A
Welcome
to
the
January
14th
meeting
of
your
akin
City
Council,
happy
new
years
to
everyone,
we're
gonna
start
our
year
off
with
an
invitation
and
a
pledge
and
I
have
invited
enough
rubber
mats
Tilghman
he's
the
campus
minister
for
a
new
spring
Aiken
campus
with
us
tonight
and
Matt.
If
you
would
will
rise
for
an
invocation
Matt
before
you
do
I'd
like
to
ask
you
I
know
you
have
a
lot
of
excite
cycling
going
on
with
NewSpring
yeah
just
moved
into
a
new
location.
B
Know
we
are
we're,
get
we're
blessed.
We
open
behind
Ollie's
on
Cedar
Lane
count
off
for
Richland
here
on
the
on
that
side
of
town,
and
we're
really
excited
about
that.
So
we're
grateful
for
we've
been
in
there
since
October,
28
and
God's
doing
some
really
cool
things
and
yeah
we're
just
blessed
to
be
a
part
of
the
city.
We've
been
here
for
about
three
and
a
half
years
now,
so
thank
you
for
being
with
us.
Thank.
A
B
So
much,
let's
pray
together,
guys
father.
We
come
before
you
and
we
say.
Thank
you.
Thank
you
for
the
city
that
we
get
to
live
in.
Thank
you
so
much
for
the
gift
that
it
is
thank
you
for
these
men
and
women
who
are
stepping
into
the
call
to
lead
it
and
lead
it
well.
I,
pray
for
wisdom,
I,
pray
for
discernment,
I,
pray
for
guidance
and
I
pray
for
a
ton
of
clarity
and
God.
B
We
pray
unashamedly
that
you
bless
the
city
of
Aitkin
as
you
have
in
the
past,
and
you
continue
to
I
pray.
You
pour
a
fresh
revelation
and
a
fresh
abundance
of
blessing
on
our
city,
and
we
just
love
you
so
much
and
we
give
all
the
glory
and
honor
and
praise
to
you.
So
thank
you
for
this
time.
We
have
together,
bless
it
be
with
us.
It's
in
your
name
that
we
pray,
amen
and
thank.
A
A
While
the
Chiefs
being
seated,
let
me
just
say
lat
last
week,
we
we
buried
one
of
our
own.
We
celebrated
it
a
life
with
Chief
Busby
and
what
an
amazing
life
it
was
and
what
a
difference
he
made
in
so
many
lives
in
our
community
and
what
a
great
send-off
I
know
the
family
was
so
touched
and
we
were
so
proud.
A
He
wrote
on
on
the
what
what
number
is
the
engine
chief,
forty,
he
wrote
on
a
number
of
engine
number
43,
which
is
actually
a
42
right
1942,
but
it
was,
it
was
appropriate
and
I
know
something
that
he
would
have
been
honored
with.
So
I
want
to
thank
Public
Safety
for
all.
They
did
honor
that
life
and
he'll
always
be
a
part
of
us
and
our
existing
building,
as
well
as
our
new
building,
is
named
Africa
Chief
Busby
who's,
the
father
of
Public
Safety.
So
so
we
were.
A
We
were
very
proud
of
the
way
and
and
I
would
mention
that
there
were
so
many
engines
that
came
as
a
result
of
that
from
different
communities.
It
was,
it
was
quite
quite
a
testament
to
his
influence
around
even
our
greater
community,
so
chief,
thank
you
and
all
those
involved
in
making
that
such
a
such
a
special
event
before
I
do
the
guidelines.
I
would
like
to
recognize
our
city
manager,
mr.
Stewart
beaten
ball
for
an
announcement.
Thank.
D
D
So
this
is
her
first
meeting
as
the
permanent
finance
director
she's
got
26
years
of
government
finance
experience,
she's
a
graduate
of
USC
Aiken
with
a
bachelor's
in
business
and
with
a
concentration
in
accounting
and
it's
GIA
certified
GFO
a
officer,
and
she
has
spent
the
last
four
and
a
half
years
with
us
and
Abele
served.
The
last
few
months
is
the
interim
finance
director
for
us.
A
Thank
You
Stuart,
congratulations,
Kim.
We
certainly
are
excited
to
have
you
and
on
board
in
this
new
role.
We
know
you
can
do
great
our
guidelines
for
our
City
Council
meetings.
Meetings
