Let's pray, most gracious father. We are thankful for this day and this time that we come together to take care of the business of our city and our people we represent. We just ask that you would give this council wisdom courage and allow us to make decisions that would be within your will.

Lord, we pray that everything that would be said and done in this meeting tonight would be pleasing unto you and we thank you as we have items recognizing the constitution, which represents our freedoms. We thank you for those, and may we never take those for granted. We decide that your blessings will be upon this meeting in your name. We pray, amen chief good evening.

We'd like to go over the guidelines for aitkin city council meetings, our meetings are public forums in which many opinions are expressed in the businesses must be conducted as such, disciplined honorable and professional decorum is paramount. Courteous and respectful communication is expected during public hearings. All questions and statements from the public shall be directed to the chair. If you wish to speak, raise your hand- and I will certainly recognize you- please approach the podium and state your name and address in order to allow an opportunity for everyone who wishes to address counsel.

Speakers should limit their comments to the subject being discussed. Each speaker will be given five minutes to address an issue and may only address an issue once unless questions from counsel are opposed to the speakers, and with that we move down to additions and deletions to the agenda and I'd like to recognize our mayor pro tem councilwoman leslie price good evening, councilwoman good.

Item number one is a proclamation designating september 17th 17th through the 23rd 2021 is constitution week in presentation of a proclamation to the esther marion chapter, henry middleton chapter and trenton, chapter of the daughters of the american revolution, the henry lawrence chapter, sons of the american revolution and the willem stroud society of the children of the american resolution.

So this time, I'd like to read in to our record our proclamation and we will vote and then I'd love to present this to our groups, who are here tonight so a proclamation from city of aitkin, whereas the united states constitution secures the blessings of liberty and justice for all americans, whereas september 17 2021 marks the 234th anniversary of the drafting of the constitution by the constitutional convention and whereas it is fitting and proper to record official recognition to this magnificent document and its memorable anniversary and to the patriotic celebrations which will commemorate commemorated and whereas learning about the principles of the constitution allows us to reflect on the rights and privileges of citizenship.

Now, therefore, I recognize with mayor the steve, aiken and aiken city council do hereby designate september 17 2021 as constitution day and september 17th through the 23rd of 2021, is constitution week in aitkin and encourage all citizens of the city of aitkin to renew and deepen their appreciation for the unique and precious heritage passed on to us by our founding fathers. Through the united states constitution presented september, 13 2021 and sounded by signed by all council of all members of council. So with that, I would look for a motion for approval.

Thank you so much for taking your time from your many responsibilities to the business of the city of aitkin to proclaim september 17th through 23rd as constitution week in the city of aitkin constitution. Week is a commemoration of the of america's most important document.

This celebration of the constitution was started by the daughters of the american revolution in 1955. der petitioned congress to set aside september 17th through 23rd annually, to be dedicated for the observance of constitution week.

This the resolution was later adopted by the u.s congress and signed into a public law on august, 2nd 1956 by president dwight d, eisenhower tonight with the williamstow society. Oh, my goodness, hold up of the children in the american revolution are members of aiken's three dar chapters, esther marion henry middleton and trenton. Also members of the henry lawrence chapter sons of the american revolution are in attendance. The united states constitution stands as a testament to the tens tendency of americans throughout history to maintain their liberties, freedoms and animal rights.

We're going to move down presentations item number two: this is a presentation and a request by pink ribbonettes for permission to place pink ribbons in the downtown for breast cancer awareness month, and thank you for being with us. First of all, and after after the presentation, we will take a vote on this so good evening.

My name is joan jarsique and I'm representing the pink ribbonettes and every year for breast cancer awareness.

We put up bows in downtown on the lamp post this year, we're requesting to put up bows in the alley on both sides from newberry to whiskey, road and our group is a breast cancer support group and we have about 20 members at the moment and we are requesting permission from the council to do so.

This is a second reading and public hearing of an ordinance to approve the sale of property on summit drive to scott and adrian patterson, by title and ordinance approving the sale of property located at the intersection of summit drive and burgundy road to scott and adrian patterson. You uh this was before you uh two meetings ago july 12th and um excuse me july 12th, so that was about three meetings ago. I guess but the uh the individuals, the pattersons, approached the city about purchasing the parcels, um the uh after some additional discussion uh before second reading, we agreed to reduce our need to twelve hundredths of an acre. They are going to do the land, the porsche.

