residents
and

opposed

it
was
revolving
around
the
covenants
and
so
forth,
which
is
technically.

them
from
the
register

deeds
office,

original
covenants
from
the
around
1973
and
based
on
that,
and
the
review
of
the
ownership
of
lots
of
all
the
lots,
whether
improved
or
not.
In
the
subdivision,
we
felt
like
we
were
satisfied
to
bring
this
back
from
a
staff
perspective
for
council
consideration
and
we
also
shared
with
council.

reviewed
the
line
that
had
collapsed.
It
was
a
storm
sewer
line
that
that
was
not
a
city,
storm
sewer
line
and
we
shared
with
council.

the

sizes
of
the
infrastructure
pipes

emails

we

this
item
in
front

you

water

I'll
just
summarize
it
a
little
bit
and
a
little
aside

homes

single-family
homes,

them

not
in
compliance
with
the
covenants
by
the
way,
they're
smaller,
interesting
how
people
who
live

glass
houses

stones,
but
whatever
I
won't
go
into
that,
but
the
property
I
think
needs
is,
is
primed
to
do
something,
but
it
just
ain't
going
to
do
anything
the
way
it
was
originally
designed

years
later.

think

aitkin

fiscal

some
history.
We
did
have
like
a
we
did
have
a
comp
plan.
Review
and
study
in
about
in
2017
council
has
made
several
modifications
to
public
safety
salaries
in
the
last
since
about
2015
and
it
it
becomes
an
issue
too,
where
the
neighboring
law
enforcement
agencies
make
modifications
as
well.
I
We
also
have,
as
part
of
our
budget,
that
we
put
together
the
council
passed
in
june,
given
the
challenges
faced
by
covid
19,
as
well
as
the
directive
from
council
to
the
which
is
the
directive
every
year
to
possible
and
and
try
to
avoid
any
kind
of
increases.
Specifically
in
millage,
we
did
not
put
the
one
percent
a
one
percent
cost
of
living
adjustment.

In
for
employees-
and
it
was
brought
up-
and
it
is
correct-
that
is
a
memorialized
number,
meaning
that
it
runs
with
the
employee,
not
the
ft,
the
employee
as
long
as
they're
with
the
city.
If
john
doe
gets
a
one
percent
and
then
leaves
in
two
years,
then
the
salary
figure
does
drop
back
to
the
beginning,
so
it
runs
as
long
as
the
employee
is
here.
So
it
in
that
respect
is
annualized.

dedicate
eighty
one
thousand
four
hundred
ninety
five
dollars
for
economic
development
projects
for
related
to
infrastructure
improvements
and
adding

to
the
stormwater
fund.
We
did

of

illustrate

we're
facing
the
gold
column

those
items
that
were
budgeted
in
last
year's
budget,
but
from
an
accounting
perspective,
we
can't
pay
for
anything
until
we
receive
it
in

lines

equipment.

fall
somewhere

to
keep
adjusting,

maybe
it's
time
we
step
back
and
take
a
look

see
exactly

we
need
to
do.

to
keep
facing
this
problem.
It
seems
like
we
do
this
all
the
time.

we

it
rather

keep
chasing
it
because
you're
just
throwing
a
number
as
four
percent
it
might
be
six
percent
that
needs
to
be.

might
be

it's
just
a

based
on
the
money.
We
have
not
necessarily
how
it's
reflective
in
their
their
pay,
and

like
to
know
what

real
number

get
this
thing
worked
out,

we
don't
have
to
keep
adjusting,

that

a
real

people

I'm
not
arguing,
they
don't
need
a
raise.

just
don't
know
what
that
number
is.

this
is
right
or
wrong.

having
a
conversation
to
the
store
earlier
today
with
staff
and
there's
there's
three
things.
We
need
to
look
at
that
really,

I
see
exactly
what
councilwoman
walt
is
saying,

there's
three
things
to
go
back
to
councilwoman
bros
point:
our
officers
are
dual
certified
and
they
are
getting
paid
similar
amounts
of
money
than
our
surrounding
cities,
but
they're
doing
two
jobs
while
we're
paying
some
of
these
surrounding
cities
pay
their
officers
a
little
bit
more,
but
they're
only
responsible
for
law
enforcement.

