A
Second,
on
favor,
not
yes,
please!
Thank
you
very
much.
Okay,
the
minutes
are
approved
and
with
that
one
small
correction.
The
first
item
of
business,
then,
is
the
old
tree
permit,
which
is
the
one
at
10
Walker
Street,
and
it
is
essentially
a
tree
in
the
alley
next
to
the
West
State
Street
Cemetery
and
it
is-
has
been
looked
at
by
Andy
stone
of
the
streets
department
and
we
also
consulted
Carrie
guilty
who
does
work
with
the
cemetery
and
Iran.
You
also
looked
at
it
as
a
healthy
tree.
A
D
A
And
the
next
item
is
from
Knoll
and
panitch,
and
this
is
a
tree
permit
for
permission
to
remove
white
pines
at
5:07.
Richland
Avenue-
and
this
is
Morrison.
Center-
is
the
name
of
the
building
to
the
old
Morrison
school
and
there
is
on
one
side
Morrison
school
than
a
parking
lot.
Then
a
car
wash
and
the
trees
in
question
have
been
very
severely
pruned.
I
guess
might
be
one
word
by
the
utility
company
and
are
in
a
very
bad
shape.
So
this
is
see
something
that
I
believe.
C
C
A
E
F
G
A
H
H
Mr.
Nolan
indicated
that
is
at
his
own
expense.
Panel.
Architects
would
take
the
trees
down
that
were
there
and
replant
with
any
recommendation
from
the
tree
Commission
about
what
should
be
replanted.
It's
really
a
fairly
large
area
to
plant
in
compared
to
some
that
are
in
the
right
away,
and
it's
a
great
buffer
between
the
parking
area
and
the
public
street.
E
H
A
line
of
sight
problem
coming
in
and
out
of
the
parking
lot
on
either
end
because
it
kind
of
ramps
up
the
trees
are
back
the
north
when
you
actually
come
up
to
Richland
Avenue,
so
anything
that
you
would
plant
there,
even
if
it
was
love
growing
I,
don't
I'm,
not
a
traffic
engineer.
Anything
like
that.
I
pulled
out
of
the
parking
lot
a
couple
of
times.
A
A
See
the
second
item
area
see
there
was
a
an
email
from
Trisha
Lachman
of
Mill
Street
was
also
on
the
tree
Commission,
as
an
alternate
noted
that
trees
that
were
to
have
been
planted
by
I
believe
mr.
Galliano
at
152
and
154
Millstreet
have
not
yet
been
planted,
and
so,
at
this
point,
he's
going
to
have
serious
watering
ahead
of
him
too.
H
Mr.
Galliano
and
his
son
were
in
the
code
enforcement
office
a
couple
of
weeks
ago,
commenting
about
their
visit
recently
or
his
visit
recently
to
the
tree.
Commission
and
I
reminded
him
of
the
requirements
that
the
tree
Commission
placed
on
the
replanting.
He
was
concerned
about
the
caliber
of
trees
to
be
planted
and
that
it
would
possibly
take
the
use
of
a
large,
a
piece
of
equipment
attached
to
plant
those
trees.
They
weren't
to
be
whips,
I,
think
minimum
minimum
diameter
2
inches
I
believe
two
to
three.
H
C
C
H
You've
mentioned
to
miss
Lachman
is
a
very
near
neighbor
right
there
and
she
has
expressed
at
these
meetings
before
her
review
of
trees
in
the
neighborhood
and
what
ills
they
may
be
suffering
or
the
care
that
might
be
taken.
So
you
know
that's
another
example
of
citizens.
Helping
government
accomplish
what's
necessary,
have
been
required,
so
appreciate
her
keeping
an
eye
on
that
too.
Yes,.
A
It's
well
worth
well
and
the
Arbor
Day
trees
that
were
planted
were
one
of
them.
The
linden
was
two
and
a
half
inch
I.
Think
and
two
men
did
indeed
dig
the
hole
and
put
it
in
it
was
a
root
fall
about
like
so
so
can
be
done.
Landscape
ordinance,
I,
think,
is
the
next
item
of
business
landscape,
ordinance
issues
unless
there's
another
creep
permit
working
out
there
Ron.
Yes,
yes,
please.
C
D
Maples,
okay,
that's
what
I
figured
I
wasn't
sure
they
looked
healthy.
Her
concerns
were
there
city
planted
trees.
The
canopy
is
very
wide.
She
didn't
like
the
fact
that
he
didn't
drop
their
seeds
in
a
winter
property
owner,
considers
him
bulky
and
she
wants
to
replace
them
with
scenario.
