Adjournment
A
We
have
minutes
we're
supposed
to
be
reviewing
and
approving
or
modifying,
and
the
way
the
way
we
typically
do
this,
and
we
appreciate
y'all's
participation-
is
that
we,
our
secretary,
will
be
reading
the
application
and
the
summary
of
the
staff
summary
and
then
we'll
ask
you,
if
you're
the
applicant,
to
come
to
this
election
and
give
your
your
name
and
address
which
gets
recorded,
but
before
we
do
that,
we'll
see.
If
you
all
could
make
a
motion
on
the
minutes
for
the
september
work
session
and
regular
meeting.
Please.
B
Mr
chairman,
I
move
that
we
approve
the
minutes
of
the
september
work
session
and
regular
session
as
written.
Second.
A
Thank
you,
okay,
the
minutes
have
been
seconded
and
all
those
in
favor
of
approving
these
raise
your
right
hand.
Okay,
all
righty,
now,
madame
secretary,
if
you
could
introduce
us
to
the
first
application,
I
appreciate
it.
C
That's
tax
map
parcel
one
two
one,
three
zero
one,
one:
zero
zero
three,
and
I
I
don't
know
if
you
all
have
had
a
chance
to
drive
by
the
property,
but
the
the
bulk
of
the
alterations
proposed
to
the
pool
house
are
are
not
visible
because
there
is
a
perimeter
wall
around
that
portion
of
the
property.
C
You
can
see
pretend
that
the
dense
vegetation,
that
is
there,
that
the
trees,
the
mature
trees,
that
are
there,
are
not
there.
So
if
they
were
not
there
you,
you
might
have
a
bit
of
a
better
view
of
the
top
portion
of
the
building,
but
this
is
coming
before
you.
The
pool
house
is
coming
before
you,
even
though
it
is
a
non-contributing
property.
A
D
I
live
at
332
marlborough
street
right
now.
Okay,.
D
A
E
I
I
had
a
question
about
the
wood
alternative
boards
for
the
porch
sealant.
Could
you
describe
that
a
little
bit
better
for
us.
D
I
think
we're
putting
up
a
kind
of
bead
board
ceiling
on
the
porch.
I
couldn't.
F
E
Yeah,
well,
I,
like
you,
know
what
you
suggested
here.
I
thought
a
lot
of
good
ideas.
I
just
I
wasn't
sure
familiar
with
that
product
and
mcdonald.
You
may
have
heard
of
it.
Yeah.
A
Yeah
it
it's
a
composite
type
of
wood
that
it
may
have
some
pvc
in
it,
but
I
believe
she's
saying
she's
wrapping
some
beams,
maybe
wrapping
the
beams.
But
then
you
have
beadboard
is
that
what
you're.
A
And
it's
really
a
fairly
protected
area
two.
So
it's
easy
to
work
with
than
party
board,
I
guess
you'd
say
for
trim.
A
A
D
Yeah,
they
have
right
now
right
now
they
have
the
pool
filters
and
everything.
A
D
Just
an
empty
space
so
we're
going
to
take
that
equipment
out.
A
A
D
Yeah,
you
don't
see
the
full
house
at
all
yeah
right
now
and
I
you
you
won't.
I
mean
we're
not
taking
those
trees
down
or
anything.
B
G
H
A
Nice
neighborhood,
okay,
any
any
other
questions.
Thank
you,
okay
and
we'll
ask
if
anybody
else
would
would
like
to
speak
with
regard
to
the
renovations
and
and
repairs
going
on
at
306
college.
A
C
A
C
While
she's
approaching
mr
chairman,
this
property
is
a
non-contributing
property
in
the
historic
overlay
district,
it
was
constructed
in
1937,
but
the
surveyors
of
the
2010
historic
resource
survey
cited
a
number
of
alterations
that
impacted
the
some
of
the
significant
features.
So
that's
why
it's
non-contributing.
