Information
Adjournment
A
To
our
june
meeting
of
the
design
review
board-
and
we
thank
you
all
for
coming
tonight-
we
have
some
minutes
that
our
board
members
will
be
reviewing
for
may
work
session
and
actual
meeting
and
then,
as
we
proceed
into
the
meeting,
we'll
have
our
secretary
mary
tilton
here
last
week.
I
believe
too
weren't
you,
I
was
yeah
welcome
to
the
but
we'll
have
have
you
read
the
application
and
then,
after
that,
have
the
applicant
come
to
this
microphone
so
you'll
be
on
the
record.
A
Yes,
sir,
so
you
all,
would
you
all
consider
a
motion
on
the
minutes.
A
C
We
have
application
number
cerh21-046,
it's
an
amendment
applicant
sarah
brennan
heilig,
request:
approval
of
economic,
economic
hardship,
replacement
windows
at
223,
trafalgar
street
southwest
tax
parcel
number
one:
zero:
five:
zero,
seven,
zero,
five,
zero,
zero,
four
and
you'll
remember.
This
was
continued
for
our
may
4th
2021
meeting.
B
E
F
E
B
B
A
A
F
E
G
I
think
well,
I
think,
because
you
and
y'all
know
because
I
talked
to
y'all
about
this
before
they
I
didn't
know.
I
had
to
do
this
because
I
was
I
did,
I
didn't
understand
and
they
they
didn't
know
at
all,
because
the
guy
who
actually
came
is
the
guy
who
came
in
before
I
bought
the
house,
he's
the
one
who
came
and
measured
all
the
windows,
and
I
don't
think
that
they
do
enough
stuff
in
this
district,
and
I
don't
think
they've
done
enough.
G
I
found
out
because
the
guy
who
had
that
for
a
little
while
had
mary's
job,
he
said
so
when
the
world
called
to
get
a
building
permit
or
the
permit
to
do
the
windows
because
they
weren't
and
they
weren't
done
then,
and
they
said
oh
no.
This
has
to
go
through
the
design
review
board,
and
so
then
they
are
the
ones
who
emailed
me
the
application.
The
first
time
that
I
didn't
get
it
myself,
because
they
they
sent
it
to
me
for
me
to
fill
out
to
send
it
back.
That's
how
I
ended
up
here.
G
A
A
Okay,
well,
let's,
if
y'all
don't
have
any
other
questions
we'll
see
if
anyone
else
wants
to.
E
I
understood
from
mr
gur
is
that
his
name
that.
E
E
G
Yeah,
but
I
got
a
construction
loan
and
there's
not
money
in
the
loan
to
do
this,
and
I
don't
have
the
money
to
pay
for
it
and
it
would
have
to
come
out
of
my
pocket.
I
don't
know
where
it's
going
to
come
from,
so
I'm
left
in
limbo
with
a
construction
loan
that
I
can't
go
back
and
get
more
money.
It's
all
done
and
I
don't
have
10
000
more
dollars
to
give
to
the
window
company
the
economic.
B
B
D
E
I
even
questioned
whether
economic
hardship
would
apply
to
a
residence.
Is
it
because
it
looks
like
it's
designed
for
commercial,
because
it's
talking
about
rate
of
return
and
and
other
things.
So
I
I
I.
E
Understood
yeah
I
mean
I'm
just
saying
I.
I
have
difficulty
applying
the
rule
to
this
situation
and
you
know
again
I'm
I'm
willing
to
offer
up
as
a
compromise
that
you
wouldn't
have
to
repair
the
the
small
windows
that
you
could
use
use
those
as
is,
but
I'm
not
willing
to
bend
on
the
big
windows,
because
I
think
that's
an
important
part
of
the
house
in
the
historic
district.
E
E
A
D
A
B
D
A
Okay,
I
think
we
need
to
go
ahead
and
just
see
if
there
are
other
people
that
want
to
speak,
and
thank
you.
I
don't
know
what
we
can
keep.
