Council
is
meeting
in
regular
session.
It
is
long
before
about
7:30.
We
do
have
a
quorum
with
six
of
seven
members
present
the
force.
We
have
disposition
of
minutes
from
regular
session
held
May
19th
and
special
session
held
May
27th.
Do
we
have
a
motion
to
adopt.

governor
Strickland's
21st
century
transportation
priorities
task
force
is
going
to
meet
on
Wednesday
afternoon
here
in
Athens,
and
this
is
part
of
a
series
of
meetings
that
are
taking
place
across
the
state
and
it's
to
look
at
particularly
issues
related
to
public
transit,
so
they're,
slowly
seeking
citizen
input
at
that
hearing,
it's
4:00
to
8:00
p.m.
in
room
135
of
Walter
Hall,
so
any
interested
citizens.

street
and
somebody

bike

walking
across
the

the

to
yesterday,
so
I
think
that
would
be
something
that
would
be

good

North
Congress
has
been
a
lot
cleaner

past
month

two

I

commend

administration
for
seeing

that,

Saturday
night.
It's
probably
under
11:00
p.m.
that
I
was
up
on
West,
8th,
Street
and
I
noticed
there
were
some
students
cleaning
up
their
yard,
11:00
p.m.
on
a
Saturday
before
they
went
uptown
so
I
know.

Association
got
together
and
put
a
request
for
a
litter
request

is

different

that's
on
the
city

intentions
they've
actually
adopted

streets
to
report
it
not
so
much
to
clean
it,

just

need

series

reporting
and
concentrated
in
the
streets,
so
they're
getting
organized
at
least

that
side,
and
that
one
goes
all
the
way
to
Congress.

is
introduced
by
all
members.

an
attempt
to
bridge
the
gap
between
what
we
need
and
what
we
have
right
now.
I
think
almost
everyone
knows
that
the
price
of
gasoline
is
extremely
high.
Price
of
diesel
is
even
higher,
and
the
solid
waste
district
is
suffering
under
the
same
constraints
as
we
are.
We
also
need
to
roll
the
contract,
because
now
we
are
working
on
more
equitable
and
fair
uptown,
garbage
collection,
constructor,
and
so
there's.

consequence
of
that.

This
is
maybe
only
going
to
be
six
months
might
be,
nine
months
might
be
less
might
be
more,
but
we
may
have
new
higher
fees
for
uptown
who
knows,
but
at
some
point
we're
going
to
have
a
second
ordinance
that
will
come
into
play.

Think
right
now
the
residential
units
have
been
subsidizing.

good
bit
of
other
activity
in
town
I'd
like
to
see
that
change,
and
so
we
still
are
very
much
a
bargain
with
a
cart
with
the
solid
waste
with
the
garbage
and
recycling
fees.

I
do
not
want
to
get
into
another
protracted
arguing
about
vehicles,
but
and
I
didn't
speak
up
earlier,
because
I
was
under
the
impression
that
this
was
necessary
for
towing
capacity
at
the
fire
department
and
I
no
longer
believe
that
to
be
the
case.
One
reason
is
the
fact
that
this
vehicle
was
only
there
while
it
thought
that,
while
the
fire
chief
is
there
because
it's
his
take-home
vehicle,
so
it's
there,
maybe
eight
hours
a
day,
five
days
a
week.

if
we
need
emergency
towing,
if
we
need
towing
capacity
in
the
event
of
an
emergency,
then
that
has
to
come
from
vehicles
that
are
at
the
station
more
than
eight
hours
a
day.
I
think
that
was
the
only
real
several
convincing
point
to
me
that
we
needed
to
by
this
large
any
fish
and
SUV
that
gets
12
miles
a
gallon,
so
I
will
be
voting
against
this
I.
Don't
know,
what's
gonna
happen
with
the
vote
here
shortly,
but
that
will
be
my
vote.

