A
Father
we
thank
you
for
the
freedoms
that
we
have.
We
thank
you
for
the
opportunity
to
come
together
to
have
discussion
so
that
we
can
make
better
decisions
being
better
informed
father.
We
just
ask
that
your
blessings
would
be
upon
this
body
and
upon
our
city,
that
your
protecting
hand
would
be
upon
us,
so
safety
would
be
upon
our
city
and
our
nation.
A
We
just
pray
that
you
would
remind
each
one
of
us
tonight
that,
as
as
we
share
our
opinions,
lord,
that
we
act
in
a
way
that
would
be
pleasing
to
you
that
people
can
disagree
without
being
disagreeable.
We
just
turn
it
all
over
to
you
and
give
you
the
praise
in
your
name.
We
pray,
amen,
amen,
chief,
good.
B
A
A
All
right,
I'd
like
to
just
briefly
cover
the
guidelines
for
our
meetings
for
city
council
meetings
are
a
public
forum
in
which
many
opinions
are
expressed
and
the
business
of
the
city
must
be
conducted
as
such.
Disciplined
honorable
and
professional
decorum
is
paramount.
Courteous,
courteous
and
respectful
communication
is
expected
during
the
public
hearing.
All
questions
and
statements
from
the
public
shall
be
directed
to
the
chair.
A
A
A
E
A
Right,
councilwoman
price.
Thank
you.
Councilman
waltz
with
the
second
comments
from
staff,
mr
beanbow
good
evening,.
G
G
So
this
is
before
you
to
extend
this
another
61
days
from
september
the
16th,
and
it
is
identical
to
the
one
that
was
passed
july,
the
13th
by
city
council,
since
it
is
an
emergency
ordinance,
it
only
requires
one
reading
and
again
is
only
in
effect
for
61
days
the,
and
since
it
is
an
emergency
ordinance
in
order
for
it
to
go
into
effect,
a
minimum
of
two-thirds
of
council
members
must
vote
to
in
the
affirmative
to
pass
it.
G
Otherwise
it
will
not,
it
will
not
pass
and
the
ordinance
will
expire
the
emerge,
the
existing
emergency
ordinance
would
expire.
G
Not
all
the
calls
did
generate
an
incident
report
and
we
have
data
attached
in
the
agenda
packet
through
september,
2nd
when
the
agenda
was
prepared
for
you.
I
also
will
ask
assistant
city
manager
abney
to
come
forward.
She's
up
until
about
10
15
minutes
ago
was
still
tallying
emails
that
were
received
and
she's
got
some
basic
statistics.
So
I'll
turn
it
over
to
her
for
a
moment.
H
Yes,
sir
mayor
and
council,
there
have
been
326
comments
received
by
email.
252
comments
are
in
favor
of
extending
the
mask
ordinance.
71
comments
are
opposed
to
the
mass
coordinates,
three
did
not
state.
They
only
asked
questions
or
made
a
comment
that
you
could
not
discern
one
or
the
other
of
the
people
who
disclose
their
name
and
address.
107
people
live
in
the
city
of
aitkin.
G
That
that's
the
staff
comments
for
this
item.
Mr
mayor
and
council,
okay,.
A
We're
gonna
open
up
the
four
to
comment.
I
certainly
want
everyone
to
have
an
opportunity
to
say,
because,
because
of
the
amount
of
interest
in
this
and
and
top
for
timely,
we
obviously
have
a
clock.
It's
five
minutes
at
4
30.
I
will
without
trying
to
interrupt
your
flow
just
let
you
know
that
it's
4
30
so
it'll
be
time
to
wrap
it
at
five.
A
I
We
have
been
inundated
with
prayer
requests
from
the
african-american
community
parents
and
concerned
citizens
throughout
our
broadcast
area
due
to
themselves
family
members
co-workers
or
those
with
whom
they
worship
who
have
contracted
the
covet
19
virus
as
a
person
with
asthma
who
understands
all
too
well
what
it's
like
to
struggle
breathing.
I
definitely
see
no
harm
in
extending
an
ordinance
that
can
possibly
keep
as
many
as
possible
from
contracting
a
virus
with
such
harmful
and
even
deadly
effects.
I
I
Yes,
everyone's
symptoms
are
different,
but
why
take
the
chance
when
a
small
inconvenience
of
wearing
a
mask
can
help
people
live
if
masks
did
not
help
in
diminishing
the
spread
of
germs?
Maybe
those
not
in
favor
would
be
fine
with
their
surgeons
or
medical
professionals
not
wearing
masks
when
working
on
them.
I
thank
god.
He
saw
fit
to
save
aiken's
mayor
rick,
osbon,
a
husband,
father,
entrepreneur
and
community
servant.
I
know
he
knows
covet.
19
is
not
a
hoax
and
is
very
real.
I
Is
this
a
hoax?
No,
there
are
those
who
say
you're
infringing
on
my
rights
to
pass
an
ordinance
that
requires
us
to
wear
a
mask.
I
say
you're
infringing
on
my
rights
to
live
according
to
an
article
that
I
recently
saw
a
report
from
our
local
media
on
august
thirteenth,
and
I
particularly
want
to
acknowledge
that
miss
k
and
I
together
served
on
the
aiken
regional
board
of
governors
for
about
six
years
and
according
to
heather
radford,
the
aiken
regional
director
of
quality
and
risk
management.
I
They
are
seeing
the
impacts
of
this
ordinance.
The
south
carolina
department
of
health
is
proving
masks,
do
work
and
health
experts
here
have
seen
the
changes
in
the
number
of
cases,
since
the
mask
ordinance
began
as
an
african-american
who
is
very
involved
in
this
community
and
who
is
one
whose
people
have
been
disproportionately
impacted
by
this
virus.
I
plead
with
you.
I
beg
with
you
to
look
at
what
this
does
to
our
community.
When
we
say
we
will
disregard,
what's
happening
to
people's
lives,
their
families
and
a
small.
I
A
small
inconvenience
of
wearing
a
mask
can
help
save
lives.
I
would
love
to
live
and
I
want
to
keep
on
living
and
if,
as
citizens,
we
want
to
extend
that
to
all
of
our
citizens
that
I
beg
of
you
counsel,
to
think
of
the
greater
good
and
to
again
vote
in
favor
of
this
ordinance.
Thank
you
so
much
for
your
time
and
with
that
I
appreciate
tonight's
efforts.
Thank.
J
A
Donna
you
were
on
that
clock
like
someone
who
might
work
at
a
radio
station.
A
L
L
Now
I
serve
individual
private
nutrition
clients
as
well
as
writing
the
monthly
nutrition
article
in
bella
magazine
as
a
nutritionist.
I've
been
very
interested
in
code
19.
I've
read
a
lot
of
the
detailed
original
research
articles
that
have
been
published
since
spring,
and
I've
also
read
those
about
masks.
There
have
been
numerous
randomized
controlled
trials.
This
is
not
opinions.
This
is
testing
whether
mass
work
or
not,
and
none
of
them
the
the
clock.
K
L
I
didn't
mean
to
influence
sorry,
sorry,
ginger!
Oh
that's!
Okay!
You
weren't
asking
me
a
question
anyhow:
okay,
yeah.
Sorry,
anyway,.
M
L
There
have
been
numerous
randomized
control
trials
with
about
masks
and
none
of
them
found
a
significant
relationship
between
wearing
mass
and
preventing
viral
infections.
Most
of
these
were
with
influenza,
because
kovid
19
wasn't
around
aiken
county,
as
our
previous
speaker
said,
does
have
the
lowest
incidence
of
any
county
in
our
state,
and
our
weekly
infections
have
been
cut
by
half
since
the
peak
in
mid-july
and
right
now,
they're
averaging
about
six
a
day.
Hospitalizations
are
also
down
by
half.
Last
week
there
were
four
cova
deaths
in
aitkins.
L
So
far
this
week
with
five
days,
there
have
only
been
two
deaths
just
to
give
you
a
comparison
using
dhec
records
they're
an
average
of
37
deaths
in
aitkin
county
weekly.
So
this
is
2
2
4
versus
37,
we're
making
all
of
these
changes
and,
as
our
last
speaker
said,
maybe
mandatory
mass
caused
that
decline
in
cases
it
could
be.
I
don't
know,
I
doubt
it,
but
it's
a
county-wide
decline.
There
is
not
a
mandatory
mass
coordinates
in
aitkin
county
or
in
north
augusta,
so
it's
a
minority
in
the
county
that
has
the
actual
ordinance.
L
I
strongly
believe
in
health
freedom.
Individuals
should
be
empowered
to
choose
whether
masks
or
any
intervention
are
best
for
themselves
mask
wearing
that
is
mandated
by
the
government
implies
that
people
should
hide
in
fear
until
a
vaccine
is
available.
The
government
will
save
you
with
your
vaccine.
L
I
was
personally
vaccine
injured
in
2007,
after
taking
multiple
doses
of
many
different
vaccines
before
a
mission
trip
to
haiti
with
my
church.
Because
of
this
I
will
never
get
a
coven
19
or
any
vaccination
if
citizens
choose
because
of
their
health
status
to
wear
mass.
Of
course,
I
respect
that,
as
we
all
should,
between
85
and
94
percent
of
the
people
who
have
been
hospitalized
for
covid19
have
pre-existing
conditions,
often
more
than
one
most
commonly
heart,
disease,
obesity,
diabetes
or
lung
conditions.
L
If
you
do
not,
if
you
have
these,
you
should
absolutely.
If
you
don't
have
these,
you
should
have
no
fear
of
covered
19.
I'll,
be
63
next
month
by
age.