A
Or
whatever
good,
and
we,
I
think
we
were
able
to
establish
some
of
the
some
of
the
conditions
that
you're
dealing
with
over
there
in
the
work
session.
H
It
was,
it
was
encapsulated,
it's
sheetrock
at
some
point
in
time,
part
of
the
the
kitchen.
When
we
were
working
in
there,
we
discovered
still
had
the
old
plaster
with
the
lathes
and
the
the
whole
nine
yards,
which
was
kind
of
neat
still
intact,
but
that
corner,
I'm
pretty
sure,
is
sheetrock
and
it's
a
covered
in
a
refrigerator
there.
Now,
so
you
know
there's
no
use
for
that.
What's
whatsoever,
I
would
have
loved
to
have
had
the
exposed
brick.
H
A
lot
of
renovations
was
real,
active
in
savannah,
with
historic
savannah
for
a
number
of
years.
A
A
Now
maybe
this
is
the
appropriate
time
to
to
discuss
on
the
record
that
your
your
consideration
of
of
possibly
reusing
those
those
clay
flues
actually
on
the
real
adjacent,
brick,
fireplace
or
chimney.
A
G
H
A
I
think
technically,
it'd
be
it'd,
be
fairly
difficult
to
adapt
that
that
prefabricated
chimney
fireplace
thing.
H
A
A
I'll
just
have
to
see
what's
available.
Okay,
so
do
you
all
have
questions,
I'm
using
up
all
the
time
here?
Okay,
all
right,
good!
That
whoever
makes
the
motion
may
want
to
add
that
that
this
is
really
now
your
your
motion.
Your
application
is
to
relocate,
though,
take
down
the
brick
chimney.
That's
there
now
that
looks
like
it's
deteriorated
and
may
be
causing
leaks
and
that
then
relocate
that
clay,
flue
or
two
to
the
royal
brick
masonry
chimney
adjacent,
correct.
H
A
A
Can
we
can
word
it
to
that
effect
when
we
make
the
motion?
Okay,
all
right
is
that
right.
A
A
A
A
Yeah
and
then
now
probably
in
this
motion,
we're
we're
approving
the
surface,
the
finish
of
the
rear
chimney
and
I
think
you've
talked
about
brick
or
or
thin
brick
or
something
yes,.
H
A
A
A
A
A
Now
that
would
be
a
good
thing
to
talk,
get
back
to
building
inspections
and,
and
you
know
to
verify
what
you
need
to
support
that
you
may
not
need
the
steel.
It's
more
like
a
stucco
chimney.
A
E
You
might
just
face
it
with
a
it's
like
a
tile
type.
H
A
Point
is
yeah
and
bill
inspections
can
tell
you
whether
you
need
to
support
that
with
steel.
I'm
not
sure
you
do.
No,
you
do
not
it's.
G
H
G
A
A
E
I
will
I'll
attempt,
mr
chairman,
I'd
like
to
recommend
that
we
approve
application
h21013
as
written
with
the
following
changes
that
the
decorative
chimney
caps
be
moved
to.
The
existing
masonry
chimney
near
the
front
of
the
house
on
the
opposite
side
of
the
house,
with
the
understanding
that
the
brick
chimney
that
the
decorative
ceramic
pieces
are
sitting
on
is
removed
down
to
the
roof
level.
So
it
can
be
roofed
over
and
also
with
the
new
prefab
chimney.
A
Of
that
new
design,
that's
very
good!
That's
a
second
okay,
okay,
any
other
discussion,
all
righty,
all
in
favor
of
the
modified
application
motion
raise
your
right
hand
alrighty,
and
we
we.
We
will
note
that
we
have
one
recusal
because
of
a
an
insurance
coverage
issue
is
that
is
that
right?
A
C
Final
system
of
new

zero,
three
zero
zero
one,
and
I
will
note
for
the
record
you've.
The
board
has
been
given
a
copy
of
the.