B
A
I'll
write
about
on
the
way
home,
okay,
let's
let's
go
ahead
and
we'll
see
if
anyone
else
would
like
to
speak
regarding
this
application
for
economic
hardship-
and
I
don't
see
anyone,
and
so
I
would
say
that
it
looks
like
just
in
terms
of
the
numbers
she
put
together.
The
you
know
requested
information,
I'm
not
sure
how
applicable
it
is,
but
what
I
did
derive
from
it
is
that
she's
paying
about
257
000
before
you
do
any
improvements
and
that
you're
putting
around
forty
one
three
in
improvements.
A
H
A
Right,
301.
so
you're
right
in
there
within
a
couple
thousand
dollars
and
so
you're
in
some
sense
you're
now
putting
more
money
in
the
house
than
it's.
Then
it's
the
bank
or
the
appraiser
says
it's
worth:
you're
you're,
you'll
you'll
be
have
you'll
roughly
have
three
hundred
and
eight
thousand
in
you
know.
301
now,
and
you
know
some
some
people
could
make
the
case.
A
A
E
All
right,
mr
chairman,
with
respect
to
what's
the
wrong
one
certificate:
application
number
c8,
cerh21
4-6
request
for
relief
for
economic
hardship.
I
move
that
we
deny
this
request
on
the
ground,
so
this
request
does
not
meet
the
standard
for
economic
hardship.
E
A
Do
we
have
a
second
second,
okay,
all
right,
all
in
favor
of
the
motion
to
deny
this
raise
your
right
hand.
Did
we
not.
F
F
E
Well,
well,
I
you
know,
I,
I
suppose
that
we
could
also
have
a
motion
to
then
modify
the
last.
E
E
I
think
you
could
make
another
motion
anyway
right,
okay,
unless,
unless
you
want
to
table
this
motion
and
make
the
other
motion
first
all
right,
you
know
now
we're
now
we're.
D
D
A
Personally,
I
think
that
that
it's
a
unfortunate
situation
that
I
think
sarah
admits
that
she
didn't
have
all
the
facts
and-
and
she
made
a
mistake
and
it's
it's
a
now
eight
or
ten
thousand
dollar
error,
and
it's
also
not
the
it's.
It's
not
the
palmata
golf
club-
and
you
know
our
green
boundary-
are
some
of
the
well-known
estate
houses.
It's
a
cottage
and
she's
trying
to
improve
a
house
that
has
stucco,
has
rotted
out
windows
and
she's.
A
Taking
on
this,
this
task
of
bringing
it
up
where
it's
livable
and
comfortable
and
unfortunately
our
rules
are
don't
make
it
easy
to
do
that.
Sometimes
now,
were
she
a
very
wealthy
individual
who's
retiring
here?
Maybe
and
money
was
no
object,
it
worked
the
the
rules
work
perfectly.
A
So
I
guess
what
I'm
doing
I'm
saying
is
it's
not
it's
not
worth
in
in
my
in
my
thinking
this
this
our
route,
making
our
rules
so
strict
that
they
that
they
really.
F
A
G
A
A
We
vote
on
your
motion,
which
has
already
been
made
and
seconded
and
then,
if,
if
that
passes,
if
somebody
wants
to
make
another
one,
I
don't
know
how
we
do
that
unless,
if
it
conflicts
with
your
motion,.
A
E
E
Well,
okay,
so
so
it's
basically
two
separate
issues:
okay,
so
so
the
first
issue
is
the
application
for
the
economic
hardship,
which
I
don't
believe
is
appropriate,
but
I
do
think
it
would
be
appropriate
to
modify
the
previous
certificate
that
we
granted
and
allow
her
to
use
the
ones
in
the
back
as
they
are.
A
That
is
true,
you
can
do
you
can
you
could
then
have
a
sort
sold
an
alternate
motion,
but
it
sounds
like
that
that
would
might
work
if
there
were
10
she
was
going
to
have
to
rework
instead
of
21.
right.
The
problem
is
the
majority
of
them.
