I

recommendations
they
were
making
were
to
create
a
stacking
methodology
where
we
have
teachers

they
have

designs

lots,

divided

we

with
this
is
that
we'll
have
more
salable
lots
that
will
hopefully
make
producing
be
income
producing
parcels
for
the
city.

also
allows
the
city
to
acquire
some
right
away,
that
we
need
for
the
Herald
Avenue,
and
so
this
is
an
this
is
an
exchange
for
acquiring
that
right-of-way.

The
only
the
only
issue
I
have
right
now
with

this
project,
is
that
the
owners
have
not
signed
the
application
they're
out
of
the
country.
We
expect
them
to
do
that,
but
I
would
recommend
that
if
you
guys
recommend
approval
that
it
would
be
approval
based
on
the
getting
a
signature
from
the
property
owner.

Today,
just
two
things
I
wanted
to
report
on
the
first,
as
we've
talked
about
for
a
while,
we
are
doing
or
the
for
about
a
year
and
a
half.
Now
there's
been
a
lot
of
people
working
on
establishing
a
plan
and
some
potential
zoning
ordinance
for
the
plains.

This
is
out
the
Zoning
Commission
that
was
formed
in
order
to
work
through
all
that,
all
of
that
they
have
forwarded
a
recommendation
for
draft
ordinance
to
the
Regional
Planning
Commission
and
the
Athens
County
Regional
Planning
Commission.
We
will
be
reviewing
that
recommendation
at
our
meeting
next
Thursday
morning
at
8:00
a.m.

If
anybody
on
the
the
Planning
Commission
is
interested
in
seeing
that
by
all
means,
let
me
know
and
I'll
or
I'll
just
forward
it
out
to
everybody,
so
you
have
a
copy
of
it
as
well.
It's
pretty
good!
They
put
a
lot
of
effort
into
it.
There
was
a
group
of
citizens,
volunteers
who
spent
countless
hours
working
on
that
and
former
athens
county
planner
bob
Eichenberg.
He
worked
as
a
consultant
to
help
draft
everything
with
them.

So
it's
a
looks,
I've
skimmed
it
last
night
and
looks
pretty
good
and
I'm
encouraged
to
see
that
people
are
working
for
moving
forward
with
that
in
other
parts
of
the
county.
The
second
item
I
wanted
to
bring
up
was
the
draft
comprehensive
plan
which
all
the
members
of
the
reach
of
the
City
Planning
Commission
should
have.
That
has
been
distributed
widely
using
city's
social
media
accounts
as
well.
I
sent
it
out
to
our
comprehensive
plan,
email
list,
which
is
about
240
names
on
it
only
ten
of
those
email.

That's
got
shot
back
as
people
who
are
no
longer
interested
in
participating.
I
have
asked
for
feedback
and
I
haven't
gotten
to
much
yet,
but
I
have
gotten
some
most
of
the
feedback.
I've
received
has
been
pretty
positive
right
now,
I'm
working
with
my
interns
to
put
together
a
a
feedback
response
form
for
a
formalized
way
to
do
that
and
I'll
be
sending
that
out
in
the
next
day
or
two,
and
that
will
be
that
way.
Anybody
who
wants
to
give
us
some
feedback
we
can.

northern
third

plains,

the

two-thirds.
Now
the
northern
third

None

is
incorporated
or
is
included
in
this.
So
it
is
only
the
Athens
Township
aspect.
It's
typically
mostly
the
residential
areas
and
the
commercial
areas
centred
around
680
and
then
those
side
streets
around
there.
But
I'll

so
that
you
can
see
the
geographic
boundaries

couple
things
I
would
encourage
anyone
who's
watching
the
Planning
Commission
today
to
jump
on
the
governor's
two
o'clock
press
conference
today.
He
did
not
have
one
yesterday
and
it
was
likely
due
to
the
planning
of
the
the
recommendations
that
came
from
his
various
teams
with
the
next
phase
of
reopening,
and
what
we're
hoping
is
what
the
plan
will
be
for
restaurants,
daycares,
salons
and.

bars
as
well
and
with
that
being
said
again,
it
will
be
really
interesting
to
see
with
that
plan
of
action
if
it
is
announced
today,
what
that
looks
like
I'm
sure
that
there
will
be
things
that
that
our
body
is
going
to
have
to
review
and
the
not-too-distant
future,
depending
on
how
this
all
plays
out.
The
other
announcement
that
I
have
is
that
the
outdoor
recreation
Council
of
Appalachia
is
meeting
tomorrow
evening
at
5:30.
It
is
an
open
meeting.

been
put
on
to
the
city's
website,
as
well
as
the
county's
website,
in
a
way
in
which
someone
who
wishes
to
attend
can
attend,
virtually,
of
course,
using
zoom
Amy
Renner,
who
is
the
mayor
of
Chauncey,
is
now
the
assistant
or
the
vice
chair
for
Orca.
This
is
what
we
call
it.
I
am
the
act.
I
am
currently
the
chair
of
Orca,
as
we
continue
to
explore
ways
in
which
the
Council
of
Governments,
that
is
Orca,
helps
or
works
as
we
move
toward
further
expansion
of
the
Bailey
trail
system.
