Description
Athens City Council - March 7, 2022
A
A
B
Mention
the
council
that
last
thursday,
in
parties
in
phoenix
arizona,
attending
a
conference
called
the
cities
and
counties
fees
and
fines,
justice
conference
and
hopefully
I'll
have
information
to
share
with
all
of
you
at
council.
Some
of
the
things
that
myself
and
judge
todd
grace
who
also
attended
the
conference.
A
C
D
In
any
given
year,
it's
in
the
2
000
tons
category
for
road
salt.
Okay,
you
know
we'll
typically
increase
several
hundred
tons
based
on
the
request
of
ohio
university,
because
we
have
a
arrangement
with
ohio
university
where
we
store
salt,
that
they
will
subsequently
use,
and
then
they
pay
us
the
purchase
price
that,
whatever
the
bid
price
that
we
have
as
well
as
like
a
small
management
fee
that
we
include
as
well.
D
B
I
did,
I
did
ask
curt
male,
you
know
as
to
how
much
salt
we
still
have
in
reserves,
and
he
had
indicated
to
me
that
what
is
what
we
have
left
is
enough
to
cover
basically
three
snowstorms.
If
we
were
to
have
them-
and
that
was
conveyed
to
me
probably
three
weeks
ago
when
I
asked
how
we
were
doing
with
salt,
because
we
were
going
through
a
lot
yeah
this
year
we
went
through
a
significant
amount,
but
so
we
have
you
know
supposed
to
get
a
little
snow
this
weekend.
B
But
you
know.
A
Thanks
all
right,
any
other
questions
or
comments
all
right,
all
those
in
favor
signify
by
saying
aye,
aye
opposed,
nay,
the
motion
carries
and
the
ordinance
is
approved.
Ordinance.
29
22
is
an
ordinance
authorizing
design,
services
and
construction
of
tennis
and
pickleball
courts.
Project
number
350
introduced
by
council
member
mccary,
and
I
understand
we
might
have
a
motion
to
table
on
this.
E
D
Member
mccary
we
we
spoke
last
week
as
this
came
through
second
reading,
and
I
had
an
inquiry
from
member
swank
about
whether
or
not
we
had
an
estimate,
a
preliminary
estimate
from
the
designers,
and
we
didn't
at
that
time.
But
then,
shortly
thereafter
we
got
one
while
there
is
a
hefty
contingency
included.
D
The
document
that
I
forwarded
to
member
mccarry,
as
well
as
to
the
the
art
spectrum
rank
advisory
board,
had
an
initial
cost
estimate
of
375
thousand
dollars
for
the
layout
that
we
had
laid
out
and
that's
pretty
substantial
difference
between
the
250
000
that
we
looked
at
and
so
recognizing
that
we
probably
need
to
take
a
a
close
look
at
this
and
see
if
that
is
indeed
the
layout
that
we
want
to
go
with
or
if
we
want
to
try
to
attempt
a
different
layout,
a
different
methodology,
a
phasing
as
well
as
potentially
apply
or
look
for
external
funding
sources.
D
F
Thank
you,
president
eisley
member
mccary.
My
question
has
is,
as
to
our
procedure
here
about
referring
it
back
to
the
committee
versus
laying
it
on
the
table.
F
Referring
it
back
to
the
committee
puts
a
time
table
to
the
the
process
where
they'll
need
to
be
reported
in
two
weeks.
I
believe
and
then
some
final
action
on
the
matter
in
four
weeks,
unless
the
president
grants
an
extension
while
laying
it
on
the
table,
gives
more
flexibility
to
the
director
of
arts,
parks
and
recreation
to
consult
her
advisory
board,
as
well,
as
perhaps
other
estimates
from
the
pickle
tennis
court
community,
and
I'm
not
sure
why
we
would
choose
to
subject
that
time
frame.
F
In
this
case,
I
don't
see
it
as
an
emergency
legislation
or
an
emergency
project.