a
few
weeks
ago
was
the
fire
chief
was
here
and
I
appreciate
his
candor.
When
I
asked
him
about
this,
he
said
he
thought
he
kind
of
obfuscated.
That
was
one
time
I
felt
like
y'all
just
get
it
in
response
to
my
questions,
but
in
a
certain
sense
my
basic
assumption
is
still
there
that
we
have
them
that
we
have
a
14-year
vehicle,
we're
buying
and
is
possibly
the
most
inefficient
time
to
buy.

vehicle
of
this
sort
waiting
two
years
might
procure
a
better
vehicle
with
respect
to
gas
mileage
waiting
one
year
might
do
it,
and
I
also
did
not
know,
and
we
all
put
our
collective
minds
together
when
we
figure
out
there's

truck
there
that
could
potentially
at
least
pull
a
trailer

about

I

it

little
bit
jaundiced
about
the
whole
idea
of
such
an
expensive
vehicle
with
such
low
gas
mileage
might

because
I

fill

gas
tank

couple
times
coming
back
and
forth
from
Maryland
and
the
Hybrid
gets
55
miles
to
the
gallon

could
pull
a
trailer
my
best
if
I'd
had

trailer
hitch.

ordinance
is
for
a
variance
for
a
minor
lot
split
on
Mulligan
Road.
You
do
have
the
drawing
of
the
area.
The
variance
is
because
the
width
to
depth
ratio
is,
is
1/2,
closer,
I,
think
to

8,
and
it
is
very
similar
to
other
Lots
in
the
neighborhood.
We
had
a
question
when
we
discussed
this
in
committee
about
some
deed
language.
They
have
been
drawn
to
our
attention
and
a
lot
Derr
informs
me
that
that
is
not
a
problem
for
going
ahead
and
allowing
this
lot
split.

from

I'm
a
little
concerned
about
the
width
of
a
lot
men.
We've
not
really

mean
not
that
it
would
necessarily
be
different
from

other
units
in
the
neighborhood,
which
are
also
on
long
narrow,
skinny
law.
It's
got
the
in
that
particular
area,
but
I
hope
in
the
future.
I
will
go
along
with
this
as
it
is
today,
given
the
texture
of
the
neighborhood
that
we
would
have
a
map
that
would
have
the
dimensions
on
it.

discussions
points
when
it
came
from

Planning
Commission
one
is
that
does
drop
bluffs
pretty
quickly
and
therefore
any
building

would
either

cantilever
over

back
side

for
front
setback.
Some
of
the
other
concerns
voiced,
I
believe,
but
not
reflected
in
a
minute
worthy
the
curb
cut
there,
because
it

kind
of
a
blind
curve

town
comes
up
and

trying

build

terms

infill
or
sprawl,

that's
really
where
I

considerations
I
had
were,

limitations.

again,
if
we
were
in
general
trying
to
say
okay
well,
how
do
we,
you
know
rather
sprawl
out,
fill
in?

I
pretty
much
voted
for
it

the

has
several
actions
that
are

happening
here

section
1.
The
first
is
procreating
$100,000
to
the
general
fund.

action

maintenance
fund
mansfield
house
is
the
building
that
the
convention-
videos,
Visitors
Bureau,
has
for
offices
on
the
land
of
the
community
center.
This
house
is
one
of
the
oldest
in
our
Aryan
was
moved
when
the
university
mall
was
built
and
it's
the
recipients
responsibility
to
maintain
it.

Homeowners
can
get
their
house
painted
and
some
minor
maintenance
done
to
it.
Utilizing
this
program
and
if
someone's
interested
in
that
program,
they
should
contact
the
mayor's
office.

