The
last
meeting
there
was
a
permit
that
I
had
done
for
fill
in
that
area
and
I
had
officers
check
it
for
me
after
the
meeting
and
they're
supposed
to
be
looking
into
it.
That
is
not
a
permitted
fill
at
the
moment.
So
I
have
to
check
back
with
the
officers
to
see
what
the
resolution
was
and
they
made
contact
with
the
Frog
I
think
mr.
Beeman
talked
to
about
things
in
the
area
that
were
inhibiting
the
flow
of
stormwater
and
that
was
kind
of
related
to
and
I
think.
He
said
something
about.

Away
on
Central
Avenue,
the
trustee
from
the
church
came
over
to
my
office
several
days
ago
and
said
that
someone
had
Mohnish
to
him
for
pruning
the
tree,
and
so
he
came
over
to
see
what
he
needed
to
do.
When
when
I
want
to
looked
at
the
tree,
it
does
have
dying
branches.
Still,
you
know
to
me,
it
looks
like
something
that
really
does
need
to
go.
They
had
talked
about
transplanting
a
Japanese
maple
that
they
had
on
the
south
side
of
the
property.
B
G
A
C
Think
they
were
trying
to
do
is
just
they
started,
cutting
out
everything
that
was
dead
with
no
thought
of
you
know,
then
we're
gonna
cut
the
tree
completely
down,
but
a
good.
If
what
was
cut
off
in?
What's
there
that's
dead.
Now
is
what
it
looked
like
when
they
started
on
it,
you
can
see
why
they
would
have
had
a
concern.
The
whole
center
of
the
trees,
for
some
reason,
not
growing.
That
is.
A
F
A
A
G
B
A
They
probably
haven't
got
great
resources,
but
if
this
is,
if
the
tree
is
over,
half
of
it
isn't
dying
and
it
is
unsightly
there.
I
would
suggest
that
perhaps
we
offer
city
services
to
take
the
tree
down
and
is
it
possible
to
even
maybe
grind
out
the
stump.
This
is
a
site
with
no
overhead
powerlines.
That's.
A
E
A
H
A
You
do
need
permission
to
prune
trees
in
the
right-of-way,
and
the
tree
is
a
good
example
of
why
you
need
permission
in
order
to
keep
people
through
who
don't
know
what
they're
doing
from
damaging
a
tree
and
causing
what
amounts
to
either
public
expansive
public
hazard.
That
is
probably
an
old
blighted
tree
in
first
places,
all
variety
of
crabapple
no
likelihood
but.

Going
to
I
know
this
doesn't
concern
you
folks,
but
if
I
may
share
here
is
our
new
front
door.
So
we're
thinking
a
butterfly
hunt,
hummingbird
garden
here
and
here's
our
amphitheater
right
here
and
that
eventually
will
have
a
children's
playground
here
with
the
trees
that
you're
talking
about.

I
see
under
not

but
I
see
them
to
the
plantings
for
the
islands.
I
had
suggested
red
bed
too,
it's
too
hot
for
the
islands,
so
just
to
let
you
know,
but
they're
gonna
probably
be
Red,
Bud
and
you're
up
by
the
railroad
bed,
because
there's
still
a
hill
there's
bear
and
would
kind
of
like
to
block
the
sound
from
the
highway
that
we're
you're
getting
you.