Trees
is
willing
to
do
the
replanting.
She
talked
to
green
leaf
nursery,
but
I
was
unable
to
get
the
type
of
species
that
she
wanted
to
put
in
there
is
this
a
if
you,
if
you
replace,
is
it
if
you
remove
him
replace?
G
C
E
B
D
A
Yeah
I'm
ticking
down
healthy
trees
is
not
a
good
precedent
if
there
are,
but
this
is
a
site
we
might
want
to
go,
assess
and
hear
what
she's
talking
about
in
terms
of
species.
So
a
green
leaf
is
really
good,
so
that
she's
getting
good
advice
and
if
we
could
have
some
information
please
on
what
she
is
contemplating
I'll.
C
B
B
C
D
A
A
This
is
a
wedding
garden
that
is
being
developed,
going
to
be
developed
on
city
park
land
behind
the
Holiday
Inn,
which
is
part
of
that
old,
Athens,
County,
engineer's
site
or
presently.
We
now
have
CBS
Applebee's
and
there's
Oak
Hill
Bank
coming
and
holiday,
and
it's
all
the
way
to
the
back,
there's
City.
What
is
this.
C
C
The
plantings
that
they're
proposing
it
very
nice
and
I
think
for
this
type
of
parkland
area.
Then
it
puts
sycamores
and
catalpa
in
it's
the
sort
of
large
shade
trees
in
there
and
then
there's
some
Norway
spruce
at
the
back,
which
you're
going
to
help
screen
this
building
I
think
is
that's
part
of
the
water.
C
C
H
As
you
mention
Kevin
Swartz
off,
who
is
the
director
of
make
sure
I
get
it
right
here,
arts,
Parks
and
Recreation
has
reviewed
the
plans,
and
this
was
also
discussed
at
staff
meeting
a
week
or
two
ago,
Kevin's
biggest
concern
is
who
will
maintain
the
entire
development.
It's
his
wish
that
arts,
Parks
and
Recreation
not
be
responsible
for
that
they
have
quite
a
bit
to
take
care
of
already
and
because
it
you
know
there
is
benefit
both
to
the
city
and
to
the
developer.
H
For
this,
his
preferences
would
to
be
and
I
appreciate,
dimension
there
that
you
made
mr.
Ingram
about
mr.
Knoll
or
the
owner
of
the
Holiday
Inn
will
be
responsible
for
the
maintenance
and
I
suppose
to
that
would
be
for
the
structures.
Also,
if
there's
a
you
know,
Ann
Arbor
or
a
trellis,
or
something
like
that,
they'd
be
responsible
for
that
maintenance,
yeah,
so
Kevin's
looked
at
it.
That's
what
you
mentioned
is
his
concern:
who's
going
to
take
care
of
it.
So.
C
H
And
they
have
really
the
the
highest
interest
and
possible
benefit
from
it.
Also
I
mean
it'll,
make
a
bit
great
backdrop
for
a
home
run
Waldheim
in
there,
and
there
may
be
baseballs
dropping
into
a
wedding.
There
will
be
very
few
home
run
areas
that
a
ball
diamond
anywhere
around
that
have
this
kind
of.
H
F
F
H
H
A
I
A
H
A
Okay,
this
along
Richland
Avenue
in
particular,
is
where
the
most
planting
is
going
to
be
done
and
they
have
proposed
to
put
a
roll
of
Fringe
trees
very,
should
be
visually
very
interesting
and
the
only
concern
really
comes
from
I
think
Andy,
stone
of
the
streets
department,
who's
concerned
about
visibility.
Ron
did
you
have
sir.
C
I
C
C
I
C
C
Cost
we
do
you
hate
taking
out
too.
Isn't
it
isn't
a
big
issue?
It's
just
trying
to
clarify
exactly
what
it
is
that
we're
concerned
about,
because
trees,
in
fact,
maybe
you've
been
clear
of
you
than
than
shrubs,
would
because
shrubs
tend
to
grow
up
to
the
point
where
they
they
can
obstruct
a
drivers
and.
A
We
did
have
a
suggestion,
I
think,
last
time
you
were
thinking,
perhaps
if
I
do
believe
that
this
might
maybe
even
came
up
that
we
might
have
a
few
fewer
fringe
trees
over
there
and
see
if
they
put
in
some
tall
trees
back
on
this
side,
where
there
would
be
more
shade
for
the
parking
lot
these
these
are.
