First
off
we
have
a
committee
at
the
whole,
which
is
to
talk
about
the
cdc
guidelines
and
ending
8420.

many

people
in
the
community
are
aware.
The
cdc
recently,
I
believe,
on
on
may
13th
released
modified
guidelines
and
recommendations
regarding
mask
wearing,
and
so
with
that
in
mind,
it
is,
I
believe,
appropriate
to
amend
our
local
mask
order,
and
so
what
the
changes
that
I'm
bringing
forward
here
tonight
to
to
talk
about
are
very
straightforward
and
we're
proposing
to
add
a,
whereas,
which
is
that,
whereas
on
may
13th,
the
centers
for
disease
control
stated
that-
and
this
is
a
quote
fully.

So,
with
that
guidance
from
the
cdc
and
with
this
being
our
first
night
of
committee
meetings,
since
that
guidance
has
been
released,
we
would
like
to
additionally
add
in
an
exemption
to
when
masks
are
required
and,
as
people
probably
remember,
there
are
several
exemptions
listed
in
the
original
ordinance
and
the
new
one
states
that
an
individual
who
has
been
fully
vaccinated
against
covet
19.

think
it's
important
to
note-
and
it
is
it's
stated
in
the
language,
from
the
cdc
that
not
only

laws

than
the
cdc,
but
also
local
businesses.

there

who
business
owners,
business
managers
that
make
the
choice
to
continue
to
requiring
to
require
mass
brain,
they

have
the
option
of
doing
that,

is
that
is
a
an
option
that
is
available
to
them.

owners
of
a
local
establishment,
we're
discussing
this.
This
possibility
and
they
weren't
sure
that
they
were
ready
yet
so

invite

public

understand
remember,
grace
it's
perfectly
up
to
them,
as
you
just
said,
to
to
require
masks
in
their
establishment.
This
is
about
vaccination
proof.

Those
of
us
who
have
been
vaccinated
have
our
cards
and
I'm
happy
to
whip
out
my
card
and
prove
my
vaccination
at
any
point,
but
I'm
wondering
about
I
mean:
can
local
establishments
to
your
knowledge?

Why
are
somebody
to
show
their
vaccination
card
or
is
there
any
you
know?
Is
there?
Are
there
any
sticky
situations
where
somebody
says
I'm
vaccinated
and
there's
an
argument
and
they
can't
prove
you
know
what
I
mean.
Are
we
going
down
that
road,
or
are
we
just
letting
things
kind
of
happen?
The
way
they're
gonna
happen.

thought
on
that
remember
carl,
is
that
it's
it's
no
more
likely
that
there
will
be
confrontations
with
a
an
exemption
that
allows
vaccinated
individuals
to
to
not
wear
a
mask
than
it
was
prior
to
this,
because
individuals
could,
if
they
wanted
to
create
a
a
scene
or
wanted
to
be
confrontational
with
with
a
business
owner
or
employee.

could
do
so
by
claiming
that
they
had
another
exemption,
and
so
I
think
that
mostly
business
business
and
employees
and
business
owners
opted
to
to
avoid
those
confrontations
and-
and
if
you
know,
if
they
ask
someone,
if
they
you
know,
could

put
on
a
mask
and
the
individual
stated
that
they
had
an
exemption,
a
medical
reason
for
an
exemption,
then
they
generally
let
it
go
with
that,
but
they.

I

think
my
take
is
that
for
businesses-

also
had
a
conversation
with
some
individuals
from
a
local
business
who
who
want
to
continue
having
their
customers
mask.
That.
Probably
the
easier
thing
is
just
to
say:
we
require
all
customers
to
be
masked
rather
than
and
making
that
their
business
policy
rather
than
saying.

if
you
show
us
your
vaccination
card,
then
you
don't
have
to
wear
a
mask,
but
that
that's
just
my
my
initial
thought
on
it
and
as
far
as
they
they
could
ask
for
vaccination
cards,
because
if,
if
I
or
you
show
someone
if
we
share
our
medical
records,
that
medical
information
of
our
we
make
the
decision
to
show
it
it
is,
it
is
not
a
violation
of
hipaa.

are
sharing
our
our
medical
information
by
choice
and
and
businesses
could
ask
for
that
if
they
want
to,
but
that
I
I
just
my
my
gut
feeling
is
that
there
won't
be
any
more
in
any
increased
likelihood
of
confrontations
at
this
point
than
there
was
previously.