I

Initially, we had two tenths of an acre that was going to have some buffer uh on our parcel, but they, the pattersons, would rather select their own landscaping and we'll pay that cost in exchange for reducing the uh the uh footprint, and they will also there's gonna, have to be some quiet, title work which uh is estimated to be up to twelve thousand dollars, so uh they have offered they've they're gonna pay for all of that, and otherwise it is the same that council has uh approved it first reading on the july 12th meeting.

Okay, item number three: under second reading and public hearing of an ordinance to amend the city budget for fiscal year, 2021-22 by tylan lawrence amending the budget of the city of aitkin for the fiscal year beginning july, 1, 2021 and ending june 30th 2022.. uh Is there a motion good all right? We do have a surplus, um that uh of unspent funds, so-called unspent funds, the.

I

One of the items that we're proposing we use some of this carry forward for, in addition to, there were items that were not purchased uh and that needs to be brought over the with some adjustments.

I

um It's actually three million seven hundred and nine thousand nine hundred and fifty eight dollars in the general fund uh after first reading. Some of the um a lot the items, uh the main thing is we're recommending an increase of for all sworn public safety officers and dispatchers only. I know there have been some questions in terms of what about the other individuals or employees in public safety, but this is really only to keep track with what aitkin county did.

I

At their july, 20th meeting aiken county gave their sheriff's deputies and dispatchers, which the sworn sheriff's deputies and their dispatchers a 15 pay increase, and on top of the cost of living that all county employees got it's the equivalent of an eight percent.

I

What this has in there is this a six percent plus a one percent um cost of living um that would equal 7 percent for public safety officers and dispatchers. That would put the public safety officers who, as we all know, both provide police, uh police protection and fight fires uh now at uh their salaries, uh would be higher than what the sheriff's deputies are. uh We're v we're doing this to try to be proactive. As we know, public safety officers have a.

I

State retirement system there on the police officer's retirement system and, as is every law enforcement agency in south carolina. So it's a highly portable system and, as you know, we invest a lot of money into hiring officers and training officers, and this uh council has directed us to try to. You know, provide public safety with what they need to have a full functioning appropriately staffed department.

I

We are not initially when we discuss this with council before we brought it to first reading. We contemplated paying for this using funds from by freezing some vacant public safety positions, but we are not doing that after council's direction.

I

We also have some revenue or a part of the budget adjustment addresses our building on chesterfield.

I

This will cover us. Should we not sell and have the cash from the proceeds uh from the sale of this building? We will be able to replenish those funds, but this allows us to make the down payment that we've been sort of guiding towards, since we agreed to purchase the public. Excuse me the municipal building on chesterfield, so those uh fund balances will be replenished once that happens.

I

um We do have other items in here should there be any comments or questions from council, but this was approved at first reading on the august 23rd and it is before you uh for second reading this evening. Mr mayor, all right.

This is a second reading and public hearing of an ordinance to accept a state revolving fund loan for sand river stormwater, best management practices, implementation by title, a series, a series ordinance approving the financing of stormwater facilities in hitchcock woods, known as the sand river stormwater, best management practice implementation project through the borrowing of not exceeding five million. Seven hundred.

Seventy seven thousand eighty two dollars plus capitalized interest, if any from the state, water pollution control revolving fund loan number x1-242-2.

A

By agreement with the south carolina war, equality, revolving fund authority, pursuant to title 48, chapter 5 code of laws of south carolina 1976, as amended, providing for the agreement to make and to accept a loan, the execution and delivery of a loan agreement between the city of aitkin, south carolina and the south carolina water quality, revolving fund authority, the execution and delivery of the promissory note from the city of aitkin, south carolina to the south, carolina water quality, revolving fund authority and other matters related there, too catch my breath with that.

What this is, is um council gave permission to staff to apply for this loan back in june. As the cover memo notes, we then by the state revolving fund authority. They approve us for the loan and then council has to um approve this loan. These funds are going to be paid over 30 years via existing stormwater revenues. We went out to this term in order to keep our rates at what we charge now, so it would not require a rate increase.

I

You may remember two and a half years ago we had we got a state revolving fund loan for our stormwater pond rehabilitation project which rehabbed approximately 20 ponds of city-owned ponds around the cit around our city and what this approval would denied is just accept. The loan that we've been approved for that council gave us permission to apply, for um the work is going well um over uh down at the south boundary in lawrence, and uh I've been very pleased with the progress I got a report late this afternoon.

I

I haven't looked at, but I'll, be sure to forward that uh report from the contractor to you, but um this is uh before you tonight for second reading.

