two
items,
the
first

which
is
a
letter
from
mr
john
spaforth,
who
is
a
resident
or
has
been
a
resident
in
the
city
of
athens,

requested
that
we
enter
into
our
minutes
tonight
that
he
did
send
correspondence
to
the
mayor.
The
law
director
and
myself
as
president
regarding
the
runoff
that
is
on
his
property
and
so
duly
noted
and
appreciate.

pollution
prevention
week
we

city's
banner
hanging

court
street

banner

baker
center
at
the
university

pollution
prevention

university

athens
soil
and
water
conservation,
district
and
the
city
of
athens,
collaborate
on
a
week's
worth
of
events,
including
on
wednesday,
at
noon.

saturday
there

hocking
river
sweep.

you'd

involved

helping

clean
up
our
local

few
things
I
wanted
to
mention
to
council
and
everyone.
I
believe
I
mentioned
before
that
we
finished
our
state
audit
and
our
auditors,
who
actually
audit
us,
did
not
issue
a
management
letter
and
anyway,
we
just
today
got
our
final
approval
from
the
state.
So
it's
it's
a
done
deal.
We
have
very
clean
audit
and
those
are
on
the
audio
estates
website.
If
you
want
one,
although
we
will
be
emailing
them
to
everyone
on
council
on
the
administration
and
everybody
else,
we
have
to
send
them
to.

We
also
got
good
news.
We
did
a
prescription
drug
audit.
We
started
that
late
last
year.
It
was
finished
probably
a
month
ago,
and
we
I
had
an
exit
conference
with
three
of
their
members
and
we
had
like
a
perfect
audit
with
them.

Also
now
we
have,
you
know
an
outside
consultant
to
handle
our
medical
payments,
so
the
credit
mostly
goes
to
them,
but
the
people
there
were
three
men
that
I
was
online
with
and
one
of
them
started
the
company
23
years
ago,
the
other
one
had
been
with
him
for
20
years.
The
other
one
was
new,
but
the
other
two
said,
and
all
this
time
there's
only
one
other
time
that
they've
had
an
audit
a
prescription
audit
with
no
no
issues
or
challenges
or
anything.

we
should
be
very
happy
about
that.
Also,
and
then.
My
third
thing
is
just
to
give
the
council
a
heads
up,
although
they
probably
don't
need
it.
You
know
we
have
our
arpa
money,
it's
in
the
bank,
it's
posted
in
our
system
and
working
with
the
administration,
the
mayor
in
particular,
about
how
that
money
is
going
to
be
spent,
and
that
will
mean
coming
to
council
for
those
appropriations.
The
money's
there,
it's
not
designated
how
it's
going
to
be
spent
yet,
and
that
takes
council
action.

often
do
a
couple
items,
I
failed
to
bring
with
me
the
epa
report
that
typically
comes
out
when
we
have
to
report
bypasses
or
overflow
at
the
wastewater
treatment
plant
where
in
2020
in
early
2021,
we
had
several
due
to
high
water
events,
heavy
rain
events
and
whatnot.
But
I
can
tell
you
the
the
responses
that
we
provided
to
epa
for
the
reason
and
the
causes
of
those
as
well
as
how
we
handled
them.

This
is
the
dispensary
that
we
have
here
in
the
city
of
athens
that
has
been
working
through
two
plus
years
of
red
tape,
but
they
finally
opened
this
morning
and
president
nisly
and
I
were
there
to
welcome
them
for
a
what
I
believe
to
be
a
much
needed
service
to
those
who
are
suffering
the.
I
gotta
receive
a
letter
from
the
athens
soil
and
water
conservation
district,
which
is
seven
it's
celebrating
75
years
of
conservation
excellence
here
in
athens
county.

will
be
an
event
on
saturday
october,
9th,
where
they
will
have
several
different
things
going
on
to
include
a
tour,
a
farm
tour
and
then
a
pond
management
presentation
so
council's
interested.
I
can
share
this
with
you.

plan
to
attend
that
and
finally,
I'm
not
going
to
read
all
six
warehouses,
but
I
do
have
a
proclamation
I'll
jump
straight
to
the
very
last
one
which
I
think
sums
it
up
and
then
go
into
what
the
proclamation
is
for.
But
whereas
we
need
to
harness
the
power
of
athens
and
ohio
university
entrepreneurs
and
small
businesses,
ensure
government
collaboration
to
assert
american
energy
leadership
and
dominance
in
the
world
marketplace
and
provide
access
to
low
cost
eligible,
reliable
energy
here
at
home.

bus

mayor's
goals
for
our
region
to
electrify

fleet.

is

step
in

direction.

sites
that
were

design

plan

having

multi-use
facility

us
generous
explanations

all

rate
increases

committee

that

fiscal
integrity

proprietary

engineering

works
department
really
needs

replacement
dump
truck
and
we
passed
the
ordinance
to
approve
this
expenditure
some
time
ago,
but
in
the
interim
the
model
year
for

dump
truck
that
we
were
planning
to
purchase,
became
unavailable
so
we're
getting
the
newer
model
year
and
there's
a
corresponding
increase
in
price.