Are
the
ones
she's
got
to
rework
so
you're,
still
seven
thousand,
instead
of
ten
thousand,
so
that
that's
a
nice
idea?
I
agree
well.
B
A
B
But
but
I
also
think
that
we
need
another
motion
to
talk
about
what
we
are
going
to
do
after
that,
and-
and
so
I
see
it
as
too
too
distinctive.
A
B
A
Okay,
we've
got
the
motion,
we've
got
a
second
and
I
think
we
were
raising
or
not
raising
our
hands,
but
we
want
to
now
raise
your
right
hand
if
you're
in
favor
of
denying
the
the
application
as
it's
presented.
If
raise
your
right
hand,
okay,
if
you're,
if
you
vote
or
against
this
motion,
raise
your
right
hand.
B
Mr
chairman,
I'd
like
to
make
a
motion
that
we
amend
the
previously
approved
application
so
that
only
the
windows
on
the
front
of
the
house,
not
just
the
small
ones,
talk
about
the
whole
house.
B
A
D
D
A
A
G
A
D
C
A
B
E
A
A
B
Let
me
let
me
restate
it
since
I've
changed
it,
okay,
so
let
me
see.
I
can
word
this
to
be
clear,
so
I
make
a
motion
that
we
eliminate
the
requirement
for
exterior
applied
grids
on
all
the
windows
on
the
house,
except
for
the
windows
that
are
on
the
main
body
of
the
house.
The
main
body
of
the
house
that
are
have
road,
frontage
and
there's.
D
A
B
B
B
A
B
A
D
B
B
C
B
A
B
And
I,
I
also
think
that
we
need
to
put
in
that
the
something
about
you
know
we're
not
planning
on
re
redoing,
this
type
of
arrangement
in
the
future.
I
don't
know
what
we
would
say
about
it,
but
I'm
not
unhappy
about
changing
the
rules,
but
I'm
also
sympathetic.
A
B
H
Such
committee-
that's
pretty
much
chairman,
it's
pretty!
It's
a
pretty
awesome
task
these
days,
trying
to
buy
a
house
close
on
it
deal
with
the
mortgage
and
all
the
other
things,
and
I
think
you've
done
a
good
job
and-
and
you
certainly
kept
a
good
attitude
through
the
whole
process.
G
Thank
y'all
for
your
help.
That's
and
I
will
tell
y'all
when
y'all
are
going
to
revamp
how
you'll
tell
people
is
this.
The
information
that
you
need
is
very
hard
to
find,
and
it's
and
it's
here
and
it's
there
and
it's
and
it's
in
not
in
plain
language,
and
it
is
very
hard
to
decipher,
because
y'all
sent
me
things
from
the
office
after
this
and
it's
been
hard
to
find,
and
it's
not.
I
wish
it
was
in
one
like
you
could
come
get
a
book.
You.
G
H
E
D
E
D
C
A
Okay
and
then
I
believe
we
have
miss
hawks
here.
If
you
would
wouldn't
mind
if
you'd
come
to
the
microphone
and
if
you
stay
and
state
your
name
and-
and
I
guess
your
current
residence,
which
may
be
around
the
corner
from
this
one.
A
Good
that
just
puts
it
on
the
recording
on
the
record.
Now
we
had
a,
I
think,
a
helpful
tour
of
your
little.
D
A
I
guess,
if
you
wanted,
you
could
give
us
anything.
You
felt
like
would
be
helpful
for
us
to
know
in
terms
of
the
of
the
work
you
anticipate
and
unfortunately
I
don't
have
you
have
to
give
us
dollars
and
cents,
but
considerable
expense
to
try
to
make
it
not
just
livable,
but.
A
I
Right
right,
all
the
the
all
the
cedar
shakes
on
the
exterior
will
come
off,
but
that's
probably
one
of
the
later
things.
Although
we
have
a
painter
right
now,
painting
all
the
shingles
on
both
sides,
so
that
they're,
you
know
ready,
they're,
dry
and
ready
to
go.
