television
operation,
it
has
become
clear
that
there
is
not
enough
money
encumbered
in

budget
to
make
the
October
payment
from
the
city
to
address
community
television.

We
talked
about
the
fact
that
the
annual
budget
for
Athens
community
television
has
been
set
by
council
at
fifty-six
thousand
per
year.
However,
at
the
beginning
of
the
year,
we
only
encumbered
$40,000,
because
there
was
some
concern
whether
the
cable
franchise
fees
would
continue
to
flow
as
they
had
in
the
past.
They
have
continued
to
flow.
There
is
at
least
$16,000
there,
which
we
need
to
appropriate.

raise
the

thousand
fifty

to
get
us
through
the
end
of
the
year.

had
suggested
that
I
was
gonna.

Athens

television

activities

community
television

across
the

it

broken

back
to
City
Council
and
we
will
be
having
a
public
hearing
on
this

November
6th,

part
of
the
process

that
be
advertised
and
people

opportunity
to
come.

chiefs

out

table

them

about
the

circumstances

we

charging

consider
a
recommendation
by
the
Planning
Commission
to
adopt
the
comprehensive
plan
for
the
city
of
Athens
long
time
in
coming
folks,
and
our
second
notice
of
public
hearing,
City
Council
will
hold
a
public
hearing,

p.m.
Monday
October,
16th
2006,
and
these
very
council
chambers
third
floor
of
the
city
building.
The
hearing
is
to
consider
a
recommendation
by
the
Planning
Commission
to
rezone
the
landmark
properties
on
Kurt
Street
from
an
end
zone
to
an
r3
zone.

principle
language
that
was
a
part

discussion

clarification

it
is
indeed
an
ownership.

a
transfer
of
deed.

rights

currently
owned
by
the
state.
They
obviously
can't
include
things
they
don't
own,
but
it
does
include
that
another
change
is
more
emphasis
on
the
terms,
education
and
recreation

recognition
of
the
original
concept
of
the
park
as
an
educational
land
lab.

amount
of
educational
programming
that
occurs

continuation

recreation

the

charge

the
park

the
city
and
what

that

services

charge
for
swimming.

reason

emphasis
on

free
activities

free
activities,

questions

the

motors
on
the
lake
and
why
the
agreement
said
that
we
needed
to
keep
that
again.

has
to
do
with
grant
monies

garnered
by
the

great
opportunity

opportunity
for
us
to
have
a
local
administrative
body
work
with
this
piece
of
property
and
to
protect
it
and
to
maintain
it
as
a
recreational
facility.

already
own
South
Park.
We
have
owned
it
in
not
an
unlike
agreement
for
many
years,
and
it
has
not
been
an
albatross
and,
of
course,
with
this
opportunity
comes
responsibilities.
Those
responsibilities
are

establishing
the
policies
that
we
would
want,
or
this
piece
of
property,
the
responsibility
of
generating
whatever
funds
are
necessary
to
keep
it
going.
Our
good
news
in
terms
of
that
is
that
we
have
a
commitment
from
Ohio
University
to
support
the
project
and
it
is
in
their
best
interest,
because
many
departments
do
use
the
the
park
at
this
time.

Oh
DNR
is
offering
forty
nine
thousand
five
hundred
dollars
for
the
first
year
of
operation
to
help
the
project
get
started,
and
it
is
the
intention
of
the
city
to
work
towards
an
endowment
fund
that
can
continue

support
this
activity,

would
remind
you
as
well
that
we
are
not
entering
into
a
purchase
of
this
agreement,
but
rather
ODNR
is
offering
to
not
only
give
the
property
back
to
the
Athens
area,
but
to
offer

five.

it
started
in
the
first
year.

sense
this
is

item

actually

better
on
a
ballot
and
with
that
with
a
fee
involved
to
it,
because
this
is

major
undertaking

city

money