is

ordinance
granting
a
special
right-of-way
use
permit

james
cody,
the
owner
of

west
washington
street,
to
place
an
awning
over
a
garage
door
introduced
by
council
member.

spoke
with
the
owner
of
the
business,
which
is
salom,
I
think
all
of
you
are
aware
of
that,
and
the
conversation
was
very
informative
in
that
hillary
and
told
me
that,
with
the
expansion
of
their
dining
that
they
have
created
that
having
this
awning
would
also
allow
for
her
within
the
regulations
of
city
code
to
be
able
to
place
a
couple
tables
underneath
that
awning
as
long
as
those
tables
don't
exceed
a
distance
of
five
feet
out
from
the
the
front
of
the
building.
So
this
this
awning
has
multiple
uses
for
this
business.

property
tax,

county
has
a
property
tax,
but
the
city

athens
occupies
virtually

entire
township

canaan
township,
which
puts
us
responsible
the
city
responsible
for
the
infrastructure.
That's
within
that
township
area,
the
bridges,
the
roads,
the
ditches,
those
that
sort
of
thing.

dollars

million
dollars
of
revenue
that
comes

we've

lot
of
expenses,

councilmember

So
it's
important

us

that
notification

the

the
county

to

exciting
program

really

next
one
is
a
motion
to
accept
the
august
2021
credit
card
transactions
and
council
members.
I
have
been
asked
by
the
auditor
of
the
state
of
ohio
to
do
as
kind
of
a
check
and
double
check
so
that
all
the
credit
card
entries
that
come
into
the
city
for
for
the
month
are
reviewed
by
several
council
members
by
myself,
and
we
take
a
look
at
that
and
then
we
approve
them.
So
yes,
auditor
hacked
excuse
me.

just
wanted
to
let
council
know
some
of
you
know
this
from
the
past,
but
the
reason
the
state
passed
a
law
two
years
ago
is
because
a
lot
of
fraud
can
occur
by
the
use
of
credit
cards
and
besides,
besides
cities,
there
are
a
lot
of
other
entities-
libraries,
you
know
forest
services,
counties
of
course
townships
throughout
the
state
who
have
credit
cards
and
use
them,
and
it's
a
fraud,
prevention,
action.

know
what
a

million
dollar
budget,
so
there
are
a
lot
of
credit
card
transactions
and
thanks
to
the
auditor's
office
for
taking
care
of
that
from
month
to
month.

we

credit

I

up
in

This
is
the
the
request
for
the
extension,
and
what
happened
is
that
earlier
in
the
year
in
june,
under
council
member
falls
leadership,
we
made
a
request
to
the
planning
commission
to
review
the
regulations
for
off-street
parking
in
the
city
and
when
code
is
changed
in
that
way,
the
council
needs
to
make
the
recommendation
of
the
planning
commission.
The
planning
commission
then
comes
back
to
to
council
with
their
recommendation
on
it.
A
There
was
public
hearing
in
early
september
and
this
extension
is
for
a
minor
period
of
time.
I
believe
it's
until
october,
2nd
when
the
commission
can
meet
again.
They'll
have
the
results
to
us
by
october,
8th,
because
what
happened
when
the
planning
commission
did
meet
and
they
were
going
to
vote
to
approve
it,
they
did
not
have
a
quorum.
So
this
just
extends
the
period
of
time
to
do
that.
So
if
I
could
have
a
motion
for
approving
that
extension
till
october,
2nd
for
the
planning
commission.

what
this
does
it's
an
18-day
extension
as
you're
aware-
and
that
gives
us
the
opportunity
to
bring
this
forward
and
hopefully
have
a
decision
made.

there
will
be
a
decision
made
by
the
planning
commission
on
october
7th,
and
then
we
will
have
those
results
on
to
all
of
you,
hopefully
the
following
day,
so
that
you're
aware
of
what
has
come
out
of
the
planning
commission
when
it
comes
to
the
off
street
parking.

an
individual
here
in
the
city
of
athens
has
agreed
to
serve
on
the
board
of
zoning
appeals
that
individual
being
kelly,
sauber,
the
owner
of
west
end
cider
house
and
distillery
right
across
the
street.
So
he
has
agreed
to
serve
in
that
capacity
as
a
full
member,
not
as
an
alternate,
because
we
have
two
vacancies
within
the
board
of
zoning
appeals.

which
is
yep,
that's
excellent,
to
get
somebody
to
serve
because
that's
not
an
easy
position
and
I
believe
it's
a
technicality.
We
were
waiting
on
a
bio,
a
short
biobiographical
statement,
so
that
council
members
would
have
a
little
bit
of
background
information
from
them.
So
as
soon
as
we
have
that
we
can
move
forward.
