our
citizens
and
the
people
we
serve.
We
just
pray
that
you
would
give
wisdom
to
this
body.
We
pray
that
everything
that
would
be

betterment
of
our
community.

pleasing
in

and
your

with
all
city
council
meetings,
I'd
like
to
read
the
guidelines
for
our
meetings-
these
are
public
forums
in
which
many
opinions
are
expressed
in
the
business
of
the
sea
must
be
conducted
as
such,
disciplined
honorable
and
professional
decline
is
paramount.
Courteous
and
respectful
communication
is
expected
during
public
schemes.
All
questions
and
statements
from
the
public
shall
be
directed
to
the
chair.

one
item
on
the
agenda
tonight
under
new
business
and
its
first
reading
and
public
hearing
of
an
ordinance
amending
the
charges
for
fire
service
by
tylenol
submitting
the
charges
for
fire
service
at
this
time.

evening,
mayor
and
council,
this
ordinance
will
put
the
rates
back
to
for
non-city
resident
or
non-city
customer
fire
fees,
as
they
were
prior
to
july,
1st
2020
staff
recommended
the
council,
a
raid
amendment,
and
I
think
after
feedback
and
and
comments
internally
and
with
council
we're
recommending
that
we
roll
those
rates
back
to
what
they
were
prior
to
july,
1st
2020.,
I
know
at
the
work
session
you
had
commented.

I
guess
folks
that
had
gotten
the
bills
october,
1st
around
october
1st
or
after
that
billing
period
to
hold
off
paying
them
will
have
for
second
reading.
I
guess
sort
of
a
a
a
path
for
getting
those
rebuild
for
the
quarter,
those
that
are
billed
quarterly
and
essentially
that
is
what
is
before
you
tonight.
It's
going
back,
it's
essentially
reinstituting
the
ordinance
that
was
in
effect
prior
to
june
8,
and
that
was
based
on
an
ordinance
passed
by
city
council
in
2017..

I
guess
as
a
quick
note
for
those
residents
who
may
have
already
paid
that
amount
that
would
be,
I
guess,
worked
into
with
a
credit
for
future.

That
is
correct,
a
credit
and
then
then
it'll
it'll
be
credited
into
onto
their
account.
Anyone
that
is
paid
prior
to
to
the
passage
of
this
ordinance,
and
I
think
the
reason
for
this
special
meeting
is
so
we
can
get.
This
somewhat
expedited
have
a
second
reading
at
our
meeting
on
october,
the
26th,
which
is
a
week
from
today,
and
then
that
we
can
get
this
instituted
in
time
for
to
to
keep
us
on
a
timely
collection
pattern.

fact,
I've
only
seen
a
fire
truck
in
our
neighborhood
one
time
and
it
was
just
passing
through.
I
don't
know
where
it
was
going,
because
there
was
no
fire,
as
you
know,
receiving
water
from
the
city
and
not
being
a
city
resident.
I
pay
double
whatever
city
residents
pay
for
water
and
I've
always
paid
my
bill.
I
never
complained
about
that.
I'm
not
here
about
that
tonight.
I
don't
pay
city
taxes,
so
you
know
I
pay
it.

Back
to
the
pre-july
2020
rate
of
41
dollars
per
month,
that's
still
492
dollars
per
year,
which
is
more
than
four
and
a
quarter
times
above
what
the
people
painting
the
115
flat
rate
fee
is,
and
in
my
research
there's
approximately
about
6
000
customers
that
live
outside
the
city
that
are
receiving
fire
services
from
the
city
and
the
majority
of
us,
I
think
about
75
percent
are
in
my
situation.
We
receive
both
water
and
fire
services
and
our
assessment
or
our
fee
is
based
on
the
house
assessment
and
a
minority
about
25
percent.

have
fire
services
and
they're
paying
115
dollar
flat
disease.
So
I
don't
know
you
know
how
this
happened
over
time
or
why
it
happened.
But
I
just
want
to
ask
the
council
know:
what
are
we
going
to
do?
What
are
you
going
to
do
to
standardize
these
rates
and
bring
them
into
making
more
fair
and
equitable
so
that
we're
paying
we're
all
paying
the
same
fee
for
the
same
service?.

want
to
confirm-
and
yes

getting
us
the
information
so
that
we
could
sort
this
out
and
to
this
gentleman's
comments
that
that
was
certainly
what
we
attempted
to
do.
The
first
go-round,
but
failed
at
that.
If
enrolling
this
back,
as
I
understand
it,
with
our
collection
fees
at
85,
which
is
normally
what
we
get,
we
are
going
to
be
running
a
246,
425
dollar
deficit.
Is
that
correct,

collection
fees
hold
that
that
is

roughly
that
amount

know,
as
we
said,
we're
going
to
have
to
try
to
come
up
with
some
kind
of
solution
to
this,