These
are
really
visually
quite
lovely,
but
they're,
not
serious,
shade
and
maybe
just
having
to
shade
trees
elsewhere.
C
C
B
B
F
A
A
H
Reason
that
they
have
to
come
for
a
tree,
Commission
review
is
they
are
proposed
to
completely
demolish
the
building
and
reconstruct
it.
Landscape
ordinance
now
requires
that
any
more
than
I
forget
there's
like
50%
improvement
to
the
value
of
a
building
or
25%
increase
in
floor
area
of
a
building.
You
have
to
essentially
retrofit
so
they're
proposing
to
completely
demolish
the
building,
and
so
therefore
they
are
required,
then
to
supply
a
compliant
plan
or
receive
a
consolidation
approval
from
the
tree
Commission.
H
This
is
just
one
step
in
a
long
process
for
the
possible
redevelopment
of
the
property.
This
has
been
reviewed
by
staff
at
what
we
call
technical
review
meeting.
These
comments
you
got
from
Andy
were
essentially
once
requested
by
the
Service
Safety
Director
BAC
related
to
traffic
safety.
I
mean
I'm.
Sorry,
you
didn't
get
him
until
just
now,
but.
H
Him
just
so,
you
know
to
Nick
Carr
the
water
and
sewer
director
has
reviewed
the
plans
and
I
talked
to
him
about
the
proximity
of
the
plantings,
because
some
are
on
the
right
away.
The
proximity
to
a
very
large
14
inch
water
line
that
we
have
in
the
area
and
mr.
Carr
is
not
concerned
about
any
kind
of
encroachment
or
infringement
if
he
needs
to
do
a
repair
on
a
water
line
or
a
sewer
line
in
that
area.
So
that's
also
part
of
what
we
do
in-house
administratively.
H
Whenever
we
have
fairly
large
single
lot
one-owner
projects,
it's
not
just
something
that
goes
through
the
code
enforcement
office
for
a
zoning
certificate.
It's
reviewed
by
the
entire
staff
I
just
like
to
everyone
to
know
that
I'm
associated
with
that
McDonald's
received
permission
to
substitute
a
non-conforming
use
for
that.
More
objectionable,
non-conforming
use
last
Board
of
Zoning
Appeals
meeting
and
I'm
still
dealing
with
the
Ohio
Department
of
Natural
Resources
floodplain
management
people
for
development
in
a
flood
hazard
area.
So
there's
believe
it
or
not.
H
C
A
I
B
C
A
A
A
H
One
other
comment
about
traffic
safety,
and
this
really
doesn't
anything
to
do
with
trees,
but
just
to
illustrate
the
process.
The
owner
of
Taco
John's
across
the
street
came
into
the
coat
office
and
reviewed
the
plans,
and
he
has
some
concerns
about
how
his
in
and
out
traffic
might
mesh.
With
this
proposal
and
I've
forwarded
that
concern
to
mr.
H
stone,
who
will
know
he'll
go
out
and
look
at
that
that
situation
also
because
we
have
two
restaurants
with
drive-throughs
right
there
in
a
zone
where
drive,
throughs,
aren't
permitted
and
you've
got
you've
got
limited
area
right
there
for
traffic
to
operate.
Mr.
stone
I
mentioned
in
his
letter,
I'm,
not
sure
what
AASHTO
tables
for
stopping
distances
are.
It
sounds
like
an
industry
standard,
so
mr.
stone
being
an
engineer,
has
got
access
and
knowledge
of
the
best
available
information.
So
I
want
people
to
be.
B
A
C
J
Where
the
Vista
is
and
then
exhibit,
2
showed
the
site
plans
for
the
elevation
and
the
topo
lines
and
then
also
made
a
presentation
to
the
planning
on
the
19th
of
April,
so
I
just
included
that
in
it,
and
that
also
gives
you
an
update.
More
of
the
project
choose
the
building,
layouts
and
stuff
I
popped
in
my
notes
from
tonight,
and
then
the
color
landscaping
and
there's
some
brochures
on
the
whole
project.
J
J
J
As
you
look
at
this,
this
will
be
the
main
road
on
the
inside
of
the
complex.
So
as
a
resident
comes
home,
he'll
drive
down
below
and
go
any
scrod
from
from
the
underneath
and
then
obviously
steps
our
elevator
to
get
up.
If
you're,
like
a
visitor,
comes
to
to
see
someone,
they
would
park
and
go
in
the
front
and.
