consider
an
ordinance
to
amend
the
zoning
of
real
estate
owned
by
Aiken
County,
specifically
the
old
Aiken
hospital
buildings,
and
to
approve
a
concept
plan
for
this
property.
In
discussions
with
staff,
Council
has
learned
that
there's
also
pending
with
the
city,
an
application
for
a
possible
historic
designation
that
may
affect
this
property
council
believes
it
would
be
prudent
to
consider
both
of
these
applications
at
the
same
time.

The
first
is
a
proclamation
proclaiming
February
is
American
Heart
Month
and
recognizing
heart,
aching,
mended,
hearts.
I
know
we

filled
Windsor
here

well

Think
councilman
Dewar
has
a
proclamation
Council
with.

hearts
are
ready
to
sustain
a
long
and
healthy
life.
Don't
procrastinate,

the
facts

city

Aitkin

therefore
endorse
in
support

I

me
Chris
Maxwell
he's
my
vice
president
I'm
president
of
the
local
chapter
and
I.
Just
thought.
I'd
share
one
other
couple
of
things
with
you
that
a
candid
hearts
are
not
akin,
but
the
mended
hearts
corporation.
The
first
organization
of
this
as
mentioned,
was
actually
1951,
but
it
was
founded
by
a
dr.,
Dwight,
Emory
Harkins,
who
was
a
thoracic
surgeon
during
the
Second
World
War,
and
he
performed
during
that
time.

The
first
open-heart
surgeries,
just
in
the
nature
of
the
work
that
he
was
doing
since
that
time
in
our
local
chapter,
we've
just
finished
our
18th
year
and
one
thing
I'd
like
to
share
with
to
update
that.
As
of
January
1st,
we
have
visited
individual
patients
totaling
almost
24,000
here
in
Aiken,
and
we
hope,
through
that
measure,
we've
extended
some
lives
and
offered
encouragement
and,
on
behalf
of
our
mended
hearts,
chapter
294.

For

I
just
want
to
take
this
opportunity
to
share
a
little
bit
about
what
Aiken,
Downtown
Development
is
doing
currently
and
how
we
plan
to
move
forward
for
2019
here
at
the
start
of
the
year.
First
of
all,
I
directly
want
to
say
thank
you
to
Councilwoman
price
for
having
the
idea
for
a
DDA
to
come
here
and
speak
to
Council
on
a
monthly
basis.
I'm
looking
forward
to
doing
this
moving
forward
and
I'm
gonna
just
hit
a
couple
of
high
points
and
then
answer
any
questions
that
you
may
have
so.

First
of
all,
I
want
to
remind
Council
and
the
room
as
well
that
Aiken
Downtown
Development
is
a
non-profit,
so
we
started
in
89
and
we
work
directly
with
our
member
businesses
to
be
a
liaison
for
them
not
only
to
other
businesses
to
their
property
owners
but
to
the
city,
and
we
really
value
that
about
our
organization.
Our
mission
is
three
threefold,
so
not
only
to
improve
the
economic
development
of
our
downtown,
but
also
to
beautify
our
downtown
and
then
work
on
the
preservation
of
historical
inheritance
of
our
downtown.
H
So
those
are
the
three
things
that
really
make
up
our
mission
and
really
the
most
important
question
that
we
hear
on
a
daily
basis
is
how
are
we
going
out
into
the
community
and
really
fulfilling
what
our
mission
is?
So
as
a
Kenaz,
a
community,
we
are
part
of
Main
Street,
it's
a
nationwide
organization,
and
here
in
the
state
of
South
Carolina
were
one
of
20
communities.
H
That's
a
part
of
Main
Street,
we're
really
really
happy
and
as
being
a
part
of
a
condemned
town
development
for
almost
two
years
now,
but
only
the
executive
director
for
seven
months.
It
means
so
much
to
me
that
I've
had
the
opportunity
to
learn
about
Main
Street
come
January
of
2019.
We
were
able
to
really
house
that
organization
within
a
BBA
I've
had
the
opportunity
to
work
with
the
not
only
the
South
Carolina
director,
but
also
Randy
Wilson
who's
come
in
and
spoken
to
my
board
of
directors
and
has
some
strategic
planning.
H
So
we're
really
excited
about
what
the
future
holds
with
all
of
our
committees.
So
we
are
modeling
a
lot
of
our
committees
and
how
we're
meeting
our
mission
with
what
Main
Street
recommends
as
far
as
nationwide
four
point
approach,
so
the
first
point
would
be
promotions
and
marketing
so
that
not
only
deals
with
how
we're
marketing
our
events,
but
how
we
are
marketing
downtown
as
a
whole.