Comment
on
the
area's
being
about
three
years
ago,
with
the
addition
on
the
library
during
the
flood
of
January
three
years
ago,
which
was
the
the
greatest
flooding
event
since
the
rivers
been
channeled.
I
went
to
the
parking
lot,
the
library
and
watched
the
floodwaters
come
through
that
area
and
the
contractors
moving
all
their
materials
up
out
of
this
area.
That
will
be
parked
in
so
it's
extremely
extremely
wet
back
there
plus
you
have
drainage
that
comes
down
off
the
highway,
we're
just
you
know,
with
plowing
snow
and
spring
thaws.
E
C
C
A
C
C
Fairly
high
steep
Bank
over
here
on
the
back
and
then
the
rest
here
is
basically
flat.
This
area
around
Bennigan's
back
in
here
kind
of
looks
the
same
way.
This
is
going
to
be
back
there,
hair
on
the
hillside.
Significantly
steep
one
of
the
things
that
I
had
noticed
was
their
spacing
it's
nowhere
near
30,
30.
B
B
C
C
What
we
did
mister
you
came
over
the
office
we
cop
he
does
a
couple
meetings
ago
and
distributed
them
at
the
meeting
that
I'm
not
real
sure
we
do.
The
city
does
have
concern
about
our
sewer,
lift
stations
down
in
the
corner.
It's
been
don't
say
it's
being
compromised
right
now,
but
there's.
C
That
you
know
anything
that
might
happen
there
that
wouldn't
really
quickly
stabilize
that
bag
is
going
to
it's
going
to
continually
be
erosion
or
just
grabbed
itself.
Is
that
I
want
to
try
to
bring
that
soil
down
on
that
sewer
lift
station,
so
we've
got
a
real
city.
Has
a
concern
about
that
here
in
the
corner
this
corner?
It's
that
large
green
strange-looking
thing
that's
sitting
down
there
in
the
front
of
the
walk
we
do
to
now
have
the
thing
where
the
Utilities
Director
Nick
Carr,
reviews.
G
B
B
These
trees,
because,
thank
you
very
brief
and
on
this
size
it
very
very
steep
slope.
It's
not
clear
to
me
that
you
can
plant
trees
easily
on
these
slopes.
We
need
to
have
some
information.
This
thing
either
they're
gonna
ask
for
information
to
plant
smaller
average-sized
trees
or
whether
they're
gonna
put
in
retaining
walls.
C
To
my
recollection
last
time,
I
was
out
there
that
wall
had
not
yet
been
constructed,
so
it
may
not
be
constructed
they
may
have,
because
some
additional
fill
was
brought
in
to
expand
which
eliminated
the
need
for
the
retaining
wall.
Possibly
so
you
may
have
the
same
kind
of
slope
there
in
the
front
that
you
got
off
the
front
o
Bennigan's,
who
still
needs
to
straighten
that
up
weather
is
drying
up
a
little
bit
now.
C
I.
Remember
speaking
to
mr.
Brannon,
who
was
the
landscaper
for
the
site.
He
went
enough.
It
was
alright
if
he
started
some
of
the
smaller
plantings
around
the
building
and
idle
I
told
him
that
I
thought
that
was
fine.
It
wasn't
shade
trees
and
any
additional
shade
trees
that
would
be
required
could
be
consolidated
somewhere
on
the
site.
So
he.
C

