the
mayor
noted,
as
of
today,
we
just
got
information
the
update
from
DHEC
there's,
thirty,
nine
thousand
five
hundred
eighty-seven
cases
in
the
state,
including
29,
reported
new
today
in
Aiken
County.

today
we're
not
seeing
infections
at
a
level
of
other
parts
of
South
Carolina,
but
council
has
to
express
this
desire
to
be
proactive
and
encourage
residents
to
wear,
face
coverings
and
practice
social
distancing
where
appropriate
and
this
resolution
does
that,
and
it
is
before
council
for
consideration
this
evening

think

things

town

everybody
watches
the
news,

everybody
reads.

newspapers
and

there's

false
sense
of
security
that
people
have
and
we
have
to
kind
of
bring
it
in
front
of
them
so
that
they
realize
that
this
is
a
serious
issue
and
that
masks
can
make
a
huge
difference.

doesn't
matter
if
I
sit.
You
know
like
a
foot
or
two
away
from
this
gentleman
here.
If
he's
not
coughing
or
if
he
is
coffee
and
he's
capturing
it
in
his
mask,
I
still
have
really
good
protection,
but
without
it
six
feet.

feet

feet.

believe

the
germ
is
stopping
at
the
six
foot

eight-foot
margin,
so

very
much
in
favor
of

fact
that

guys

thinking
about
having
some
way

understand.

like

address
is
why
everybody
in
city
state
county
government
keeps
saying
we
don't
have
the
ability
to
enforce
masks.

mean
what

the
legal
concept
that
says
we
can't
enforce
masks.

tax
people,

make
adjustments
for
their
cars.

can't
do
this
with
your
car.

virus
daily,
recording

numbers

seeing
the
rise
that

gone
on,
especially
in
the
past
month.

have
doubled

cases.

mask
wherever
I've

down,

a
stay
in
place
person.

when

to
Publix,
that
does
everything
it
can
to
protect
people.
Everything

you
see
people
walking
around
without
masks
it's
threatening

very
threatening
because

get
it

there's

question
about
that
and
I
saw
today
in
the
letter
where
that
there

going
to
be
some
kind
of
promotion
about
wearing
a
mask
and

think
that's
so
vital
because

people

read
the
newspaper,

listen
to
news

discussion

it.

as
this
resolution
moves
forward
in
hopes
it
moves

that
the
citizens
of
Aiken
and
I
have
received
many
emails
and
calls
regarding
masks
in
the
last
week
actually
longer,
but
significantly
in
the
last
week
and
I
encourage
and
challenge
each
one
of
you
and
us
to
communicate
to
the
public's
and
the
Kroger's
and
the
grocery
stores
to
to
to
request
masks,
because
it's
a
food
establishment
mm-hmm.

just
to
reiterate
items
from
the
CDC
website,
specifically,
which
state
that
cloth
face
coverings
recommended
here
are
not
surgical,
mask
or
respirators.
Those
are
considered
critical
supplies
which
have
been
reserved
for
health
care
workers
and
their
first
responders,
and
that
cloth
face
coverings
are
not
personal,
protective
equipment
or
PPE.
They
are
not
appropriate
substitutes
for
PPE
such
as
respirators
as
in
95,
mass
or
medical
facemask,
surgical
masks,
and
so
they
are
not
the
exact
same
as
what
it
is
that
will
protect.

do
understand.
This
is
a
resolution
and
not
an
ordinance.
However,
as
you
pointed
out,
mr.
Austin
is
that
a
lot
of
cities
are
moving
towards
this,
and
my
real
concern
here
is
that
if
it
starts
off
as
a
resolution,
then
wouldn't
that
be
really
superfluous,
I
mean,
wouldn't
it
just
be
the
city's
job
to
better
informed
the
public
get
more
information
out
there
about
what
they
can
be
done
and
pushing
again
the
CDC
guidelines
of
maintaining
safe
distances,
washing
hands
and
wearing
whatever
masks
you
feel
is
appropriate
for
yourself.