This
is
in
the
area
of
the
new
solar
panel
array,
so
there
may
be
some
reasons
to
make
sure
we're
coordinating
with
that.
So
that's.
My
only
concern
is
referring
it
to
committee
versus
lagging
on
the
table.
Thank
you.
Member
may
carry.
G
I'm
a
little
confused
here.
That's
not
how
I
understand
referring
it
to
committee.
Well,
I
understand
referring
to
the
committee.
We
refer
to
committee,
which
would
allow
us
then
on
the
the
well
where's
my
calendar
here.
What's
today,
the
seventh
eighth,
nine
tenth
on
the
17th
of
this
month,
the
regular
meeting
of
the
apr
advisory
board,
at
which
time
the
director
and
the
board
could
discuss
this.
Obviously
they're
going
to
talk
about
priorities.
G
F
Such
matter
may
be
brought
by
the
clerk
of
counsel
to
the
attention
of
council
and
if
no
report
is
made
by
such
committee
or
public
officials
within
four
weeks
after
such
reference,
the
council
shall
take
such
further
action
as
it
may
deem
best
response.
Time
may
be
extended
at
this
discretion
of
the
president
of
council,
and
also,
if
I
understand
correctly
referring
it
back
to
committee,
starts
the
process
over
again.
I
believe
so.
F
G
G
Oh
I'm
down
here
and
after
such
reference,
the
council
shall
take
such
further
action
as
it
may
deem
necessary.
The
other
option
is
to
postpone
this
to
a
stated
time.
G
A
I
I
have
two
questions
and
that
they're
of
the
law
director
so
number
one
if
it
gets
referred
back
to
committee,
then
so
this
is
in
the
third
reading
tonight.
It
would
go
back
to
committee
at
a
council
meeting
night
committee
meeting
night
and
would
the
readings
begin
over
again
after
the
discussion
of
the
at
the
committee
level.
H
If
we're
laying
it
on
the
table,
we're
laying
it
on
the
table
at
third
reading
and
if
we
take
it
off
the
table
at
that
point,
I
think
we
would
be
back
on
third
reading
unless
there's
a
modification
and
we
would
perhaps
have
to
amend
the
ordinance
in
some
manner.
In
fact,
I
think
that's
the
answer,
okay,
that
it's
probably
going
to
have
to
be
amended.
So
if
you
take
it
off
the
table
and
it's
being
amended,
then
it's
going
to
go
back
to
first
readings.
H
I
think
it
still
has
the
same
result
if
you
lay
it
on
the
table
and
in
the
discussion
here.
It's
being
referred
back
to
committee
and
obviously
to
the
rec
board,
and
nothing
can
happen
from
the
rec
board.
Rec
board
can't
come
directly
back
to
council.
Red
board
will
have
to
bring
it
to
committee
and
then
committee
will
bring
it
back
to
council.
H
A
A
H
No,
it's
a
referral
right,
you
know
what,
if
you
make
a
motion
to
table
and
during
that
discussion,
the
reason
for
tabling
is
that
you
need
to
refer
it
back
to
counsel
and
that's
the
reason
for
tabling
it.
I
think
that
director
stone
his
understanding
was.
This
was
a
motion
to
table,
and
I
don't
know
that
perhaps
that
was
member
mccarry's
intent.
E
C
A
C
C
B
President
nicely
it
was
just
to
echo
what
you
said
is
that
yes,
we
will
absolutely
work
through
this
as
expediently
as
possible
to
find
out
what
the
costs
are
going
to
be.
I
think
it
still
affords
time
if
it's
tabled
to
your
point,
councilmember
swank,
you
know
to
get
it
before
the
wreck.
Advisory
board
have
that
conversation,
and
then
we
we
work
through
this
path.
I
mean
there's
no
intent
to
slow
this
down.
You
know
to
where
it's
not
moving
forward.
That's
not
our
intent
at
all.
