is
to
establish

Approval

the
minutes
for
the
regular
session
of
council
held
on
March
6
2023
can
I
have
a
motion
for
improving.

the

We
have
received
our
monthly
report
from
the
city
treasurer,
and
we
thank
him
for
that,
and
we
have
also
received
on
another
note,
a
notice
from
the
Ohio
Division
of
liquor,
control
and
so
City
municipalities
are
informed
every
time
there
is
an
application
for
new
liquor
permits.
In
this
case,
Krogers
is
going
to
be
moving
some
of
their
operations
from
their
existing
building
on
East
State
Street
into
what
is
the
now
vacant
Game
Stop
building.

we
have
what
council
members
have
received
are
two
applications.
One
is
for
the
Liquor
Agency,
that's
for
the
high
proof,
Liquors
and
that
will
be
located
in
the
GameStop
building.
The
second
permit
is
for
what's
called
a
C1.
That's
a
beer
for
carryout
and
beer
in
a
sealed
container
for
carryout
C2
is
wine
and
mixed
beverages
in
sealed
containers
for
carryout,
and
so
that
is
a
new
application
for
that
permit
at
GameStop.

some
amazing
news
in
no
particular
order.
The
controlling
board,
the
state
of
Ohio
controlling
board
met
today
to
approve
or
not
the
good
news
is
they
approved
the
Ohio
Appalachian
communities
grants.
This
is
for
round
one
which
was
50
million
dollars.
It
was
available
for
shovel
ready
projects
and
then
also
to
approve
the
list
of
technical
assistance,
grants
that
were
submitted
and
then
selected
and
awarded.

let
me
start
with
one
that
is
important
to
us,
and
that
is
the
mayor's.
Partnership
for
progress
was
awarded
a
technical
assistance
grant
in
the
amount
of
474
450
dollars
as
a
reminder
to
counsel
MPP
is
19
Appalachian
counties
among
which
the
city
of
Athens,
Marietta,
Chillicothe
and
Portsmouth
are
the
largest
four
in
the
city
of
Athens,
as
everyone's
well
aware
is
23
849
citizens,
as
per
the
2020
census,
that's
questionable,
but
regardless
of
that
we're
the
largest
municipality
in
Southeast
Ohio
and
within
the
MPP
footprint.

So
this
is
significant
to
allow
for
technical
assistance
planning
for
villages
and
cities.
The
Buckeye
Hills
Regional
Council,
of
which
we
belong
to
Buckeye
Hills
and
we
are
within
Buckeye
Hills
footprint.
They
received
one
million
625
000
for
technical
assistance.
This
this
technical
assistance
money
will
help
communities
throughout
the
region
as
they
are
planning
to
have
downtown
revitalization
projects,
education
projects,
Workforce
projects
or
health
projects,
as
they
look
forward,
so
that
is
substantial.

Something
that
I'm
very
excited
about.
As
I
mentioned,
there
was
50
million
dollars
that
was
allocated
for
round
one
shovel
ready
projects
under
the
Ohio
Appalachian
communities.
Grant,
there
were
out
of
40
proposals,
which
amounted
to
350
million
dollars.
There
were
four
projects
that
were
funded,
three
of
which
were
fully
funded:
the
Appalachian
Works
Grant
or
proposal
which
included
the
Athens
Armory,
the
Coshocton
collaborative
the
builders
Club
in
Perry
in
Somerset
and
Perry
County,
the
Logan
Theater,
as
well
as
Logan's
Chamber
of
Commerce
building
to
the
tune
of
17.6
million
dollars.

that
is
that
of
that
50
million
that
was
allocated
for
round
one
shovel
ready

million
are
coming
into
the
Athens
County
region
that
includes
migs,
County,

large

million

the
50
million
there
was
a
project
somewhere
up
in
Mahoning,
County
or
whatever
that
got
some
money,
but
we
did
extremely
well.

did
extremely
well
in
terms
of
being
not
only
able
to
produce
something
that
was
deemed
as
high
quality,
but
to
be
in
that
top
four
for
that
process
to
me
is
amazing,
and
talking
with
the
director
of
the
governor's
office
of
Appalachia,
one
of
the
things
that
he
shared
with
me
was
that
the
Appalachian
Works
Grant
proposal
was
among
the
top
ranked
of
those
proposals
moving
forward.

wonderful
news
I
also
want
to
share
that
I
recently
signed
a
letter
of
support
for
Mount
Zion
Church
that
will
be
submitting
a
congressionally
directed
spending
project
for
Mount
Zion
Church
onto
to
Senator
Sherrod
Brown's
office,
I'm,
not
sure
if
that's
also
going
to
Senator
Vance
or
to
Congressman
Troy,
balderson
of
whom
were
in
his
district,
but
I
hope
that
they
send
them
to
them
as
well
for
consideration
under
again
a
congressionally
I,
always
blank
on
this
name.
Congressionally
directed
spending.