We've
done
the
typical
billboards,
some
social
media
campaigns,
things
that
you
would
normally
see
in
a
community,
especially
for
downtown,
but
we're
really
excited
that
Abda
is
working
with
the
city's
tourism
department
to
do
some
things
that
are
different.
So
right
now
we're
working
with
the
southern
edge
magazine,
which
is
a
growing
magazine
a
few
months
ago.
They
had
a
count
of
over
a
hundred
and
sixty
thousand
that
they
were
distributing
and
it's
growing.

More
and
more
each
day
we
were
able
to
join
together
with
the
city
to
do
a
full-page
advertisement
for
the
winter
edition,
for
everything
going
on
during
the
holidays
and
we're
excited,
because
with
that,
we
were
able
to
get
a
six
page
spread
for
the
spring,
which
is
great
for
masters,
so
we're
hoping
to
with
that
magazine
being
on
every
South.
Carolina
visitor
center
throughout
the
state
really
get
in
some
in
the
hands
of
people
and
show
them
what
we're
doing
outside
of
masters.
For
those
people
who
are
visiting.
H
The
second
point
approach
that
Main
Street
recommends
is
outreach.
So
first
thing
that
comes
to
mind,
isn't
events
but
we're
looking
at
so
much
more
than
that,
we're
looking
at
how
we
can
reach
out
to
the
different
corporations
here
in
Aiken
through
sponsorships
and
everything.
We
are
also
looking
at
how
to
build
that
culture,
how
we're
teaching
our
volunteers,
who
may
be
at
those
events
we
with
our
events,
are
averaging
about
8,000
attendees
for
our
events
during
the
hours
of
6:00
to
10:00
p.m.
H
during
those
nights,
and
it's
just
one
evening,
but
so
many
of
those
people
are
coming
from
out
of
town,
and
we
really
are
proud
of
that,
but
figuring
out
when
they're
coming
to
an
event
and
they're,
seeing
first
interaction
with
a
volunteer.
Are
we
showing
the
culture
of
Aiken?
Are
we
showing
that
we're
so
much
different
than
any
other
community
that
they
would
see
in
this
area
and
even
nationwide?
H
Those
who
are
members
and
who
are
not
a
couple
of
things
that
we
are
planning
on
doing
for
2019,
is
to
incorporate
some
reports
quarterly,
so
that
will
not
only
give
us
some
information
about
what
new
businesses
are
coming:
expansion
and
revitalization
dollars,
but
how
to
use
that
moving
forward
for
future
investments
for
our
downtown
area.
Our
fourth
approach
that
we
are
working
on
is,
of
course,
design.
Now
our
design
committee
has
had
some
involvement
with
not
only
the
alley
project
but
the
parkways
and
moving
forward
with
that
implementation
plan.
H
But
we
are
working
on
a
new
recommendation
if
you
will
for
the
alley
that
runs
between
Park
Avenue
and
connects
to
the
actual
alley,
and
that
will
run
behind
Nandina,
Cyndi's
and
all
the
way
up
to
behind
brew
pub.
So
we
have
not
only
met
with
some
city
staff
and
shared
our
our
values
and
our
opinions
and
how
we
we
can
help
partner
with
the
city
to
improve
that
area.

We
have
met
with
the
property
owners,
the
business
owners,
the
Design
Review
Board
to
gain
their
support,
and
the
overall,
since
this
is
anything
that
we
can
do
in
the
area,
will
be
an
improvement.
So
that's
what
we're
hoping
for
our
project
recommendation
includes
not
only
extra
lighting
for
safety,
because
that
area
is
being
used
much
more
frequently
now
passing
through
and
with
visitors
than
we've
ever
seen
in
the
past.

But
it'll
have
some
additional
things
like
receptacles
and
possibly
a
bench,
and
then
the
overall
project
will
involve
some
artwork,
some
public
art
and
of
course
many
of
you
know
that
that
does
help
with
economic
development.
So
we're
really
looking
forward
to
that
too
other
than
those
four
points
that
we
are
working
on.
We
are
really
working
on
investing
in
our
member
and
growing
that
communication,
so
we're
doing
monthly
merchant
meetings.
We
are
exploring
the
idea,
if
not
weekly
monthly,
doing
late
night
shopping,
so
we're
looking
forward
to
that
too.

need
to
make
sure
that
we
are
on
on
that
playing
field
if
you
will-
and
they
are
very
understanding
of
that
they're
eager
to
do
what
it
takes
and
we're
just
looking
forward
and
encouraging
them
that
this
is
going
to
be
something
that
we
will
continue
for
2019.
So
we're
hoping
to
start
that
here
in
the
next
month.