B
I
think
the
smoothest
way,
in
my
opinion
is
to
have
this
table
and
I
recognize
councilmember
eisner
you're
correct
that
you've
got
a
motion
and
a
second
on
the
table
right
now,
but
I
think
that
that
councilmember
mccary
can
also
withdraw
that
motion
and
and
then
move
forward.
But
that's
just
my
opinion.
Council.
A
G
Yes,
the
the
reason
I
I
think
referring
it
to
committee
is
cleaner,
is
that
it
definitively
states
the
process
by
referring
it
back
to
the
committee.
A
Yeah,
that's
not
right,
referring
it
back
to
the
to
the
committee
well
to
refer
to
a
committee.
You
can't
do
that.
That
is
an
option
for
most
promotions.
A
G
Ma'am,
it
would
be
the
safety
services
right.
E
A
E
A
A
E
A
A
F
Thank
you,
president.
I'd
like
to
make
a
motion
to
accept,
adopt
031-22.
C
F
A
D
Pretty
good
yeah,
it's
not
a
like
a
granite
thing,
I'll
I'll
get
the
exact
dimensions
of
the
sign.
I
know
that
it's
supposed
to
be
in
the
city
right
away,
just
due
to
the
width
of
the
right
away
on
columbus,
road
and
they've
requested,
I'm
looking
at
especially
at
the
permit
here,
and
I
don't
think
it's
got
the
specific
dimensions
of
the
side.
What
does
it
say?
Their
freestanding
hospital
emergency
equipment
monuments?
D
I
think
it's
to
indicate
that
there's
a
hospital
emergency
department
present
so,
but
as
far
as
the
I
don't
know
that
they've
submitted
for
the
actual
sign
itself.
This
is
just
the
request
to
put
a
sign
in
the
public
graduate.
The
sign
will
have
to
comply
with
the
zoning
code
on
the
side
side
orange
within
the
zoning
code.
A
A
A
F
You
president
isaac
you'd
like
to
make
a
motion
to
approve
zero
32-22.
Second,
thank
you,
members.
If
we
had
a
presentation,
we
discussed
this
at
committee
and
had
a
presentation
from
sunday
creek,
horizon's,
representative,
zach
rises
and
I'll
go
ahead
and
read
sections
one
and
two
here
section
one.
The
mayor
is
hereby
authorized
to
extend
the
agreement
with
sunday
creek
horizons,
a
consulting
firm
to
continue
work
on
a
remote
work
system
for
the
city
of
athens
section
two.
F
A
We
have
a
motion
in
second
for
approval
of
3222
any
questions
or
comments,
all
those
in
favor
signify
by
saying
aye
aye
opposed,
nay,
the
motion
carries
in
the
ordinance
approved
33
22
is
an
ordinance
mandy,
knapp
and
city
code.
Title
33,
shade
tree
commission,
section,
33.01.01,
commission
membership
introduced
by
council
member
crowl
for
council
member
grace.
F
Thank
you,
president
eisley
I'd
like
to
make
a
motion
to
approve
0
33
22.
Second,
thank
you.
A
few
slight
edits
to
the.
F
The
ordinance
which
establishes
commission
membership
or
this
ordinance,
which
establishes
commission
membership
for
the
shade
tree
commission
in
part
one
we
are
striking
the
word
and
and
changing
it
to
including
so
the
ordinance
reads
or
the
the
chapter
reads.
There
is
hereby
established
a
shade
tree
commission
consisting
of
seven
members,
including
instead
of
and
two
alternates,
all
residents
of
the
city
of
athens,
etc
and
then
a
little
bit
later
on.
We
are
striking
his
her
and
we
are
changing
it
to
the
mayor's
designate.
C
A
F
You
president
nicely
this
amendment
of
the
appropriation
ordinance
covers
a
single
item
with
some
transfers
and
as
discussed
at
committee
in
that
first
reading.
This
is
a
grant
from
the
fema
grant
fund
received
by
the
city
in
the
amount
of
749
483.
F
So
this
would
appropriate
that
amount
that
balance
and
then
it
would
also
transfer
into
specific
city
funds.
