to
ask
councilman
jared
to
make
some

good
friend

appointed

come

you

love

our
heart
for
our
city,
but
also
with
the
hurt
of
many

us
who
are
friends
and
family

hunter.

this

friends

that
the
great
works
that
he
was
able
to
do
to
make
our
city
better
would
always
be
recognized,
remembered
and
is
a
part
of
his
legacy

good
friend,

actually
appointed
him
to
planning
commission,
and
I
was
my
good
fortune
that
he
was
my
appointee
and
two
weeks
ago
stewart
announced
that
he
resigned
from
being
on
the
planning
commission
he'd
only
and
only
got
the
phone
call
five
days
before
that.
So
this
went
very
very
quickly,
but
it
was
my
good
fortune
to
get
talked
to
him
on
friday.

actually
expressed
to
me
how
much
he
enjoyed
being
on
the
planning
commission
and
thanked
me
for
that,
so
he
loved
the
city
of
aiken.
He
was
one
of
macon
grew
up
in
aitkin.
He
was
a
few
years
ahead
of
me
and
one
of
the
last
things
he
did
was
to
say
keep
up
the
good
work
and
then
told
me
what
I
was
doing
wrong,
which
he
always
did,
but
that
was
that
was
him.
That
was
jack
and
I
we've
lost
somebody
we'll
miss
him
a
lot.

manager

last
meeting

reviewed

audit

council
at
a
work
session
prior
to
the
regular
meeting
he
reported.

there

an
unqualified
or
clean,
unquote
opinion
with
no
material
weaknesses
and
no
instances
of
non-compliance
material
to
the
financial
statement.

millage
adjustment.
We
do
need
to
make
a
budget
adjustment
for
two
items.
As
you
know,
we
rescinded
our
road
maintenance
fee
and
refunded
all
fees
paid
to
motor
vehicle
titled
holders
who
paid
from
july
1st
2021
to
the
present.
The
county
has
accepted
that
and
is
no
longer
charging
that
fee.

must.
We
still
have
road
needs,
despite
the
fact
we're
not
collecting
a
road
maintenance
fee.
This
fact
was
part
of
our
review
when
we
determined
our
rollback
to
millage
and
this
we
need
to
do
a
budget
adjustment,
since
we
accepted
60
mills,
475
thousand
dollars
for
the
road
maintenance
fee,
and
also
a
position
in
the
city
manager's
office
to
help
with
citizen
issues
and
the
myriad
of
special
projects
and
other
items
that
come
forward.

amount

money,
and
we
are
here
really
investing
in
with
equity

this

is
with
the
wonderful
partners

connected

know
aiken
corporation
has
been
trying
to
get
this
dedicated
to
the
city
for
quite
a
while,
and
it's
in

willow
run
park,

constructed

the
early
2000s
around
the
time
the
spec
building
was
constructed
in
addition
to
the
pond.
It's
a
30-foot
easement
free
utilities,
as
well
as
ingress
and
egress,
and
a
20-foot
easement
for
drainage.
Our
engineering
staff
has
reviewed
this
request
and
recommended
that
the
city
accept
it.

the
city
of
aitkin
certify
that
three
buildings
in
the
aitkin
mall
area
on
whiskey
road
were
more
than
two-thirds
or
66
percent
abandoned
for
income
producing
purposes
prior
to
the
firm's
purchase
of
the
property.
Southeastern
palmetto
intends
to
seek
us
south
carolina
income
tax
credit
under
the
abandoned
buildings.
Revitalization
act
that
section
of
the
state
code
requires
that
a
taxpayer
file
a
notice
of
intent
to
rehabilitate
with
south
carolina
department
of
revenue
and
include
a
certification
of
abandonment.

first
of
all,
these
are
not
local
tax
credits.
These
are
south
carolina
department
of
revenue,
south
carolina
income,
tax
credits,
for
in
each
case
it
would
be
up
to
five
hundred
thousand
dollars,
which
is
predicated
on
the
basically
a
formula
related
to
how
much
money
is
put
into
the
building
versus
its
appraised
value.

In
each
case,
with
the
the
plans
for
the
project,
they
will
exceed
that
threshold,
so
essentially
with
three
sites.
It
would
be
up
to
a
million
and
a
half
of
state
income
tax
credit.
That
is
not
a
refundable
credit,
so
they
would
have
to
have
that
much
liability
to
enjoy
that
benefit.
It
does
carry
forward
for
up
to
eight
years.

this
is
an
incentive
that
the
state
has
had
for
more
than
a
decade
now.
This
has
prompted
a
good
deal
of
redevelopment
of
abandoned
big
boxes.
It
has
to
be
a
certain
size,
commercial
building.
It
has
to
be
66

abandoned
for
income
producing
purposes.
It
does
not
require
that
you
save
the
building.
It
requires
that
you
make
the
investment
to
redevelop
the
site
which
could
be
tearing
it
down
and
building
a
new
building.

Well,
as
you
know,
I've
been
here.
I've
worked
with
the
city
for
about
six
and
a
half
years
so,
and
this
is
kind
of
been
accumulation
of
many
years
in
planning
and
project
management
over
the
last
20
years.
So
I'm
very
excited
I'm
very
appreciative
to
now
be
official
and
certainly
looking
forward
to
working
with
all
of
