item

business,
though,
is
to
establish
the
Quorum,
and
all
members
of
council
are
present
for
our
one
reading
resolution.
I'll
read
the
title
of
it.
This
is
our
523,
a
resolution
determining
the
petition
to
establish
the
ridge's
new
community
Authority
district
is
sufficient
and
complies
with
the
requirements
of
Ohio
Revised
Code,
section
349.03
in
form
and
substance,
setting
the
time
and
place
for
a
hearing
on
the
petition
and
authorizing
the
notice
by
publication
of
such
hearing
and
declaring
an
emergency,
and
this
is
introduced
by
all
members
of
council.

the
NCAA
petition
and
that,
as
mentioned
was
the
rather
large
document,
it
contains
some
of
the
details
of
establishing
the
community
Authority
and
then
also
contains
our
code
chapter
or
excuse
me,
title
23
and
then
also
a
marketing
analysis
and
a
summary
of
that
analysis
and
some
maps
and
we'll
be
seeing
a
few
of
those
Maps
tonight.
The
other
thing
that
council
members
have
been
provided
is
the
end
of
the
new
community
Authority
process,
as
defined
by
Ohio.

Code
and
I
will
state
that
the
this
petition
and
the
process
has
been
worked
on
by
Mr
Joe
retchie,
who
has
visited
us
before
back
in
February
2023
and
then
again
in
April.
He
has
worked
with
Bricker
and
Eckler
law,
firm
and
and
has
also
worked
in
concert
and
collaboration
with
our
law
director
to
make
sure
that
this
petition
meets
all
of
the
requirements
as
set
up
in
the
Ohio
Revised
Code,
and
so
this
I'll
just
to
give
a
brief
summary,
then
of
the
process
that
we're
going
through
tonight's.

We
do
have
under
consideration
tonight,
also
a
potential
purchase
agreement
and
then,
as
mentioned
before,
we
will
be
moving
forward
then
later
with
the
tax
incremental
financing
and
then
the
CRA,
the
community
reinvestment
area,
so
those
will
all
be
pieces
of
legislation
that
will
be
moving
forward
with
the
timeline
on
this
is
the
one
resolution
one
reading
resolution
tonight
for
the
petition.
The
hearing
on
the
14th
15.
Excuse
me
15th
of
June,
and
that
will
be
them.
Council
will
have
a
meeting
and
to
consider
the
ordinance.

that
public
hearing
we
have
put
out
a
press
release
for
the
public
hearing,
we'll
also
be
putting
out
other
announcements
posting
it
on
the
website,
we'll
share
it
with
a
Community
Association.
So
we
can
make
sure
that
that
people
in
the
in
Athens
are
informed
about
this
and
Mr
wretchy
is
here
to
make
a
brief
presentation.

This
is
an
ongoing
and
iterative
process,
so,
as
was
described
by
council
president
nicely,
the
there
are
several
elements
of
legislation,
but
there's
also
that
integration
with
what
Ohio,
University
its
staff
and
its
Board
of
Trustees
are
doing
in
helping
move
this
forward.

as
you're
aware
from
our
previous
presentations,
the
department
of
administrative
services
at
the
state
has
to
approve
all
of
this
too,
but
this
is
how
we
get
it
started
the
petition,
the
intended
creation
of
the
new
community
Authority
and
then
introducing
other
legislation,
the
tax
income
and
financing
and
Community
reinvestment
act,
areas
that
help
support
the
building
of
infrastructure
at
the
site,
so
I.
This
is
a
means
of
just
summarizing
the
300
pages
that
was
sent
to
you
in
the
form
of
the
petition.

The
petition
has
a
pretty
detailed
Market
study
that
was
done
for
all
of
the
elements
that
we're
talking
about
in
the
project
as
well
as
ohm
engineering
has
provided
engineering
details
on
infrastructure,
both
the
public
infrastructure
that
would
need
to
be
done
for
new
increments
of
development,
as
well
as
the
the
anticipated
site,
work
and
infrastructure.
That
is,
the
the
responsibility
of
individual
developers
of
sites.
So
that's
all
in
the
in
the
package
as
well
as
other
details
about
it.

you
know,
the
the
property
is
all
in
the
city
of
Athens,
so
it
would
all
be
subject
to
your
zoning
regulations.
So
this
this
would
be
the
one
of
many
times.
I
would
be
before
you
assuming
success
in
the
creation
of
the
new
community
Authority,
you
get
many
cuts
at
this.
Everything
has
to
be
zoned.
There
are
some
lot
splits
that
are
required,
we'll
be
back
to
you
for
that.
So
there
are
many
elements
of
as
I
say,
iterative
process
of
partnership
with
the
city
and
with
the
university
to
make
this
work.

it

can
start
with
the
historical
ridges
campus,
the
ownership
structure,
that's
probably
well.
Let
me
start
with
that.
Go
back
to
that
picture
because
questions
were
asked
about.