I
should
be
worried
about
coveted,
but
I'm
not
I'm
healthy.
I
don't
have
any
of
these
pre-existing
conditions.
L
I
would
encourage
the
city
council
to
publicize
the
wonderful
physical
fitness
facilities
we
have
in
aitkin
encouraging
their
use
council
should
encourage
the
use
of
the
farmer's
market,
the
d
heck
resources
on
nutrition
and
weight
loss.
These
are
some
proactive
actions
that
could
be
taken
to
encourage
people
to
be
work
on
aggressively
improving
their
health
instead
of
mandating
masks.
We
know
a
lot
more
about
the
virus
than
we
did
six
months
ago.
Coveted
19
is
not
highly
prevalent
in
aitkin.
L
Those
at
greatest
risk
for
covid19
have
great
options
for
treatment.
If
people
are
sick,
they
should
stay
home
if
they're
high
risk,
they
should
evaluate
their
situation
with
their
doctor
and
then
take
the
appropriate
measures
for
the
rest
of
us.
It's
time
we
begin
living
normal
lives
again
without
mandatory
mask
wearing.
Please
allow
this
ordinance
to
expire.
N
N
O
N
Masks
are
ineffective
when
it
comes
to
the
virus.
Yes,
all
of
these
were
done
with
the
flu,
and
the
flu
is
a
slightly
larger
virus
than
covid,
but
what
they
did
say
on
all
these
studies,
that
time
and
distance
is
what
helps
protect
you.
So
social
distancing
is
what
you
need
to
do,
I'm
in
a
store
and
I'm
walking
by
someone
I'm
at
no
risk
from
catching
this
virus
from
them.
I
am
at
risk
if
I'm
standing
a
few
inches
from
them
and
talking
right
into
their
face
or
they're
talking
into
mine.
N
N
Maybe
please
wear
them,
they
might
help,
but
the
science
hasn't
changed
since
they
made
those
statements
back
in
february
and
march.
I
don't
know
why
they
changed
their
story.
Some
doctors
are
saying
wearing
a
mask
is
harmful.
I
I
just
take
them
at
their
word.
There's
a
lot
of
debate
about
whether
masses
are
good
for
you
or
not
good
for
you,
but
the
science
and
all
the
studies
done
tell
you.
They
don't
really
block
the
virus
and
they
don't
help
stop
the
spread.
N
At
the
last
meeting,
someone
asked
the
question:
what
are
we
to
do
then?
Well
time
and
distance,
keep
your
distance
and
don't
be
close
to
someone
for
a
long
period
of
time
cover
your
mouth
when
you
sneeze
or
cough,
and
obviously
washing
your
hands
off,
and
I
find
I've
been
doing
that
a
lot
now.
Sanitizing
keep
it
with
me
in
the
car
everywhere.
I
just
do
that
a
lot
now.
N
I'm
also
concerned
about
the
impact
this
has
on
our
businesses.
You
know
people
go
into
stores,
they
come
out.
They
take
off
their
mask
as
soon
as
they
can
because
they
want
to
breathe
easily,
but
when
they're
home
and
about
they're
still
visiting
with
their
family
they're
going
to
barbecues
kids
are
playing
with
other
kids
they're
meeting
with
friends.
N
People
are
socializing
and
when
they're
doing
this,
they're
not
wearing
masks
and
our
numbers
are
coming
down,
probably
because
people
have
learned
to
social
distance
and
wash
their
hands
quite
often,
but
not
because
of
the
masks,
I'm
very
concerned
about
our
local
businesses.
I
think
people
refrain
from
going
into
some
of
these
stores
and
restaurants
because
of
the
mass
requirements.
N
P
Good
evening
my
name
is
connie
boswell,
1042
lake
greenwood
and
I'd
just
like
to
thank
you
for
implementing
this
ordinance
from
the
very
beginning.
It
shows
sound
leadership
and
I'm
very
grateful
for
it,
because,
finally,
I
was
able
to
leave
my
house.
P
P
P
P
So
I
probably
won't
say
as
much
as
I
wanted
to,
but
we're
talking
about
saving
lives
and
people.
You
do
not
know
what
they're
dealing
with
when
you
pass
them
in
the
store.
I
get
very
upset
when
I
do
see
somebody
that
does
not
have
a
mask
on
and
I
do
try
to
stay
my
distance.
I
run
a
site
where
we
list
daily,
where
to
not
shop
where
not
to
go
to
the
grocery
store
where
not
to
go
eat.
P
P
P
A
I
I
want
to
make
an
announcement.
If
I
can,
we
certainly
want
people
to
stay
and
feel
welcome
to,
but
we
have
several
people
who
are
outside
who
would
like
to
come
in
and
speak
also.
So,
if
you
have,
if
you
have
spoke
and
are
inclined
to,
I
think
we
have
some
tvs
outside
even
that
you
can
watch
it
on,
but
we
do
want
to
get
make
sure
those
up
people
have
an
opportunity
to
come
in
to
to
be
heard.
Also,
so
thank
you
for
that
all
right,
charlie.
Would
you
good
evening,
sir.
Q
Good
evening,
mr
mayor
council,
thank
you
for
allowing
me
to
speak.
I
would
ask
that
you
rescind
the
ordinance
for
the
mask.
I
think
it's
time
for
personal
responsibility
and
decision
making
and.
A
You
north
augusta.
Q
Q
So
you
know,
I
think
it's
time
to
move
on
and
let
people
have
personal
responsibility.
That
being
said,
I
own
three
retail
businesses
in
aitkin
and,
if
you
rescind
the
mass
ordinance,
I
will
still
require
my
customers
and
my
employees
to
wear
masks
until
I
feel
like
certainly
no
scientist,
but
that
it's
the
right
time
for
my
employees
to
be
safe
and
for
my
customers
safe.
So
thank
you.
A
All
right
anyone
else
and
the
very
back
in
the
pink
get
it
yes,
ma'am,
hey
good
evening.
R
R
My
concern
is
not
only
the
over
189
000
people
that
have
died
from
covet.
The
concern
is
that
we're
getting
to
a
point
that
we're
in
society
where
people
are
more
concerned
about
what's
inconvenient.
For
them
this
is
not
a
major
inconvenience,
but
if
it's
to
save
just
one
person,
it's
it's
very
meaningful.
R
It's
said
that
it's
going
to
be
reassessed
in
60
days,
which
we
can
do.
There
is
going
to
be
as
far
as
they're
saying
a
a
vaccine
for
this
they're
working
on
vaccines.
I
think
it's
astrazeneca
has
come
up
with
a
vaccine.
It's
not
foolproof
yet,
but
there
have
a
lot
of
laboratories
that
are
working
on
a
vaccine.
R
The
other
problem
is,
there
are
people
who
are
asymptomatic.
That
means
they
are
carriers
of
this,
but
they're,
not
necessarily
sick,
but
when
they're
around
other
people
they
can
cat,
they
can
give
covet
to
them.
So
a
lot
of
times
if
you're
an
asap,
asymptomatic
person
you're
not
aware
of
it,
but
someone
could
catch
that
from
you.
R
We
would
only
not
only
be
concerned
about
ourselves
and
what's
inconvenience
for
us,
but
we
would
want
to
wear
the
mask
concerned
with
other
people
who
are
elderly
and
have
other
pre-existing
illnesses
to
protect
them
as
well,
and,
as
I
said,
the
60
days
would
be
an
assessment,
and
if
we
have
a
vaccine,
that's
very
effective.
That
would
be
even
well,
but
the
vaccine
and
people
getting
tested.
It's
been
talked
a
lot
about.
Testing
would
help
people
to
know
if
they
have
the
disease
or
not,
and
that
could
be
addressed
as
well.
R
So
the
testing
is
very
important
and
even
though
it
has
been
said,
testing
doesn't
really
tell
you
anything.
According
to
many
doctors
that
I
have
listened
to
on
tv
and
on
the
news
articles.
That
testing
will
help
you
to
know
that
and
if
you
are
asymptomatic,
when
you
get
a
test,
you
can
know
that,
and
you
know
you
really
need
to
have
a
mask
and
you
need
to
get
tested
if
you're
out,
if
you
find
that
you're
asystematic.
R
So
those
are
my
concerns
as
far
as
that
is
concerned,
and
particularly
about
the
high
risk
for
the
people
of
color
and
the
children
going
back
to
school-
and
I
know
it's
been
a
very,
very
low
possibility
of
people
getting
covered
with
the
children
going
to
school
right
now
with
the
testing.
But
I
think
it's
because
people
are
wearing
a
mask.
That
has
been
the
reason
why
that
has
not
occurred
as
much,
and
so
since
aiken
is
doing
very
well
with
a
low
number
of
covet
cases.
R
I
think
it's
attributed
a
lot
to
the
fact
that
we're
wearing
a
mask,
so
I
am
very
much
in
favor
of
the
mask
being
continued
and
then
in
60
days
we
can
reassess
the
situation.
Perhaps
they
will
have
a
vac,
not
a
vaccine,
but
a
testing
procedure
that
people
can
do
at
home
and
it'll
be
at
a
low
cost
and
that'll
be
even
more
of
us
a
help
to
those
who
want
to
know
better
about
covet
and
how
the
testing
is
running
and
if
the,
if
the
mask
is
continuing
to
be
necessary.
S
A
F
It's
all
wet,
my
name
is
amy
clark
and
I
do
live
here
in
aitkin.
I
spoke
with
you
guys
last
time
when
we
did
this
and
I
was
pretty
clear,
then
I'm
gonna
be
clear.
Now
miss.
F
Yes,
I'd
rather
not
say
it
like
a
fair
enough
record
okay,
so
I
oppose
the
mask
ordinance
and
I
have
from
the
beginning
there's
lots
of
reasons
for
that.