are
public
forums
in
which
many
opinions
are
expressed
and
the
business
of
the
city
must
be
conducted
as
such.
Disciplined
honorable
and
professional
decorum
is
paramount.
Courteous
and
respectful
communication
is
expected
during
public
hearings.
All
questions
and
statements
from
the
public
shall
be
directed
to
the
chair.
If
you
wish
to
speak,
raise
your
hand
and
I
will
certainly
write.
A
Please
approach
the
podium
and
state
your
name
and
address
in
order
to
allow
an
opportunity
for
everyone
who
wishes
to
address
council
speaker
speakers
should
limit
their
comments
to
the
subject
being
discussed.
Each
speaker
will
be
given
five
minutes
to
address
an
issue
and
may
only
address
an
issue
wants
unless
questions
from
the
council
or
opposed
to
the
speaker.
We
appreciate
everyone
adhering
to
our
guidelines
with
that.
I
would
recognize
our
mayor,
Pro,
miss
Gail
digs
for
additions
or
deletions
to
the
agenda.
A
E
F
A
So
here
you
know:
that's
in
the
form
of
motion.
Is
there
a
second
second?
Okay,
all
those
in
favor
of
the
amended
agenda
the
treasurer
hand
without
unanimous.
Thank
you
moving
down
to
the
next
item.
The
minutes
were
distributed
to
Council
for
their
review
before
our
meeting.
Is
there
a
motion
to
accept
the
minutes
as
presented
I
so.
E
E
A
D
You,
mr.
mayor,
we
do
have
three
to
reappointments
and
one
appointment
for
council
consideration.
Tonight.
Councilwoman
Diggs
recommends
the
reappointment
of
John
Owen
to
the
general
aviation
commission
for
a
term
to
expire.
September,
1,
2020,
councilman,
Jared
o
recommends
the
reappointment
of
Katie
Lipscomb
to
the
design
review
board
for
a
term
to
expire,
December,
31st,
2020
and
Mayor
Osman
recommends
the
appointment
of
nadir.
Aguirre
of
today
can
Housing
Authority
board.
D
E
A
A
H
A
E
H
Spirit,
I'd
like
to
recommend
for
consideration
to
the
Energy
and
Environmental
Committee,
dr.
Britney
alls
duck
dolls
is
a
graduate
of
the
University
of
Georgia
School
of
Law,
and
she
is
currently
working
with
the
University
of
South
Florida
akin
to
change
with
strategic
planning
initiatives.
So
that
is
my
recommendation
to
these.
You
know,
given
by
our
committee
very.
A
Any
other
reappointments
or
importance
I'd
like
to
make
an
appointment
to
the
energy
Environmental
Committee,
also
mr.
Todd,
lista
and
I,
can
get
you
as
informations
there
all
right.
Thank
you
moving
down
to
number
two
in
our
old
business.
This
is
a
second
reading
in
public
hearing
of
an
ordinance
to
approve
a
lease
of
space
on
the
York
Street
water
tower
to
Verizon
Wireless
by
title
and
Norden.
It's
approving
a
lease
of
space
on
the
Oort
Street
water
tower
to
Verizon
Wireless
of
the
East
LP.
Is
there
motion.
E
D
Mayor
this
is
second
reading
of
this
lease
agreement.
The
this
was
initially
approved
in
2016
by
Council
to
install
a
small
little
shed
and
improve
a
new
new
antenna
on
top
of
the
of
the
water
tower.
What
this
lease
amendment
does
is
also
include
money
up
to
$42,000
to
do
abatement
in
the
soil
and
the
immediate
vicinity
on
the
footprint
of
where
the
water
tower
is
so.
We
have
reviewed
this
with
staff
and
legal
counsel,
and
you
approve
this
at
first
reading
on
December
10th
and
it's
before
you
for
second
reading.
Okay,.
D
Is
correct
this
that
was
a
per
that
was
in
the
initial
lease
it
was
approved
in
2016,
and-
and
this
is
just
an
amendment
to
it-
to
do
the
Bateman
around
the
around
the
base
of
the
water
tower,
and
this
will
be
done
concurrently.
We
are
painting
the
water
tank
as
well,