Having
said
that,
however,
I'm
also
I
don't
know
what
the
percentage
of
our
community
that
is
fully
vaccinated,
and
I
would
recommend
to
the
public
that
we
ease
into
this
or
eat
out
of
this
and
into
the
new
reality.

not
in
a
hurry
to
you
know
to
to
go
back
just
the
way
things
were,
and
I
would
hope
that
the
community
also
realizes
that
there
is
still
a
risk
out
there
and
we're
not
out
of
the
woods
yet,
and
we
should
still
continue
to
be
careful.

strongly
encourage
anyone
who,
who
does
not
have
a
medical
reason
to
not
be
vaccinated
to
get
the
vaccine,
but
I
still
continue
to
wear
my
mask
when
I
go
in
in
businesses,
and
I
I
actually
I
know
people
who
are
masking
because
they
found
last
year
that
they
had
much
reduced
allergy
symptoms
and
they
and-
and
so
there
are
other
reasons
for
masking
too,
and
so
I
would
encourage
members
of
the
public
to
to
just
accept
that
that
the
masking
can
be
a
very,
very
good
idea
and
is
preventative
for
things
even
apart
from
covets.

council
members
I'd
like
to
follow
up
with
what
sam
says
for
for
some
people
in
our
community
masking
is
saving
their
life
because
they
may
be
immune
compromised,
maybe
going
under
chemotherapy
and
those
sort
of
things.
So
by
continuing
to
mask
you
are
protecting
other,
more
vulnerable
people
and
also
people
who
are
younger
than
we
can
give
vaccinations
to
so
I'm
fully
vaccinated.
What
makes
me
even
more
excited
was
when
my
kids
were
fully
vaccinated
and
that
made
it
much
more
free
breathing
for
everybody
so
get
that
vaccine.

terms
of
those
having
completed,
we
are
at
35.74
percent
and
anybody
can
get
this
information
from
the
ohio
department
of
health
in
terms
of
first
dosed
administration,
we're
looking
at
a
little
more
than
39
percent
of
the
county
population
for

state
of
ohio.
It's
44.31
that
are
one
dose,
and
then
there
are
it's
38.84
for
completely
vaccinated
in
the
state
of
ohio.

of
the
things
I
would
like
to
share,
if
I
may
counsel,
I
was
just
on
a
conference
earlier
today
with
a
fellow
mayor,
the
mayor
of
guelph,
canada
and
right
now,
canada
and
toronto
are
experiencing
their
third
surge
in
covet
19
cases
and
they
are
currently
at
48.2
percent
vaccinated.

certainly
concerned
in
talking
with
other
mayors
across
the
border
and
what
they're
dealing
with
they
are
currently
on
stay-at-home
orders.

like
we
were
back

march
april
and
may

believe
of
2020.

aware
that
during
the
early
days
of
the
pandemic,
we
ordinance
that
asked
the
city
administration
to
review
hiring
for
positions
with
city
council,
and
we
are
at
a
position
now
where
the
city
is
would
like
to.
City
administration
would
like
to
move
forward
in
a
more
efficient
with
filling
positions
that
are
currently
in
the
2021
staffing
ordinance.
So
this
is
not
creating
new
positions
and
and
hiring
for
those.
It
is
filling
many
of
the
positions
that
have
been
left
unfilled.

discussion
with
the
law
director,
there
actually
is
a
resolution.
Not
an
ordinance
illusion
does
not
need
to
be
rescinded.
It
can
be
removed
by
a
simple
motion
seventh
meeting.

if
there's
any
discussion
about

seventh
removal

the
freeze
resolution
passed
by
city
council,

I
think
it's
about
time.
We
we
did
this,
there's

lot

projects
and

just
simple
maintenance.

we're
falling
behind
on

I

see
it
driving

don't
have

personnel
to
do
those
jobs
and
the
personnel
that
we
do
have
are
stretched
to
the

thin
as

can
make
them
and
they're
starting
to
burn
out.