It
would
come
from
the
fema
grant
588
into
the
general
fund
into
the
street
fund
into
the
water
fund
into
the
sewer
fund
to
to
pay
for
those
projects
which
are
covered
by
this
grant.
Thank
you,
president.
Meisler.
A
Thank
you.
Okay.
We
have
a
motion
and
second,
for
we
did
get
a
second
on
that
did
we
we
did
correct.
Thank
you,
okay.
I
just
want
to
make
sure
for
approval
of
3422
any
other
questions
or
comments
all
those
in
favor
signify
by
saying
aye,
aye
opposed,
nay,
the
motion
carries
and
the
ordinance
is
approved.
A
If
there
are
any
questions
or
comments
from
council
members
for
administration,
okay,
ordinance
3622
is
an
ordinance
granting
a
special
use
permit
to
leonard
and
megan
meyer
owners.
89
south
may
avenue
to
allow
an
air
conditioning
coil
a
sidewalk
and
parking
in
the
city's
right-of-way
in
the
unmaintained
alley
to
lincoln
avenue,
introduced
by
council
member
crowl
for
council
member
grace.
F
G
Mr
stone,
I
have
a
question
on
the
one
that
we're
on
now,
and
this
is
the
granting
of
the
special
use
permit
for
the
air
conditioning,
which
is
already
there,
the
sidewalk,
which
is
already
there
and
parking
in
the
cities
right
away.
G
D
Insofar
as
a
spot
on
the
ground
has
been
marked,
I
don't
know
that
we
have
done
that.
I
think
if
this
passes
we'll
make
a
point
as
we
designate
to
both
both
owners,
what
their,
what
this
body
has
granted
permission
for
them
to
do
is
it
will
ensure
that
they
move
far
enough
forward?
You
know
if
it
is
a
situation
where
they
don't,
it
would
be
like
blocking
an
alley
and
they
could
get
ticketed
or
towed.
D
So
we'll
make
a
point
when
we
tell
them
to
ensure
that
that's
workable,
whatever
the
the
the
space
on
the
ground
is,
is
allocated
by
the
by
the
council's
permission,
granting
okay.
Thank
you.
A
Okay,
any
other
questions
or
comments
all
right,
we'll
move
on
to
3722.
This
is
an
ordinance
granting
a
special
use
permit
to
montl
llc
owner
70
south
shannon
to
allow
access
to
a
proposed
new
structure
in
the
city's
right-of-way
and
the
unmaintained
alley
to
lincoln
avenue
introduced
by
council
member
krill
for
councilmember
grace.
F
This
applicant,
kurt
montal,
is
requesting
use
of
that
same
part
of
the
alley
so
that
they
can
have
access
to
a
proposed
new
structure,
not
an
air
conditioning
unit
or
a
sidewalk
that
currently
exists,
but
a
proposed
new
structure
and
the
city
staff.
The
code
office
believes
that
these
requests
can
be
both
accommodated
and
recommends
that
city
council
approve
this
ordinance
and
that's
the
first
reading.
Thank
you,
president.
Thank
you.
G
D
G
G
Do
we
even
need
the
word
proposed
new
proposed
new
structure
to
allow
access
to
the
city's
right-of-way,
the
unnamed
alley
to
lincoln
avenue.
I
H
A
D
But
the
purpose
of
the
request
from
the
property
owner
is
because
there's
a
current
unopened,
unmaintained
section
of
city
right-of-way
that
has
an
encroachment
on
it
from
the
previous
ordinance
property
owner
that
we
referred
to
in
the
previous
ordinance
and
the
owner
of
the
property
on
lincoln
intends
to
build
a
new
structure
on
their
property
that
they
want
to
access
via
this
unmaintained
unopened
portion
of
the
right-of-way.
So
the
intent
of
the
ordinance
was
to
grant
them
specific
use
of
the
public
graduate
to
access
the
new
structure
that
they
intend
to
build.