But
the
main
reason
is
because
the
science
does
not
support
everyday
everybody
wearing
masks.
F
It's
questionable
at
best,
it's
a
very,
very
flimsy
basis
to
to
create
an
argument
on
regardless
local
governments.
Listen
to
the
cdc.
So
here
we
are
so
let's
talk
about
what
the
cdc
really
actually
recommends.
F
F
So
how
often
do
we
generally
come
into
contact
into
close
contact
with
a
gent
with
a
coughing
sneezing
feverish
miserable
person
at
the
grocery
store
for
15
or
20
or
30
minutes?
Never,
never.
I
never
stand
there
with
a
sick,
wheezing
person
in
my
personal
space
for
30
minutes
at
any
grocery
store
ever
how
about
home
depot.
F
F
Lots
of
heart
disease,
advanced
diabetes,
that
sort
of
thing
these
people
were
already
really
really
weak,
typically,
very
infirm,
near
this
door.
Any
opportunistic
infection
was
going
to
be
able
to
come
in
and
take
them
out.
It
could
have
been
influenza.
It
could
have
been
anything.
F
It
happened
to
be
coveted
because
covet
was
the
new
virus
that
came
through,
but
here
we
are
all
of
us
required
to
wear
our
masks
and
compromise
our
own
health,
even
if
we're
vibrant
and
healthy
to
supposedly
protect
from
that,
some
people
do
argue
in
favor
of
mass
to
protect
people
from
asymptomatic
spreaders.
However,
the
idea
of
healthy
people
with
no
symptoms
making
other
people
sick
has
no
merit.
F
F
F
H
T
M
Thanks
rebecca
christopher
6,
15
whiplash,
I
am
against
the
mask
ordinance
being
renewed.
I'm
sure
you
know,
because
I
was
here
the
first
time
I
am
not
anti-mask.
I
am
anti-mandate.
I
think
the
government's
proper
role
is
to
give
without
spin
the
most
relevant
current
and
accurate
information
to
the
public
to
to
distribute
any
possible
solutions.
M
Materials
to
give
guidelines-
you're,
not
here
to
you,
know,
legislate
morality
if
we're
being
compassionate
enough
or
not
you're,
not
here,
to
protect
my
health,
but
my
rights,
if
you
were
here
to
protect
my
health
you'd,
probably
be
outlawing
fast
food
and
junk
food
at
the
grocery
store,
because
heart
disease
raised
way
higher
obesity
and
everything
from
that.
M
So,
what's
your
criteria
for
renewing
it,
I
mean
I
don't
want
to
hear
what
fox
news
cnn,
new
york
times
your
best
friend
who's,
a
doctor.
Politicians,
even
the
cdc,
keeps
flip-flopping
on
what
what
they
want
to
do.
I
want
to
know
like
hard
data
objective,
hard
data.
What
are
you
basing
this
on.
A
U
H
M
Like
when,
when
I
talked
last
time,
then
there
was
immediately
a
vote.
It
didn't
sound
like
much
discussion
went
on
like
you
had
heard
anybody,
you
heard
them,
but
you
didn't
listen
to
them.
I
would
have
thought
you
would
discuss
it
more
after
that,
and
I
just
don't
understand
you
know
so
when,
like
this
one,
if,
if
you
do
this,
when
is
it
going
to
end
what
is
it
you're
looking
for
from
us
or
from
the
world
or
from
covid
to
make
this
end
to
make
to
say
we
don't
have
to
wear
masks
anymore?
M
A
M
A
A
V
I
want
to
compliment
the
speakers
that
have
provided
statistics
that
have
been
very
accurate.
I
have
been
a
nurse
for
over
40
years.
I
have
never
come
across
a
problem
like
this
before
I've
taken
care
of
many
patients
with
very
serious
problems.
I
myself
have
an
autoimmune
problem.
I
am
not
concerned
about
wearing
a
mask.
In
fact
it's
just
the
opposite.
V
V
The
obesity
in
this
country
has
been
a
much
larger
impact
on
our
economy
and
our
health
than
anything
else,
and
that
has
caused
a
lot
more
strokes,
diabetes,
cardiac
conditions
and
other
problems
that
are
never
addressed.
I
myself
had
also
had
a
reaction
to
an
influenza
vaccine
a
few
years
ago
and
my
doctors
have
deemed.
I
am
never
to
take
the
influenza
vaccine
again
now
when
we
have
influenza,
I
go
all
over
and
I'm
not
concerned
about
wearing
a
mask
and
nobody
is
wearing
a
mask
around
me.
V
O
Evening
folks,
thank
you
very
much
for
allowing
us
to
have
an
opportunity
to
come
back
out
and
talk
to
you
tonight.
My
name
is:
is
keith
richardson
and
I
live
at
347
old
thicket
place
here
in
aitkin.
I
just
again,
I
I
come
before
you.
I
don't
want
to
be
naive
enough
to
think
you
guys
haven't
already
done
a
bunch
of
research.
O
I
really
hope
you
have
I'm
sure
you
probably
have
and-
and
I'm
sure
you
probably
have
all
made
up
your
mind
already-
how
you're
going
to
vote
when
we
bring
this
up
to
a
vote
in
a
few
minutes,
I'm
not
trying
to
sway
anybody
at
all,
but
just
keep
in
mind
that
that
clearly,
as
we've
heard
tonight,
the
science
and
the
statistics
behind
this
situation
are
definitely
not
cut
and
dried.
They
can
be
interpreted
multiple
different
ways.
O
Matter
of
fact,
statistics
are
fabulous
for
being
able
to
be
twisted
and
turned
to
make
whatever
point
you
want
to
make.
So
so,
maybe
again
as
as
city
council,
maybe
what
you
shouldn't
be
doing
is
is
looking
too
deep
into
the
science,
because
again
a
lot
of
you
may
not
have
scientific
backgrounds.
O
However,
you
didn't
give
the
initial
recommendation
for
a
masked
mandate
or
for
for
a
mask
to
wear
masks
very
much
time
at
all
to
take
effect
before
you
jumped
right
into
the
mandate
the
first
time.
I
think
it
was
a
few
weeks
at
all,
and
at
least
one
of
you
mentioned
the
fact
that
hey,
we
didn't
even
give
it
time
to
take
effect.
O
I
go
out
to
stores
in
aitkin
when
I
have
to,
and
and
everywhere
I
go
there
are
tons
of
people
wearing
masks
as
a
matter
of
fact,
every
now
and
then
I'm
the
only
person
not
wearing
a
mask
in
a
store.
I
haven't
been
reported,
yet
maybe
I
will
maybe
I
won't,
but
it's
not
going
to
change
my
behavior,
I
feel
like
what
we
need
to
do
as
a
society
is
to
begin
to
take
personal
responsibility
again.
O
I
think
you
guys
need
to
allow
this
masked
mandate
to
expire
so
that
people
can
take
the
personal
responsibility
that
they
take
about
every
other
health
decision
that
they
make
in
their
lives.
You
know,
I
thought
it
was
absurd.
A
few
years
ago,
when
new
york
city
started
to
limit
the
size
of
a
soda,
you
can
buy
right.
What's
that
going
to
do,
I
can't
go
buy
a
32-ounce
soda,
so
I
got
to
go,
buy
two
16-ounce
bottles
worth
of
soda.
O
If
I'm
going
to
consume
a
bunch
of
sugar
and
soda
I'm
going
to
consume
it,
you
know
and
there's
nothing
that
the
government
is
going
to
be
able
to
put
in
place
in
order
to
make
me
do
what
you,
what
what
the
government
is
expecting
me
to
do
so
again,
I
appreciate
the
opportunity
to
come
and
speak.
I
want
to
bore
you
with
a
whole
bunch
of
extra
time.
O
I
know
there's
other
people
who
want
to
speak,
but
definitely
please
allow
people
to
take
personal
responsibility
for
their
health,
and
I
know
that
some
folks
have
said
well.
Your
health
affects
my
health
yeah
sort
of,
but
everybody
is
ultimately
responsible
for
their
own
health
decisions
and
that's
just
the
way
I
feel
I
hope
you
guys
will
allow
this
mass
mandate
to
expire,
because
you
know
clearly
people
are
wearing
masks
and
I
don't
think
they're
going
to
stop
immediately,
just
because
the
mandate
expires.
Thank
you
guys.
W
K
A
X
X
First
of
all,
I'd
like
to
thank
you
for
doing
the
initial
mask
ordinance.
I
know
a
lot
of
people
in
aitkin
were
the
city
of
aitkin
in
aitkin.
County
were
anxiously
awaiting
for
that
to
happen,
and
many
of
us
were
hesitant
to
go
out.
When
I
was
going
out,
I
felt
like
I
had
to
put
a
full
hazmat
suit
on
or
something
but
and
I
wore
a
mask
even
without
the
mask
ordinance.
X
In
fact,
a
lot
of
you
know
that
I
travel
quite
a
bit.
My
last
international
trip
was
in
january
and
I
returned
from
southeast
asia
right
after
the
news
had
broken
about
this
virus,
and
it
was
already
a
thing
over
there
and
I
thought
to
myself
before
I
came
home.
I
said
I
think
I'll
pick
up
some
masks,
because
I've
worn
masks
before
over
there
I've
had
to
because
of
the
pollution
in
the
air.
X
I
think
I'll
go
pick
up.
Some
masks
sold
out.
Why?
