Adjournment
A
A
Okay,
we
are
now
calling
the
meeting
to
order
of
the
regular
meeting
of
the
city
vacant
planning,
commission,
tuesday
september
february.
The
9th
2021
is
a
little
after
six
o'clock.
B
A
So,
second
there's
any
discussion
regarding
those
minutes.
Okay,
everybody
who
is
in
favor
raise
your
hand.
A
C
A
Yeah,
if
you
were
not
at
the
meeting
abstaining,
who
was
that
pete,
oh
pete,
yeah,
okay,
pete
yeah,
make
me
you
that
need
you
need
to
do
that.
So
we'll
make
a
note
of
that
all
right,
old
business,
no
old
business,
new
business
application,
number
21-2009!
That's
an
annexation
request
in
cedarwood
park!
A
A
B
Staff
has
received
no
emailed
comments.
I
guess
this
would
be
a
good
time
to
again
kind
of
broadcast.
As
previously
we
have
a
dedicated
email
address
set
up
that
we
are
monitoring
during
the
meeting
as
best
we
can
real
time
for
comments,
and
that
is
on
the
screen
in
front
of
you.
Pc
comment,
not
plural
pc
comment
at
cityofakinsc.gov,
and
currently
we
have
no
correspondence
received
on
this
item.
A
Okay,
ryan,
I
think
last
time
we
did
this,
we
waited
we
gave
a
minute
or
so
to
give
anybody
a
time
to
to
log
in
and
register.
Any
kind
of
comment
is
that
correct.
B
Yeah,
there's
generally
been
about
up
to
a
30
minute
delay
between
this
and
the
the
youtube
broadcast,
so
usually
we'll
we'll
allow
a
little
bit
of
time.
Between
the
time
the
items
read
and
discussed
and
we'll
yeah
go
out,
allow
the
video
to
catch
up
and
we'll
close
the
public
hearing
and
and
review
any
comments.
A
A
B
B
A
Okay,
thank
you.
Do
I
have
a
motion
then,
on
this
this
item
three
a.
D
A
Okay,
three
b,
that's
an
application
number
21-20010
annexation
request
on
chatham
street.
Anybody
want
to
speak
on
behalf
of
this
application
or
in
opposition
to
this
application.
B
So,
mr
chairman,
we
do
not
have
the
applicant
in
the
zoo
meeting.
No
comments
had
been
received
prior
to
or
right
or
through
right.
Now
we
can,
as
previously
about
30
seconds,
to
see
if
anything
comes
in
and-
and
we
will
report
back
to
you-
okay,.
B
I
had
to
fumble
around
and
find
my
stopwatch
all
right
again
yeah.
The
comments
are
pc
comment
at
cityofakinst.gov
kind
of
just
to
spend
this
time.
Also,
these
two
items
were
annexations.
Pursuant
to
the
annexation
policy.
We
discussed,
I
guess,
to
their
properties
that
turned
over
that
had
water
and
sewer
to
new
owners
and
were
required
to
annex
as
part
of
that.
B
B
So
we've
had
45
seconds
since
the
call
for
comments
and
none
have
been
received.
A
Okay,
good,
do
I
have
a
motion
then,
on
this
3b?
Yes,.
E
Mr
chairman,
in
regards
to
application,
number
21,
20010
and
next
request,
tax
posture
number
one:
two
two
0
6
13-0
1
8.
I
recommend
current
zoning
residential
single
family
conservation,
rc
proposed
zoning
residential
single
family
rs10.
I
propose
we
send
this
to
council
for
consideration
of
approval.
A
Second,
second,
okay,
discussion:
okay,
everybody
in
favor
raise
your
hand
all
right,
that's
unanimous,
all
right,
three
c,
that
is
the
capital
improvements
program
that
we
got
this
big
long,
thick
thing
that
we
got
last
time
regarding
the
recommendations
for
from
the
planning
commission
on
capital
improvements.
B
Mr
chairman,
from
the
city
side,
I
just
wanted
to
point
out.
This
is
the
exact
same
list
of
of
projects
that
we
discussed
at
the
previous
work
session.
B
The
only
change
would
be
to
on
the
second
page
of
kind
of
my
summary.
This
is
from
parks,
recreation
and
tourism,
the
non-capital
project
sales
tax
projects.
These
would
be
the
more
general
fund
projects
they
have
slotted
in
there
at
number,
five,
which
bounced
six
seven.
Eight
nine
did
down
a
notch
security
camera
system
at
odell
weeks
for
132
000,
so
they
that
has
been
placed
in,
I
guess,
a
medium
priority
by
parks,
recreation
and
tourism,
and
this
year
that
was
not
on
your
previous
submittal.
B
Just
kind
of
review
the
the
planning
commission's
role
here
is
that
you
are
making
a
recommendation
to
the
city
manager
and
then
the
city
manager
will
take
that
recommendation
to
consideration
when
preparing
the
budget
for
city
council.
Your
recommendation
will
also
go
in
a
future
council
packet
as
information
to
them.
What
your
recommendation
was
to
the
manager.
A
Okay,
any
comments:
anybody.