D
Perhaps
the
the
reference
to
the
new
structure
should
have
resided
in
a,
whereas,
rather
than
in
the
actual
granting
of
the
of
the
use
of
the
right
way
as
a
way
to
describe
to
counsel
what
the
purpose
of
the
access
to
the
right
way
was,
rather
than
sticking
it
in
the
actual
sentence.
Forgive
me
for
not
correcting
that
more
closely.
D
D
How
we
write
the
sentence,
I
think,
is
just
important-
I
guess
for
future
folks
to
to
understand
what
it
was
for,
but
the
idea
is
that
the
structure
will
not
be
an
encroachment.
The
instructor
structure
will
be
on
the
property,
but
rather
than
build
a
driveway
off
of
lincoln
the
owner
on
this
particular
parcel
would
like
to
access
it
from
the
back
through
a
closed
unmaintained
section
of
the
right-of-way.
D
D
The
remainder
of
it
would
be
accessed
via
the
property
owner
seeking
to
build
the
new
structure.

H
A
E
Thank
you
president
nicely.
Yes,
the
purpose
of
this
ordinance,
as
explained
in
section
two,
this
ordinance
shall
be
an
emergency
measure
necessary
for
the
preservation
of
the
health,
welfare
and
safety
of
the
residents
of
the
city
of
athens,
ohio
in
order
to
provide
adequate
space
for
the
housing
of
prisoners
and
that
it
shall
be
in
full
force
and
effect
upon
its
passage
and
approval
by
the
mayor.
I
think
I
would
only
ask
director
stone
for
a
reminder
about
the
need
to
declare
an
emergency
based
on
the
contract
period
proposed.
D
Right,
I
mean
typically
once
an
ordinance
is
placed
in
effect
it
it.
You
know
it
takes
30
days
to
go
into
effect,
and
I
would
just
request
in
order
for
us
to
you
know,
access
the
the
facility
as
soon
as
possible
that
it
be
declared
an
emergency.
So
we
can
access
and
have
use
of
that
facility
as
soon
as
possible.
A
Thank
you.
Any
other
questions
or
comments.
All
right,
39
22
isn't
ordinance
amending
athens
city
code,
title
3,
administrative
provisions,
chapter
3.07,
administrative
departments,
boards
and
commissions,
section
3.07.4,
a
establishment
of
the
athens
recreation
advisory
board
introduced
by
councilmember
swank.
G
As
we
discussed
last
week,
we
thought
this
was
going
to
be
a
one
word
ordinance
and
that
is
in
section
3.07.42
a
changing
the
makeup,
the
potential
makeup
of
the
board,
where
it
would
say
all
members
of
the
board
shall
be
electors
of
the
city
of
athens,
except
that
two
of
the
members
may
reside
outside
the
corporate
limits,
but
within
athens,
township,
changing
township
to
county
ironically,
a
year
ago.
At
this
this
very
time
this
section
of
our
code
was
under
review
and
some
things
were
changed.
G
Where
committee
was
changed
to
board
somehow
inadvertently,
we
left
out
something
that
we
probably
should
have
included,
and
those
are
three
words.
G
Arts
parks-
and
it
was
pointed
out
to
me
today
that
there
are
six
places
in
here
where
we
refer
to
this
simply
as
the
athens
recreation
advisory
committee,
with
no
mention
of
arts
or
parks,
and
the
suggestion
was
made
that
perhaps,
if
we're
going
to
pass
this
ordinance
and
changed
township
to
county
that
we
cleaned
this
thing
up
once
and
for
all,
and
there
would
be
six
places
in
here
where,
instead
of
reading
athens
recreation
advisory
board,
it
would
read
athens.
Arts
parks
and
recreation
advisory
board.
I
A
G
No,
I
don't
think
so.
I
would
like
to
throw
that
over
to
the
administration
for
their
thoughts,
if
we
could
on
adding
those
words,
because
right
now
it
just
says
the
athens
recreation
advisory
board
and
whether
it
would
be
appropriate
to
add
arts
parts
and
parks
to
them.