Because
the
people
over
there
knew
they
knew
that
information
was
already
been
given
by
their
government
as
to
the
seriousness
of
this
virus,
they
had
already
dealt
with
the
sars
virus,
and
so
when
the
news
about
covet
19
broke,
their
governments
went
into
high
gear
full
tilt
and
everybody
knew
to
get
a
mask,
so
there
were
no
masks
to
be
had.
In
fact,
I
found
one
so
anyway
talking
about
a
few
things.
One
of
the
business
owners
said
that.
X
He
said-
and
it's
been
stressed
by
a
couple
of
people-
the
last
gentleman
that
spoke-
that
we
should
depend
on
personal
responsibility
and
be
responsible
for
our
own
health
and
that's
true
up
to
a
degree.
That's
when
your
health,
whether
you
know
you
are
ill
or
not,
does
not
affect
other
people.
If
I
go
about
a
perfectly
healthy,
individual
sure,
I'm
not
going
to
affect
other
people,
but
I
don't
know
that
I've
not
been
infected
and
it's
been
proven
with
covid
that
many
of
the
most
of
the
infections
occur
from
asymptomatic
people.
X
X
You
don't
have
to
be
visibly
sick
to
spread
it,
and
I
saying
that
you
don't
come
in
close
contact
with
sick
people
in
stores
is
just
kind
of
a
ridiculous
statement,
because
I
come
in
contact
with
people
in
stores
even
wearing
masks.
Today,
anytime,
you
go
in
a
store,
you're
liable
if
I'm
shopping
in
publix
or
I'm
shopping
in
such
and
such
a
place.
You
turn
around
and
there's
somebody
right
behind
you
or
excuse
me.
Let
me
get
by
and
they've
bumped
into
you
and
they
are
not
practicing
social
distancing.
X
So
you
cannot
be
sure
that
everybody's
going
to
keep
that
six
foot
distance
from
you.
Somebody
mentioned
that
we
were
on
a
down
in
a
downgraded
event.
Right
now,
I
don't
think
that
over
a
thousand
deaths
a
day
is
a
downgraded
event.
We've
been
blessed
in
aitkin
county
and
in
the
city
of
aitkin,
because
we
are
a
rural
county.
X
If
we
had
a
population
density
that
was
as
great
as
new
york
or
as
great
as
some
of
the
larger
cities
in
texas,
we
wouldn't
be
having
this
conversation
really,
quite
frankly,
we
would
not
be
blessed.
So,
yes,
we
are
blessed
but
we're
blessed
because
we're
rural
somebody
said:
there's
no
been
no
studies
about
the
efficacy
of
mass.
Well,
that's
just
kind
of
ridiculous
because
all
you
have
to
do
is
get
on
the
internet
and
go
to
google
and
search
for
mass
studies.
Stanford
the
university
of
california,
johns
hopkins.
X
X
More
social
distancing
and
mask
wearing
just
those
two
things
I'll
just
say
one
thing
my
husband
has
asthma
and
he's
also
has
parkinson's.
He
wears
a
mask.
My
friend
has
ptsd
and
asthma.
She
wears
a
mask.
The
thing
that
I
wish
people
would
do
is
dial
up
your
empathy
and
be
concerned
for
other
people.
It's
a
small
thing
to
do.
It
doesn't
make
you
weak
if
we're
not
taking
away
freedoms,
it's
not
a
political
statement,
just
be
empathetic.
X
A
J
J
J
The
only
thing
that
would
protect
us
totally
would
be
a
hazmat
suit,
with
oxygen
we'd
never
get
out
of
it.
It
would
be
the
only
way
to
totally
protect
people.
The
germs
can
get
around
everything
the
germs
go
through
the
mask.
The
studies
that
people
cite
are
flawed
and
one-sided
people
are
dying
from
car
crashes
and
alcoholism
and
drug
use
and
many
other
things.
We
don't
dwell
on
that.
Every
minute
of
the
day
like
we
do
with
the
covet,
we
get
minute
by
minute
report,
not
ending.
J
J
W
W
and
I
I
do
empathize
with
the
concerns
about
our
freedom.
I
remember
when
they
made
seat
belt
ordinances
and
I
did
not
want
to
wear
a
seat
belt.
I
don't
want
to
wear
a
seat
belt.
It
was
not
comfortable,
but
it
was
for
the
greater
good
it
was
to
save
lives.
This
ordinance
is
to
save
all
the
universities
in
our
country,
all
our
major
all
the
major
universities
in
the
world.
W
All
our
health
institutes,
duke
johns,
hopkins
mayo
cleveland
clinic
those
are
the
those
are
our
experts.
Those
are
the
brains
that
we
need
to
be
listening
to.
I
don't
understand
where
people
are
talking
about
science.
These
are
the
scientists.
Why
aren't
we
listening
to
them?
That's
who
we,
the
countries
that
have
listened
to
their
scientists
instead
of
politicizing
issues,
are
the
countries
that
are
able
to
reopen
and
have
concerts
and
have
indoor
gatherings
without
having
the
mass
requirements.
W
We're
not
there
yet
we're
not
close
to
there
yet,
but
we
are
making
progress
that
even
our
own
d-hec
person
for
the
state,
where
is
that
one
of
the
women
here
was
speaking
to
that
a
little
bit
about
the
the
differences
that
the
mass
ordinances
in
our
in
some
of
our
municipalities
has
has
made,
and
the
studies
that
this
there
are
dr
linda
bell:
the
sc
state
epidemiologist.
W
W
During
that
same
time,
the
numbers
show
that
places
without
mass
requirements
have
experienced
a
thirty
point:
four
percent
increase
in
corona
virus
cases.
The
science
is
very
clear.
I
have
a
bs
in
zoology
of
a
bs
in
psychology,
I'm
a
doctor
of
chiropractic,
I'm
clear
on
scientific
research.
I
did
research
at
both
university
georgia
and
at
palmer
college
of
chiropractic.
The
research
is
very
clear.
The
science
is
very
clear
wherein
that's
saved
lives.
Thank
you.
S
Good
evening
hi,
I'm
janice
price,
2447
silver
bluff,
road
in
aitkin.
Y
I
think
the
biggest
thing
that
gets
me
about
this
is
that
the
masks
are
being
put
forth
is
a
one
size
fits
all
solution
to
something.
That's
not
the
one
size
fits
all
does
not
always
solve
all
the
problems.
There
are
we're
missing,
there's
so
many
I
hear
so
much
fear
in
these
people
and
I'm
sorry
the
the
the
people
that
are
saying.
Oh
everybody
needs
to
wear
masks.
I
hear
so
much
fear
and
there
doesn't
need
to
be
fear.
There
are
treatments
available.
Y
There
are
doctors
that
have
done
their
own
studies
and
have
put
their
information
out
online
and
they
are
very
successful
and
they
have
had
like
very,
very,
very
few
hospitalizations,
very
few
intubations,
given
their
treatment.
There
are
countries
that
are
doing
these
treatments
as
well,
and
they
don't
have
the
death
rates
that
we
have
in
this
country.
There
are
other
solutions
and
there
are
people
a
lot
of
these
people
that
have
spoken.
That
are
that
are
against
a
mass
mandate,
are
aware
of
these
things
and
and
we're
frustrated,
because
we
feel
like
nobody
listens.
Y
There
are
ways
around
it
that
we
don't
need
to
have
these
masks
and
we
don't
need
to
be
afraid
and-
and
so
what's
what's
happening-
is
that
if,
if
there
are
people
that
are
taking
care
of
themselves
and
have
this
solution,
if
we
don't
have
the
outward
sign
of
I'm
wearing
my
mask
and
virtue,
signaling
is
what
it
is.
If
we
don't
have
that
it
creates
hate
and
divisiveness
in
our
community
and
what
we
end
up
with
is
people
following
people
around
target,
saying
why
don't
you
have
your
mask
on
your
customers?
Y
I
mean
there
are
valid
reasons
why
people
might
not
be
wearing
a
mask
and
it
could
have
to
do
with
the
fact
that
they've
got
copd
or
they've
got
other
underlying
medical
conditions
that
you
just
don't
know
so
to
treat
other
people
poorly
and
judge
them
it's
just
these
mandates
are
creating
divisions
in
in
this
country,
and
it's
awful.
It
is
absolutely
terrible.
I
have
compassion
for
the
people
who
have
gotten
coveted
and
lost
other
other
family
members.
Y
I
understand,
but
they're
people
know
more
they're.
It's
we're
six
eight
months
in
now,
people
know
things
and
there
are
treatments.
We
don't
need
to
be
afraid.
This
is
something
a
wearing
mask
is
a
decision
that
should
be
between
a
patient
and
their
doctor.
It's
not
a
government's
decision
to
mandate
that
why?
Why
is
the
government
getting
involved,
but
thank
you
for
your
time.
W
C
Sorry
I
had
just
that
operation,
I
didn't
mean
to
move
that
arm.
Thank
you,
mr
mayor
and
city
council,
so
we
were
just
here
two
months
ago
and
I'm
not
sure
if
anyone
knows
for
certain
the
factual
numbers,
the
more
I
read
the
more
I
see
I
don't
know
if
anybody
knows
factual
numbers
and
that
bothers
me,
what
I
do
know
is
what
I
felt
like
I
knew
two
months
ago.
I
still
feel
the
same
way
tonight.
C
C
I
was
scalded
by
council
for
my
beliefs
and
my
comments
made
from
council
that
people
wanted
to
kill
her
babies
or
because
schools
were
trying
to
find
just
because
our
schools
were
trying
to
find
ways
to
open
daycare
is
never
closed
and
no
one's
trying
to
kill
kids
or
adults
we're
trying
to
find
ways
to
get
life
back
to
some
kind
normal.