so
that
this
will
be
done
relatively
concurrently
or
concurrently,
as
you
say,.
E
D
D
A
Mike
is
saying,
that's
correct,
all
right,
very
good,
all
those
in
favor
on
second
reading
of
the
side
and
please
raise
your
hand
and
that's
unanimous
number.
Three
enrolled
businesses
is
the
second
reading
of
public
king
of
an
ordinance
to
rescind
the
annexation
of
Columbia
highway
from
crawls
apart,
two
generations
part
and
the
generation
park
property
by
title
and
ordinance
to
rescind
the
annexation
of
Columbia,
Highway
North,
u.s.
highway,
1
and
certain
property
owned
by
the
city
of
Aitkin.
Add
known
as
generation
Park.
Is
there
emotion.
C
A
H
D
You,
mr.
mayor
in
April
of
2018,
we
did
approve
an
annexation
of
generations,
part
going
down
us
one
columbia,
highway
north
when
we
did
our
normal
reporting
to
the
various
interested
parties.
The
d-o-t
notified
the
city
of
their
objection
to
it
and
after
review,
we
are
proposing
this
ordinance
to
rescind
the
annexation
going
down
us
one
to
annex
the
park.
Good
comments.
A
From
the
audience
comments
from
Council-
okay,
all
those
in
favor
on
second
reading-
please
raise
your
hand
Animus.
Thank
you,
I'm,
the
for
under
old
business.
This
is
a
second
reading
and
public
hearing
of
an
ordinance
to
authorize
an
interfund
loan
for
capital
project
sales
tax
for
projects
by
title
and
an
ordinance
authorized.
The
interfund
alone
for
capital
projects
outside
tax
projects,
funds
projects-
is
there
emotion.
H
D
What
we're
proposing
tonight
is
second
reading
of
an
ordinance
to
borrow
up
to
five
million
dollars
to
do
the
projects
listed
in
the
cover
memo
that
were
explained
in
detail
at
the
last
meeting
in
in
a
prior
work
session,
and
we
would
repay
the
city
from
proceeds
from
the
capital
project.
Sales
tax,
as
we
receive
the
receipts
and
I
spoke
to
the
County
Administrator
today,
and
he
is
again
believing
we'll
begin
seeing
those
receipts
end
of
calendar
year,
19
or
first
quarter
2020.
D
So
before
you
tonight
is
borrowing
up
to
five
million
dollars
from
our
general
fund
equipment
replacement
fund.
We
would
reimburse
it
with
that
amount
borrowed,
plus
one
plus
one
percent
Interest,
plus
the
local
government
investment
pool
interest
rate,
and
that
is
before
you
for
second
reading
tonight.
So
just
for
clarification
is
local
government
investment
pool
which
I
believe.
D
E
E
D
G
Secondly,
we're
not
going
to
do
this,
we're
not
gonna
start
receiving
any
money
till
first
quarter,
twenty
and
and
secondly,
I'm
not
sure
we're
going
to
get
to
fifty
million
dollars
that
we
think
we're
going
to
get
so
I
will
begin
voting
against
it.
I'm
sorry,
I,
wasn't
persuasive
enough
to
convince
the
other
six
of
you
to
join
me.
Thank.
G
36
million
dollars
of
that
was
for
infrastructure
that
was
the
first
36
million
dollars
and
we're
after
that
36
million
dollars.
We
got
into
public
safety
and
we
got
into
parks,
wreckin
tourism
and
you've
got
300,000
800,000
1.5
million
10.625
million
those
the
infrastructure
in
no
particular
order.
At
one
point,
six
to
five
million
were
below
the
37
million
I'd
in
no
particular
I.
D
D
D
A
And
that's
everyone
except
councilman
Dewar,
all
those
opposed.
Thank
you.
Moving
on
to
new
business
I,
another
one.
This
is
a
perforating
of
an
ordinance
to
accept
a
state
revolving
fund
loan
for
stormwater
pond
rehabilitation
by
title
series,
ordinance
approving
the
financing
of
the
critical
stormwater
rehabilitation
phase
1
through
the
borrowing
of
not
exceeding
six
hundred.
E
D