H
Yeah
right-
and
we
don't
have
that
in
front
of
us
all
the
places
that
it
needs
to
be
amended
right.
G
Yeah
I
just
I
just
pulled
this
before
it
came
up
today
and
I
can
pass
it
down
to
the
law
director
to
help
for
future
reference
to
save
her
the
time
or
I'm
sorry
get
promoted.
But
there
are
six
places
in
there
where
it
simply
says
it
simply
says.
Now
you
took
that
on
the
reading,
where
it
says
athens,
recreation
advisory
board
and
we
would
need
to
change
yes.
A
Okay,
yes,
councilmember
crowl
and
the
mayor.
F
Thank
you,
president
nicely.
So
when
I
served
on
the
athens
recreation
board,
I
don't
ever
remember
discussing
any
arts
projects.
B
Absolutely
councilor
crowl
I
mean
that
that's
something
that
council
needs
to
really
take
under
strong
considerations.
We
have
the
athens
municipal
arts
commission,
which
has
been
established
and
around
for
a
long
time
and
their
wheelhouse
is
all
things:
arts,
everything
from
the
the
wraps
traffic
control
box,
wraps
to
murals
on
city
infrastructure,
to
looking
at
potential
programming
of
arts
in
the
city
parks,
along
with
the
wreck
advisory
board
and
with
the
director
catherine
ann
jordan.
B
E
You
I
appreciate
the
discussion
because
I
came
onto
council
misunderstanding
that
we
were
already
working
with
an
arts
parks
and
recreation
advisory
board
and
then
in
looking
at
the
powers
and
duties
in
the
most
updated
ordinance,
I
see
that
those
powers
and
duties
don't
make
reference
to
arts,
specifically
in
3.0743
powers
and
duties.
E
So
I
think
the
mayor's
making
a
good
point
or
others
made
a
good
point
as
well
about
there
being
some
overlap
here.
But
I
think
one
of
my
concerns
is
that
the
purpose
doesn't
really
match
up
with
the
powers
and
duties
at
all
and
that
I
see
no
mention
of
hearts
or
oh
yeah.
Really,
it's
really
just
the
arts
park,
arts
part
and
the
3.07.43
powers
and
duties.
A
C
A
Does
look
to
be
as
council
member
mccary
has
pointed
out
that
the
different
language
and
the
different
areas
of
the
code
further
discussion,
so
thank
you
law,
director,
elias
and
member
carrie
for
looking
at
this.
So
our
suggestion
would
be.
Is
that
yes,
it's
been
read
for
the
first
time
with
the
change
at
this
point
for
the
county.
Just
changing
the
word
county,
I
think,
is
the
best
way
to
proceed.
So
thank
you
and
more
to
come,
I'm
sure
more
discussion.
B
I
believe
that
this
section
of
code
needs
a
real
thorough
going
through
and
revising
because
there's
several
other
areas
in
here
that
have
been
there's
conflicts
between
definitions
and
powers
and
duties
purposes,
and
I'd
like
to
work
with
with
council
member
mccarry
to
to
finally
get
this
truly
cleaned
up
in
terms
of
what
is
in
here,
because
the
way
it
reads
right
now,
if
I
may,
for
just
a
moment
under
administration,
it
says,
means
mayor
and
service
safety
director
of
the
city
of
athens
and
then,
if
you
go
down
and
look
at
the
powers
and
duties,
a
lot
of
this
is
stating
that
the
wreck
advisory
board
would
advise
me
on
all
things
that
go
on
when,
in
fact,
it's
the
director
of
arts
parks
and
recreation,
catherine
and
jordan.
B
That
goes
to
those
meetings
and
is
advised.
The
rec
advisory
board
has
really
never
advised
me
on
anything
as
I'm
looking
at
this,
and
I
believe
that
under
definitions,
the
way
to
clean
this
all
up
is
quite
simple,
and
that
is
to
the
administrator's
definition
being
the
director
of
arts,
parks
and
recreation.