I
C
C
J
Different
elevations,
so
we
want
we
want
to
make
use
of,
and
this
would
this
will
be
in
in
levels.
It'll
just
be
a
slowly
graduated
thing,
so
we
ought
to
take
as
much
dirt
out
for
the
ground,
John
Vaillant
or
is
the
architect
and
John
vicina
and
humus
is
our
engineer
and
wrong.
White
local
builder
is
gonna,
be
the
Builder
of
the
units.
J
Because
this
is
a
private
community,
the
big
gate,
it
will
be
gated
and
maintained
through
our
homeowners
association.
Part
of
our
master
plan
for
the
whole
development
is
we
have
a
master
homeowners
association
which
each
one
of
those
separate
units,
whether
it
be
this
or
they
like
the
individual,
single-family
homes
or
the
clubhouse.
J
Anything
else
all
belong
to
that
two
reasons
for
that
that
allows
us
to
control
the
maintenance
and
appearance,
and
if
one
particular
area
starts
to
go
downhill
a
little
bit,
then
we
have
the
rest
of
the
group
that
has
at
stake
and
the
the
overall
appearance
so
that
helps
maintain
it
tonight.
What
I'm
presenting
is
our
best
shot
at
the
landscaping
I
think
we
have
some
opportunity
to
do
more
after
we
get
into
this
and
see
how
the
land
plays.
I
have
a
mispronounces.
A
J
J
People
that
can
help
us
to
it.
Sometimes
when
you
hire
people
out
of
Columbus
or
something
they
don't
really
live
here,
so
they
don't
have
the
same
feel
for
the
lighting.
We
will
have
streetlights
with
the
with
the
street
names
here,
both
entryways
and
then
what
we're
going
to
try
to
do
is
similar.
What
we've
done
on
University
States
Boulevard
in
the
residential
we
plan
on
having
an
air
place.
You
see
an
X
small
X.
J
Here
we
have
individual
mailbox,
the
height
post,
with
a
light
on
it,
and
we
feel
that
that's
going
to
pretty
well
eliminate
that
area
without
having
streetlights
up
in
the
air
and
they'll
be
on
a
photo
I
just
liked.
It
is
on
University
of
States,
so
the
club
Harris
area
obviously
will
have
to
have
a
little
more
lighting
because
the
safety
and
pull
and
stuff
like
that
I
guess
the
easiest
thing
to
get
into
the
plan.
Now.
J
As
you
enter
a
be
a
gated
entry,
as
you
come
up,
the
incline
to
come
in
here
we're
gonna
have
a
retaining
wall
at
the
back
of
all
the
driveways.
This
blue
line
all
the
way
across
here
and
then
the
reason
for
that
is
is
we'll:
have
a
nice
retaining
wall
and
then
door
plantings
on
the
outside.
So
as
you
come
up,
University
of
State's
Boulevard,
you
know
you're
going
to
have
the
appearance
of
the
trees
and
stuff,
and
you
won't
be
able
to
see
that
there
was
a
driveway
parking
lot
there.
J
J
But
you
see
the
segment
or
second
first
and
second
floors,
then
we're
going
to
have
a
water
scape
system
that
runs
all
the
way
down
through
here
and
I.
Just
put
it
this
length
because
I'm
unsure
of
because
they
gave
it,
how
close
I
can
go
to
that,
but
that'll
be
a
water
system
with
rocks
and
circulating
water.
J
Then
this
area
right
through
here
long
University
of
State's
Boulevard.
It
will
remain
grass
just
like
it
is
now
when
you
look
at
the
other
side,
which
is
this
is
the
side
that
faces
the
city
and
also
borders
are
murdie.
True,
it
goes
through
there
there's
about
50
yards
of
trees
and
stuff.
That's
there.
Now
that
will
not
be
disturbed.
J
Then
we
plan
on
coming
through
here.
I
hope,
I
drew
this,
so
you
can
see
it,
maybe
not
Tori,
that
what
I
tried
to
point
out
to
here
is
we're
gonna
at
the
back
of
the
driveway,
come
out
and
use
a
berm
of
grass
or
dirt
and
then
put
grass
on
it
and
then
taper
down
to
the
hillside.
This
area
right
here
until
we
run
into
the
trees
and
stuff
they're
already
there.
J
Obviously
one
of
the
main
reasons
is:
we
need
some
kind
of
a
buffer.
So
if
somebody
backs
out
of
the
driveway
that
there's
you
know,
we
don't
and
then
we
thought
we
could
put
trub
sand
stuff
across
here
and
then
at
the
openings,
where
the
driveways
are
right
there
we
thought
it
would
be
nice
to
put
a
nice
tree
that
goes
way
out.