You
know,
what's
this
going
to
look
like
when
we're
done,
and
actually
we
take
some
inspiration
from
this-
the
case
study
of
the
Traverse
City,
kirkbride
Campus
and
looking
at
how
many
buildings
so
we're
building
the
same
era
as
The
Ridges
have
repurposed
this
housing
as
Artisan
space
offices,
retail,
even
the
lower
level
basements,
were
turned
into
a
market,
so
there
are
lots
of
different
ways
of
adaptive,
use
of
the
building
and
I
think
in
an
earlier
meeting,
a
question
was
asked
about
what
might
this
look
like,
especially
the
historical
campus
and
my
thought?

Is
it
really
would
look
like
a
lot
like
it
did
in
the
early
20th
century?
So
when
the
when
all
those
buildings
were
built
and
repurposed
you'd
have
a
campus
that
is
pretty
much
intact
as
it
was
originally
designed.
So
that's
the
that's.
The
goal
goal
is
to
have
that
historic,
campus,
repurposed
and
revitalized
in
much
of
the
structural
elements
that
exist
now.

If
you
go
to
the
next
slide,
this
is
the
sort
of
layout
of
the
campus,
and
this
has
been
very
carefully
developed
with
Ohio
University,
the
dark
green,
the
many
buildings
that
are
dark,
green.
Those
are
the
ones
that
Ohio
University
has
made
significant
investments
in
and
is
using
they're
using
most
or
all
of
those
buildings.
Right
now,
the
remainder
of
the
buildings
are,
you
can
see
by
the
key.
There
are
certain
buildings,
the
the
light
green
color.

Those
are
buildings
that
would
be
transferred
to
the
new
community
Authority
by
Ohio
University.
Then
there
are
other
buildings
that
would
be
transferred
subject
to
a
lease
back,
so
the
university
is
using
a
portion
of
those
sites
of
buildings
and
we
would
have
at
later
stages
we
would
with
a
three-year
planning
process.
We
would
terminate
those
leases
and
use
those.

So
it's
a
stage
development
that
permits
the
university
to
continue
using
all
the
buildings
it
currently
owns
and
operates,
plus
some
of
the
buildings
that
it's
using
on
a
temporary
basis
or
for
storage
and
then
there's
some
there
are
buildings
that
would
be
have
more.
Limitations
could
only
be
used
if
we
could
find
a
replacement,
for
example,
the
printing
operation,
which
is
quite
active
there
at
the
fridges,
so
it
it
has
sort
of
three
stages
of
use
in
sharing
the
space
with
Ohio
University.

That's
the
historic
campus
and
all
of
that
would
be
subject
to
a
condominium,
mixed-use
condominium
that
would
be
set
up
with
Ohio
University
and
that's
how
we
would
would
operate
the
shared
space.
The
next
slide
has
to
do
with
this
is
an
exhibit
to
a
proposed
purchase,
option
agreement
that
we
are.
We
are
proposing
to
the
city
of
Athens,
so
this
has
to
do
with
land
that
is
currently
Park
land
by
the
city
and
having
restrictions
on
it
that
have
been
placed
by
the
state.

So
again,
this
is
a
a
precondition
of
any
transfer
would
be
figuring
out
the
release
of
that
that
restriction
by
the
state,
as
well
as
the
restrictions
that
are
on
the
rest
of
the
property
that
it
be
done
by
the
university.
But
if
you
look
at
that
Park
land,
that's
all
that
is
sort
of
the
gold
in
there
that
city
land
there
are
three
Parcels.
One
is
the
road
Park,
the
other.