Continuing
on
CDC
states
that
their
numbers
for
weeks
24
through
25
of
this
pandemic,
based
on
death
certificate
data,
the
percentage
of
deaths
attributed
to
pneumonia,
influenza
or
Kovan
decrease
from
nine
and
a
half
percent
during
week,
24
to
six
point
nine
percent
during
week,
25
and
while
it
is
above
baseline,
this
is
still
the
ninth
straight
week
that
deaths
have
gone
down.
In
other
words,
the
CDC
guidelines
are
working.
We
have
slowed
the
spread,
maybe
not
of
the
virus,
but
many
people,
nine
weeks
in
a
row,
less
and
less
Americans
are
dying
so
again.

reiterate,
this
is
a
slippery
slope.
If
you
wish
to
encourage
people,
then
encourage
them
with
more
advertisements,
encourage
them
with
signs
put
out.
You
know,
encourage
them
with
hand.
Sanitizer
stations
encourage
them
with
free
mask
giveaways,
encourage
them
with
many
other
options
that
you
can
do,
rather
than
stating
something
that
could
later
be
the
building
block
for
a
mandatory
ordinance,
which
I
personally
feel
is
violation
of
my
rights
and
I'll
leave
off
with
this
from
the
Constitution.
We
hold
these
truths
to
be
self-evident.

with
certain

liberty

the
pursuit
of
happiness

Governments
are
instituted

men
deriving
their
just

slippery
slope
and
take
away
the
option
of
consent,
it
starts
with
that.
There
are
many
many
other
ways
that
do
not
require
passing
a
law

national
mass
mandates
could
save
the
US
economy,
one
trillion
dollars
now,
I
know
here
in
Aiken.
Many
of
our
businesses
aren't
open
at
full
capacity
and
just
know
want
to
know
how
long
they
go
on
like
that.
Some
of
the
businesses
hadn't
opened
back
at
all
I
heart
this
one
of
them
they
hadn't
opened
up
and
some
of
the
others
that
do
and
take
out
orders
they're
not
making
as
much
money
as
they
would
if
they
could
open
completely.

need
to
think
about
that,
but
also,
if
they're,
not
opening,
then
all
of
the
people
that

working
for
them
are
furloughed
or
laid
off.
They're
at
home,
I
see
the
lines
for

food
giveaways,
the
food
pickups

Golden
Harvest.

actor
lines
are
miles
and
miles
with
people
that
are
hungry
because
they
don't
have
a
source
of
income
anymore
and
that
shouldn't
be,
but
also
the
children
are
usually
in
school
or
some
program
and
they
usually
get
fed
and
they're
not
also.

severity

this
virus
and

impacts
people
differently.

affects
people

older
people

health
conditions,

young
people
dying
too,
and
the
young
people
are
out
now

think
they're
on

expected

to
do

right

people

virus

going
away

everybody

passing

everybody

health
center

wearing
masks

we

same

just
geared
to
one
individual.

we've

to
sacrifice

been
completely
removed
from
many
aspects
of
our
daily
lives,
and
society
might
same
with
my
daughter.
I
have
an
only
child,
she's
bored
out
of
her
mind,
I'm,
trying
to
figure
out
how
to
keep
her
busy
what
to
do
and
it's
affecting
her
it's
affecting
kids.
I
So,
yes,
absolutely
I
agree
with
everything
that
you
said,
but
in
this
is
this
a
step
in
the
right
direction,
a
resolution
and
I
hate
to
say
this,
but
the
city
of
Aitkin
has
not
encouraged
educated
and
put
out
the
material
that
needs
to
be
put
out
in
the
proper
manner.
So
we're
taking
this
resolution
as
a
step
in
the
right
direction,
from
leadership
to
encourage
strongly
recommend
and
make
sure
that
people
in
our
community
understand
not
only
the
gravity
but
the
repercussions
that
can
happen.

we
are
not
socially
responsible
and
to
your
point,
not
everybody
can
wear
a
mask.
I
have
a
parent
that
can't
wear
a
mask,
so
she's
cooped
up
and
locked
up
in
her
house
every
day
she
has
to
go
to
the
grocery
store
in
an
emergency.
She's,
not
gonna,
walk
around
with
her
medical
file,
but
that
does
not
excuse
the
rest
of
us
from
wearing
a
mask
and
doing
what
is
right.