C
A
C
And
also
for
the
record,
this
application
includes
a
newly
proposed
edition,
as
well
as
a
request
for
approval
of
an
addition
approved
with
a
certificate
issued
in
september
of
2018.
That
has
since
expired,
so
this
is
essentially
two
phases
being
bundled
into
one
certificate.
Now.
A
A
Okay,
okay!
Now,
if,
if
you
would
justin,
I
believe
if,
if
you
can
just
give
us
your
name
one
more
time,
yes.
J
Sir
justin
swanson,
I'm
here
representing
srs
museum
224
lawrence
street
in
south.
A
Carolina
2981,
good
and-
and
you
I
think,
filled
in
a
lot
of
a
lot
of
blanks
at
the
work
session.
Do
you
all
have
any
questions
of
mr
swanson
now
that
we
we?
We
discussed
it
one
time,
but
we
just
have
to
bring
the
other
one
that
the
the
other
application,
which
expired
forward
and
and
re
re
vote
one
more
time
on
it
and
then
with
the
some
additional
space
this
time.
A
Yeah
and
we
we
talked
about
the
progress
y'all
have
made
stabilizing
the
building
that
you
that
you
started
with
the
original
building,
including
those
windows,
those
beautiful
arched
windows.
A
And
now
this
one
will
be
the
elevator
and
stair
edition,
as
well
as
some
some
additional
storage
and
office
space
on
the
side
and
your
br
and
you're
matching
the
brick
and
of
the
rear,
not
necessarily
the
brick.
J
J
Yes,
sir,
I'm
sorry
we
are
matching
the
addition
off
of
the
rear
to
the
lid
to
the
dibble
and.
A
J
J
A
Actually,
you'll
see
a
little
a
little
bit
of
it
where
that
door
down
on
the
lower
the
lower
level
that
door
to
the
left
is
actually
an
original
door.
That.
J
A
J
Yes,
sir,
the
age
of
the
brick
from
the
historic
dibble
library
will.
A
J
J
J
Side
I
would
like
to
actually-
and
we
are
calling
this
out
on
the
elevations
as
well
match.
All
of
that
look.
So
we
do
have
the
downspouts
on
the
dibble
historic
side
which
we're
leaving
one
that
will
be
matching
on
the
new
edition
side.
Those
downspouts
are
currently
in
place
as
well.
You
could
tell
it
was
another
attempt
to
try
and
match
with
the
historic
dibble
side.
J
To
continue
that,
to
the
best
of
our
ability.
G
J
We
do
have
a
flat
roof,
that's
continuing
its
pitch,
we'll
need
this
collection
type.
Anyhow,
you
can
see
that
I
have
added
an
additional
down
spout
from
well.
Actually,
two
in
my
professional
opinion,
they're
a
little
undersized
for
that
amount
of
loads,
so
we
doubled
it.
G
J
Flat
roof
that
completely
drains
towards
the
hood
lane
side.
Now,
as
we
discussed
in
the
work
session,
we
do
have
a
catch
basin
on
the
corner
of
hood
and
lawrence.
It
has
never
been
overwhelmed
in
the
past
five
years
that
I've
seen.
J
We
recently
had
a
pretty
bad
down
downpour
and
I
was
doing
just
fine
for
us
also,
but
in
our
professional
opinion
as
well.
We
feel
that
these
downspouts,
just
sheep
flowing
towards
hood's
lane,
would
be
more
than
sufficient
for
getting
rid
of
the
storm
water
that
we're
adding.
A
J
A
Yes,
sir,
so
there's
no
need
for
any
any
downspouts
on
that
part.
I
I
J
I
A
A
And
then
we'll
ask
just
if
it's
a
record
or
any
anyone
here,
who'd
like
to
speak
in
favor
or
in
opposition.
I
think
mr
joseph
is
in
favor.
A
C
Just
as
a
reminder
to
the
board
y'all
had
mentioned
reviewing
covering
for
the
door.