So
we
have
to
make
sure
we
consider
that
and
you
that
brings
up
a
very
valid
point.
The
second
point
I
want
to
mention,
which
is
what
you
were
talking
about
and
chief
correct
me:
if
I'm
wrong,
is
our
officers
don't
make
as
much
money
in
the
beginning,
but
as
they
build
tenure
they
level
out
or
make
get
more
significant
pay
increases.
Is
that
correct.

council,
in

opinion,
need

revisit

safety,

feel
that

we
prepare
for
the
next
budget
season
to
your
point,
we
need

really
look
at
their
budget.

the
adjustments
are
going
to
change
because
things
happen
all

time,

we
can
limit
that
if
we
fully

we
fully
fund
a
dps,
but

really
think
that
we
are
really
short
on
so
many
aspects.

personally
don't
think

have
enough
officers
on
the
force,
because
there's
so
much
turnover-
and
you
know
when,
when
you
have
not
that
there's
a
lot
of
turnover,
but
when,
when
we
lose
people
they
seem
to
be
kind
of
like
in
groups
and
and
that
that
costs
a
lot
of
money.

really
puts
takes
people
off
the
streets,
we're
looking
at
a
dual
certification
approach,
so
we
really
need
to
focus
on
how
do
we
fill
those
gaps
with
bodies
and

that
takes
money.

we
have
to
make
sure

revisit
this
budget,
and
I
know
I've
said
this
to
you
chief
and
you
are
so
modest
and
stewardess
too,
but
I
want
to
see
the
numbers
like
you.
We
need
to
be
hefty,
especially
in
this
climate.

city

vacant,

is
it

is

something
we

to
consider
where
they're
separately
paid

look
at
all
those
things,
because
that's
one
of
the

know
that
we're
losing
officers.

reason,
it's
a
lot
on
their
plate
for
the
same
amount
of
money.

think

commit
ourselves
to

feel

budget

little

sure

small

living
and

the
road,
maybe
think
we're

to
have
to
lay

people
off,

the

agree,

should
do

committing

that's
half

it

basically
half
of
it
almost
half.

time
to
do
that
particular
raise
not
now
within,
especially
in
the
framework
of
what's
going
on
in
the
public
and
the
economy
and
yeah
again,
I
maybe
I'm
worried
about
it,
and
hopefully
everything
will
turn
out

hunky-dory

rosie
and
we'll
make
as
much
money
as
we
ever
have.
But
that
may
not
be
the
case,
so
I'm
just
saying
use
some
sensibility
and
future
by
saying:
let's
hold
it
and
on
the
one
percent
and
go
ahead
and
raise
the
public
safety
to
four
percent.

three-month
shutdown
all
those
people
got,
they
kept
their
jobs
and
they
were
paid
through
the
whole
thing

public
safety
worked
through
the
whole
thing.
The
solid
waste
did
a
great
job

worked

sewer
did
too
not
saying
they
don't
deserve
it.
But
again,
I'm
sure
everybody
appreciates
they
didn't
get
laid
off,
but
they
didn't
have
to
worry
about
ppp
and
all
that
type
of
thing
city
kept
paying
them.
Everything
turned
out
great.

fixing

go
to
the

we're
going
to
the
criminal
justice
academy
and
we
just
graduated
five
from
the
curriculum,
so
we're
making
progress
and
if,
if
covet
hadn't
hit,
I
don't

have
felt
this
strain
is
as
as
strong.
However,
that's
that's
where
we
currently
stand.

strength
that

have

our
officers
is
the
relationship
building
with
our
citizens,
which

extremely
key
to

operations
of
any
city.

don't
have
a
relationship
with
your
citizens,
then
you're
going
to
run

point
in
time,
and
you
have
been
proactive
as
the
chief
in
terms
of
helping
to
establish
that
rapport
to
all
of
our
citizens
so
kudos
there.

been
involved
in
some
negotiations
for
a
new
lease
current
lease
is
due
to
expire
february
2024
and
highlights
of
a
potential
lease
expansion
include.
There
would
be
a
it
would
be
a
25-year
lease
effective
upon
council
approval,
which
will
result
in
a
new
expiration
date
of
october
2045.
I
there'd,
be
an
increase
in
fuel
flow
revenue
and
rental
fees
for
lease
space.
One
of
the
things
that
I
think
will
benefit
us
is
this
special
events
flow
fee
during
the
week,
seven
to
nine
days
around
the
masters
golf
tournament
and
the
fbi
will
maintain
the
grass
cutting
and
we
have
sent
the
lease
ahead
of
time
because
we
want
the.

know
the
fbo's
got
a
waiting
list
of
folks
that
are
interested
in
potentially
leasing,
hangar
space.

project
has
not

been
collected
and