E
E
I
C
G
A
D
E
A
E
F
F
C
B
C
B
C
But
and
that's
why
I
think
I'd
mentioned
a
couple
meetings
ago,
mr.
Ingram,
how
nice
it
was
that
we
did
have
utility
plans
with
Taco
Bell
because
they
showed
existing
utilities
on
one
page.
They
had
another.
You
know
final
utility
installation
set
of
plans.
We
shrunk
those
down
putting
on
as
large
a
pieces
of
papers,
I
had
at.
C
The
Coe
exactly
in
the
construction
world,
using
the
underground
protection
service,
locator
service,
that's
provided
nobody.
Nobody
on
a
jobsite,
wants
to
hit
any
you
too,
so
in
some
other
respects,
they're,
very
conscientious
about
where
they're
locating
lots
of
different
things
and
relationship
to
utilities,
especially
in
this
area
too,
because
I
believe
in
the
evening
the
electrics
buried
in
that
whole
area
right
there
well.
B
B
C
You
know
guys
in
the
utility
world
are
kind
of
sensitive,
even
about
trees
being
fairly
close
when
they're
swinging
the
arm
on
a
backhoe
they
they're
they're
going
for
that
sewer
break
of
that
water
break.
But
there
is
we
talked
about
this
before
they're
asked:
there's
a
good
compromise
in
here
somewhere,
because
there's
this
huge
competing
interest
for
a
very
limited
area.
C
C
C
B
C
B
C
What
the
reason
I
brought
this
to
you,
because
you'd
ask:
were
there
any
other
items?
The
owner
of
this
property
will
soon
be
going
to
the
Board
of
Zoning
Appeals
because
he
wants
to
put
parking
off
street
parking
in,
but
his
he
doesn't
have
ten
feet
for
the
width
of
the
driveway.
Has
nine
foot
six
or
something
like
that,
so
he'll
need
a
driveway
with
variance
so
I
wanted.
I
told
him
on
his
behalf.
I
would
bring
this
up
because,
along
with
that
narrow
driveway,
it
also
means
he
doesn't
have
the
four
feet.
C
That's
required
for
the
buffer
along
the
access
area.
I
went
up
there
and
looked
at
it
this
afternoon.
There's
a
deck
on
the
back
of
the
house
I'm
going
to
there's
a
flat
area
behind
the
deck
which
will
accommodate
the
parking
of
three
cars.
It
doesn't
look
like
there'll,
be
any
disturbance
of
the
hillside,
already
the
existing
trees
on
the
east
side
or
on
the
north
side
of
toward
Miller
on
the
back.
C
There's
some
shrubbery
and
I'm
not
sure
what
kind
of
shrubs
those
were
that
will
have
to
be
removed
along
the
side
of
the
house
to
put
the
driveway
in
and
then
there's
a
clump
of
trees,
I'm,
not
sure
what
kind
they
are,
but
they
appear
to
be
on
the
neighbor
to
the
west,
which
shouldn't
be
disturbed
either.
So
there
are
a
lot
of
trees
there
right
now.
I
guess
is
what
I'm
trying
to
say,
but
just
know
where
to
plant
them
along
the
driveway
so
another
one
of
those
things
with
competing
interests.
C
We'd
like
to
have
off
street
parking
in
places
for
cars
to
park
a
lot
of
times,
there's
not
enough
space
left
in
this
case,
there's
not
even
there.
Maybe
the
Board
of
Zoning
Appeals
may
even
deny
it
and
say
you
cannot
put
in
parking.
You
can't
have
a
variance
for
a
narrow
driveway.
So
that's
why
I
didn't
want
to
get
too
far
along
on
it
on
the
tree
issue,
if
the
Zoning
Board
doesn't
doesn't
approve.
B
C
G
F
C
C
When
you
drive
down
Miller
on
the
right-hand
side
that
you're
going
back
about
all
that
property,
you
see
is
actually
the
backyard
of
all
the
houses
down
on
Brown
and
pretty
soon
you'll
hardly
be
here
when
the
trees,
when
the
leaves
are
back
on
you'll,
hardly
be
able
to
see
the
houses,
but
those
Lots
go
all
the
way.
All
the
way
through.
A
I
B
A
It's
all
good
detective
work
suspicion
against
okay.
We
then
have
the
landscape
ordinance
review
item
number
four.
There
is
probably
need
to
revisit
the
landscape
ordinance
and
there's
been
a
meeting
ongoing
with
the
athletes
Chamber
of
Commerce
government
and
they're,
particularly
interested
in
the
parking
lot
issues
that
are
great
part
of
the
landscape,
ordinance.
A
B
B
E
B
And
what
you
find
is
that
it's
about
a
hundred
thousand
square
feet
area
site,
but
we
get
to
the
magic
number
of
40
percent
and
once
we
could
go
beyond
that,
we
start
falling
down
below
it.
And
so
what
this
tells
me
is
that
our
current
landscape
mortgage
doesn't
really
fit
the
objectives
of
the
comprehensive
plan
and
then
perhaps
what
we
need
to
do
is
walk
out.
Another
way
of
dealing
with
this
issue
also,
the
we
know
from
the
number
of
small
sites
or
which
we
have
to
do,
consolidation.
B
B
It
also
firetrucks
easier
access,
so
with
all
that
in
mind,
what
I
did
I
simply
took
our
assumptions
of
a
tree
of
maturity
having
a
canopy
of
30
feet
diameter
that
gives
you
an
area
of
17
square
feet
if
you
plant