You
know
make
or
something
it's
real
big
so
that
you
can't
even
see
the
driveway
and
again
what
we've
tried
to
do
is
as
you're
coming
along
682
coming
out
here.
J
We're
trying
to
these
trees
should
hide
their
garages
anyways,
but
what
I
want
to
make
sure
of
is
that
when
you
look
at
it
from
down
here
on
680
to
that
again,
you're,
not
looking
at
the
back
the
drive
of
the
garages
I
think
that
we
love,
but
you
probably
can't
see
in
many
ways,
then
you
see
it's
just
the
main
floor
and
the
top
of
the
building,
then
we've
got
trees
spread
out
through
the
inside.
We're
gonna
have
some
open
areas.
Whoops
right
in
here
right
in
here
surrounding
the
clubhouse.
J
C
C
Because
if
you
want
us
to
consider
using
that
as
part
of
the
sort
of
green
space
or
the
plantings
for
this
P,
you
do
you
have
to
know
what
is
there?
You
mean
sort
of
counted
against
it,
because
one
of
my
concerns
is
going
along
with
that
southern
more
a
eastern
borders,
the
property
against
then
yeah.
You
don't
have
enough
trees
at
the
moment
to
really
bother
yourself,
but
if
you're
gonna
use
you're
gonna
want
us
to
use
the.
C
C
C
C
J
C
The
parking
along
the
roadway
there
and
I'm
not
sure
how
to
how
to
interpret
the
rules
that
say,
interior
Lots
can
take
more
than
ten
continuous
spaces
without
it,
because
I
think
in
some
of
these,
you
may
have
more
than
ten
spaces,
but
that
may
not
be
a
an
issue
if,
without
if
we're
gonna,
consider
not
this
little
interior
lot.
So
I'm
not
sure
how
we
should
interpret
that
there.
C
C
B
C
B
F
F
With
the
maple
for
that
to
be
successful,
you
need
to
have
a
good
place
to
plant
it.
The
red
maples
are
tougher,
but
if
you
don't
have
a
pretty
good
soil
and
and
enough
space
away
from
parking
areas
and
that
sort
of
thing
it's
going
to
be
much
more
difficult
to
successfully
grow.
The
the
sugar
maples
are.
C
F
C
F
F
J
J
C
We
have
a
recommended
list
that
we
can
refer
to,
and
then
we
can
certainly
probably
give
you
a
list
of
a
dozen
trees.
That
could
be
plenty
of
this,
like
fairies
and
I,
think
that
that
could
be
included
in
the
sort
of
pre-approval
that
that
weekend,
because
that's
all
we
really
can
do
at
this
place.
Thank
you
indicated
you
go
along
there
that
there
will
have
to
be
changes.
May
this
the
development
goes
on.
I
B
A
E
J
That,
and
that's
probably
one
of
the
big
reasons
and
the
other
thing
I
didn't
want
completely
put
those
trees
up
there.
Even
though
I
was
concerned
the
shrubs
on
those
in
terms
of
maintenance,
because
you
know
that
Holborn
Mary
is
gonna,
be
grass
and
you've
got
to
you're
familiar
with
slopes.
You
can
only
cut
why.
C
J
C
A
C
J
C
I
I
C
E
J
And
then
have
all
the
trees
step
through
this
dirt
three
or
four
foot
lower
than
this.
These
trees
err.
So
then,
if
you
picture
yourself
in
a
car
looking
out
your
window
and
you're
coming
up
through
there
and
all
you're
gonna
see
is
trees.
The
wall
and
the
waterfall
obviously
you'll
see
the
tops
of
the
buildings,
but
that's
the
brick
and
mortar
active
yeah.
D
I
J
B
J
Maybe
a
weakened
death
in
our
front
on
the
grass
we've
gotten
along
682
over
toward
would
be
the
northwest
side
of
the
entry.
If
you
look,
there's
a
huge
bear
spot
there,
where
the
grass
didn't
take.
Basically,
we
didn't
put
it
on
the
top
slowdown.
So
that's
one
of
the
areas
that
were
gonna
be
working
on
real
quick
here.
The
grass
just
didn't
tape.
We.
A
C
The
concern
is
the
little
bit
lower
than
the
top
cell,
though,
because
you
want
to
avoid
compaction
that
the
trees
are
gonna,
try
and
grow
in
long
term,
and
also
that
it's
not
just
all
subsoil
down
there.