I
assume

we'll
be
doing
that
at
budget
time.

my

Our
direction
to
staff
is
as
we're
considering
our
budget
to
come
forward
with
the
way
that
this
is
included.
Our
our
fire
portion,
I
think,
is
with
public
safety.
As
we
all
know,
it's
it's
a
little
more
difficult
to
separate,
what's
policing
and
what's
fire
protection,
but
I
mean
I
think,
as
we've
come
up
with,
that
number
is
close
to
six
million
dollars
for
fire
protection.

so
so
I
mean
I
mean
clearly
that
service
is
costly,
that's
right
and
and
again
I
I
think
is
in
an
equitable
way
presented
very
transparently.
I
don't
think
anyone
minds
that,
but
I
think
people
expect
to
just
like
david
said
earlier.
I
think
people
expect
to
pay
an
equitable
amount
for
that,
and
I
have
all
the
confidence
that,
as
we
go
into
to
the
early
work
sessions
of
our
budget,
there
will
be
some
options
for
this
council
to
consider.

that
is
correct,
based
on
that
analysis,
that
about
45
of
the
general
fund
budget,
which
is
funded
in
a
large
degree
by
property
taxes,
goes
to
public
safety.

so,
by
the
same
token,
we
don't
want,
from
from
the
city's
resident
perspective,
to
be
subsidizing
our
suburban
fire
either.
So
every
time
you
pull
a
layer
off
of
this
onion,
it
seems
to
expose
another,
you
know
and
then
property
without
a
structure
on
it's
capped
at
six
sixty
dollars
in
the
suburban
area,
fire
area.
Is
that
correct
that
that
is
correct.
So
so
you
start
taking
properties
without
structures
on
it.
It's
not
just
a
simple
divide
and
the
number
is
was
based
off
of
a
millage,
but
it
was
capped.

think
we
kept
it
early.
So
it
was,
it
was
said.
Well,
everybody
over
130
000
pays
the
same,
and
I
think
that
that
was
a
true
statement
simply
because
we
kept
that
millage
rate
at
that
it
wasn't.
It
wasn't
that
we
were
paying
the
people
with
130
000
home,
we're
paying
an
exorbitant
amount
of
people
with
the
250
000
we're
paying
less
than
that,
because
we
just
stopped.
We.
We
capped
that
number.
So
there's
a
lot
of
sides
to
this.

You
know
and
that's
why
I
commend
staff
for
coming
up
with
a
recommendation
of
let's.
Let's
take
this
back,
we'll
make
up
the
difference
in
this
year's
budget
and
let's,
let's
come
up
with
something:
that's
going
to
make
sense
for
everybody
in
in
the
moving
forward.
So.

it
is
time
I
think,
to
maybe
look
at
back
then
about
41
of
the
parcels
that
we
build
were
not
in
the
city
and
over
time
that
has
changed
to
where
it's
about
30
or
just
slightly
under.
So
I
think
we
need
to
take
a
look
and
again
there's
a
lot
of
other
factors.
Like
the
the
speaker
just
commented
when
you're
not
in
the
city,
you
pay
higher
water
and
sewer
rates.

So
I
think
there
is
an
expectation
that
a
some
sort
of
rate
structure
should
be
devised
where,
if
you're
not
in
the
city,
if
you
kind
of
cost
this
out,
there
should
be
a
little
higher
amount
for
someone
not
in
the
city.
Again,
I
don't
mean
necessarily
with
the
example
he
shared,
but
that's
something
I
think
we're
going
to
have
to
take
a
very
close
look
at
as
part
of
the
budget
to
get
this
integrated
into
the
budget
that
comes
to
pass
next
year.

input,
you
know
through
the
public
work
sessions
and
excuse
me
public
hearings,
so
there'll
be
ample
opportunity.

think
for
that.

Current
ordinance
that
sort
of
set
this
up
did-
and
I
mean
frankly,
that's
sort
of
been
the
guiding
or
enabling
ordinance
since
so
obviously,
the
rates
have
been
adjusted
via
ordinance
over
the
years,
but
the
philosophy
or
the
the
underpinnings
of
it
started
at
least
back
in
1994,
based
on
the
records
that
we've
looked
at.

have
not
looked
at
that,
I
mean
with
all
the
I
mean.
Certainly
this
came,
I
guess
became
an
issue
in
the
minds
of
the
customers
in
the
last
few
weeks.
So
that's
something
that
will
require
some
additional
research.