these
trees,
no
closer
than
30
feet
from
each
other.
That
includes
my
building.
If
you
put
them
in
an.
G
B
Of
turning
40
square
feet
each
that's
free
of
impermeable
surface,
then
you
can.
You
can
actually
calculate
how
many
trees
you're
going
to
be
required
to
plant
on
any
site,
and
that
turns
out
to
the
area
of
square
feet
divided
by
just
less
than
2,000
square
feet,
see
you're
already
beginning
to
see
fairly
easily
how
many
developed,
by
how
many
trees
you
gonna
be
obliged
to
plant.
You
can
take
this
a
bit
further
and
actually
see
that
you
will
have
to
dedicate
about
one-eighth
of
the
area
of
the
entire
lot
to
plantings.
B
B
B
Mehgan's
plants
produce
we've
got
plants
from
Summit
coach,
Ron,
fairly
large
sites.
I
think
we
need
to
be
using
those
maps
as
examples
of
different
size
sites
and
see
what
we
think.
We
would
like
to
see
happen
on
lettuce,
Elsa
sites
if
we
could
revise
the
language
so
that
we're
not
stuck
with
the
same
model
for
parking
losses.
As
we
basically
said,
you're
gonna
have
ten
ten
spaces
and
I
intend.
G
B
B
F
G
F
C
B
C
B
B
B
B
B
C
B
One
of
the
things
I
think
we
should
do
is
we
have
to
take
out
the
challenge.
The
comprehensive
plan
is
given
the
city
of
somebody
taking
on
landscape
issues
other
than
just
lost
shade
trees,
because
some
of
these
barrier
plantings
we
know
before
plant
it
wouldn't
necessarily
be
large,
shade
trees.
They
could.
The
edges
have
some
sort
of
less.
G
B
B
I
know
I
was
bidding
on
either
side.
I
really
would
like
them
to
for
the
hedge,
those
guys
you
know,
but
we
don't
have
that
authority
at
the
moment
to
ask
for
that.
So
the
landscape
without
I
think
he's
something
that
we
may
want
to
think
about.
We've
got
that
that
sort
of
property,
but
so
close
to
her
somebody's
yard.
That's
green!
Next
to
somebody!
That's
now
paid.
B
C
G
E
B
F
B
B
B
B
B
F
That
we
are
having
islands,
where
I
mean
there's
an
island
and
we
want
the
the
we
want
the
soil
to
be.
We
want
it
all
to
be
contiguous.
We
did
so
that
it's
not
divided
into
one
little
plot
here,
because
they
have
better
survival
rates,
but
there
can
be
a
tree
here
in
a
tree
here
and
that's
gonna
be
closer
than
thirty
feet.
B
C
G
C
D
I
I've
tried
participated
in
islands
that
were
receptacles
for
runoff
surface
runoff
mm-hmm.
You
know
and
I
think
that
can
be
really
successful.
As
long
as
the
selection
of
plants
is
done
very
carefully,
it
seems
to
be
feast
or
famine.
You
know
this
time
of
the
year
there
it's
hard
to
get
to
get
rid
of
the
water.
You
know
yeah,
it's
a
that's
exciting,
so.
F
E
There
is
a
new
book
that
has
come
out
on
replacement
trees
for
for
the
ashes
and
they
often
grow
in
wet
sites,
and
so
a
lot
of
these
are
listed
as
to
how
much
how
long
a
period
of
being
inundated
with
water.
They
can
take.
Aha,
wonderful,
so
I
think
that
is
an
excellent
resource.
If
we're
thinking
about
wet
sites.
A
I
A
Well,
we've
already
settled
the
item
6,
which
was
the
Arbor
Day,
and
if
there
are
people
watching
this
is
a
public
ceremony
and
there
will
be
a
dedication
of
a
newly
planted
tree
on
Friday
April
27,
which
is
the
traditional
Arbor
Day
in
the
state
of
Ohio,
the
last
Friday
in
April,
and
that
will
take
place
at
4:00
p.m.
on
Friday
April
27
at
the
Athens
County
Library,
rather
close
to
the
library
buildings.
Now
the
mayor
will
be
there
or
city
council
people
Paul.
The
tree.
Commission
has
many
people
in
common.
A
I
F
B
I
G
I
North
and
west
side
we
didn't
get
to,
but
we
estimated
about
75
80
percent
completion
for
the
whole
city,
I
thought
we
made
pretty
good
progress.
Very
few
complaints,
yeah
I,
think
it
wasn't.
Is
it
it
wasn't
as
overwhelming
as
the
first
couple
years.
We
did
this
because
it's
all
the
the
huge
change
in
what
it
looked
like
after
we
finished
as
opposed
to
this
time
when
it
was
very,
very
little
trimming
actually
occur.
Well.
I
I
Was
witch
broom
in
and
it
trumped
itself
out
about
four
times
and
we
just
trimmed
on
it
to
try
to
get
it,
give
it
some
shape
and
I.
Don't
know
if
we're
gonna
be
I,
don't
know
if
we
succeeded
or
not
I
need
to
go
check
it
out,
see
how
it's
doing,
but
anyway,
overall
it
was
a
pretty
good
project
in
will
resume
in
the
Garba
to
Franklin
Grove
near
Franklin
area.
B
I
We
we
did
the
whole
city
over
2005
and
2006
and
then
404,
no.5
and
no.6
was
are
basically
we.
Our
goal
was
that
just
to
do
the
south
side,
but
since
we
had
already
trimmed
back
everything
so
much
in
the
Beaufort,
it
didn't
take
us
near
as
long
as
I
originally
thought.
So
we
were
able
to
do
a
lot
more
I
know.
I