C
Mr
chairman,
if
I
could
again
pete
messina,
you
may
not
know,
I
know
ryan
and
john
paul
know
I'm
a
former
city
engineer
and
city
planner,
and
I
had
to
do
something
very
similar
with
the
presentation
of
capital
budget.
So
I
just
wanted
to
say
this
is
extremely
willing
well
done
extremely
well
prepared
having
the
individual
handouts
with
descriptions.
Helps
people
like
me
to
understand
the
process.
C
I'm
you
know
very,
very
impressed
with
the
what's
been
done
here.
My
one
shout
out
for
john
poole
is:
I
do
see
that
the
road
improvement
program
at
2
million
for
the
was
it
five
years.
350
000
for
21.22
is
extremely
low,
come
on
john
as
a
road
guy.
That
would
be
a
shout
out
to
john
to
maybe
recommendation
to
increase
that
I
know
john
probably
tries
to
and.
C
Okay,
I
know
just
for
information
yeah.
I
work
for
a
city
around
30
000
people.
Similarly,
I
don't
I'm
not
sure
how
many
miles
of
road
you
have.
I
think
we
had
around
114
miles
where
I
worked,
and
my
budget
was
around
2
million
dollars
a
year
for
run
improvement
so
p.
C
81
miles:
okay,
so
yeah
good
luck,
you're
doing
a
good
job.
D
E
D
Only
question
is,
and-
and
I
agree
with
what
people
are
saying
that
it's
well
done
and
I
have
no
real
issues
with
how
they
rank
them,
because
I
think
these
department
heads
are
ranking
them
as
best
as
they
see
fit
and
as
a
banker
I'm
not
certainly
not
a
engineer
or
anything
like
that.
So
I'm
not
going
to
recommend
anything.
My
question,
though
john,
would
be
from
the
street
sweepers
replacing
the
the
older
one
and
and
so
forth.
D
Do
we
have
a
small
street
sweeper
that
we
were
planning
to
purchase
and
my
question
the
reason
why
I'm
asking
that
is
because
of
the
hardscape
in
our
alleyways
seems
to
be
becoming
more
and
more
dirty
over
time
with
things
getting
clogged
up
in
it,
etc,
and
then,
with
the
additional
potential
hardscape
development
that
may
be
near
the
farmer's
market
in
future
years.
My
only
concern
is
that
we
have
continuous
hardscape
that
is
being
clogged
with
debris
when
we
don't
have
a
sweeper,
that's
small
enough
to
go
through
there.
F
Yeah
one
of
the
things
that
you
know
we
were
looking
into
with
these.
You
know
like
the
alley
in
particular,
and
some
of
these
other
pervious
pavements
impervious
areas
is
how
to
effectively
maintain
these,
and
you
know
some
of
the
things
like
the
the
push
broom
style.
Sweepers
like
what
you
know
the
city
would
normally
buy
for
sweeping
a
road,
isn't
necessarily
the
the
right
thing
to
use
so
not
to
go
on
for
for
a
long
time
about
this.
F
But
I
know
last
time
that
we
went
through
and
actually
did
something
with
the
alley.
You
know
we
swept
it
by
hand
and
then
actually
came
through
and
had
a
crew
pressure
wash
it
and
then
kind
of
sweep
the
aggregate
back
into
it,
because
you
know
that
that
aggregate
aggregate
will
be
lifted
from
in
between
the
the
bricks
when
you
try
to
do
it
with
a
mechanical
device
such
as
a
large
sweeper.
D
D
I
have
I
saw
three
sneakers
on
there
and
I
just
wanted
to
make
sure
that
some
way
somewhat
how
we
continue
to
monitor
it
and
potentially
budget
for
it.
F
You
know
like
an
automated
thing
with
you
run
the
sweeper
down
through
just
because
of
the
aggregate
gets
displayed
so
easily.
B
Yeah,
it's
part
of
the
maintenance
on
it.
Occasionally
you
do
have
to
go
in
and,
and,
like
john
said
manually,
replace
some
of
that
aggregate.
You
essentially
kind
of
have
to
sweep
it
in
between
the
cracks
to
well
one
stabilize
the
brick,
but
that's
also
part
of
the
filter,
to
get
it
down
into
the
storm
system.
So
yeah
anytime,
you
do
any
sort
of
kind
of
significant
maintenance
on
there.
You
have
to
either
kind
of
replace
some
of
that
aggregate
kind
of
sweep
it
back
into
place
or
every
so
often.
A
Okay,
any
other
comment.
Okay,
you
have
a
motion
from
someone
that
we
that
we
approve
it
and
pass
this
thing
on.
B
And
mr
chairman,
just
for
purpose
of
this
meeting,
we
it
looks
like
we
have
no
comments
received
on
this
item.
F
I'm
noticing
that
we
moved
the
capital
improvements
program
proposal
forward
to
city.
This
is
the
manager
of
city
council,
city.
A
Manager
manager,
second,
senator
okay.
Discussion
need
further
discussion.
All
right,
everybody
in
favor
of
passing
this
approving,
approving
and
passing
on
to
the
city
manager,
raise
your
right
hand
opposed
like
sign.
Okay
passes
unanimously.