That's
in
that
role.
Otherwise,
you
know
the
alternative.
Is
the
director
for
parks,
recreation
doesn't
attend
those
meetings
anymore?
B
It's
me
that
attends
those
meetings
as
we
move
forward,
which
to
me
means
I
mean
that's,
not
a
fruitful
way
for
this
board
to
work,
and
so
I
would
I'll
work
with
director
or
councilmember
mccary
to
to
change
the
language
again.
These
are
simple
changes,
but
it'll
be
helpful.
F
Thank
you,
president
eisley.
This
appropriation
ordinance
amendment
has
a
number
of
items
in
it
and
I'll
just
go
ahead
and
read
section
one.
F
As
discussed
at
committee,
2022
appropriation
ordinance
is
hereby
amended
by
appropriating
from
the
under
appropriated
balance
the
following
sums:
fifteen
thousand
dollars
to
recreation
fund
for
civic
rec
software;
five
hundred
dollars
to
the
recreation
fund,
from
a
grant
from
the
athens
foundation;
fifteen
thousand
dollars
to
the
community
center
fund,
271
for
the
civic
rec
software;
six
thousand
dollars
to
rec
fund
270
for
an
arts,
west
production,
two
hundred
fifty
thousand
dollars
to
the
american
rescue
plan
act
fund,
286
for
armory
rehab
and
250
000
to
capital
improvements
fund,
580,
also
for
army
rehab.
A
F
Thank
you
president
nicely.
Thank
you
lots
of
amendments
to
our
appropriation
ordinance,
including
this
one,
and
in
this
amendment,
to
zero
422.
A
All
right
any
questions
or
comments
if
none
we'll
move
on
to
42-22,
this
is
an
ordinance
providing
for
the
issuance
of
140
000
of
notes
by
the
city
of
athens,
ohio
in
anticipation
of
the
issuance
of
bombs,
for
the
purpose
of
renewing
notes
previously
issued
to
pay
part
of
the
costs
of
acquiring
new
parking
meters
and
declaring
an
emergency.
This
is
introduced
by
council
member
crowl.
F
Thank
you,
president
eisley.
This
is
some
of
our
usual
financial
bookkeeping,
the
issuance
of
notes
and
bonds,
but
I
will
draw
council's
attention
to
one
significant
change
on
the
bottom
of
page
one
due
to
the
fluctuating
interest
rates
and
where
our
bond
council
rec
sees
the
interest
rates
moving,
we
have.
F
We
have
been
advised
to
change
the
interest
rate
from
one
point:
seven,
five
percent
to
two
percent,
and
that
appears
in
the
bottom
of
page,
one
in
section
three,
that
the
notes
shall
be
dated
their
date
of
issuance
shall
be
issued
in
their
principal
amount
of
140
000
and
shall
bear
interest
at
a
rate
not
to
exceed
2
percent
per
annum,
as
determined
by
the
city
auditor
et
cetera,
et
cetera.
Otherwise,
this
is
our
standard
language
for
bonds
and
notes.
Thank
you,
president.
Thank
you.
A
Any
questions
or
comments,
if
none
we'll
now
move
on
to
announcements
and
other
business,
and
we
will
have
a
committee
meeting
next
week
and
so
agenda
items
if
you
would
get
them
to
the
kirk
of
council
by
wednesday.
That
would
be
helpful,
quick
question.
Yes,
council
member
chris.
G
Our
meeting
last
week
it
was
mentioned
that
where
there
is
a
tentative
date
for
the
next
public
meeting
fire
station
has
that
been
firmly
established.
13
april
13th.
D
April
and
I'm
still
kind
of
shaking
out
the
time,
but
it's
probably
going
to
be
like
4
30
until
7
30,
so
that
we
catch
people
coming
home
from
work
as
well
as
people
who
are
already
open.
We
were
a
little
late
on
the
last
one.
I
think-
and
so
this
one
I'd
like
to
like
to
do
a
little
earlier
good.
Okay,.