I
D
I
A
D
A
And
so
I
think
our
what
where
our
task
tonight
is
to
generally
approve
the
scope
that
you
know
even
so
far
as
you
you're,
getting
ready
to
maybe
do
some
drawing
drawings,
more
formal
drawings
that
that
would,
for
instance,
show
this
particular
front
entry
pull
forward
and
and
what
sort
of
roof
you'll
have
on
it,
and-
and
I
think
you
want
to
know
if
that,
if
that
conceptually
is
something
we'd
approve
of,
we
certainly
don't
approve
of
leaving
it
the
way.
A
It
is
right,
it's
not
doing
well
and
now,
that's
that's
a
helpful
plan
right
there,
because
it
shows
you're,
adding
a
cricket.
That
number
two
note
is
the
cricket
that
tries
to
get
the
water
up
toward
the
front
and
is
there
am
I
seeing
a
chimney
right
there
in
a
bad
place.
I
Probably
the
thing
that
I'm
unsure
about-
and
I
need
to
talk
to
a
roofer
is
what
the
material
should
be
for
the
for
the
roof.
We'd
love
to
do
this
cedar
shake
because
the
other
buildings
on
site
are
cedar
shake,
but
I'm
worried
about
having
such
a
low.
You
know
low
slopes
and
big
crickets
with
cedar
shake.
A
You
know
we
were
talking
about
metal
and
the
fact
that
we
don't
have
the
skilled
craftsman
to
to
do
metal
to
metal
valleys
and,
and
that's
too
low
to
put
cedar
shakes
ends
in
the
cricket
area.
A
But
it
may
be
the
combination
that
you,
you
could
have
metal
for
the
low
area
and
then
have
this,
whether
it's
shingle
or
shake
that's
a
little
bit
easier
to
detail.
I
think
you'd
run
your
metal
up
underneath
it
probably,
but
then,
when
it
gets
flat,
it
just
becomes
a
gutter
almost
and
that
it
almost
looks
like
it
would
be
better.
If
it
it
could
be
even
a
wider.
A
D
I
You
can
burn
wood,
but
my
husband
johnny.
A
A
A
So
we
don't
really
like
we,
we
we
got
offended
by
muttons
in
between
glass.
A
Properties,
but
also
removing
chimneys,
particularly
if
it's
a
ornate
chimney
and
we
can't
really
tell
because
you're
wrapping
plastic
but
but
having
a
roof
leak,
a
terrible
roof
leak
problem
and
never
that
roof
has
never
been
right.
I
don't
think
since
they
joined
these
things
together,
but
that
might
be
a
reason
for
removing
a
chimney.
If
you
can't,
you
know
you
come
back
with
the
application,
I
think
we're
doing
two
things
not
discussing
these
sort
of
potential
issues
that
you're
trying
to
solve
and
then
also
does
it
look
like
it's
a
qualifying
project.
D
A
A
A
A
B
A
So,
okay
and
now
the
porch,
you
all
understand
that
they
want
to
make
the
porch,
I
guess,
add
two
bays
to
the
one
bay.
That's
deteriorated
right.
D
A
A
A
A
I
think
I
think
you'll
have
a
a
real
application.
This
is
sort
of
a
starter
right
application
to
talk
about
whether
it
qualifies
and
we'll
we'll
officially
vote
on
that.
And
then,
if
I'm,
not
second
they're
going
to
have
you
submit
a
an
application
that
shows
exactly
what
you're
doing
and
you
you'll
probably
have
to
look
at
it
and
do
some
more
measuring.
D
E
Show
the
interior
yeah
so
that
so
we
don't.
We
only
look
at
the
interior
for
the
purposes
of
the
tax
abatement,
but
not
for
certificates
of
appropriateness,
sure.
I
A
D
D
A
And
I
would
say:
normally
we
don't.
We
don't
look
at
things
like
you're
catching
the
opening
the
wall,
because
you
can't
see
that
from
the
street.
E
A
In
this
case,
that'll
be
part
of
the
of
the
tax,
we'll
we'll
may
come
back
and
look
to
see
what
you've
done.
