ACCEPT A LOAN FROM THE UNITED STATES DEPARTMENT
OF HOUSING AND URBAN DEVELOPMENT FOR THE FUNDING
OF THE WILLIAMSBURG STREET REDEVELOPMENT PROJECT.

acceptance

business
item

two:
there's
a
second
reading
and
public
hearing
of
an
ordinance
to
a
minimal
land
development
regulations
regarding
dedication
of
improvements
by
thailand,
ordinance
amending
section,
6.5
and
3.2
point
2
of
the
land
development
regulations
of
the
city,
bacon
regarding
dedication
of
improvements
and
final
flat
approval.

this
ordinance
for
consideration,
and
this
will
bring
us
in
compliance
with
the
department
of
health
and
environmental
control
dhec
our
process
for
permit
to
operate,
and
this
would
amend
our
land
development
regulations
concerning
the
deed
of
dedication
process.
As
we've
noted
several
times
recently,
dhec
notified
us
that
our
process,
which
was
put
in
place,
I
mean
when
the
land
development
regulations
were
last
overhauled
in
1989.

would
accept
the
deeds
of
dedication
about
approximately
a
year
after
the
after
the
systems
have
been
operational.
Well,
we
need
to
accept
them
before
they
become
operational,
and
we
need
to
do
this
cleanup.
The
planning
commission
has
approved
this
and
council
heard
this
at
the
november
22nd
meeting
and
unanimously
passed
it
forward
for
second
reading
this
evening.

We
do
have
this
grant,
that
of
60
189
dollars,
65
cents
for
this
purpose,
and
we
did
receive
the
funds
earlier
this
year
and
we
need
to
I'm
sorry.
We
received
the
funds
in
september
of
20
and
we
contracted
it
earlier
this
year
with
vendor
to
transition
these
this
storage
to
the
cloud
in
accordance
with
the
original
grant,
and
we
need
to
do
the
budget
adjustment
to
make
to
reflect
that
expenditure
of
funds.

mission
is
to
utilize
its
collective
resources
to
foster
communication
and
coordination
amongst
area
cultural
arts
organizations.
The
commission
also
makes
recommendations
to
the
design
review
board
on
proposed
art
installations
within
the
old
aiken
overlay
zone,
and
the
vision
is
with
guidance
from
the
commission
and
collaborating
arts
organizations.

participate

cdbg

loan

united
states,

of
housing
and
urban
development
for
the
funding
of
the
williamsburg
street
redevelopment
project.

condition
is
the
council
must
approve
an
ordinance
that
identifies
our
pledge
of
its
full
faith
and
credit
repayment,
though,
is
going
to
be
through
a
reduction
of
our
annual
cdbg
allotments
for
20
years.
The
memo
had
a
typo
it's
20
years.
It's
approximately
50,
000
dollars
a
year
of
our
allocation,
will
go
back
to
repay
this
repay
this
note
for
these
improvements
and
some
of
the
things
that
it
will
be
used
for
include
pavers,
sidewalk
improvements,
curb
and
gutter.

storm
water
work,
green
space
and
landscaping,
and
this
is
the
area
you
may
remember
several.
I
guess
approximately
two
years
ago
we
re-zoned
our
downtown
business
district
east
to
williamsburg
to
encompass
this
block,
so
it
would
include
all
of
this
property
and
we
believe
the
farmers
market
being
kind
of
a
a
a
key
parcel.

As
part
of
this
also,
we
know
that
there's
some
going
to
be
some
additional
development,
there's
some
private
investment
there.
I
know
I
see
mr
mcgee
here
who's,
taking
a
lot
of
risk
and
doing
improvements
to
existing
properties
that
are
there
as
well
as
the
old
jackson,
petroleum
building.
We
got
a
brownsfield
grant
that
will
clean
that
site
up
and
then,
ultimately,
that
will
be
put
back
into
the
private
sector
onto
the
tax
rolls.

this
is
somewhat
tied
into
the
land
development
regulation
item
that
was
approved
earlier.
We
had
a
work
session
with
council
several
months
ago,
where
we
discussed
some
ideas
about
annexation,
and
one
of
the
air
things
that
were
mentioned
was
that
was
mentioned
was
to
amend
our
policy
for
water
and
sewer,
because
in
september
2016
we
made
an
amendment
then
to
require
anyone
signing
up
anytime
a
property
changes
hands
unless
it's
from
one
spouse
to
another
that
they
must
sign
an
annexation
agreement.

If
water
and
sewer
is
available,
if
it's
contiguous
well,
we
are
changing
the
word
and
or
to
reflect.
I
think
discussion
we've
had
with
council,
but
one
one
other
thing
we're
also
doing
with
this
is
we
are
doing
some
cleanup
language
to
our
current
policy
in
an
effort
to
ensure
we
have
consistency
between
our
policy
and
practice.

was
a
pretty
substantial
fire,
they
had
on
thanksgiving
and
they
got
their
facility
back
up
very
fast,
and
we're
very
appreciate
appreciative
of
that
so
again,
beginning
tomorrow,
tuesday,
the
14th
they
will
be
collecting
recycling
and
transporting
it
to
north
augusta,
and
I
believe
it's
a
red
week
for
recycling.
So
if
you're,
a
red
in
the
red
zone,
we'll
be
collecting
your
recycling
out
of
the
blue
bin.

The
final
thing
is,
I
know
at
our
last
meeting
we
had
a
good
discussion
and
a
presentation
from
the
business
alliance
and
we
had
a
meeting
subsequent
to
that
with
eugene,
wide
and
ronique,
and
michael
and
myself,
and
what
we
are
looking
at
now.
After
some
discussion
is
of
a
program,
that's
heavier
on
loans
versus
grants.

To
the
to
this
program
and
75
000
approximately
is
allocated
for
administrative
costs.
I
know
we
are
looking
to
try
to
get
that
maybe
underwritten
by
someone
other
than
the
city,
which
would
free
up
more
money
and
then
the
spread
for
loans
versus
grants.
We
have
loans
of
a
pool
of
225
000
for
the
micro
loans
and
grants
of
200
000
for
entities
that
qualify
through
attending
the
program,
which
is
a
multi-week
program.
Mandatory
attendance
attendance
is
required.

Also,
there
is
a
steering,
a
a
group
that
would
examine
the
applications
before
funds
are
distributed.
That
would
consist
of
the
stakeholders
and
the
financial
institutions.
So
I
know
there
was
concern,
or
the
comment
was
raised-
that
there
was
a
preference
from
council
that
the
program
have
more
funding
for
loans
than
for
grants,
and
I
believe
this
fulfills
what
was
requested
of
by
the
council
also,
we
are
going
to
be
sending
out
notification
to
every
business
license
holder
that
we
have
an
email
address
for
we'll
be
notifying
all
of
those
businesses
of
this
opportunity.

Obviously,
all
business
holders
won't
necessarily
be
eligible,
but
they
will
be
made
aware
of
it.
We're
going
to
look
to
target
also
there
were
comments
about
the
hispanic
community,
so
there'll
be
appropriate
documents
and
and
marketing
materials
for
in
spanish.
So
again,
the
timeline
of
the
program
we're
still
looking
at
is
end
of
january,
so
we're
about
six
weeks
off
five
to
six
weeks
off.
I
think
the
week
of
the
24th,
but
that
is
the
report.