With
a
few
inches
of
topsoil
on
top,
you
may
have
to
take
out
several
cubic
feet,
that's
from
dirt
around
where
the
trees
are
going
and
mediate,
that
the
soil
in
some
way.
C
I
J
A
A
J
J
H
A
J
H
H
The
entire
University
of
States
project
has
received
preliminary
PUD
approval
from
the
City
Planning
Commission
and
there's
an
anticipation
that
at
the
next
meeting
there
will
be
a
request
at
a
minimum
for
potential
final
approval
for
grand
Vista
Village.
This
is
all
just
part
of
the
process,
that's
included
in
the
plan
unit
development
regulations,
if
you
would
I'd
I'd
like
for
you
to
look
at
the
difference
between
what's
required
for
a
subdivision
and
what's
required
for
a
Planned
Unit
development
in
the
subdivision
regulations.
H
If
you
don't
have
a
copy,
you
can
just
go
to
the
city's
website.
Cij
'then
0h,
us
click
on
law,
director
on
the
left-hand
side
and
when
mr.
hunters
picture
comes
up
just
to
the
upper
right
above
his
smiling
face.
It
says
the
athens
city
code
click
on
that
and
then
you
can
go
to
title
21
subdivision
regulations.
H
Subdivision
is
in
the
first
part
of
that
section.
Title
21,
PUD
I
believe
is
20
108
and
you
might
look
at
that
too.
In
terms
of
I,
know:
you're,
considering
possible
revisions
to
any
sections
of
the
code
that
have
landscaping
information
right
now.
All
it
says
for
a
Planned
Unit
development
is
that
the
tree
Commission
will
review
plans
for
trees,
lighting
and
sidewalks.
So
there's
no
necessarily
any
standards.
You
know
you
can
refer,
I,
guess
back
to
30,
foot,
spacings
and
types
of
trees.
Right
now.
It's
just
very
broad.
C
E
E
J
Original
original
idea,
where
you
see
the
X's
we're
gonna
use
the
ballers,
like
you
have
on
the
bike
path
here,
the
short
ones,
then
we
got
thinking.
You
know
that
the
average
person
is
least
five
to
six
foot
tall,
so
we
felt
like
we
needed
to
get
something
up
a
little
higher
to
light
up
a
little
more
area.
You
know,
since
we're
not
having
streetlights
and
you
know,
had
street
lights
at
all
these
corners
here
then.
J
C
J
A
H
Did
related
to
lighting
when
more
detail
plans
come
in
and
there's
a
final
review
by
staff
on
the
proposal
for
a
final
approval
for
planned.
You
development,
the
Planning
Commission,
will
ask
for
input
from
staff.
Part
of
what
I
will
do
as
part
of
my
review
is:
there's
a
section
of
the
zoning
code
that
talks
about
light
pollution
and
light
trespass
for
fixtures,
depending
on
the
situation,
those
greater
than
I
believe
it's
900
lumens
and
1800
lumens.
H
Those
regulations
were
had
input
when
they
were
originally
adopted
from
mr.
Joe
shields
at
the
Astronomy
Department,
so
that
department
did
have
input,
and
this
was
actually
a
city.
Ordinance
was
their
recommendation,
and
so
it's
part
of
the
zoning
code
and
those
things
will
be
reviewed.
You
know,
according
to
that
section,
and
it
isn't.
You
know
it
is
a
great
concern.
A
A
We
have
something
from
an
Bonner
about
emerald
ash,
borer,
Awareness
Week,
which
is
coming
up
and
I,
don't
think
we're
going
to
make
the
deadline
to
get
laminated
Simmons,
but
there
are
some
things
that
we
can
do
in
the
way
of
public
relations
and
have
a
proclamation
of
emerald
ash
borer.
We
would
like
to
give
this
information
to
Ron
Lucas
to
look
at
and
the
emerald
ash
borer
awareness
week
has
made
20th
to
26th.
A
The
focus
of
the
campaign
is
in
good
part
to
hit
the
week
when
people
start
going,
camping
and
moving
firewood
around
poses
a
hazard,
and
so
there
is.
This
is
not
quite
something
that
is
aimed
at
a
city
having
emerald
ash
borer
Awareness
Week,
but
we
are
indeed
one
of
the
places
that
have
a
lot
of
parks
around
so
perhaps
well.
We
could
plan
a
little
better
for
this
next
time
or
we
might
be
able
to
put
some
signs
up
of
our
own
welch
in
park
areas.