why
we're
here
to
do
what's
right
for
the
community
and
the
right
step
for
this
community
is
to
wear
your
masks,
encourage
your
businesses.
Yes,
encouraged.
This
is
the
first
step
we
may
end
up
with
an
ordinance,

we've

to
try.
First,
when
we
met
in
March
and
April,
we
were
not
adamant
about
it.
We
know.
Quite
frankly,
we
were
just
following
state
orders.
If
you
want
to
think
about
it,
this
isn't
about
the
state
anymore.
It's
about
the
city
of
Aitkin.
I
What
are
we
going
to
do
to
make
sure
that
we
take
the
right
steps,
and
this
is
the
first
correct
step.
We
need
business
to
function
Perry
at
the
end.
We
all
know
that
I
think
we've
all
resonated
that
and
reckless
people
are
gonna
result
that
that
doesn't
happen.
My
kid
does
need
to
go
back
to
school.
Every
child
should
go
back
to
school
and
yes,
who's
responsible
for
that.
We
are
each
and
every
single
one
of
us.
I
So
we
as
leaders
need
to
resonate
that
message.
We
need
to
recommend
it.
We
need
to
encourage
it
and
right
now
make
drastic
steps
to
try
to
limit
the
spread
of
this
virus,
but
we
have
to
start
somewhere-
and
this
is
a
good
starting
point,
because
we
do
live
in
a
community
and
I
trust
our
community
to
be
receptive,
and
we
do.
We
live
in
an
amazing
community
where
9
out
of
10
people
will
do
the
right
thing.
I
So
we
need
to
trust
each
other
and
work
with
each
other
to
move
the
needle
in
that
direction.

life
does
need
to
come
back
to
normal,
but
attitudes
is
gonna,
get
us
nowhere.
Just
do
the
right
thing.
Wear
your
masks
and
support
small
business.
That's
really
what
it
comes
down
to
right
now,
I
I
get
calls
all
the
time
from
business
owners
who
are
just.
They
don't
know
what
to
do
and
they
want
people
to
wear
their
masks
in
their
establishments,
encourage
it.

someone

said
we're
very
fortunate
and
we
are
because
Aiken
County
is
the
second
lowest
incidence
in
all
46
counties
of
the
state
into
California
and
Gregory's
at
point,

Think
that
says
something
about
our
area

I
think
we
do
need
to
be
knew
more
to
tell
people
to
be
respectful
to
care
for
your
fellow
man
and
you
I
think
we
can
all
agree
that
the
science
that
came
out
initially
was
very
confusing.

need
to
go
this
way
and
a
vaccine
I
don't
want
us
to
be
thinking,
that's
going
to
be
the
end-all,
because
any
of
you

was
on
hospital
board
for
over
18
years.

doctor
I
appreciate
what
you've
you're,
what
you've
done
all
your
life,
but
we
understand
that
viruses
mutate
and
by
the
time
you
get
the
vaccine
ready.

and
that's
why,
when
we
have
flu,
we
can't
say
how
it's
going
to
act
or
if
our
vaccine
is
going
to
be
totally
effective,
we're
hoping
to
have
the
best
combination.
But
we
don't
know
that
that's
going
to

case,
and
let
me
tell
you,
since
this
has
happened.
I've
made
it
my
point
to
do
my
own
research
and
there's
some
epidemiologists
that
had
been
doing
this
for
years
and
years.

over
a
hundred
peer
review
pieces
that
he's
put
out-
and
he
said
we're
using
mask
excuse
me-
is
giving
some
of
us
a
false
sense
of
security,
because
these
masks
and
even
the
n95
not
do
not
always
stop
those
super
fine,
aerosol
particles,
which
is
what
spreads
kovat
and
the
look,
and
he
says
also:
it's
not
the
casual
going
by
someone
it's
the
time
in
an
enclosed
area.
The
longer
that
time,
the
more
the
exposure.

laws

care

think

Aiken
we

blessed.

people

want
this
to
get
worse

it
from
getting

fathom

understand

why
we
have
to
repeat
something
over
and
over

over
again

about

safety
concerns
of
being
in
close
proximity
to
each
other

distance,

colleague
says
that,

on
information,
she's
read
that
information
has
been
shared
with
me.

do
believe
the
mass
serves
as
some
protection
for
us.

have
a
resolution
in
front
of
us.

said
that,
unless

until
you
have
seen
family
members
friends
died
in
a
hospital,
you
don't
take
this
seriously
and
from
my
understanding
there
are
betting
with
younger
folks
going
on
to
see
which
one
can
contract
it
first
for
the
highest
bidder
to
spread.
That
is
the
seriousness
of
this
kovat
19
episode.
It's
a
game
to
some
and
some
believe
that
there
are
kinds
of
things
that's
being
circulated
as
to
why
the
disease
started.