Our
kids
and
adults
need
to
be
able
to
go
out
and
live
life
and
allow
our
bodies
to
develop
in
the
way
that
our
creator
designed
us
to
be.
C
We
were
designed
to
take
in
and
to
fight
and
to
grow.
Instead,
we
have
quarantined
covered
our
faces
and
shielded
away
from
community
causing
all
kinds
of
residents
of
residual
issues:
depression,
lack
of
growth
for
our
kids,
alcoholism,
drug
overdoses,
we're
seeing
it
every
day.
This
hurt.
This
ordinance
has
hurt
small
businesses
and
absolutely
brought
out
the
nasty
in
people
washing
hands
in
social
discipline
does
more
than
wearing
a
mask,
but
there
was
no
ordinance
for
those
two
things.
There
was
no
no
ordinance
for
social
distance.
C
It
is
not
the
council's
responsibility
or
duty
to
overstep
in
our
personal
freedoms
and
our
rights
to
do
and
conduct
business
in
a
way
that
we
see
fit
as
long
as
we're
following
the
rules
set
forth
for
that
business,
you
were
elected
to
manage
our
great
city,
and
this
law
is
holding
us
back
from
recovery.
It
is
limiting
businesses
causing
layoffs
and
businesses
are
closing
all
around
us.
You
are
not
elected
to
take.
C
C
I
will
wrap
up
just
by
a
couple
of
questions,
and
I
know
this
isn't
a
q
a
time
I
don't
know
by
what
means
you
made
the
ordinance
law.
I
don't
know
what
facts
went
into
making
that
decision,
and
I
don't
know
what
facts
you're
going
to
use
tonight,
but
we
would
like
to
because
in
61
days,
if
we
continue
this,
what's
going
to
be
different,
then
that's
going
to
make
you
change
your
mind
where
and
what
point
do
we
get
to
making
that
public
knowledge
anyway?
A
A
Z
I'm
corey
harper
1528
pinelug
road.
I've
been
here
a
few
times,
I'm
just
as
nervous
now
as
I
was
before,
but
I
appreciate
it.
Nonetheless,
I'm
certainly
not
near
as
prepared
as
the
other
folks
that
came
up
here.
I
think
a
lot
of
us
walked
in
here
that
are
carrying
these
unmasked.
Aiken
signs
have
walked
in
here,
because
one
of
our
biggest
concerns
is
that
we
are
walking
into
an
oligarchy
that
you
have
already
made
up
your
mind.
Z
Z
A
Z
Was
here
before
she
was
here
at
the
last
meeting
too,
who
just
had
pages
upon
pages
upon
pages
of
studies
for
years
on
end,
because
that
is
a
part
of
her
background
of
where
these
masks
come
in
now
a
lot
of
people
have
come
in
with
numbers
tonight,
they've
come
in
with
numbers
from
this
study
or
that
study
and
then
there's
another
people
with
numbers
from
this
study
or
that
study
that
would
contradict
each
other.
So
we
can
sit
here
all
night
and
debate
numbers.
Z
Z
All
wear
mask,
I
don't
even
care,
it
was
just
like
the
calling
I
could
care
less.
I
have
guns
I
have
dear
meat,
I
don't
care,
I
don't
care
if
they
kill
the
deer.
I
cared
about
the
gun
law
that
had
to
change
for
the
entire
city
of
aitkin
same
way.
Here
it's
the
mask.
They
say
it's
just
a
mask:
it's
okay!
Z
It's
just
a
mass
just
15
days,
it's
just
61
days
and
you
guys
didn't
even
give
us
the
numbers
of
why
we
even
put
the
mask
in
order
and
then
tonight
it's
proven
that
you
don't
even
know
why
we're
going
to
do
it
again,
because
you
can't
give
us
a
number.
Where
do
we
stand
I'll?
Tell
you
where
we
stand
tonight.
We
stand
the
exact
same
place
that
we
were
in
march
april
and
may
these
aren't
working
masks,
don't
work,
they're,
not
a
cure.
Z
They're,
prolonging
the
inevitable.
The
vaccine
that
she
was
talking
about
from
the
company
went
back
to
the
project
board
this
week.
If
we're
back
to
square
one
because
of
complications,
the
numbers
are
going
down,
we
don't
know
why?
Is
it
masked?
Maybe
so
a
lot
of
it's
cleanliness,
a
lot
of
its
social
distances.
A
lot
of
it
is
because
people
aren't
going
out
because
they're
ticked
off
about
it,
okay
and
not
to
call
you
out
rick,
you
probably
were
wearing
a
mask
in
what's
cooking
yesterday
but
me
and
four
beloved
church.
A
Z
Z
I'm
not
anti-mask.
A
lot
of
people
are
not
anti-mass
we're
anti-mandate,
that's
where
it
comes
down
is.
Why
are
you
telling
me
that
I
have
to
wear
a
mask?
Why
is
the
government
stepping
in
to
tell
me
I
have
to
wear
a
mask
if
a
business
wants
me
to
wear
a
mask
I'll,
probably
be
respect
that
and
put
the
mask
on
I'll
wear
I'll
wear
a
mask.
I
don't
care,
it's
all
right.
I
wear
the
mask
for
me
because
I
want
to
stay
safe,
that's
good,
but
anyways.
I
want
to.
Thank
you.
Z
Z
That
is
fantastic,
but
there's
5
000
others
that
are
irritated
as
irritated
as
they
can
be
that
they
have
to
wear
one
of
these
they're
marching
back
to
their
car
to
go,
get
it.
That
may
seem
trite,
but
we
don't
want
to
have
the
cops
called
on
us
or-
and
I
don't
want
to
have
someone
say:
you're
not
wearing
a
mask.
Z
AA
Evening,
how
are
you
guys,
jenny,
diaz
252
mount
calvary
road?
We
have
been
patiently
waiting
for
this
moment
for
a
really
long
time
we
have
been
compliant.
We
follow
the
rules
for
of
the
past
emergency
mass
mandate,
and
here
we
are
with
high
hopes
of
it
being
withdrawn.
AA
We're
not
going
to
bother
with
numbers
because
we're
not
going
to
talk
statistics,
since
we
all
know
that
cdc
is
now
saying
only
over
9
000
deaths
are
attributed
to
what
they're
now
calling
a
coronavirus
outbreak
giants
like
walmart,
home
depot,
low
staples
and
many
more
will
not
care
if
a
person
walks
in
without
a
mask,
but
your
mandate
has
made
it
impossible
for
small
businesses
to
operate
walking
into
a
restaurant
wearing
a
mask,
but
taking
it
off
30
steps
into
it
is
completely
pointless.
AA
You
guys
know
that
this
has
been
political
from
the
beginning,
an
economy
crashing.
Well,
you
guys
keep
instilling
fear
in
the
people.
I
grew
up
in
cuba
with
the
government
full
of
lies
and
empty
promises
where
castro
terrorized
and
brainwashed
the
people
seeing
the
lines
outside
the
stores,
because
only
a
number
of
people
are
allowed
being
told
that
you
cannot
enter
unless
you
wear
a
mask
being
given
a
limited
amount
of
packages
to
purchases.
AA
I
have
time
I
ran
out
of
time
last
time,
but
last
time
there
was
a
doctor
that
came
to
speak,
and
I
just
wanted
to
point
out.
As
of
june
2020,
there
was
over
6500
physicians
in
the
state
of
south
carolina,
and
I
just
found
it
funny
that
that
doctor
works
for
the
program
that
one
of
the
council
members
directs.
Thank
you
very.
AA
A
AB
My
name
is
alexander
gilliard.
I've
lived
in
aiken
since
I
was
14
back
in
1994
and
it
seems
like.
AB
Oh,
I'm
sorry,
it's
five
thousand
eclipsely
thank.
AB
Mom,
it
seems
like
a
lot
of
the
reason
that
we're
here
is
because
people
have
a
problem
with
somebody
asking
them
or
telling
them
what
to
do,
and
if
someone
asks
you
to
do
something
to
save
someone
else's
life,
I
don't
understand
why
that's
such
a
problem,
I
myself
am
not
a
healthy
person.
I
suffer
from
diabetes,
high
blood
pressure
and
I'm
on
dialysis,
and
if
you
wearing
a
mask
to
save
my
life
and
save
my
son's
father,
I
don't
understand
why
you
would
come
up
here
and
fuss
about
that.
AB
No
one's
asking
for
your
freedom,
no
one's
asking
for
you,
like
the
lady,
said
to
give
a
kidney
we're
just
asking
you
to
be
inconvenienced
for,
like
you
said,
maybe
61
more
days
until
you
go
back
over
the
numbers
again,
I
don't
understand
why
that's
such
a
problem,
if
I
was
a
healthy
person
and
it
was
a
situation
where
you
asked
me
to
wear
a
mask,
so
I
could
save
someone.
That's
like
that!
Wouldn't
be
a
problem
man.
I
don't
understand
why
people
are
so.
AB
I
understand
people
have
businesses
and
I
understand
that
people
don't
like
being
told
what
to
do.
But
it's
not
about
you.
It's
about
your
neighbor,
it's
about
the
person.
Next
to
you
is
about
the
somebody's
grandmother,
somebody's
auntie
that
could
catch
it
from
you.
People
keep
talking
about
me.
I
don't
want
to
wear
this.
I
feel
irritated
with
it,
but
it's
not
about
you
and
everything
isn't
about
you.
You
need
to
think
about
other
people
and
that's
what
I
feel
like
the
whole
mass
thing
is
about.
It's
not
about
you.
AB
It's
about
thinking
about
your
neighbor
and
I
feel
like
that's
more
important
than
yourself.