H
And
I
know
that,
just
today,
I
forward
some
afforded
some
public
service
announcements
to
the
government
channel
that
will
be
running
on
the
government
channel.
There's
a
possibility.
We
might
be
able
to
just
get
that
information
to
them.
Do
a
short
text
and
run
that
out
continuously
almost
on
the
government
channel
and.
G
I
A
D
Concerns
ground
covers
in
certain
areas
to
the
through
the
city
that
the
street
department
maintains
those
areas
being
Highland
the
island
on
Highland,
the
far
island
on
Briarwood,
alexander
hillside
and
probably
a
couple
other
areas
that
we
haven't
identified.
Yet
that's
becoming
a
reality
to
put
some
ground
covers
on
there
we
could
take
just
maybe
some
email
contacts
between
me
and
members
of
the
tree
commissions.
I
can
get
some
ideas
before
I
go
to
the
nursery
and
ask
them
because
I
know
we
talked
about
using
possibly
mint
periwinkle.
D
B
B
H
On
the
west
side
of
town
West,
Hills
Drive,
it's
not
nearly
quite
as
steep
as
the
one
is
on
Briarwood.
It's
where
I
was
really
hard
to
mow,
but
West
Hills
is
a
fairly
small,
comparatively
smaller
area,
but
has
the
same
challenges
for
steepness
and
grounds
maintenance.
So
you
were
mentioning.
Maybe
smaller
projects
I
think
the
island
on
West
Hills
would
be
a
good
place
to
to
try
something
yeah.
H
A
I
think
we
did
do
a
plan,
one
time
for
the
Arts
West
Side
and
gave
it
two
grounds
and
buildings
and
showed
it
to
arts.
West
arts
West
was
less
interested
but
grounds
and
buildings
I
think
it's
been
begun
to
do
a
little
bit
of
the
planting
and
there
was
a
little
communication
hitch
between
them
and
Arts
West,
but
there's
now
some
small
trees
in
there
and
what
ground
cover
would
be
of.
D
On
Fort
Street
today
there
were
a
couple
tree
removals
that
we
had
to
take
care
of.
There
were
a
couple
dead
trees
that
were
on
an
embankment
around
the
corner
near
groves
in
there.
I
don't
know
if
you
guys
were
aware
of
the
issues
there,
but
they
were
either
struck
by
lightning
or
just
or
just
fell
from
wind,
but
significant
damage
and
the
trees
were
dead.
So
we
we
took
them
down
the
day.
I
give
you
an
address,
but
I
can't
remember:
I
thought
my
head.
Let
me
go
email
it
to
you.
The.
A
I
C
B
I
A
G
H
Related
to
that
related
to
existing
law,
the
reason
that
some
des
cĂ´tes
run
has
to
come
to
Tree
Commission
has
to
do
with
section.
Landscape
ordinance
requires
not
only
parking
lot.
Landscape
requirement
has
apartment
landscape
requirements,
but
it
also
mentions
the
number
of
trees
required
for
apartment
complexes
up
to
six
units
in
a
building
there's
a
requirement
for
one
tree
per
unit.
Once
you
hit
six
trees,
it
says
a
plan
to
be
reviewed
by
the
tree,
Commission's
rep,
so
I
believe
in
the
case.
H
For
example,
in
the
case
of
the
summit
of
Coates
run,
they
have
two
hundred
sixty
two
units.
So
if
you
strictly
went
by
a
tree
per
unit,
that
would
be
not
only
parking
lot
trees,
but
an
additional
two
hundred
and
sixty
two
trees,
I
think
they're,
proposing
around
to
ten
to
twenty,
not
right
up
to
the
two
sixty
two
they
have
maintained
undisturbed
buffer
areas
around
the
site.
The
development
is
its
consolidated
as
much
as
possible.
H
Buildings
themselves
only
covers
eight
percent
of
the
of
the
lot
area
of
32
acres,
there's
about
an
additional
16
percent
in
impervious
surface
parking
areas,
because
there's
a
requirement
of
one
parking
spot
for
each
person.
So
your
parking
areas
do
get
to
get
very
large.
So
just
wanted
to
point
that
out
to
its
another
section,
where
it's
a
just
a
little
bit
different
than
subdivision
and
Planned
Unit
development
and
just
normal
small
development.
H
I
think
the
packet
was
very
good
as
I
reviewed
it
there's
references
to
the
atma
City
Cove
that
the
submitter
has
has
made
and
I'm
sure
there
will
be
more
than
happy
to
take
any
comments.