Thank
you,
I'll
try
to
speak
in
laypersons
terms.
Essentially
what
you
have
tonight
is
first
reading
of
an
ordinance.
This
is
part
of
our
infrastructure,
Improvement
Program
and
it
is
underwritten
by
our
stormwater
revenue,
proceeds
that
property
owners
pay
on
their
monthly
bill.
What
this
is
involving
this
particular
work
is
to
repair
and
rehabilitate
city-owned
stormwater
ponds,
including
any
replacement
of
corrugated
metal,
pipe,
that's
adjacent
to
it
or
part
of
the
related
infrastructure,
and
we
have
approved
this.
A
H
D
D
D
A
Any
other
questions
comments
forget
all
those
in
favor
this
ordinance
on
first
reading.
Please
raise
your
hand
mam
su
Nunes.
Thank
you.
Moving
down
new
business
to
item
number
two.
This
is
a
first
reading
of
an
ordinance
annex,
2.55
acres
on
timber,
timber,
Lane,
Road
and
zone
it
residential
single-family
are
as
15
by
title
and
northern
Stanek
property
located
to
Merlyn
Road
and
to
zone
the
same
residential
single-family
or
as
15
great
as
their
motion.
G
A
D
You
mayor,
we
are
have
the
for
consideration
tonight,
annexation
of
a
parcel
that
the
city
owns.
It's
we've
we
and
we
were
gifted
the
property
in
the
mid
90s.
It
is
continuous
to
the
city.
It
was
initially
acquired
for
potential
storm
water
detention,
ironically
enough,
but
it
is
not
currently
used
for
storm
water
detention,
but
we
are
annexing
it
as
we
determine
what
to
do
with
it
into
the
future,
and
it's
for
councils
consideration
tonight.
Thank
You
mr.
people.
E
D
I
spoke
with
them,
a
media
followed
them
out
after
the
plane
Commission
meeting
there
were
residents
on
timber
lane
and
Cherokee,
which
is
adjacent
to
it,
and
their
concern
was
that
the
property
was
going
to
be
developed
for
some
sort
of
multifamily
use
and
I
assured
them.
That
is
not
the
case.
The
city
wants
to
anok
the
property
because
we
own
it
and
it
is
contiguous
to
our
city
limits,
and
since
we
own
it,
we
can
control
what
currently,
what
is
going
to
be
used
for.
We
did
just
spend
a
fair
amount
of
time.
D
D
E
D
Mayor
weeks,
that
is
correctly
a
state
of
mayor
weeks
gifted
the
property
to
us.
It's
really
in
terms
of
developable.
It's
really
not
frankly,
it's
a
flat.
So-Called
flagpole
lot
is
somewhat
landlocked,
except
for
a
teeny
little
strip.
So
it's
the
concerns
that
mr.
Gooch
had
I
think
were
understandable,
but
it
will
not
I,
don't
think
it
would
be
considered
for
that
and
again,
the
city
would
be
very
conscious
of
that
before
any
sort
of,
if
it's
even
considered
for
sale,.
E
A
Good,
all
those
in
favor
on
first
reading
of
this
ordinance,
please
raise
your
hand
and
that
you
Dennis
thank
you
I'm
number
three
under
new
business.
This
is
a
first
reading
of
an
ordinance
to
annex
properties
at
105,
107,
109,
Clifton
Street
at
502,
Chatham,
Street
and
505
Henry
Street
and
zoned
residential
single-family
rs.10
by
tile
and
ordinance
de-annex
five
properties
to
the
city
of
Aiken.
Is
there
emotions.
H
D
You,
mr.
mayor,
we
have
five
properties
for
consideration
tonight
and
the
address
is
named
to
be
zoned
rs10
and
the
Planning
Commission
reviewed
all
these
applications
at
their
meeting
on
December,
11th
and
unanimously
recommended
all
of
them
to
be
annexed,
and
it
is
before
you
tonight
for
first
reading,
Thank.
A
You
mr.
Pete
visor
any
comments
from
the
audience
comments
from
Council
favor.
Please
raise
your
hand,
that's
unanimous
I,
just
like
to
say
the
staff
I
like
the
way.
It's
all
packaged
up.
Nothing
well
done!
Thank
you.
I
have
known
foreign
a