Humanity
is
messed
up
right
now,
we're
so
focused,
and
we
became
so
entitled
that
we're
worried
about.
What's
going
on
with
us
that
you're
not
worried.
It's
like.
I
can't
remember
who
said
it,
but
they
said
you
don't
know
what
people
are
going
through,
who
you
walk
by
in
the
store.
AB
Just
the
other
lady
that
said
bring
out
bring
up
your
empathy.
Is
people
don't
have
empathy?
No
more,
it's
a
lot
of
selfishness.
It's
this.
This
situation
is
about
to,
but
it's
not
about
you
just
think
about
think
about
other
people,
man,
it's
I
don't
have
a
speech.
I
don't
have
a
bunch
of
facts,
but
it's
just
I'm
like
think
about
other
people.
It's
not
about
you!
This
situation
right
here
is
just
not
about
you.
It's
about
your
neighbor
and
other
people.
So
that's
all.
I
have
to
say.
AB
A
AC
Raymond
wilson,
I
live
at
1223
york,
street
apartment
5c
in
aitkin,
south
carolina.
I
came
to
this
meeting
because
I
believe
that
mass
are
important.
They
say
that
the
mass
do
not
cure
copa
virus.
Nobody
ever
said
that.
I
never
heard
that,
but
it
is
a
preventive.
At
least
it's
something.
This
is
something
we've
never
done
before
going
through
that
pandemic
epidemic
and
we
need
to
try
anything
and
everything
possible
to
find
the
cure
or
to
keep
us
safe.
AC
There's
the
old
song
that
says,
ten
percent
of
something
is
better
than
100
of
nothing
and
we
have
to
keep
trying
do
things
until
we
find
what
works
and
what
works
today
might
not
work
tomorrow,
but
we
got
to
keep
trying
until
we
find
the
cure,
and
I
feel
that
sooner
or
later
we
will
find
a
cure
and
everything
will
be
good.
I
believe
in
god
god
says
that
you
know
you:
everybody's
gonna
die
it's
not
a
matter
of
when
you
don't
know,
don't
know
why
and
there's
only
three
things
they
write
on.
AC
B
Evening,
dawn
williams,
conqueror
court,
eighth
in
south
carolina,
thank
you
may
and
council
council
persons
I'm
here
tonight.
I
was
here
tonight
not
originally
to
say
anything
but
just
to
listen
and
try
to
get
more
information.
I
wasn't
the
first
meeting,
but
I
wanted
to
understand
exactly
what
was
transpiring
and
how
to
how
the
city
feels
and
etc.
B
And
as
I
sit
here,
I
didn't
come
with
stats.
Do
a
lot
of
reading
a
lot
of
research.
I
can
come
with
books
of
stats
that
could
argue
for
or
get,
but
the
troubling
thing
that
I
hear
tonight
is
underlining
conditions.
B
You
have
some
of
the
most
healthiest
human
beings
in
the
country
which
are
athletes,
catch
and
covet
football
players,
basketball
players,
children,
let's
catch
and
covert
and
and
then
about
the
mass
deal.
Yes,
damascus
is
not
a
cure,
but
if
it's
five
percent,
if
I
have
a
five
percent
chance
of
preventing
the
spread
of
contracting
it,
I'm
fine
with
it,
I
don't
have
any
underlying
condition.
I'm
healthy,
but
I
know
my
neighbor
could
catch
it.
B
Elderly
people
can
catch
it
or-
and
you
know
you
see
the
kids
on
the
beach
in
florida-
different
places
spring
break,
you
figure
they're
young,
they're
foolish,
they
don't
know
any
better,
but
when
you
have
people,
that's
supposed
to
be
educated
in
their
40s
50s
and
60s,
who
have
a
problem
of
wearing
this
for
60
more
days,
you're
talking
about
before
thanksgiving,
because
we
might
can
prevent
or
reduce
the
reduction
of
transmittance
of
a
disease
or
virus.
B
Rather
it's
sad
that
we're
wasting
this
kind
of
time
about
60
more
days
now
the
gentleman
said
something
earlier.
I
do
admit
that,
first
of
all,
I'm
all
for
continuing
the
ordinance,
but
I
do
I
will
say
this
in
60
days
when
we
come
back,
I
would
expect
the
council
to
have
some
information
on
solid
information
on
why
we
should
continue
it
further.
While
we
should
discontinue
it
versus
a
feeling
or
what
have
you
it
should
be.
B
S
A
AD
Good
evening
to
the
council
of
the
mayor
city
manager,
my
name
is
terry:
provost
114,
aberdeen
drive
aiken
south
carolina,
we've
been
in
the
city
since
1994
and
when
I
think
about
all
of
this-
and
I
heard
somebody
said
earlier-
they
talked
about
propaganda
and
at
the
highest
level
of
our
government.
We've
had
nothing
but
propaganda.
Regarding
this
issue
surrounding
the
virus,
there's
not
been
enough
good
data
put
together
where
it
is
managed
from
an
energy
standpoint
and
a
leadership
standpoint
where
we
can
disseminate
the
right
information
from
the
experts.
AD
S
AD
Save
lives.
Okay,
so
I'm
all
about
that
I've
served
the
country,
I
believe
in
making
sure
we
protect
the
constitution,
okay
from
foreign
and
domestic
enemies.
AD
This
is
a
great
opportunity
for
all
the
citizens
in
aitkin
to
do
a
duty,
a
simple
duty.
This
is
a
simple
mitigated
type
of
of
instrument
to
help
okay,
to
help
the
citizens
in
this
in
this
city
and
the
folks
that
visit
when
I
look
at
aiken,
I
know
that
it
has
a
large
senior
population.
AD
So
let's
do
what
we
can
to
help
us
do
we
can
to
demonstrate
leadership
for
the
little
ones.
I
look
at
what's
going
on
in
this
country
right
now
and
I'm
concerned
about
the
second
graders
to
people
who
are
about
40
years
of
age,
it's
going
to
take
more
than
10
years
to
really
reprogram
people.
I'm
done
so
thanks.
A
A
AE
Okay,
I'll
start
yes,
sir,
mr
jarrod,
first
of
all,
congratulations
to
all
of
you,
whether
you're
for
it
or
whether
you're
against
it.
It's
pretty
amazing
how
well
you
all
speak
and
speak
to
something.
That's
emotional!
AE
It's
not
easy
to
do.
Some
of
us
are
trained
to
stand
up
and
talk,
and
it's
still
not
easy
to
talk
about
it.
So
we
appreciate
everybody
coming
in
and
speaking
their
mind
of
going
back
and
forth,
and
I
think
everybody
is
genuine
in
what
they
have
to
say
and
thank
you
to
everybody
who
sent
emails,
hundreds
and
hundreds
of
emails
and
at
both
sides,
and
it's
an
issue
that
everybody
wants
to
talk
about
from
the
standpoint.
AE
AE
I
don't
think
it's
going
away
anytime
soon
and
we
really
don't
have
an
enforcement.
Trespassing
is
not
an
enforcement
if
we
do
away
with
the
ordinance
trespassing's
still
in
effect
for
the
next,
whenever
it's
it's
a
law,
that's
on
the
books
and
continues.
We
really
don't
have
an
enforcement,
so
the
only
way
it
works
is
for
the
citizens
to
be
in
conjunction
with
the
businesses.
AE
D
D
D
You
know,
because
we
don't
agree,
doesn't
give
us
the
right
to
attack
someone
and
I've
seen
that,
and
I
am
not
an
anti-mask,
I'm
an
anti-mandate,
I'm
going
to
tell
you
this
story,
I
didn't
tell
it
before
I
lived
in
germany
before
the
berlin
wall
came
down
for
several
years,
made
friends
with
some
people
there
and
their
overwhelming
mandate
when
they
met.
You
was
to
let
you
know
that
little
by
little
by
the
government
telling
you
I
need
to
do
this
to
protect.
D
You
is
how
your
freedoms
are
eroded,
and
I
was
probably
in
my
middle
twenties
when
that
happened,
and
I've
never
been
able
to
get
that
out
of
my
mind-
and
I
think
thomas
jefferson
said,
the
natural
progress
of
things
is
for
liberty
to
yield
and
government
to
gain
ground,
and
I
think
that's
what
is
the
concern
of
the
people
that
are
speaking
out?
It's
not
that
the
mask
a
mask,
an
inanimate
object.
D
U
as
a
health
educator,
my
responsibility
was
to
travel
to
six
counties
in
south
carolina,
aiken,
bondwell,
allendale,
orangeburg,
calhoun
and
bamboo
counties
and
educate
people
about
the
pandemic
flu
back.
Then
we
were
concerned
about
h1n1
and
I
would
use
as
part
of
my
presentation,
the
documentary
on
the
spanish
flute
of
1918.,
the
spanish
flu
of
1918
killed
675
000
people
in
the
united
states,
and
it
was
a
deadly
fruit.
They
didn't
know
know
where
it
came
from.
They
didn't
understand
that
they
had
never
had
a
flu
like
that
one.
U
This
is
a
lot
like
that.
This
is
a
flu
that
came
in
and
at
first
we
thought
that
it
was
nothing.
It
was
like
a
bad
cold
and
then
it
got
worse
and
we've
lost
over
200
000
lives
to
that
a
lot
of
them.
You
know
I've
had
people,
family
members,
friends,
acquaintances
that
have
passed
on
and
and
some
of
them
was
healthy.
They
didn't
have
any
underlying
health
conditions,
but
they
are
blown
and
we
can
talk
about
the
the
small
incidence
of
or
the
infection
rate
and
how
it
does
not
mat.
