1) Consideration of the Minutes for the Work Session and Regular Meeting of August 23, 2021.

PRESENTATIONS:
1) Proclamation Designating September 17 - 23, 2021, as Constitution
Week and Presentation of a Proclamation to the Esther Marion Chapter, Henry Middleton Chapter and Trenton Chapter of the Daughters of the American Revolution, the Henry Laurens Chapter Sons of the American Revolution and the William Stroud Society of the Children of the American Revolution.
2) Presentation and Request by Pink Ribbonettes for Permission to Place Pink Ribbons in the Downtown for Breast Cancer Awareness Month.

LOCATED AT THE INTERSECTION OF SUMMIT DRIVE AND
BURGUNDY ROAD TO SCOTT AND ADRIENNE PATTERSON.
3) Second Reading and Public Hearing of an Ordinance to Amend the City Budget for Fiscal Year 2021- 22.
AN ORDINANCE AMENDING THE BUDGET OF THE CITY OF
AIKEN FOR THE FISCAL YEAR BEGINNING JULY 1, 2021 AND
ENDING JUNE 30, 2022.
4) Second Reading and Public Hearing of an Ordinance to Accept a State Revolving Fund Loan for Sand River Stormwater Best Management Practices Implementation.
A SERIES ORDINANCE APPROVING THE FINANCING OF
STORMWATER FACILITIES IN HITCHCOCK WOODS KNOWN AS
THE SAND RIVER STORMWATER BEST MANAGEMENT
PRACTICES IMPLEMENTATION PROJECT THROUGH THE
BORROWING OF NOT EXCEEDING FIVE MILLION SEVEN
HUNDRED SEVENTY- SEVEN THOUSAND EIGHTY TWO
DOLLARS ($5,777,082), PLUS CAPITALIZED INTEREST, IF ANY,
FROM THE STATE WATER POLLUTION CONTROL REVOLVING
FUND ( LOAN NUMBER X1-242-21-549-09), BY AGREEMENT
WITH THE SOUTH CAROLINA WATER QUALITY REVOLVING
FUND AUTHORITY, PURSUANT TO TITLE 48, CHAPTER 5, CODE
OF LAWS OF SOUTH CAROLINA 1976, AS AMENDED;
PROVIDING FOR THE AGREEMENT TO MAKE AND TO ACCEPT
A LOAN, THE EXECUTION AND DELIVERY OF A LOAN
AGREEMENT BETWEEN THE CITY OF AIKEN, SOUTH
CAROLINA AND THE SOUTH CAROLINA WATER QUALITY
REVOLVING FUND AUTHORITY, THE EXECUTION AND
DELIVERY OF A PROMISSORY NOTE FROM THE CITY OF
AIKEN, SOUTH CAROLINA TO THE SOUTH CAROLINA WATER
QUALITY REVOLVING FUND AUTHORITY; AND OTHER
MATTERS RELATING THERETO.
5) Second Reading and Public Hearing of an Ordinance to Annex Property at 788 Henry Street and Zone it Residential Single-family (RS-10).
AN ORDINANCE TO ANNEX TO THE CORPORATE LIMITS OF
THE CITY OF AIKEN CERTAIN PROPERTY LOCATED AT 788
HENRY STREET AND TO ZONE THE SAME RESIDENTIAL
SINGLE-FAMILY (RS-10).
6) Second Reading and Public Hearing of an Ordinance to Annex 1730 and 1314 Two Notch Road and Zone the Properties as Residential Single family (RS-10).
AN ORDINANCE TO ANNEX TWO PROPERTIES TO THE CITY
OF AIKEN.

NEW BUSINESS: Consideration of:
1) First Reading of an Ordinance to Sell Lot on Monetta Street in Governor Aiken Park to Susan Joline.
2) Acceptance of Brownfields Assessment Grant and First Reading of an Ordinance to Adjust the 2021-22 Budget to Include the Brownfields Grant.
AN ORDINANCE AMENDING THE BUDGET OF THE CITY OF
AIKEN FOR THE FISCAL YEAR BEGINNING JULY 1, 2021, AND
ENDING JUNE 30, 2022.

PETITIONS AND REQUESTS:
1) Request for Acceptance of Airport Rescue Grant Program Award for Aiken Regional Airport.
2) Request to Spend Capital Projects Sales Tax IV (CPST IV) Funds for
Playground Equipment.
3) Resolution Authorizing the City of Aiken to Enter into an Agreement
with Goodwyn Mills Cawood, LLC for Engineering Services for the
New Shaws Creek Water Plant.
A RESOLUTION AUTHORIZING THE CITY OF AIKEN TO ENTER
INTO AN AGREEMENT WITH GOODWYN MILLS CAWOOD, LLC
FOR ENGINEERING SERVICES.
4) Approval of Contract with Terracon Consultants for Environmental
Services Related to the Brownfields 2021 Assessment Grant.