The
larger
parcel
is
about
9.5
Acres
or
so,
and
that's
where
the
shelter
house,
the
miniature
golf
course
and
the
playing
field
is
and
then
and
some
picnic
benches
and
Park
area
there.
The
south
portion
of
that
following
Dairy
Lane,
opens
up
into
the
parking
lot
and
the
play
Park
the
the
playground
park
that
is
at
the
corner
of,
as
you
know,
on
at
the
corner
of
the
site.
The
hatched
marks
are
what
we're
proposing
to
acquire.

it
is
a
total
of
about
eight
Acres
of
the
19
acres
and
it's
comprised
of
about
six
acres
at
the
top
of
the
site
that
is
up
close
to
piggary
Lane,
a
one
a
little
over
one
acre
parcel
that
is
adjacent
to
the
parking
lot
and
just
south
of
the
storage
that
the
university
is
using
for
trailer
storage
and
Boat
Storage.
So
along
that
area
and
then
there's
a
0.4
acre
parcel,
that's
just
the
edge
of
the
Brick
Lane
this
that
goes,
that
has
a
tree
line
adjacent
to
it.

the
Parkland
is
south
of
the
Parkland
includes
north
of
the
tree
line,
but
the
active
Park
is
south
of
the
tree
line.
That
0.4
acres
is
is
important
because
it's
along
a
line
that
could
be
Town
Homes
along
that
Brick
Lane.
So
those
are
three
parcels
and
we
have
a
purchase
proposal
to
the
city.
It
has
not
been
negotiated,
but
it
is
a
proposal
subject
to
further
negotiation.

the

plan

ridges

housing

campus

new

accessible

it
the
easiest
to
make
it
housing.
So
those
are
the
the
sites,
so
they
that's.
That's
it
simply.

conflict

interest

that
is
the
Child
Development
Center.
My
wife
worked
at
the
child
development
for
36
years
and
retired
from
that
building
in
2015.

immediate
use
of
the
building
three-year
lease
and
things
of
that
nature.
How
would
that
possibly
affect
the
Child
Development
Center,
keeping
in
mind
that
bias?
I
said
that
I
have,
but
also
a
working
knowledge
that
quality
child
care
in
Athens
is
very
difficult
to
find.

Well,
I
think
your
predisposition
is
shared
probably
by
everybody
in
this
room
this,
that
the
CDC
building
is
part
of
what
the
university
owns
and
will
continue
to
own.
So
it's
marked
as
building
27,
so
it'll
always
be
owned
by
Ohio
University,
it's
not
being
transferred.
It
will
be.
You
know
the
area
around,
it
will
be
improved,
but
the
area
that
the
the
CDC
is
using
will
continue
to
be
the
CDC.

in
fact
the
the
likelihood
is
that
the
CDC
may
have
the
opportunity
to
expand
if
they
wish
to,
because
they're
going
to
be
families
living
there
and
I.
Imagine
that
they
would
want
to
have
the
quality
provision
of
child
care
the
way
the
CDC
has
done.
Historically,
so
we
have
met
with
them.
We've
walked
the
property,
we
know.
What's
I
think
we
know
what's
important
to
them.

this

kind
of
a
related
question
in
that
it
appears,
at
least
in
the
hash
marked
area
where

baseball
field
is,

then
you've
got
that
hash
area.

that
you
were
just
talking
about,

right
next

park

kids,
so
I've
had
some
constituents
have
some
concerns
about
wanting
more
and
better
Parks.

know
around
the
the
community
for
kids,
so
I'm,
hoping
that
we
don't
completely
abandon
that
as
a
mission
that
we
provide
some
space
for
kid
activities
and
Parkland.

so
that
existing
Park
and
playground
would
continue
to
be
just
the
way
it
is,
and
we're
not
wishing
to
disturb
that,
in
fact,
quite
the
opposite.
It's
with
the
new
community
Authority.
There
may
be
some
ability
to
support
further
development
of
that
playground
area,
because
you
know
there'll
be
kids
there
and
and
the
more
use
the
the
better
the
services.

even
in
this
plan,
the
the
shelter
house,
which
actually
was
being
used
this
evening
by
Boy
Scouts
I,
think
the
shelter
house,
the
picnic
area,
the
creek,
the
little
bridge
that
would
all
stay,
Parkland
so
and
and
the
connecting
Parkland
to
this.
It
won't
be
the
whole
parcel.
There's
that
path,
bike
path
and
connectivity
between
the
shelter
area
and
the
playground
area.