I
understand
that
we
came
up
with
the
number
trying
to
make
it
equitable
by
going
this
route,
but
it
sort
of
woke
up
a
problem
in
the
overall
scope
of
things.
That's
been
there
for
quite
some
time
and
not
looking
to
blame
anybody,
but
yes,
we
need
to
go
back
and
figure
out,
what's
fair
and
make
it
across
the
board.

things
of
this
nature
takes
place,
it's
it's
it's
information
for
us,
because
none
of
this
was
intentional
number
one,
so
we
extend
our
apologies.
Secondly,
what
this
has
done
for
me
and-
and
I
hope
for
others
is
when
we
are
increasing
fees-
reviewing
the
impact
that
it
has
on
our
city
and
our
county
residents
and
looking
at
those
percentage
to
make
sure
that
those
those
increases
are
not
so
far
out
of
range.
We
all
say
wow.

need
to
go
and
take
care
of
it,
and
then
I
would
hope
for
and
I
will
make
sure
that
trust
staff
that
we
will
have
work
sessions
as
we
enter
into
the
next
and
hopefully
even
a
little
bit

wait
until
march
april
to
start
working
on
this.
Obviously
but
yeah
I
I
agree,
I
mean
we're,
not
gonna.
Have
it
in
two
weeks.
I
For
my
my
tardiness-
and
I'm
I'm
sure
everybody
may
have
mentioned
this,
but
you
know
when
we
voted
for
this.
We
in
my
personal
opinion
and
my
personal
vote.
You
know
we
have
to
recoup
fees
and
that's
the
bot.
That
is
one
of
the
the
main
things
is.
We
have
to
recoup
fees.
There
is
an
expense.
There
is
a
service
that
is
being
offered,
but
again
you
know.
I
Unfortunately,
it
was
until
after
we
voted
on
it
that
it
became
very
clear
that
it
was
truly
affecting
many
of
the
citizens,
and
I
had
spoken
to
a
number
of
them
that
that
questions
that
be
the
question,
the
fees
and
and
of
course,
once
once
we
I
saw
those
numbers
and
the
jumps
were
just
in
some
cases
astronomical
and
it
truly
does
hamper
people's
budget.
I
You
know
some
people's
budget
is
very
limited
and
I
think
it
was
key
that
we
listened
and
came
back
and
brought
this
back
to
the
table,
but
I
hope,
as
we
move
forward,
that
we
truly
do
push
in
these
types
of
issues
that
we
do
a
thorough
audit.
So
the
charges
across
the
board
make
sense
right,
because
this
doesn't
make
sense
and
the
numbers
I've
seen
out
there
in
the
community,
don't
make
sense.
So
so
I
think
yeah.
We
need
to
do
a
little
bit
more
homework.
I
I
also
resonate
what
councilwoman
price
said
I
apologize
for
for
the
carolina
carelessness.
I
feel
that
we
tripped
upon
as
we
pursued
this
particular
initiative.
It
wasn't
intentional,
but
it
was
careless
and
I
think
you
know
we
have
to
recognize
that.
So
in
my
personal
point
of
view,
I
think
pushing
this
past
second
reading
is
appropriate,
continuing
it
tabling
it.
I
don't
know
how
we
would
do
that.

mean,
if
you
guys,
can

stay

the
rate,

just
to
kind
of
recap
where
what
the
ordinance
amendment
is
it's
to
take
the
rates
back
to
the
previous,

the

19
2019,

1920
rate
structure,

year's
budget
as
we're
starting
those
work
sessions,
we
can
have
public
hearings
and
opportunities
to
work
through
this
structure,
to
give
our
staff
time
that
they
can
actually
get
the
input.

can
be
a
transparent
and
equitable
thing

that
we
had
recent
promotions
within
public
safety
department
and
recently,
as
of
today,
announced
that
lieutenant
aaron
dobbs
has
been
promoted
to
captain,
as
well
as
lieutenant
brian
key
to
the
patrol
captain
position
and
so
lieutenant
dobbs
and
captain
dobbs
effective
saturday.

next
pay
period
is,
will
stay
in
the
same
function
that
he
has
been
in,
but
recognized
with
the
rank
structure
and
then
with
the
recent
retirement
of
captain
burgess,
as
the
patrol
captain,
lieutenant
brian
key
will
be
promoted
to
captain
over
patrol.
So
we're
really
excited
about
that
and
I
wanted
to
share
as
soon
as
we
had
that
with
council.

sort
of
glad
this
worked
out