young
lady
made
a
presentation
at
the
Aiken
cooperation
and,
as
every
member
of
the
Aiken
corporation
agreed
that
she
exuded
are
displayed
such
energy
and
what
she
was
doing
in
her
plans
that
it
was
decided
that
we
let
the
public
know
through
our
meeting
what
is
going
on
in
Aiken,
and
you
have
started
off
with
a
bang
in
terms
of
your
assignment
and
such
energy,
not
only
with
you
with
your
board
and/or
your
event
on
this
past
Saturday
night.
It
was
a
great
I
think
all
of
us
would
that
were
the
present.
A
Would
it
would
agree
that
it
was
an
event
that
was
fun,
lively,
alive
and
a
very
diverse
group
of
that
lip
sync,
so
job
well
done
by
you
and
your
crew
and
those
that
participated.
We
had
our
own
Gail
Diggs.
That
was
part
of
that
everybody
did
so,
but
nevertheless
you
had
tremendous
community
engagement.

seven

seen

only
so
much
encouragement

community

this

undeniable

in

the
debt
owed
by
the
debt
or
currently
the
Department

Revenue
and

Municipal
Association
charge
their
own
individual
collection
fees

Avenue,
the
property
owners
requested
it
be
rezone
from
limited
professional
to
residential
single-family
rs.15
in
order
to
ensure
future
residential
use
and
the
Planning
Commission
reviewed
this
at
their
January
15th
meeting
and
all
present.
All
commissioners
present
unanimously
voted
to
to
approve
the
rezoning
request,
and
it
is
before
you
at
first
reading
this
evening.

we
did
receive
a
grant
in
May
of
2018,
which
council
accepted
for
$500,000
for
from
the
rural
infrastructure
priority
for
this
project.
What
this
will
do
is
it
will
reduce
or
excuse
me
eliminate
the
gas
odor,
and
that
comes
from
this
particular
section
of
our
sanitary
sewer
system,
and
it
will
also
prevent
dance,
significant
damage
to
the
pipes.

Within
these
this
area
running
from
pump
station
to
pump
station,
we
did
bid
this
project
out
in
November
the
high
be
the
low
bid
came
in
well
over
budget
at
a
million
nine
hundred
forty-one
thousand
dollars,
we
reduced
through
value
engineering
the
bid,
so
our
project
right
now
has
an
overage
of
about
four
hundred
and
forty
eight
thousand
dollars,
and
we,
the
overage,
can
be
funded
through
our
CPS
t3
sewer
system,
infrastructure
portion
of
of
that
tax
1%
tax.
So
we
have
for
councils.

chemical

take

take

removing
the
solids,

we're

this
system

be
injecting
oxygen
into
it.
So
there's
no
chemical,
it's
just
oxygen
that
will
help
remove
the
solids,
will
help
reduce
the
odor
and
then,
of
course,
extend
the
life
of
the
pipes,
because
it's
not
a
chemical,
it's
just
oxygen
is.

this
is

little
different.
This
is
actually
you
know
it's
green
and
because
it's
just
oxygen
and
not
chemicals,
it's
easier
on
the
system,
it's
easier
on
the
lift
station
toke,
so
this

we
do
itself?

this

we've
lined
the
pipes
and
put
in
a
different
chemical
type.
Injection
with
by
oxide
would
have
had
another
chemical
in
it,
so
it
was
similar
as
far
as
injecting
something

the
sanitary
sewer,

this
is
just
plain
oxygen,

milan
aiders
self-help
group,
is
requesting
permission
to
display
orange
bows
in
downtown
aiken
between

highlight
ms
awareness,
we
march
10
through
16
and
Walk
MS
Aiken,
which
will
take
place
on
April
13th
at
the
Oh
Dale
week
Center.
They
would
like
to
place
the
bows
in
the
area
bordered
by
barn
wall,
Pendleton,
part
and
Newberry
streets,
and
the
bows
would
go
up,
March
9th
and
be
taken
down
April
13th
after
the
MS
Walk.

each
end
of
the
alley
for
their
Employee
Appreciation
Event
and
the
banners
would
be
hung
and
be
displayed
between
April
27
through
September
10th
and
then
USC
Aiken
is
requesting
banners
for
their
welcome
students
back
event,
August
12

30th
and
then
ant
the
alley
which,
as
part
of
their
sponsorship
during
appearance
weekend
and
to
be
concurrent
with
Oktoberfest
from
September
9
through
September
23rd.

we
have
Justin
wheelon,
requesting
banners
to
be
placed
in
the
downtown
to
promote
the
southerner
City
Film
Festival,
to
be
hung
between
February
11th,

we
particularly
well
we've
typically
done
is
in
the
downtown
area
right
to
find
it

that

allow
our
staff,

track
construction

research

requests
and

comparable
tracks,
due
to
the
fact
that
the
grant
is
state
funds
and
they're
very
specific
about
how
you
write
your
bid
documents.

have
to
follow
state
procurement
guidelines.