bodies

get

employees
who've

pulling

people

retire

whatever

because

lot

people
worked
really
super
hard
over

they're
true
public
servants,

I
also
want

say

the
mayor

the
administration,

this

really

paul

we

going

similar
sort

economic
meltdowns
and
I'm
proud
to
say
that
we
were.
We
didn't,
lay
off
people
and
I'm
proud
to
say
that
this

same

careful
management
and
stewardship
of
our
money,
respecting
the
idea
that
we
pay
a
living
wage
and
union
wages
for
our
our
employees
and
our
contracts,
because
that's
who
we
are
and
the
careful
management
and
I'd
I'd
like

say.

think
this
time
period
allowed
us
all

better
stewards

better
careful

biggest
fear
going
into

pandemic.

the
health
of
citizens
was
the
health
of
the
city
economically,
and
I
think
that
we
managed
it
well,
and
I
think
now
is
a
time
to
begin
to
move
in
terms
of
the
city
finances
and
these
positions
to
to
being
out
of
the
hiring
freeze
and
allowing
the
city
administration
to
go
back
to
business
as
usual
when
it
comes
to
hiring.

auditor
is
thinking
that
her
office
would
be
better
served
instead
of
having
one
tax
administrator
and
one
assistant
having
two
tax
administrators
has
proposed
that
the
current
tax
administrator
position
is
a
grade
eight
and
she
was
proposing
possibly
two
tax
administrators,
six
or
seven.

So
this
is
a
discussion
and
you
may
want
to
move
directly
to
auditor
hacked.
She
did
note
that
that
the
auditor's
office
has
talked
with
the
hr
director,
and
the
auditor
would
continue
to
work
with
the
hr
director
council
is
agreeable
to
the
reorganization,
but
this
would
also
not
only
require
changes
to
the
staffing
ordinance
and
pay
grades,
but
a
change
in
city
code.

laws
have

council

administration
administrator
position
is
vacant
right
now,
as
of
last
week,

move

people

tax

duties

are
pretty
heady.

us
with

lot

steps

can

makes

easier

payroll

same
in
tax,

so
I

think
that
our

employees
will
be
happier

they
have
some
additional
things
to
do,
but
they're
not

over

whole
load

everything.

been
working
with
the
athens
county
convention

visitors
bureau

I
think
it's
just
moving
along
really
really
wonderfully.

was
out
recently
there
are,
I
believe,
13
trails
which
are
getting
close
to
30
miles
in
length.
You
can
have
a
wonderful
time
as
a
podesta
as
a
walker,
or
certainly
on
a
bicycle
out
at
the
bailey's
trail
system,
a
quick
synopsis
of
the
item
for
today's
meeting
and
then
I
believe
we
have
the
executive
director
of
vorka
here
today
and
I'll
turn
it
over
to
the
mayor
here
in
a
minute
to
introduce
ms
powers.

Basically,
the
orca
is
moving
into
a
membership
structure
and
they
are
looking
for
members
at
the
municipal
level
to
pay
a
one-year
membership
fee
of
90
000,
which
was
the
original
amount
that
we
had
agreed
to
in
our
ordinance
to
support
the
bailey's
trail
system.
If
the
county
also
met
those
due
levels
at
the
same
level
as
the
city,
and
so
the
city
administration
is
now
looking
for
council
to
authorize
the
mayor
to
pay
this
city
membership
fee
for
for
one
year.

can
turn
this

some

give

guys

kind

an
overview

that's

this
is
actually
a
picture
of
the
bailey's
trail
system,
yep
and
sam's
right.
We've
got
26
miles
on
the
ground.
Five
under
construction
right
now,
by
the
end
of
summer,
early
fall
we'll
have
31
complete,
so
the
bailey's
trail
system
project
was
really
born
of
need
in
the
area
as
we're
all
familiar
with.