A

C
C
B
G
B
E
B
Think
he's
insane
his
insane.
The
letter
and
I
saw
there.
I
know
the
copy
of
our
recommended
tree
list
went
with
them
and
he
was
to
plant
three
trees
in
their
place.
Three
trees
I
was
concerned
a
little
bit
about
the
olive
tree.
That's
growing
there
already,
but
the
decision
was
an
attrition
with
more
than
three
commissioners
here.

G
A
C
B
C
I,
when
I
talk
to
him
about
it,
he
apologized
for
trying
to
come
in
last
minute,
but
the
developers
very
anxious
to
do
all
they
can
to
keep
to
keep
it
moving
forward.
So
I
told
him
just
as
soon
as
you
submit
it
to
me,
I'll
forward
it
on
and
I
explained
to
him.
It's
not
something.
That's
gonna,
you
know,
stop
the
project
from
doing.
B
C
That's
correct,
and
that
might
be
something
you
want
to
look
at,
because
if
you
have
one
of
these
individual
sites,
development,
no
there's
nothing
that
says:
Taco
Bell
can't
keep
going
while
their
landscape
reviews
process.
So
that
was
and
really
their
intention
was
just
to
get
here
as
quickly
as
possible,
because
they've
had
a
plan
reviewed.
B
C
C
C
Do
have
at
the
office
I
do
that
these
large
sheets,
with
all
the
existing
and
proposed
utilities
the
building
sits
about
here
right
now,
the
building's
gonna
get
quite
a
bit
bigger.
The
century
that
comes
in
is
going
to
be
eliminated.
The
one
that's
very
close
right
here
now
is
going
to
be
eliminated
and
all
the
traffic
is
gonna
come
in
right
here
and
now
further
down
on
the
lot.
C
So
they've
got
give
me
three
access
points
right
now:
they're
gonna
reduce
it
down
to
two
move
this
down
this
way,
they're
going
to
the
Zoning
Board,
because
drive-through
restaurants
aren't
permitted
in
that
area.
So
there
are
granted
legal
non-conforming
use
a
grandfathered
use
for.
C
C
Allen,
what
kind
of
tree
some
type
of
evergreen
tree
very
large
ones
along
the
back
right
now?
It
looks
like
they
don't
propose
a
disturb
that
at
all,
there's
coach
run
right
here.
They
are
showing
plantings
partially
in
the
right
away
up
here
in
the
front
a
little
bit
of
buffering
on
the
dumpster
location,
not
quite
enough
down
here.
They've
got
these
four
parking
spots,
but
what
I
wanted
to
do
was
again
get
this
to
you
as
quickly
as
possible.
If
they
make
it
through
the
Board
of
Zoning
Appeals.
C
E
C
D
B
C
B
F
C
They're
gonna
use
the
existing
site.
I'm
also
I
have
to
get
with
the
floodplain
management
division
of
ODNR,
because
it's
located
in
a
flood
way
area.
This
is
already
an
encroachment
in
the
flood
way.
This
whole
raised
pad
right
here
so,
but
they're
not
encroach
they're,
not
gonna,
create
any
more
new
encroachment.
So
I
have
to
get
like
an
okay,
a
blessing
from
ODNR
that,
even
though
it
is
development
in
the
flood
way,
it
is
not
an
encroachment
beyond
what
what
accepted.
G
C
Lot
of
times
we
know
a
lot
of
times,
you'll
come
down
the
street
and
there's
several
businesses
with
drive,
throughs
and
I.
Think
that's
the
reason
why
there
is
not
that
type
of
thing
permitted
in
this
area,
because
you'll
drive
down
you'll
go
well.
I
can't
go
to
that
place
because
the
cars
were
already
out
on
the
street.
Do.