I
have
let
Ryan
Pearson
of
the
edge
group,
who
was
the
submitter
of
the
plan,
know
that
the
meeting
will
take
place
next.
Thursday
I
think
you'd
mentioned
that
a
representative
would
be
nice
for
the
representatives
to
be
here
and
I've.
Let
him
know
that.
That's
your
desire
to
have
someone
here
to
speak
on
their
behalf.
A
H
Other
things
really
quick,
any
more
comments
about
Tuesday
night
I
have
going
to
board
his
own
appeals
request
for
variance
we
driveway
width
for
the
owner
wanted
to
go
back
and
park
in
the
backyard
and
there
were
existing
trees
there
on
the
ground.
That's
Tuesday
night,
Zoning
Board
did
you
have
any
other
comments
or
ideas,
or
necessity
for
any
more
plantings
other
than
those
existing
trees
that
are
there.
The.
C
H
A
H
Those
lots
are
a
little
odd
to
go
all
the
way
from
brown
to
the
Miller.
So
when
you're
up
on
Miller
people
that
are
living
in
the
house
down
on
brown
are
really
that
much
in
contact
with
their
backyard
seems
like
it's
almost
in
a
different
neighborhood,
so
I
will
bring
that
the
attention
for
design
appears
Tuesday
night.
The
last
thing
I
have
is
Holzer
clinic.
You
may
have
read
or
heard
as
proposing
to
build
a
facility
on
East,
8th
Street
on
beyond
5032
there's
a
request
or
discussion
about
annexation
subdivision
on
land.
H
There
are
some
flood
development
issues
going
on
there
too.
The
property
is
partially
in
the
city
partially
out
of
the
city.
However,
they
will
be
permitting
through
the
city,
even
if
annexation
lags
behind,
because
annexation
is
about
a
six
eight
month
process
they
have
requested
I
think
they
requested
a
council
a
to
call
an
expedited
annexation
when
it's
only
one
owner
of
property,
and
you
don't
have
multiple
owners.
H
Here's
a
like
a
better
term,
a
shortcut
process
that
you
could
take
what
Nick
Carr
provided
to
me
out
of
a
set
of
plans
that
must
have
been
that
big
around
was
I'm
I,
said
I
didn't
have
any
landscape
plans
for
holes
and
I.
Think
I
might
have
mentioned
that
at
a
previous
meeting
in
that
huge
role
that
Nick
gave
me
are
the
landscape
plans
proposed
right
now
for
holes
in
clinic,
so
I'd
like
to
leave
them
with
their
very
good
I
mean
this
is
very
well
done
so.
H
Now
the
administration
has
been
for
actually
several
months
in
contact
with
representatives.
Mr.
Todd
Fowler
as
representative
Holzer
clinic
Gary,
silk
OTT
of
our
DS
&
E,
as
the
engineering
firm
from
plugin
Sierra
meek
from
mr.
Nolan's
legal,
firm
and
Nelsonville
as
their
legal
representative.
We've
had
multiple
meetings
and
multiple
discussions
and
I
know.
Most
recently,
it's
been
at
counsel
for
request
for
annexation
right
now,
there's
not
Venice
of
middle
with
building
plans.
Yet.
H
H
Mention
all
that
too,
because
you
know
there's
there's
some
that
you
know
they
think
that
coming
to
Athens
and
develop
is
just
something
that
you
know
it's
looking
a
whistle
to
do,
and
it's
not
I
mean
this
is
this
meeting
right.
Here
is
just
one
example
in
the
council
meeting
Planning
Commission
meetings
of
multiple
steps
that.
C
C
H
It
is
this
kind
of
just
kind
of
a
personal
but
job
comment.
It
is
very
challenging
to
explain
to
a
developer
all
the
different
things
that
you
have
to
go
through
in
the
city
have
subdivision
regulations.
You
have
the
zoning
code,
you
have
a
well
protection
ordinance,
that's
not
even
codified.
It's
not
even
a
title
in
the
city
code.
You
have
land
development
requirements,
you
have
flood
damage
prevention
requirements.
H
These
are
all
in
separate
sections.
You
have
a
landscape,
ordinance
and
right
now,
I
do
the
best
that
I
can,
when
I'm
contacted
by
developers,
to
try
to
pull
these
all
together.
It's
very
hard
just
to
go
right
to
the
code.
I
wish
that
I
could
tell
them.
You
can
make
one
click
and
it's
all
there,
so
I
have
to
have
to
kind
of
walk
them
through
each
title.