U
U
U
U
U
AF
At
it
councilman
waltz,
I
brought
a
couple
of
articles
here,
I'm
not
going
to
read
them
all,
but
this
one
is
dhec
releases,
new
data
on
mask
efficiency,
and
it
says
south
carolina's
jurisdiction
with
the
mass
ordinance
which
encompasses
some
2
million
people
across
the
state
have
seen
a
44
percent
decrease
in
the
past
five
weeks.
Those
with
that
have
seen
a
one
percent
decrease.
AF
AF
One
of
my
best
ones
was
about
the
savannah
river
site.
Early.
This
year
said
people
have
to
wear
masks
and
a
june
25th
message
from
savannah
riverside
site
manager.
Michael
bundy
read,
so
it
is
incumbent
on
us,
like
the
patriots
who
created
this
country,
to
come
together
and
protect
or
proactively
care
for
the
well-being
of
each
other
to
proactively
care
for
the
well-being
of
each
other.
That's
what
this
is
about.
AF
Aiken
schools
adopt
statewide
mass
policy,
we're
telling
our
children
they
have
to
wear
a
mask,
but
we
as
adults
aren't
supposed
to
what
makes
us
different
do
what
we
tell
you
to
do,
but
don't
do
as
we
do
is
that
this
message
we're
here.
If
we
think
our
children
need
it
and
we've
allow
our
schools
to
do
it,
then
we
need
to
do
the
same
thing.
AF
They
say
it's
about
a
forty
percent
protection
rate.
You
know.
Forty
percent
of
two
hundred
thousand
people
who
died
is
eighty
thousand
people,
that's
more
than
two
acres.
What
if
all
the
people
in
aitkin
died
twice,
and
he
still
has
some
left
over?
How
many
lives
are
we
willing
to
give
up
and
we're?
We've
got
to
set
the
example
for
our
children.
We
can't
not
set
the
example.
AF
I
have
a
small
business
where
people
wear
it,
because
it's
what
they
have
to
do.
I
hear
that
we
should
let
people
make
their
own
decision.
Well.
Maybe
we
should
stop
traffic
laws
because
they'll
make
their
own
decision
about
how
to
drive
we
shouldn't
have
drunk
driving
because
they'll
make
their
own
decision.
AF
AF
AF
It's
great.
You
can
go
back
to
fourth
quarter
and
say
what
everybody
did
wrong,
but
we
don't
know
what's
going
to
happen
when
we
get
to
halftime
or
later
on
we're
still
learning
this
thing
all
we
know
is
that
masks
are
helping.
I'm
not
saying
there's
resolving
everything,
but
I
sure
don't
want
to
go
to
the
hospital
and
not
have
my
surgeon
wear
a
mask.
AF
I
think
if
we
can
get
a
40
rate
of
helping
and
it's
showing
that
40
is
a
good
enough
number
for
me
and
because
of
that
because
of
our
children
and
because
we're
telling
our
children
we
have
to
do
it.
I
am
going
to
support
this
thing
and
I
don't
think
it's
hurt
my
business.
I
have
not
yet
met
one
person
who
told
me
they
wouldn't
go
into
business
because
they
have
to
wear
a
mask
and
I've
asked
a
lot
of
people,
and
so
I
appreciate
what
everybody
said.
AF
I
hear
everything
they
say
and
I
understand
it.
I
hate
a
mask.
I
don't
like
to
wear
it,
I
admit
it,
but
I
do
and
because
of
this
ordinance
I
forced
myself
many
times
to
wear
when
I
probably
wouldn't
have
I'm
just
like
everybody
else.
I
don't
like
it,
it's
hot,
it's
uncomfortable
and-
and
I
don't
like
it,
but
I
think
it's
the
right
thing
to
do
and
we
have
to
support
it.
T
E
This
week
I
had
one
son
that
thought
he
had
coveted
19
based
on
being
around
some
folks
that
wasn't
wearing
masks
was
tested
and
fortunately
he
was
proven
to
be
negative.
His
wife
is
pregnant.
He
was
very
concerned
we
were
talking
about
where
he
should
move
to
temporarily
because
of
the
place
that
they're
living
in
right
now,
because
he
did
not
want
to
be
around
her
with
covert
knight
team.
E
E
E
E
E
I
have
we
have
my
family
have
compassion
for
those
people
and
it
requires
us
to
wear
our
last
60
more
days
and
be
thankful
for
good
health.
We
will
do
that
now,
I'm
wearing
this
mask,
because
it
says
that
I
can't
spread
it
to
you
the
likelihood,
because
my
volume
is
high,
I'm
spinning
underneath
this
mask.
E
So
if
I'm
spitting
around
my
neighbor
here,
because
there's
a
lava
in
in
all
of
our
mouths,
then
they're
likely
to
come
in
contact
with
me.
If
I
have
code
19.,
it
is
saliva
that
we
secrete
out
of
our
mouth
and
if
you
don't
believe
you
spit,
put
a
piece
of
paper
in
your
face
and
you'll
see
that
you're
secreting,
something
I
am
without
question
and
I'll
go
on
record
with
this.
I
know
some
of
you
said:
there's
an
election
coming
up
and
so
be
it
if
it
saves
someone's
life.
K
Guess
I'm
last.
K
I
want
to
resonate
everybody
that
came
out
this
evening
to
speak.
I
think
it's
important
that
at
every
comment
everybody
come
and
have
a
a
voice
for
sure,
and
I
appreciate
all
of
the
comments
that
have
come
from
my
colleagues
here
on
council.
K
I
think,
first
and
foremost
we're
here
for
the
people.
Somebody
said
that
this
evening
and
and
we
are
we're
here
for
the
people-
and
I
can
sit
here
and
give
you
my
personal
opinion
and
my
emotional
opinion
on
as
to
what
we
are
going
to
do
and
move
forward
and
what
we
believe
is
right
and
what
we
believe
is
not
fair
just.
K
And
I'm
going
to
resonate
what
mr
hart
said,
charlie
when
he
came
up
here
when
we
first
instilled
this
emergency
ordinance,
we
promised
the
community
that
this
would
expire
in
61
days
if
the
numbers
dropped.
K
K
K
Okay?
Yes,
everybody
should
wear
a
mask.
The
city
of
aitkin
instilled
a
resolution
in
july
that
encourages
everybody
to
wear
a
mask.
Business
owners
have
the
right
to
express
and
make
sure
everybody
wears
a
mask
home
depot.
Lowe's
publix
kroger,
they
all
have
national
mandates
target.
Does
too
our
ordinance
is
not
going
to
change
their
national
mandates.
K
K
K
K
K
You
know
support
of
this
mandate,
but
it's
not
realistic
because
we
at
the
end
of
the
day
are
government
and
as
a
government
body,
we
need
to
look
at
the
numbers
and
we
promised
our
community
that
in
61
days,
if
this
the
numbers
dropped,
we
would
let
it
expire
and
revisit
if
we
need
to-
and
that's
not
what
we're
doing
so.
I
I
go
back
to
that.
I'm
struggling
with
it
because
I
really
want
to
support
it,
but
at
the
same
time
it
doesn't
feel
right.
K
K
G
K
G
Until
through
july,
the
the
ordinance
went
into
effect
july
16th,
it's
by
zip
code,
29801
and
803.,
we
don't
they
don't
categorize
it
by
in
the
city
or
out
of
the
city,
so
the
best
we
can
quantify,
that
is
by
zip
code,
971
cases
from
the
beginning
of
their
reporting
period
through
july
16th.
This
is
off
the
dhec
website.
Okay
and
from
july
16th
forward
to
the
latest.
Data
is
572..
G
K
G
K
Okay,
so
that's,
I
know
an
answer
that
the
public
wanted
to
know
and
they
asked
about
it
consistently
across
the
board,
and
I
I
I
wanted
to
make
sure
that
that
is
addressed
and
yes
that
if
this
were
to
pass,
I
hope
that
as
a
city
and
as
metrics
every
time
that
we
bring
this
ordinance
in
front
of
us
this
emergency
ordinance,
we
need
to
look
at
the
metrics
that
we
as
a
city
forget
everything
around
the
world
and
no
we.
What
are
we
looking
at
as
a
city
to
move
forward
with
this?
K
We
need
that.
So
I
think
metrics
are
are
important
as
far
as
the
emergency
ordinance.
I
I
struggle
with
the
fact
that
we
are
expecting
small
businesses
to
go
out
there
and
enforce
it
themselves
and
all
that,
but
we
can't
enforce
it
here.
K
We
are
we're
at
the
headquarters
of
the
city
and
and
we're
not
enforcing
this
mandate.
We
still
have
amanda,
it
hasn't
expired.
I
have
I
have
issue
with
that
too.
So
yes,
personal
responsibility
kicks
in
and
everybody
I
I
struggle
with
people
saying
you're,
taking
my
freedom
away,
no
nobody's
taking
anybody's
freedom
away
and
I'm
going
to
resonate
what
councilwoman
price
said,
you're
being
mindful
of
your
neighbor
and
that's
really
what
it
comes
down
to.
K
K
K
I
recommend
I
would
like
to
see
this
ordinance
expire
and
us
reconvene
in
30
or
45
days
and
revisit
it
based
on
the
numbers.
That's
what
I
think
would
be
the
appropriate
approach.
That's
I
don't
I
don't.
I
don't
really
have
much
to
add,
but
it's
it's
an
emotional
side
and
then
there's
the
logical
number
side
and
that's
where
we
are
right
now.
A
A
Okay,
we
have,
we
have
a
motion
and
a
second.
I
also
have
to
ask
council
which,
if
there's
a
discussion.
