managed

animals

many
many

costs

were

contractor

major
projects

fallen
through
the
cracks,

system

effect
for
three
days

they
had
to
take
it
out
because
it
was
causing
mayhem
for
traffic
downtown.

guess
that's
all
I
have
to
say
I
really
don't
understand
how
you
can
take
money
from
people
and
then
say:
oh,
it
was
illegal,
but
we're
only
going
to
give
you
back
if
you
paid
in
the
last
six
months,
but
the
first
four
years
by
my
calculations
at
half
a
million
dollars
a
year,
that's
two
and
a
half
million
dollars.

we

a
reckoning
for
all
that
money?

it

the
manual

stormwater
manual
for
developers
and
engineers.
We've
been
working
very
closely
with
our
consultants
from
brown
and
caldwell,
jane
mcdonough
and
thomas
and
hutton
william,
lamb
to
develop
this
ordinance.
It's
been
legally
reviewed
by
an
environmental,
legal
counsel,
tommy
lavender,
who
we
we
have
used
before
it's
his
area
of
expertise.

It's
also
we've
got
two
stakeholder
groups,
one
consisting
of
those
in
the
development
community
and
one
construction
community,
as
well
as
environmental
and
residential
communities.
It's
been
overwhelmingly
positive.
We've
addressed
the
questions
and
incorporated
suggestions
where
feasible
and
we
do
have
for
information
the
design
manual
that
was
referenced
in
the
storm
water
ordinance.

know
we
went
over
the
changes
and
we
think
it'll
give
us
stormwater
policies
and
ordinance
similar
to
surrounding
communities
while
continuing
to
ensure
that
there
isn't
dan,
so-called
downstream
runoff
from
one
parcel
to
another
parcel.

fiscal

beginning

council,
moved
the
approval
date
up
for
business
licenses
typically
is
paid
without
penalty
through
july
31st,
but
we
moved
the
date
up
to
march
31st
pay
without
penalty
through
july
31st.
So
we've
got
this
this
in
front
of
you.
We
do
have
recommendation
for
use
of
unspent
funds.
A
lot
of
the
items
listed
were
ordered,
but
not
received
in
the
previous
fiscal
year.
So
we
would
need
to
amend
the
budget
to
include
these
funds
in
in
the
budget.

we're
recommending
an
adjustment
of
six
percent
for
sworn
public
safety
officers
and
dispatchers
to
keep
pace
with
other
law
enforcement,
pay
scales
that
were
adjusted
after
our
budget
passed
on
june
14th.
What
primarily
prompted
this
action
was
aiken
county,
giving
sheriff's
deputies
an
immediate
15
percent
increase
effective
their
first
payroll
after
july
20th.

have
not.

sell

building

down
payment,

since
we
have
not
sold
it,
we
have

from
an
accounting
standpoint,
account
for
the
balance
of
the