That's
a
first
ring
of
an
order
to
adjust
the

Moving
down
to
item
number
five,
this
is
a
first
reading
of
an
ordinance,
so
just
a
2018-19
budget
to
include
repair
of
fence
assistance,
part

E
D
Mayor
comments
from
staff:
thank
you.
We
have
before
councils
consideration
a
budget
adjustment
to
we
have
earlier
this
fiscal
year,
a
fence
separating
governor
akin
part
from
citizens.
Park
needs
replacing
and
we've
gotten
some
bids
that
are
the
proposal
of
23,000
$668
is
before
you
and
due
to
hospitality,
tax
receipts
exceeding
projections,
we're
proposing
that
the
expense
be
paid
out
of
hospitality
tax,
which,
if
council
agrees,
would
require
a
budget
adjustment
and
I
will
say
this
is
the
fence?
I
know
that
mr.
Dewar,
you
contacted
me
about
here
several
months
ago?
A
All
right,
all
those
in
favor
of
first
reading
of
this
ordinance
to
raise
your
hand
and
that's
unanimous.
Thank
you
I,
remember
six
under
new
business.
This
is
a
first
reading
of
an
ordinance
to
allow
allow
City
to
to
the
city
to
recover
collection
costs
pursuant
to
the
set-off
debt
collection
act
by
title,
an
ordinance
relating
to
the
recovery
of
collection
costs
as
a
part,
a
delinquent
debts
collected
pursuant
to
the
set-off
debt
collection
act.
Is
there
motion.
H
D
You,
the
Municipal
Association,
manages
the
set-off
debt
collection
program
for
us,
as
they
do
for
a
lot
of
municipalities
in
South
Carolina,
and
it
does
allow
the
city,
through
the
Municipal
Association
and
the
Department
of
Revenue,
to
collect
unpaid
fees
and
bills
through
tax
refunds
and
what
the
municipal
association
has
presented
us.
Is
they
a
little
clean
up?
First,
we
have
an
ordinance
for
you,
which
would
allow
us
to
have
also
our
cost
of
collection,
which
is
$25.00.
A
Thank
You
mr.
Pedro
any
comments
from
the
audience
comments,
questions
from
Council;
okay,
all
those
in
favor
of
this
first
reading.
Please
raise
your
hand
and
that's
unanimous.
Thank
you.
Moving
now,
nine
number
seven
under
new
business.
This
is
approval
of
resolution
authorizing
the
Municipal
Association
of
South
Carolina.
Yet
for
the
city
of
Aitkin,
in
accordance
with
the
set
off
debt
collection
act
by
title,
a
resolution
authorizing
Municipal
Association,
South
Carolina
to
act
as
claimant
claimant
agency
for
the
collection
of
debt
on
behalf
of
the
city
of
Aitkin.
A
D
You
similar
to
this
is
a
somewhat
part
and
parcel
with
the
prior
item
we
just
considered.
However,
this
is
a
resolution
that
will
authorize
the
mayor
to
enter
into
that
agreement
with
the
Municipal,
Association
and
I
do
want
to
compliment
the
city
attorney.
You've
worked
hard
to
kind
of
work
out
and
identified
some
issues,
and
he
worked
with
the
Municipal
Association
to
clarify
that
this
does
allow
the
mayor
to
execute
on
behalf
of
the
city,
our
participation
into
this
program.
A

A
Those
in
favor
of
this
approval-
please
raise
your
hand
at
this
time.
Then
that's
unanimous.
Thank
you.
Item
9
was
deleted
from
our
agenda.
Moving
down
to
petitions
and
requests
number
1.
This
is
a
request
for
expenditure
for
economic
development
of
economic
development.
Money
for
the
ecit
trials
is
their
motion.
G
D
We
do
have
a
before
councils
consideration
expenditure
of
some
money
for
the
akin
trials
we
they
have
come
to
us
since
every
year
since
2016.
So
this
is
the
fourth
year
to
ask.
It
is
in
the
form
of
a
reimbursement
for
to
bring
in
board
horses
pay
for
the
expenses
or
the
hotel
expenses
of
trainers
and
jockeys.
To
add
to
the
first
leg
of
our
Triple
Crown,
the

trials
Thank.

You
we
did:
a
council
accepted
a
grant
for
one
hundred
thousand
dollars
with
a
match
in
September
2018
to
pave
the
mulch
section
of
the
walking
path
that
generations
part
our
bid,
the
lowest
responsible
bidder
being
value
engineered
was
a
hundred
and
seventy
four
thousand
eight
fifty,
which
means
there's
an
overage
of
forty
nine
thousand
eight
fifty
and
we
proposed
for
councils
consideration
paying
for
the
overage
out
of
the
to
CPS.
T
accounts
listed
CPS,

and
that
is

the

that's
coming
to
be
more
formal,
counseling,
press
pricing
and
and
digs
have
showed
some
interest
and
we
kept
them
abreast,
and
we
appreciate
that
January
23rd
is
the
date
designated
by
HUD
to
count
homeless
in
the

It's
not
a

We

we're

putting

talking

there's
better
terminology,
so
the

allowing
us

That

where
these

are
I
think
it's
just
something
the
community
should
know
about
that.