Athens
county
is
the
poorest
in
the
ohio,
which
is
also
refer
for
or
trackable
in
the
childhood
poverty
rate
for
the
county,
largely
dependent
on
one
major
employer
like
much
of
the
region
and
historically
we've
we've
been
underinvested
in
for
decades,
so
leadership
within
athens
county,
including
the
city.
You
know
realizes
that
trails
can
be
used
to
activate
communities
and
stimulate
growth.
So
that's
really
the
the
birth
of
the
bailey's
trail
system
project
on
the
athens
unit
of
the
wayne
national
forest,
which
is
over
9000
acres
of
property.

so
just
to
highlight
the
the
trail
system.
It
will
be
the
longest
contiguous
trail
system,
east
of
the
mississippi
river,
but
definitely
the
largest
in
the
state.
It's
purpose-built.
Most
mountain
biking
trails
are
adapted
extractionist
roads,
mainly
so
these
were
designed
by
professional
trail
designers.
Some
of
the
top
in
the
country,
and
then
they
are
also
professionally
built
by
machine
which
helps
with
the
overall
maintenance
and
sustainability
of
the
trail
system,
we're
in
a
prime
location
here
in
southeast
ohio
pre-pandemic.

have
adaptive
trails
and
then
we
also
look
to
programming
these
trails
for
a
wide
variety
of
educational
and
social
opportunities.
So
you've
got
your
breakdown
here
at
the
beginner
and
intermediate
and
advanced
levels
in
the
state
of
ohio.
What's
really
lacking
in
the
overall
mountain
bike.

if
you
look
over
here
on
your
right
really,
the
bailey's
trail
system
project
is
why
orca
exists
and
it
really
was
an
opportunity
where
in
developing
and
utilizing
our
asset
with
the
wayne
national
forest
land
managers,
local
government
and
the
community
kind
of
came
together.
We
realized
that
we
really
needed
an
entity
to
advance
this
project
and
make
sure
that
it
becomes
a
reality
which
was
the
birth
of
the
outdoor
recreation
council
of
appalachia.

are
a
council
of
governments,
we
have
six
members,
so
those
are
the
athens
city,
athens,
county
village,
of
chancey,
village
of
buchdall
york,
city
of
nelsonville
york.

all
six,
I
think
so,

are
a
local.
We
are
council
of
governments
consisting
of
six
individual
members.

Those
advisory
board
is
appointed
by
the
orca
board
and
they're
really
to
be
our
partners
in
everything
that
we're
doing
as
we
advance
holistic
outdoor
recreation
development
orca
works
in
partnership
with
the
athens
wayne
outdoor
asset
development
corporation,
which
is
a
non-profit
in
the
state
of
ohio,
we're
working
on
our
obtaining
our
irs
status
and
really
this
relationship
between
the
council
of
governments
and
a
non-profit
arm
allows
us
to
operate
the
bailey's
trail
system
as
a
social
enterprise,
so
that
it's
self-sustaining
in
the
long
term
once
we
get
to
that
complete
that
build
out
and
really
orca
in
partnership
with
the
athens
wayne
outdoor
asset
development
corporation
is
what
what
is
necessary
to
ensure
that
we're
unlocking
every
federal
state
and
private
sector
investment
opportunity
in
the
region,
and
the
really
the
end
goal
here
is-
is
to
build
local
wealth
and
improve
economic
opportunities
for
residents
here.

So
this
is
just
I'll
just
go
through
this
real
quickly.
This
overlay
that
you
see
here
we're
looking
at
the
athens
unit
of
the
wayne
national
forest
with
the
bailey's
trail
system
overlay.
So
this
proactive
approach
to
utilize.

Our
asset
has
helped
us
secure
over
six
million
dollars
in
federal
and
state
grants,
as
well
as
philanthropic
donations,
and
this
is
going
to
fund
things
like
the
creation
of
the
doanville
trailhead,
which
is
just
open
this
weekend,
and
then
it's
also
creating
the
phase
two
extension
of
the
chansey
bikeway,
some
new
sidewalks
extending
a
sewer
line,
a
big
overhaul
at
the
parks
coming
there
soon
this
year
and
this
private
invest
or
this
public
investment,
which
we
wouldn't
be
as
successful
in
getting
the
six
million
dollars
of
grant
funds.

If
we
didn't
have
ohio's
premier
mountain
biking
destination
in
our
backyard
is
really
all
about
enabling
the
private
sector
to
build
local
wealth.
So
we're
seeing
airbnbs
take
off
we're,
seeing
people
getting
new
jobs,
we're
seeing
cafes
open
and
we're
seeing
a
lot
of
increased
activity
and
real
estate
in
the
area
as
well
as
community
members
excited
been
out
there
using
the
trails
on
this
public
land
that
they
hadn't
used
previously.