The
last
thing
I
want
to
share
with
Council

provided
each
one
of
you

a
package.
I
am
on

Advisory
board
for
the
United
States
agency
for
International
Development.
So
there's
an

state

Advisory
Board
I
serve
on
such

I

in
Kansas
City
at
the
National
League
of
cities.
Conference
I
was
approached
by
an
organization
that
is
working
with
usaid
to
continue
to
strengthen
relationships
between
Ukraine
and
cities
in
the
United
States
I
have
recently
been
approached
by
that
same
organization
through
usaid.

wanting

us
to
have
city
council
and
my
office
engaged
with
electeds
in
a
city
or
Village
in
Western,
Ukraine
am
I
asked
that
it
be
potentially
a
city
that
has
a
large
University
in
it
within
Ukraine
they
identified.

of
the
city.
It
has
a
university
that
was
established
and
I
want
to

it's
pretty
old.
Much
as
we
are
home
to
Ohio
University,
the
first
institution
of
higher
ed

Northwest

I'd
like
to
talk
first
about
the
whole
point
here
is
not
to
make
Merchants
buy
bags
to
pass
out.
In
fact,
that's
not
sustainable
in
places
like
California
you're,
not
even
allowed
to
do
that.

You're,
not
a
merchant
isn't
allowed
to
sell
a
a
paper
bag
as
a
replacement,
because
the
trees
are
great
carbon
sink,
and
we
don't
want
to
promote
that.
However,
for
people
who
want
to
give
out
bags
and
don't
want
to
pass
the
cost
onto
their
customer,
which
is
kind
of
the
ideal
thing
to
do
if
they're
going
to
have
a
bag,
because
that
just
that
discourages
people
from
bringing
their
own
bag,
but
at
any
rate,
so
I
I
know
that
Siemens
has
bags.

Now
these
are
grocery
bags
they're
sturdy,
and
these
have
handles
when
I
did
research
in
January
a
grocery
bag
like
this
from
the
premier
distributor
Duro,
they
were
a
bag
like
this
was
23
cents
without
a
handle
with
16.6
cents.
So
that
is
a
point
of
information,
and
the
other
thing
is
that
well
as
I
say,
it's
the
idea
isn't
for
merchants
to
have
to
bear
additional
expense,
because
that
can
be
passed
on
now.

doubtful

we've
been
using,
this
is

We've
been
using
predominantly
paper
bags
for
about
four
years
and
received
positive
feedback
from
our
customers.
At
least
50
percent
bring
bring
a
bag
or
refuse
a
bag,
possibly
as
high
as
80
percent.

Some
people
think
that
by
collecting
plastic
bags,
that
can
be
made
into
benches
that
that
is
a
worthy
way
of
dealing
with
the
plastic
bag
problem.
However,
what
they're
not
considering,
is
that,
first
of
all,
it's
not
working
because
the
storm
drains
are
still
being
clogged.

Plastic
bags
are
still
going
downstreams
and
being
broken
down
into
microplastics,
but
also
the
these
benches
that
are
being
made
are
now
leaching
toxic
chemicals
into
the
soil,
because,
what's
in
plastic,
doesn't
stay
in
plastic,
some
people
are
using
the
single-use
plastic
bags
to
make
mats
for
the
homeless,
which
is
very
admirable
until
you
consider
that
now
they're
having
people
sleeping
on
mats
that
are
releasing
toxic
chemicals.

want

say
on
on
behalf

Athens,
where
you
think
plastic,
except
one
of
the
things
that
we
will
really
be
focusing
on
CE
this
ordinance
has
passed,
is
helping
businesses
and
customers
transition
to
this,

one
of

things
that
we
would
like
to
encourage.
The
awareness
of
is
Aldi's,
who
sells
their
paper
bags
for
12
cents
each
and
the
research
that
I
have
seen
shows
that
if
there
is
a
charge
for
a
bag,
plastic
or
paper
it
it
discourages
people
from
using
them.

a
real
encouragement
to
bring
in
your
own.
So
that
is
one
way
that
we
can
move
away
from
paper
as
well
as
plastic
in
this
community.
If
businesses
decide
they
want
to
do
that.
If
businesses
want
to
charge,
they
want,
they
want
to
sell
a
bag
a
paper
bag.
They
can
do
that.
Not
every
business
is
going
to
do
the
same
thing.
Not
every
size
fits
all,
but
I
did
want
to
say
that
about
that
particular
issue.

environment
are
just
awful

endocrine
disruptors,
all
of
those
things
go
out

steadily

the
small
businesses,
mostly
as

addition
with

regional
manager
of
Kroger
on
this
whole
bag
issue.

is
not
our
intent,
it
has
never
been
our
intent
to
bring
this
subject
to
council
to
Mr
swing,
councilman,
Swank
or
anybody
else
with
the
intention
of
hurting
small
businesses
in
this
community
or
with
the
intention
of
replacing
single
bags
with
single
plastic
bags
with
paper
bags,
a
lot
of
businesses
use
paper
bags
and
give
out
paper
bags
that
have
been
completely
recycled.
We
are
aware
that
there's
a
cost
in
recycling,
new
wood,
old
wood
and
making
paper
bags,
but
I
have
to
tell
you
I
called
Little
Professor.

they

they
had
inherited
a
lot
of
plastic
bags

their
logos
from
the
previous
owners,
and
those
bags
are
gone
so
for
more
than
a
year
now,

out
