
a
sense
for
exactly
what
needs
to
be
done,
that's
actually
going
to
be
a
pipe
bursting
project
and
that's
exactly
what
we're
talking
about.

Most
of
it
is
six
inch
pipe.
So
it's
the
older
downtown
pipe
that
I'm
talking
about
now.
The
good
news
is
some
cohort
of
that
1.7
miles,
we
developed
another
technique.
It's
called
a
soft
packer
technique
where
we're
able
to
get
in
and
do
the
main
lines
and
grout
those,
so
we've
stabilized
them
and
we've
brought
you
between
15
and
20
years
of
additional
time
for
that.
But
it's
not!
That
is
not
going
to
last
forever.

It's
a
it's
a
short-term
20-year
fix,
but
that's
all
figured
into
this
math
that
I'm
showing
you
here
so
we've
gone
through
arcadis.
As
your
consulting
engineer
and
the
city's
engineers
have
gone
through
and
looked
at
every
single
one
of
these
pipes,
that's
about
150,
200,
manhole
manhole
segments
and
figured
out
how
long
they
can
last
now.
The
good
news
is
that
soft
packer
technique
pushed
a
lot
out,
but
we're
still
left
with
a
lot
of
pipes
that
have
already
collapsed
right.
So
if
it's
in
the
zero
to
three
cohort,
it's
already
collapsed.

It's
not
ugly.
It's
really
gone
and
those
really
should
be
addressed
in
the
next
zero
to
three
years
now
in
the
civil
engineering
world,
it's
impossible
to
predict
exactly
when
a
pipe
is
going
to
fail.
So
this
is
our
considered
educated
opinion
about
it.
Some
of
those
that
are
in
the
four
and
six
years
are
going
to
fail
in
two
years,
and
some
of
those
that
are
in
the
zero
to
three
might
not
fail
for
five
or
eight
years,
but
all
things
considered,
that's
how
they
break
down.

You
can
see,
there's
about
10
and
a
half
million
dollars
worth
of
pipes
that
are
already
collapsed,
they're
already
so
badly
broken
that
that
there
it's
really
a
a
miracle
that
the
sewage
is
actually
getting
through
it.
The
rest
of
it
goes
out
for
a
total
of
about
21
million
dollars
long
term.
We
provided
the
city
engineers
with
a
detailed
plan
for
each
one
of
these
as
well.
So
they've
got
it
for
exactly
how
to
break
it
out
by
contracts
once
the
funding
becomes
available
to
budget
that
work.

So
we
don't
know
what
the
risks
are
in
those
pipe
now,
hopefully
they're
like
sand
river,
where
95
percent
of
sand
river
interceptors
look
beautiful,
but
we
don't
know
because
we
haven't
looked
at
those
interceptors,
it's
your
most
critical
asset.
I
talked
about
the
little
laterals.
This
is
the
exact
opposite
of
that.
This
is
where
everybody's
sewage
goes
through.
These
include
all
of
woodside
as
an
example
where
I
live.
It
all
comes
right
up
through
there,
if
that
fails,
that
entire
development
loses
its
sewage
service.

So
those
really
need
to
be
inspected
really
can't
emphasize
enough
how
how
high
priority
there
still
remains
20
miles
of
other
smaller
diameter
clay
that
weren't
prioritized
during
the
first
project,
but
many
of
them
were
right
next
to
pipes
that
we
did
and
when
you
turn
and
look
at
it,
you
go
holy
cow.
Why
wasn't
that
included
they're
as
bad
as
what
we've
just
finished?
That
should
also
be
included
as
well.

These
these
were
not
included
in
the
48
miles
of
pipe
that
we
did.
This
is
the
rest
of
your
high
risk
inventory
and
then
there's
74
miles
of
other
moderate
risk,
pipe
that
probably
a
good
decade
off
before.
You've
really
got
to
worry
about
that,
maybe
two
decades
off,
as
well
as
that
eight
miles
of
partially
collapsed
sewer
that
we've
talked
about
already.

We're
going
to
we've
done
flow
metering
before
we
start
it
and
after
we've
finished
and
we're
going
to
report
how
much
we've
reduced
leakage.
I
don't
expect
those
numbers
to
be
very
high.
It's
really
hard
to
get
leakage
out
when
you've
got
all
those
leaking
covers
right.
It's
that
just
overwhelms
everything
when
it
rains
we're
going
to
provide
back
to
the
engineering
department,
a
detailed
assessment
for
all
almost
1300
pipes
that
were
included
in
this
project
with
a
with
a
reinspection
cycle
based
on
their
existing
condition
and
where
we've
left
them.

The
good
news
for
me
is,
I
get
to
come
back
as
part
of
this
contract.
All
this
work
is
warrantied,
so
we're
going
to
come
back.
We've
already
done
the
stuff
that
we
did
in
2018.
I'm
happy
to
report
that
all
that
met
the
contract
terms,
but
we
still
have
our
work
from
2019
and
2020,
we'll
be
back
either
late
next
year
or
early
in
2022.

zero

three
year
and
then
I
would
also
go,

I
would
look
at
your
interceptors

sweating
bullets

this

I've

him

we've

camera
in
and
that's
cheap
right,
it's
not
expensive
to
do
it's
difficult
to
access
and
require
some
special
tools
but
hanging
over
the
utilities.

this
the
sword
of
what
happens
if
that
thing's
really
bad?