2
actually
decreases
some
appropriations.
The
first
is
34,000
from
the
general
fund,
and
that
is
a
decrease
allowed
by
the
elimination
of
one
code
officer
in
in
the
code
office.

a
decrease
from
the
recreation
fund
of
six
thousand
and
seven
hundred
dollars
and
from
the
community
center
operations
fund
by
$21,000.
These
two
combined
are
reduction
in
appropriation
because
we
have
not
had
a
Recreation
Director
on-site
for
the
first
half
of
the
year.
A
director
has
been
higher
so
from
now
on
that
the
remaining
monies
will
be
paid
to
him,
and
the
last
reduction
is
sixty
one
thousand
eight
hundred
fifty
dollars
from
the
emergency
shelter
fund.

simply
reflects
the
fact
that
the
the
grant
that
good
works
Industries
has
been
getting
from
Ohio
Department
of
Development
for
the
last
several
years
and
passing
it
through
the
city
of
Athens.
It
will
now
be
awarded
directly
to
them.
The
city
will
not
be
acting
as
a
pass-through,
because
that's
been
a
general
item
in
our
original
budget
we
made
that
appropriation
we're
decreasing
the
appropriation
and
finally,
this
allows
the
auditor's
office
to
make
an
interfund
transfer
about
a
hundred
thousand
dollars
that
we
move
to
the
general
fund.

repricing

must
applaud
the
administration
for
moving
forward
on
them
and
starting
to
to
figure
out
what
we
can
do
to
make
the
cost
amongst
this
anyway.

about
the
old
ordinance
instead
of
this
one.

director

of
replacing
it
with

program
specialist,

pay
grade
right
now

shake

heads

suspension,

we
talked

this
meeting
last
week-
is
that
this
changed
to
the
voter
protection
plan
for
the
city
will
help
protect
the
water
supply
in
the
case
of
the
catastrophic
spill
or
some
type
of
accident
of
that
nature
and
it's
necessary
to
get
it
into
effect
as
soon
as
possible,
because
there's
a
potential
for
expansion
of
these
non-conforming
facilities
in
the
water
protection
area.
And
if
we
have
this
in
place,
it
will
fright
us
the
most
amount
of
protection.

Mr.
president,
I
move
adoption
of
0
70s
earlier.
Second,
this
ordinance
is
addressing
its
problems
that
we
have
with
the
existing
water
protection
plan,
considering
secondary
containment
systems.
So
these
are
containments
of
amounts
of
has
a
regulated
substances
that
could
damage
our
water
supplies.

way
it
exists
right
now,
it's
inadequate.
It
only
requires
the
containment
of
the
one
container
if
you
have
multiple
containers,
a
regulated
substance,
and
this
expands
it
to
require-
and
it
sort
of
rewards
it
a
little
bit
so
that
it
requires
the
secondary
containment
systems
be
able
to
contain
110
percent
of
all
the
regulator's
substance.
That's
in
that
area-
and
this
is
very
narrow
in
scope.
It
only
applies
to
non-conforming
facilities
that
want
to
expand
so
it's
narrow
in
scope,
but
it's
extremely
important
to
protect
our
water
further.

buying
of
vehicles
kind
of
got
away

us

too
sure

the
administration
would
even
need
to
follow
the
recommendations.

the
ordinance

think

last
one
did,
council
members
have
taken
more
of
an
interest
this
year
and
gas
efficiency
and
that
kind
of
thing
than
we've
done
in
the
past,
but
you're
absolutely
correct.

councils
job
to
do
the
funding
legislation.
It's
the
administration's
job
to
really
purchase

think
we
would
have
been
better
served
if
what
council
would
do
would
be
set
up
a
policy
of
what
we
need
to
do
as
far
as
converting
to
a
fuel
efficiency
standard
or
something
like
that
and
then
still
allow
the
administration
to
choose
a
vehicle
that
would
best
serve
its
needs.

bottom

want

clarify,
in
my
own
mind
whether
things
have
changed.
I
know,
there's
no
figure
that
you
don't
have
to
to
that.
You
have
a
Liberty
to
go
up

certain
figure

to
take
competitive
bids.

don't
know
what
that
is
anymore,
but
used
to
be
something
like
5,000,
maybe
even
less
than
that,

same

one

having
to

slips,

that's
all

ever
did

70s
was
to
fix
slips
and
one
of
the
things
that
we
used
to
do.

we
could
do
it

if

got
an
emergency
situation

you

do
it,

you
might
find

you
can
save

good