So
this
is,
this
is
not
just
a
trail
project.
This
is
an
asset
based
economic
development
and
diversification
through
a
value
chain
approach.
So,
while
we're
starting
with
the
bailey's
trail
system
that
proactive
asset
based
development,
we
realize
that
we
need
a
system
of
governance
so
that
we
can
maintain
and
manage
the
draily's
trail
system
that
we're
going
to
have
to
market
this
bailey's
trail
system
and
that
we
feel
a
regional
marketing
strategy
would
be
more
effective
for
southeast
ohio
as
general.

And
we
really
realize
that
if
we
have
an
opportunity
here
that
we
don't
have
very
often
in
this
region
to
holistically
activate
our
community
and
that
kind
of
speaks
to
that
and
that

member
advisory
board-
and
you
know
we're
partners
with
the
athens
county
foundation,
the
public,
libraries,
different
recreation,
user
groups
and
we're
really
all
just
putting
our
heads
together
and
making
sure
that
we're
programming
this
trail
system
and
leveraging
every
investment
that
we
can
with
public
and
private.

And
this
is
just
kind
of
a
slider
I
create
to
highlight
some
of
the
benefits
to
the
trail
system.
While
these
trails
are
not
adjacent
to
the
city
of
athens,
they
will
be
connected
by
the
bikeway
one
day
and
they'll
continue
to
provide
a
lot
of
programming
opportunities
that
we
feel
will
be
valuable
for
everyone
in
our
community
orca's
work
in
general.

A
lot
of
it
is
spent
chasing
funding
to
get
this
trail
system
built.
So,
while
we've
moved
away
from
the
pay
for
success
model
as
a
way
to
develop
the
trail
system,
the
council
of
governments
is
actively
using
every
tool
in
our
toolkit
really
to
secure
investment
from
the
state
of
ohio
to
complete
the
trail
system.

Right
now
we
have
a
two
million
dollar
earmark
in
the
state
operating
budget
pending
it's
past
the
house
version
of
the
the
budget
and
from
what
we
hear
it
sounds
like
we're
going
to
be
all
right
through
the
senate
fingers
crossed,
but
we
feel
like
this
is
just
kind
of
the
beginning
and
the
conversations
that
I've
had
in
engaging
the
state
around
this
project.

think
they're
really
excited
and
encouraged
by
the
fact
that
you
know
people
in
appalachian,
ohio,
specifically
the
poorest
county
and
the
state,
have
done
a
lot
to
advance
this
project
since
2017
and
since
it's
in
shep's
inception
in
2015
to
to
realize
the
the
benefits
that
it
brings
and
to
be
intentional
and
making
sure
that
we
are
equitable
and
dispersing.
Those
benefits
so
below
here
are
some
other
grants
that
we'll
be
going
for
the
community
project
request
since
divers
left
and
steve's
not
running.
It's
not
looking
good
for
that
one.

This
year,
maybe
next
year,
okay
and
just
to
kind
of
leave
you
of
where
we
are
so
the
total
number
is
6.67
million.
That's
been
awarded
those
public
and
private
funds.

Since
2017
26
miles
five
underway
told
you
that
we've
got
two
community
trail
heads
and
then
we
have
six
members
of
our
our
local
government
in
the
work
that
we're
doing
with
other
grant
applications.

We
have
been
beginning
to
engage
other
counties
in
this
work
and
what
we
see
is
outdoor
recreation's
value
to
the
region.
So
that's
exciting.
Hopefully,
we
continue
to
grow
on
kind
of
all
those
buckets,
so
we
have

lot
of
grant
pending
grants,
spending
and
then
we're
working
to
advance
an
impact
investment
with
the
athens
county
foundation
and
a
few
others
we're
working
to
develop
the
site
plan
for
the
the
booktail
trailhead
and
then
again
doing
that
scaling
regionally.

the

pulled
from

won't
have
the
budget
in
place
january,
1st,
etcetera,

back

to
help
with

notification
of