Do have this annexation in before council for second reading to zone residential single family rs rs-10, which is consistent with surrounding uses and zoning. The all members present at the july excuse me at the august. 10Th planning commission meeting approved this unanimously and it was approved by council at first reading august.

Are combined together since they are both uh being requested to be some residential single family rs8. One lot is approximately 27 hundredths of an acre, the other one 51 hundredths of an acre. All members present at the planning commission on august 10th unanimously recommended the annexation and zoning request and council approved it at the meeting on uh august 23rd. I want to correct the rs10 for the one on two notch. Excuse me at 1732, notch not rs8, very good.

And I do see we have uh mr clarkson who's on our planning commission with us today. Thank you for being with us tonight.

The lot, is moving to town and wants to construct their residence on this lot, and uh it is before you for first reading this evening, three thousand dollars at the intersection of mineta and stone.

This is a acceptance of brownfields assessment grant and first reading of an ordinance to adjust the 2122 budget to include the brownfields grant by title an ordinance submitting the budget of the city of aitkin for the fiscal year, beginning july, 1, 2021 and ending june 30th 2022.

This is our second epa grant that we've been awarded in the amount of three hundred thousand dollars as the last one. It allows us to clean brownsfield sites in our downtown and uh northside areas uh similar to the one awarded us in 2018., uh since this was not in our budget, a budget adjustment is necessary, along with the acceptance of the grant.

I would like to complement and thank and recognize joy lester for her work in securing the funds for this grant. uh For a second time very good.

um We targeted uh downtown and north side. You we're not specific right now, joy or we're.

We're holding off with announcing that is that what we're the targeted area for the brownsfield site is listed as downtown and north side. The are you: are we holding off with that um specific designation in terms of where we're targeting to use those those funds.

No, I mean it's basically, a continuation of the 2018 grant and so we're going to use it to develop the blighted areas downtown and okay.

Side, east side: you know as long as really it's within the city limits we can. We can use it, but we have specific uh properties within the grant that we would like to target.

We have not had a property yet that we have applied for for cleanup, but we're getting ready to close out the 2018 grand. So if one is eligible, then yes.

Absolutely, mr mayor, as part of cpst4, there was 500 000 allotted for playground, equipment at three parks: neighborhood parks, crossland park, cameo hills park, hammond williams, park at our august, 9th work session, staff, reviewed the scope of the projects and then held citizen engagement sessions at the three parks plus allowed for open public input to continue through friday september 10th at smith hazel, and we have sufficient funds in cpst4 for this expenditure for this approach for the appropriate equipment and it is kind of detailed in the uh in the packet and um it is before you deny for consideration very.

After a request for qualifications process, staff recommends proceeding with goodwin mills k, wood to perform the design, permitting construction, engineering and inspection services for the water plant. Given this scope and significance of work, we present this proposed service agreement via resolution that has been vetted and revised and reviewed by our city attorney.

This is a construction manager risk project, so the selected firm will complete a 30 percent design, after which point the construction manager will be selected to provide input to the engineer for the next phase of design. We have budgeted for this uh in this fiscal year. It's going to be over multiple fiscal years that we we have to pay for this, so we've got funds in this year's budget for this and the preliminary design final design permitting and bidding phase will be conducted in this year via our funds in the budget that was approved earlier.

There is a list of what is included in the fee schedule and again this was done through a competitive process with um I think we had four four or five firms submit proposals mike okay, six okay, so we had okay. So we are multiple firms and using the scoring matrix, uh uh we felt like goodwin meals, mills, k, wood was the firm we need to move forward with for the engineering services uh and other related items for this water plant.

We have received this assessment grant and, like the 2018 grant, we um issued a another request for qualifications for environmental consulting services. The proposal we're recommending to go along with is terracon consultants.

These services will be provided to include program, reporting, engagement, property inventory, environmental protection, administration, quality assurance requirements, site eligibility, determination, slash epa, approval, environmental assessment, database assistance, regulatory compliance redevelopment and reuse planning and services during closeout.

This grant again uh 293 500 is for the contracted services, with 6 500 of the balance for supplies and travel and again no match required by the city of aitkin. As we noted um several agenda items ago,.

The original loan balances are now down to 183 thousand dollars with our share of exposure at 91 500 as of august 31st. Original loan balance is a four sixty hundred and sixty four thousand two hundred dollars with our exposure. Two hundred thirty two thousand one hundred dollars.

The other item is, I want to acknowledge our. We have our new city engineer present. Today he started last tuesday, thomas parrott, and he comes to us from cranston engineering. Thomas is a graduate from university of south carolina with a degree in civil engineering and has worked.