course,
the
parking
will
stay
the
parking
so
we're
not
disturbing
most
of
the
uses
of
the
site
and
in
our
purchase
agreement,
we've
stated
it
in
the
alternative:
either
pay
you
for
the
land
or,
alternatively,
give
you
or
arrange
two
acres
of
active
Recreation
somewhere
else
on
the
site
and
including
the
recreation
of
the
miniature
golf.
If
that's
a
desire
of
the
the
city,
so
it
could
be
that
the
money
serves
better,
maybe
there's
another
place
for
the
miniature
golf
or
a
playground,
but
that's
the
proposal.

invites
you
up

things
that's
seen
as

kind

burden,

you're
down

bridge

you're
looking
up

like
it
looks
this
thing

tower,

at

focus
on
the
park,
it's
like,
oh
that's,

easy
walk,

so
what
I
found
is
like
people
will
walk
in
a
mall
parking
lot
or
outlet
mall
parking

mile

Disney
World,

they
don't
like
to
walk
any
this
instance.

the
one

Council
got

see
of
the
site
in
Traverse.
City
I
did
have
the
opportunity
to
go
up
to
Traverse
City
and
look
at
their
kirkbride
building,
and
it's
really
kind
of
been
been
stuck
in
my
head
as
to
what
this
is,
what
the
The
Ridges
can
become.
I
got
to
tour
through
the
condominium
complexes.
The
Condominiums
themselves,
which
were
were
gorgeous
quite
honestly
and
I,
could
see
them
being
very
attractive
to
owners
here
in
the
city
of
Athens.

You
know
it
had
several
restaurants
if
I'm
not
mistaken
the
they
also
had
kind
of
a
retail
Corridor
that
ran
through
the
lower
level
to
include
gymnasiums
that
there
was
workout
rooms
that
were
down
there
and
so
I'm
I'm,
saying
that,
because
I've
seen
it
firsthand
as
to
what
a
structure
like
the
kirkbride
building
could
become
or
elements
within.

Also
within
that
slide-
and
you
didn't
see
it
very
well-
I,
don't
imagine-
is
you're
also
looking
at
snapshots
of
some
of
the
outbuildings
that
are
in
Traverse
City
on
that
compound
and
to
see
some
of
the
elk
buildings
that
exist
now
up
at
The,
Ridges
being
repurposed
into
other
amenities.
Several
of
them
were
restaurants,
some
were
little
shops
little
stores,
it
was
again
quite
the
site
to
actually
get
to
experience,
and
the
buildings
are
exactly
the
same.

has
cooler
looking
couple
is
because
they
lost
theirs,
but
they
also
had
some
other
features
that
ours
lost
back
in
the
day,
but
anyway,
I
just
want
to
share
that.
I
also
want
to
Echo
what
director
Stone
was
saying
and
that
that
I
I
truly
believe,
as
do
other
officials
here
in
the
city
of
Elkins.
This
is
the
last
shot
for
The
Ridges
campus.
It's
the
last
shot
for
having
something
that
is
truly
going
to
change
the
the
landscape
here
in
the
city
of
Athens.

You
know
we're
always
talking
about
affordable
housing
here
in
the
city
of
Athens,
and
this
is
our
shot
for
that
as
well
with
The
Ridges,
potentially
creating
700
units
up
there.
Think
about
that
for
a
minute
you
know
so
the
Water
Project
that's
happening
out
on
682
and
56.
That's
190,
plus
housing
units.

This
would
be
700
potentially
I
also
want
to
touch
briefly
on
the
the
park
areas
that
you
saw
that
were
hash
marked.
We
have
been
thinking
through
other
potential
areas
for
a
miniature
golf
course
as
much
or
as
little
as
that.
Golf
Course
is
used
one
of
the
big
challenges
with
our
miniature
golf
up
there,
which
is
kind
of
ironic
that
it
is
maintained
by
havar,
as
well
as
the
businesses
that
sponsor
the
holes.

It's
not
Ada
accessible,
so
now's
our
opportunity
to
create
a
new
miniature
golf
that
is
truly
Ada
accessible
to
where
we
are
furthering
our
mission
to
make
sure
that
we
are
an
all-inclusive
Community.
There
are
several
areas
that
we
were
looking
at.
You
know:
I
was
just
looking
at
some
today.
You
know
we
have
seven
acres
south
of
the
library
to
put
a
miniature
golf
course
by
the
library
and
its
use
would
be
pretty
interesting.
Could
it
be
located
elsewhere,
that
is
on
flatter
Terrain?