I
guess
we
could
say
lucy,
we
could
say
we
don't
believe.
That's
part
of
this
conservation
zone
is
that
what
we're
calling
it
in
which
case
she's,
free
to
knock
out
any
wall
she
wants
to
that's
right
is
that
is
that
right.
D
A
So
those
are
the
things
so
actually
the
if
you're
in
agreement,
that's
not
a
particularly
wonderful
original
kitchen,
it
may
be
the
original
kitchen,
but
it's
not
a
little
kitchen.
So
I
don't
think
we
we
need
to
that's
it.
It's
going
to
be
on
your
drawings,
I'm
sure,
and
I
always
think
it's
good
to
have
a
floor
plan
when
we're
looking
at
exterior
it's
hard
to
look
at
exterior
and
not
have
a
plan.
E
A
E
Well,
so
so
here's
my
feeling
on
this
that
the
wood
bathtub
clearly
dates
back
to
the
time
of
maryland,
revere
and
probably
was
not
appropriate
to
the
original
history
of
the
house.
Although
it's
a
nice
feature,
but
certainly
the
fireplaces,
I
think
that
would
be
part
of
the
preservations.
E
One
yeah
the
two
little
ones
yeah
and
I
would
think
all
the
fireplaces,
unless
you
can
show
that
well
that
they
weren't
appropriate
to
the
house.
D
D
E
A
A
A
B
A
you
know:
it's
a
it's,
an
older
property,
it's
in
the
historic
district
of
town.
The
property
needs
a
lot
of
work.
You're,
certainly
going
to
do
enough
cost
to
justify
a
special
tax
assessment
and-
and-
and
I
think
when
you
finish,
it's
going
to
be
a
vast
improvement
to
the
property
in
terms
of
its
integrity
and
its
aesthetics.
A
A
A
I
And
cleaning
it
because
there's
some
dead
animals
in
the.
I
A
And
that
that
may
affect,
when
you're
you're.
I
Shading,
do
you
get
a
lot
of
on
single
paint,
plain
single,
pane
glass?
Do
you
get
a
lot
of
condensation
on
the
interior?
Yes,.
D
C
A
A
Yeah
stormwinders
are
approvable,
you
know
there
are
a
lot
of
good
simulated,
divided
light
windows,
not
vinyl,
but
you
know
wood,
clad
windows
and
I
think
we
would
recognize
the
problem
you
have
and
just
put
in
the
application.
D
A
I'll
tell
you
horror
story
is
that
the
the
board
a
few
years
back,
denied
an
application
at
the
at
the
historic
at
the
african-american
cultural
center
and
required
the
windows
to
be
to
go
back
as
single
glazed
wood,
and
they
did
that
and
they
weren't
very
well
made
and
they're
having
to
take
them
out,
and
one
of
them
blew
out
in
a
storm
they're,
just
they're
sort
of
flimsy
compared
to
the
way
they
make
windows
nowadays
right,
so
y'all
may
have
somebody
who's
making
them
like
they
used
to.
A
But
these
were
these
were
not
people
that
were
certified.
Wonder
builders,
I
don't
think
so
now
anything
else
we
need
to
discuss.
I
don't
see
anyone
here
who
wants
to
speak
against
this
application,
and
so,
if
y'all
would
like
to
make
a
motion,
I
believe
we're
we're
moving
to
to
say
that
it
that
qualifies
for
the
special
tax
assessment.
E
A
Okay,
any
discussion;
okay,
all
in
favor
of
this
application,
proving
this
is
a
special
tax
assessment
project,
raise
your
right
hand,
okay,
okay,
good
to
go,
and
then
we'll
just
wait
to
see
what
you
submit
in
a
month,
or
so
I
guess
and
she's
got
it.
Mary
has.
C
A
And
she
knows
the
deadline
because
she
submitted
this
one.
The
deadline
for
the
meeting.
I
And
is
it
all
right
to
start
work
on
the
chimneys
in
terms
of
capping
them
and.