C
E
A
G
A
Right,
thank
you.
That's
right
now
you
could
add
the
fact
that
we're
approving
this
this
application
pending
resolution
of
the
ownership
and
would
that
walk.
Do
you
think
that
would.
E
G
F
F
It
turned
out
in
the
interim
that
it
really
wasn't
owned,
but
it
was
under
a
100
year
lease
which
had
been
signed
in
early
1950s
to
54.
I
think
it
was
and
they've
been
paying
for
this
lease
and
the
county
has
subsequently
paid
for
the
lease
through
the
end
of
the
lease
period,
but
it
is
it
later.
The
it
was
owned
by
the
by
a
board.
F
It
was
a
private
mu
library
and
it
had
a
board
of
directors
and
the
board
members
got
weary
and
dispersed,
and
during
the
last
20
years
or
so
the
they
decided
to
get
out
of
the
business,
and
in
doing
so
they,
the
decision
was
made
that
the
closest
thing
to
the
board
of
directors
for
the
bible,
memorial
library
was
the
aiken,
the
friends
of
the
aiken
county,
public
library
and
so
ownership
was
transferred
to
the
friends
of
the
public
library.
F
Our
intent
and
the
county's
intent
is
that
the
srs
museum
will
be
located
in
a
county
building
that
this
building
will
become
property
of
the
county
and
will
become
part
of
the
aitkin
county.
Historical
museum,
complex
and
the
county
agrees
with
this,
but
they
just
haven't
figured
out
a
way
to
make
it
happen.
Yet.
A
A
Well,
I
was
going.
I
was
going
to
ask
that
that
you
are
you
intending
on
trying
to
resolve
it
literally
before
before
you
give
the
notice
to
proceed
on
the
construction
here
then,
or
not
right.
A
A
F
F
We
have
a
new
exhibit
those
of
you
who
haven't
been
there
for
a
while.
We
have
a
new
exhibit
coming
into
the
the
north
wing,
the
north
end
of
the
devil,
former
vivo
library,
which
will
be
equally
exciting
to
the
6
000
voices
exhibit
that
we
put
into
the
south
end
so
we're
expanding
all
over.
A
Okay,
on.
G
F
A
G
C
To
a
building
without
the
owner
granting
permission,
we
have
not
encountered
such
a
scenario
as
this
before,
where
the,
where
ownership
is
held
by
a
defunct
body
that
has
now
transferred
authority
and
there's
a
so
I
I
I
would.
I
would
think-
and
I
don't
know
if
you
want
me
to
seek
legal
counsel
from
the
city
attorney.
I
certainly
can.
But
if
you're
comfortable,
with
granting
permission.
A
The
county
you
know
in
in
our
packet
exhibit
l
the
county
administrator.
A
He
literally
is
saying
I
believe
it
is
appropriate
to
allow
mr
joseph
to
operate
on
behalf
of
the
county
and
the
museum
and
effort
underway
to
expand
the
facility
so
that
the
county
is
giving.
You
know
permission.
I
think,
for
him
to
ask
for
these
right.
E
C
A
And
we-
and
we
can
just
say
for
the
record,
that
the
that
the
improvements
that
are
that
are
being
proposed
meet
our
that's
all
we're
supposed
to
do
is
we
we
say
they
meet
our
our
guidelines
for
historic
properties,.
E
B
A
A
Just
saying
that
it
meets
our
design.
F
I
E
I
think
so
I
wanted
to
add
the
part
about
the
awning.
Let
me
restate
the
motion:
okay.
Okay.
Mr
chairman,
I'd
like
to
recommend
approved
of
application
d21001017
as
written
with
the
additional
option
to
have
an
administrative
approval
for
an
awning
on
the
side
door.
I
You
should
it's
it's.
It's
turned
into
a
great
thing
as
somebody
who
grew
up
as
a
little
boy

and

new
life.
Okay,