That
is
more
easy
to
access,
absolutely,
even
speaking
with
Mr
Brooks
who
here's
what
here
with
us
tonight,
you
know.
Is
there
the
potential
for
finding
another
OU
property
to
where
we
could
put
a
miniature
golf
course?
That's
operated
by
avar
maintained
by
havar
but
owned
by
the
city
as
we're
moving
forward.
So
there's
lots
of
options
for
some
of
those.
We've
already
put
a
lot
of
money
into
the
West
State
Street
ball
fields.
We
will
continue
to
do
so
so
much
so
that
we
now
have
field
one
and
field
two.

It's
priority
for
fem
for
women's
softball
down
there
that
have
priority
when
it
comes
to
games
so
that
we
basically
are
meeting
is
a
city
Title
Nine,
with
access
to
recreational
spaces,
because
I
know
there
is
an
old
ball
field
up
there,
but
that
ball
field
is
a
little
used
by
anybody,
and
so
I
just
need
to
say
that
to
council.

that

this

a
really
important
project
moving
forward
when
we're
talking
about
the
the
small
acreage
that
Mr
Ritchie
is
talking
about.
That's
in
this
hash
mark

playground
equipment
will
be
preserved.
Nothing

playground
equipment,
as
was
indicated,
I
also
think
that
it
gives
us
a
real
opportunity
to
enhance
a
lot
of
the
playground
area
to
where
it
continues
to
be
of
service
to
our
community.

referred
to
the
miniature
golf
course
as
a
gym
and
I.
Think
The
Ridges
is
a
gem
and
all
the
buildings
on
it.
So
this
is
an
important
moment
for
us
to
be
able
to
move
forward
as
a
community
and
do
it
in
collaboration
with
the
university.
So,
okay,
well,
we've
had
a
motion
in
second
ask
questions
made
comments
and,
if
we're
ready,
then
all
those
in
favor
signify
by
saying
aye.

like
to
make
one
announcement
that
we
are
modifying
the
agenda.
We
got
some
good
news
that
councilmember
Krell
is
chair
of
the
finance
and
Personnel
committee
will
bring
up
that
the
courts
have
received
some
grant
funding
for
an
intensive
probation
officer
position
for
the
next
two
years.
So
we
do
want
to
mention
that
tonight
at
the
committee
meeting,
so
as
legislation
may
be
required
later
on
for
Appropriations,
we
have
done
our
proper
steps
in
the
process.

The
first
item
for
the
committee
of
the
whole
is
untagged
bags
stickers
sold
in
advance
and
the
council
member
Reisner
brought
this
to
our
attention
a
few
weeks
ago
and
in
Consulting
with
the
mayor,
they
have
decided
that
ordinance
number
10221,
which
council
members
have
on
their
Drive,
is
in
need
of
being
amended.
What
happened
when
102
21
was
passed
was
that
the
stickers,
the
possibility
of
using
them
was
or
the
stickers
themselves
the
program
of
purchasing
stickers
separately
was
eliminated.

What
we
haven't
accounted
for
is
that
there
are
unused
stickers
out
in
the
community,
including
in
the
possession
of
council
member
Eisner,
but
other
citizens
I'm
sure
and
so
we're.
What
we're
wanting
to
do
and
I
think
it's
a
laudable
goal.
Council
member
Reisner
is
to
to
amend
our
ordinance
so
that
we
can
honor
the

that
bridge
because
they
don't

safe

system

contending
that

were

errors,

content

than
what
was
specified

what
that
means
for
us
is
when
the
water
content

remains
in
the
sludge
we
take
that
away
and
we
have
to
pay
the
Tipping
fees
for
disposal.

we're
paying
for
that
water
that
should
be
pressed
out.

water
content
sits
at
about
17
percent.

should
be
more
like
five
percent,
so
we're
paying
that
difference.

time

press
that
sludge
and
take
it
away

the
landfill
the
replacement
instead
of

system

be
with
a
essentially
a
screw
conveyor
system.

giant
screw
that
pushes

sludge,

gross,
but
it
pushes
it
and
then
essentially
dries
it
down
to

a
lower
moisture
content,

is
a
more
sustainable
operation

expected.