It
was
such
a
huge
relief
to
them
when
we
reported
that
the
sewers
in
hitchcock
were
in
good
shape,
we'd
love
to
be
able
to
do
the
same
thing
for
those
others.
So
that's
the
second
place
I
would.
I
would
put
my
money
and
then
the
third
place
is
you've
still

chairperson
for
the
equine
council,
and
I'm
here
today
representing
the
members
of
that
council,
where
we
have
been
addressing
this
issue
of
the
tourism
ordinance
since
last
january
and
have
taken
into
great
consideration
a
lot
of
the
issues
that
you
all
have
raised
down
to.

Primarily,
the
intent
of
this
ordinance
was
to
put
everything
under
a
common
umbrella
to
ensure
that
all
tourism
activity,
as
it
impacts
the
horse
district
for
both
equine
and
human
residents,
that
it
was
consistent,
something
that
was
fair
and
balanced
to
the
people
that
lived
there,
as
well
as
to
recognizing
the
ability
for
people
to
come
and
see
and
tour
the
assets
of
aitkin.
So
it
was
done
under
a
balance
thought
but
recognized
that
the
majority,
certainly
by
far
majority
of
the
members
of
the
equine
council,
live
and
conduct
business
in
that
horse
district.

they're
well
aware
of
of
the
impact
that
that
would
have
on
it.
As
far
as
the
concerns
of
the
the
the
kind
of
the
four
areas,
the
motor
coaches,
the
carriages,
the
bicycles
and
walking
tours
the
intent
of

motor
coaches
was
that
having
them
under
a
permitting
type
structure
and
a
limited
routing
that
would
not
take
them
on
the
dirt
paths.
But
give
people
access
would
be
a
way
to
kind
of
control.
That
and
know
who
was
coming
and
going
and
not
put
everything
on
the
burden
of
the
city
management.

was
understood
that
the
city
does
not
have
the
means
or
the
expertise
to
conduct,
evaluations
or
even
inspect
carriages,
and
and
to
have
the
resources
necessary
to
ensure
that
there
was
compliance
with
that
and
have
instead
followed
other
city
carriage
programs,
where
you
turn
it
over
to
the
carriage
association
of
america,
which
is
quite
an
extensive
organization
that
has
various
levels
and
requirements
for
their
drivers
and
permitting
and
alignment
assignments.
And
if
the
drivers
and
carriage
operators
are
conducting
their
business
in
alliance
with
that
that
that
would
be
sufficient
for
aiken.

that
removes
us,

we
mentioned
earlier,

the
requirements
for
that

then

far
as
the
hours
of
operation
and
the
metrics,
and
how
many
could
be
done

comfortable

there

onslaught

tours

would
be
some

worked
very
closely
with
glenn
parker
back
in
2005,
when
we
first
reached
a
compromise
on
how
to
keep
these
motor
coaches
out
of
this
part
of
town,
and
the
main
reason
is,
as
I
mentioned,
the
delicacy
and
the
interest
intricacy
of
thoroughbreds,
who
are
moving
out
of
the
zone
a
little
bit
because
of
the
business
worldwide
and
and
the
vendors
that
are
moving
in,
show
jumpers.

in
fox
hunters.

One
of
the
things
we
did,
which
was
so
interesting
with
glenn
parker,
was
agree
that
we
have
a
lot
of
great
things
to
offer
in
this
town
and
the
equestrian
events
are
some
of

best
ones,
the
most
historic

people
bring
the
most
revenue,
but
also
the
training
for
those
events
is
the
most
delicate.

these
events
that
drive
people
and
I'm
not
even
begin
to.
I
don't
need
to
tell
you
guys
how
to
run
soccer

softball

baseball
and
golf
you've
got
that
under
control.
But
again
the
delicacy
of
the
intrusion
into
this
work
zone
is
to
me.
You
know
it's
a
real
struggle.
When
you
look
at
the
people
that
live
there,
we
think
oh
they've
got
these
wonderful
big
houses,
they're
rich
people.
This
is
just
you
know.
They
don't
want
people
hanging
around
getting
in
their
way.
But
in
actual
fact,
what
you've
got
are
these
houses?

careful
when
you
think
about
a
walking
tour,
which
you
might
think
is

easy
thing
to
just

go
walk
in
the
dirt
roads,

you've

people
and
they're
spread
out

little

somebody

a
very
young
thoroughbred.

may
be
being
converted
from
a
racehorse

eventer
and
somebody's
got
something
moving
around
quickly

kid

that
racehorse
freaks
out
and
now
that
rider
is
at
great
risk

so
are
those
people
at
great
risk.

met

citizens

times
and
councilman.
Gerardo

was
the
council
liaison
and
we
presented
recommendations
to
you
at
a
work
session
on
october
12th.

Obviously,
the
applicant
would
have
to
pay
two
thousand
dollars
towards
the
demolition
and
there
would
be
a
claw,
a
so-called
claw
back
if
it's
like
a
forgivable
loan
and
it's
forgiven
at
a
rate
of
so
much
25
per
year
over
four
years,
that
no
interest
should
the
it'll
be
recorded
at
the
deeds
office.
So
if
the
property
is
sold,
it
would
come
up
in
a
title
search,
so
we
could
reclaim
the
money
for
easy
mass
sake.

say
it
cost
ten
thousand
dollars
to
demo
a
commercial
structure.

commercial,

property
owner,
would

free

sell
the
property

we
would

easement
as

as
a
additional
buffer

our

negotiated
purchase
price
is
five
million
two
hundred
and
fifty
thousand

was

approving
tonight

was
for
consideration

resolution

that