S
AG
Is
essentially
a
motion
to
continue
consideration
of
the
emergency
ordinance
council
can
either
vote
this
ordinance
up
or
down,
and
then
you
can
come
back
at
a
later
date
with
another
emergency
ordinance
or
if
council
chooses
go
ahead
and
move
to
continue.
This
consider
the
consideration
of
this
ordinance
until
the
appropriate
time
frame,
whether
it's
30
days
or
45
days.
That's
a
council
decision
and
then
the
city
staff
could
come
back
at
that
time
to
revisit
the
ordinance
city
staff
would
be
able
to
share
the
numbers
with
you.
AG
Decide
that
if
the
numbers
have
gone
from
500
to
250
you
may
decide
it
doesn't
need
to
come
back
to
council.
So
this
is
really
council's
decision.
A
So
so
I
I
think
what
I'm
thinking
about
too.
We
can
have
a
motion
to
continue
this
or
we
can
vote
tonight
if
it's
a
no
vote,
because
it
requires
a
two-thirds
vote
to
pass
a
special.
So
if
it's
a
no
vote
and
it
fills,
I
think
you'd
achieve
the
same
thing.
But
thinking
about
we
already
have
a
motion
on
the
floor,
so
we
can
motion
to
continue
that
vote.
AG
AG
K
AF
U
AF
AE
It's
best,
I
remember,
I
think
andrea,
probably
expressed
that
in
terms
of
what
we
talked
about
last
time,
but
I
I
tend
to
agree
with
what
counselors
smith
just
said.
Is
we
either
wrote
it
up
or
down?
We
take
a
vote.
If
it's
no,
then
we
can
address
it
again
later
on.
If
we
see
us
it
continues
for
61
days,
so
I
don't
know
that
we
necessarily
need
the
motion.
All
right
of
30.
A
So
I'll,
let
you
make
that
that
decision.
Obviously
I.
K
Mean
and
again
I
just
want
to
resonate
that
there
are
mandates
across
the
city.
Already,
every
school
has
their
own
mandate,
their
own
rules,
their
own
laws.
Our
mandate
does
nothing
for
the
eight
for
aiken
county
public
schools
and
the
private
and
charter
schools
in
our
city,
grocery
stores,
pharmacies.
They
have
national
mandates.
K
Big
box
stores
have
national
mandates
and
I
go
back
to
if
I
have
to
if
I
have
to
support
this
for
small
business,
please
somebody
plead
the
case
with
me
like.
If
I
have
to
support
this
for
small
business,
I
will
do
that
because
I
don't
mind
being
the
bad
guy
for
them
if
they're
losing
customers
when
they
go
into
shop.
You
know,
I
don't
see
it.
K
I
I
have
the
majority
of
small
business
telling
me:
that's
not
the
case
I'll
do
it,
but
but
but
I
still
feel
that
it
is
appropriate
for
us
to
base
it
on
metrics.
A
G
It
was
15
business.
I
was
on
a
zoom
call
with
15
members
of
ada
businesses
that
hayley
set
up
recently
and
14
of
them
approved,
wanted
the
math
score
there.
That
was
14
businesses.
It
was
just
those
businesses
that
are
members
of
ada
that
were
on
the
zoom
call.
So
I'm
not
pretending
it's
a
statistically
valid
sample,
but
14
of
the
15
were
in
support
of
this
ordinance.
K
Right
because
I'll
be
honest
with
you
guys,
I
can
100
see
us
bringing
this
to
the
table
when
this
one
expires,
we're
flu
season
and
covet
and
there's
one
big
sea
of
sickness
going
on
there
and
implementing,
and
I
feel
that
would
be
appropriate
at
that
time,
whether
it's
mid-october
november,
I
think
we
it's
an
emergency
ordinance.
That's
that's
kind
of
my
point.
K
E
A
K
Again,
we
have
mandates
all
over
the
city
already.
I'm
just
explain
to
me
what
what
what
us,
what
our
mandate
right
now
would
accomplish.
I
guess
initially
I
I
was
all
over
it.
I
I
supported
it.
I
agree:
let's
do
it
after
we
approved
it.
Big
box
approved
mandates,
grocery
stores,
approved
mandates,
pharmacies
approved
mandates,
schools,
weren't
sure
what
they
were
doing.
Schools
got
together,
they
made
a
plan,
they
approved
their
mandates,
their
rules,
their
regulations.
K
So
I
guess
I'm
trying
to
understand
and
and
and
we
have
a
resolution-
an
active
resolution
in
the
city
of
aitkin,
where
we
are
strongly
recommending
and
urging
our
community
to
wear
masks
we
have
marketed.
We
have
given
all
this
information
to
small
business.
They
have
it
on
the
doors
we
are
being
so
proactive.
I
will
always
wear
my
mask.
My
child
wears
masks.
I
encourage
everybody
to
wear
masks
if
they're
inside
and
can't
social
distance,
so
explain
to
me.
I
guess
what
what
what
are
we?
A
Sure
so,
and
that's
fine,
thank
you
for
asking
and
giving
me
an
opportunity.
My
my
goal
is
is
to
create
a
safe
environment
for
our
business
and
for
our
business
recovery,
for
our
lifestyle
recovery
and
and
for
our
students
who
who
are
going
into
school
schools
right
now
that
that's
my
goal
and
you
know
yes,
I
had
I
had
coveted
I
recovered
fully.
A
I
don't
make
it
out
of
a
decision
out
of
fear.
I
make
I
make
a
decision
because
I
want
to
do
what's
best
for
our
community,
but
I
think
every
every
council
member
up
here
needs
to
do
the
same.
I
mean
I
I
listen.
I
listen
to
linda
bell.
Quite
quite
a
bit
I
mean
dr
bell,
who,
who
is
our
state
epidemiologist
seems
seems
to
be
a
pretty
smart
lady
to
me
and
seems
to
know,
know
what
she's
talking
about
so
yeah.
I
do
give
credit
to
our
dhec
and
to
our
professionals.
A
I
say
pretty
often
if
you
have
a
dry
cleaning
question,
I'm
pretty
good
at
it.
But
if
you're
asking
me
about
about
infectious
diseases,
I'm
probably
not
the
person,
but
I
read,
and
I
trust
people
who
have
it,
and
so
so
when
I,
when
I
see
that
40
the
number
is
46.3
by
the
way,
a
greater
decrease,
and
I
want
to
clarify
that
it
wasn't
that
the
other
areas
didn't
decrease,
also
because
they
did
other
cities
without
the
mask
mandates
did
decrease.
A
The
number
was
46.3
greater
decrease
when,
whenever
you
had
the
mask
in
place-
and
I
and
I
agree
too-
it's
not
just
mask
it's
social
distancing.
Of
course
I
mean
that's,
certainly
important
washing
our
hands
and
I
agree
somebody
said
they've
washed
their
hands
so
much
and
use
so
much
sanitizer,
they're,
dry
and
cracked,
and
I
I
agree
with
that.
I'm
the
same
way,
I
I'm
only
one
boat.
I
didn't
pull
anybody
up
here
and
I
don't
know
if
it
passes
or
not,
but
I
can
tell
you
I.
A
I
didn't
make
a
commitment
not
to
do
another
60
days
if
it's
working
and
it's
making
our
community
better.
I
I
take
each
vote
on
its
own
and,
and
I
think
we're
going
in
a
good
direction.
I
think
it
is
helping-
and
I
I
can
tell
you
small
business
numbers-
are
up.
It's
small
business
numbers
are
certainly
up
in
the
last
two
months
more
than
they
were
when
when
we
did
didn't
have
it
I'm
not
going
to
say
it's
because
the
mask
I
can't
I
couldn't
prove
that.
A
K
And
that,
and
that's
really
my
that's
really
what
the
caveat
that's
got
me
trying
to
trying
to
figure
somehow
we
all
became
responsible
for
infectious
disease
and
trust
me.
That's
definitely
not
something
that
I
ever
signed
up
for.
Neither
have
my
colleagues
I'm
sure,
but
if,
if
we
truly,
if,
if
there
is
a
sentiment
that
this
mandate
will
help
our
downtown
businesses
and
our
small
businesses
recover,
then
I
will
support
it.
AE
AE
It's
not
just
the
city
and
the
county
has
a
resolution
in
north
augusta
has
a
resolution
and
their
numbers
are
down.
You
can't
just
say
it's
because
of
the
mask
and
aiken
that
made
all
the
county.
All
that
great,
that
that's
true,
and
I
I
I
like
your
way
of
thinking
of
the
matrix
of
of
having
something
that
says
it's
getting
better.
Now
it's
up
to
us
to
vote
and
go
from
there
and
then,
if
you
get
like,
I
said
I.
G
G
Yes,
five:
this
is
from
the
beginning
of.
G
G
G
Yes,
that
is
more
cases
if
you
start
when
the
mass
ordinance
was
implemented,
572.
and
there's
all
other
factors
too,
with
tests
and
testing
and
etc.
I
mean
that
that's
that
doesn't
take
the
the
number
of
tests
done
as
well,
that
that
doesn't
account
for
that.
That's
just
the
number
of
cases
that
dhec
is
registering
is
coven
19
positive,
regardless
of
whether
they
recover
or
pass
away.
G
Correct
actually
less.
E
K
K
G
G
It's
572.,
okay,.
Q
AF
K
G
A
So
a
question
has
been
called.
The
vote
is
on
the
the
amendment
as
as
per
or
the
ordinance
as
presented
the
emergency
ordinance.
It
requires
a
two-thirds
vote
to
pass.
A
G
Help
council,
based
on
the
the
the
furtherance
of
this
of
the
comments
here,
we
can
provide
data
from
going
forward
if
you
would
like
for
a
we'll
capture
data,
starting
with,
if.
