the
requirements
of
the
state
statute.
Both
can
be
annexed
by
ordinance
without
notice.
This
first
annexation
allows
the
annexation
of
city-owned
properties
that
are
tax-exempt.
In
this
instance.
All
the
parcels
are
located
within
and
adjacent
two
city
boundaries.

county
regarding
affiliates,
failing
septic
system,

is

uncommon

private
residences
asking

annex

wanting
to

needs
to,
connect
to
city
sewer,
sanitary

the
city
of
austin
has
sanitary
sewer
available
at
his
location,
which
is

drive
southwest.

a
federal
grant
that
will
cover
100
percent
of
the
airfield
lighting
costs
in

amount
of

thousand
eighty
dollars,
and
that

upgrades

taxiway
lighting
to
make
led
improvements
and
also
all
the
associated
infrastructure
that
would
go
along
with
that,
it
could
be,
could
be.
Lighting
could
be
transformers
and
other
things,
so

a

federal
grant
and
the
second
portion
of
it
would
be
a
state
grant.

rescue
plans
that
have
been
adopted

federal

at
an
allocation
for
the
austin
municipal
airport
of
up
to
32
thousand
dollars.

go
toward

to
the
other
grants
that
we
have
received.
It
would
go
toward
our
normal
maintenance
and
operations
to
keep
things
open
during
this
time.
So
we
would
recommend
approving
the
32
000
of
grant
funding
for
the

approvals
and
then
also
move
forward
with
the
state
design

design
meeting
state
standards.

have
put
forth
a
schedule
to
complete
this
work

1st
of
this
year,
plans
to
be
completed
near
or
around
march
1st
and
a
bid
date
again
near
around
10,
so
that
we
are
set
up
for
construction
of
the
project
next
summer
in
the
summer
of
2022.

to
complete
this
work
on
this
timeline,
we
looked
at
a
couple
different
consulting
firms
and
request
proposals
from
them
to
complete
this
work
and
the
we
received
three
proposals
from
whks
bolton,
bank
and
sch,
and
when,
when
breaking
them
down
to
try
to
compare
apples
to
apples,
they're
all
very
similar,
bolton,
mink
included
multiple
items
that
actually
would
come
later
from
the
other
consulting
firms,
and
so
it
looks
like
their
number
is
a
little
bit
higher
initially.
But
when
looking
at
other
services
that
would
come
later,
it's
it's
right.

the
ballpark
we've,
we've
worked
with
bolton
bank
before
they
have
a
strong
civil
engineering,
transportation
group
and
they've
done
other
projects
like
this
for
us
in
the
past.
So
therefore,
we
would
recommend
extending
a
contract
to
bolton
inc
in
the
amount
of
ninety
four
thousand
eight
hundred
thirty
dollars
to
complete
this
work.

I
shared
with
them
that
we're
certainly
willing
to
take
a
haircut

else.

house
representatives
announced
that
they'll
be
doing
tours
in
southeast
minnesota.
On
the
9th
and
10th
of
november,
I
reached
out
to
representative
mueller
to
ask
that
we'd
be
added
to
the
tour
list,
so
we'll
wait
to
see
if
the
bonding
committee
would
like
to
take
another
visit
to
the
wastewater
plant
here
in
austin.
Otherwise,
that's

as

welcoming
community,
it's

exposed
to
other
states,

really
impressed
with
the
staff
and
all
the
work
they
do
to
find
these
for
us
and
to
get
them

us

secure
them
so
and
then
the
only
other
thing
I
have
is
I'm
wondering
if
either
craig
or
tom
could
quickly
touch
base
and
circle
back
to
the
coronavirus,
local
fiscal
level,
recovery
funds
and
explain
maybe
to
somebody
in
the
public
what
what
those
are
and
what
they're
used
for,
because
I
get
asked
quite
a
bit
about
funding
for
coronavirus
type
things,
so
somebody
could
circle
back
to
that.

last
year
the
city
of
austin
received
cares
act
money
to
the
tune
of.
I
think
it
was
about
four
well.
A
large
dollar
amount
that
had
to
be
used
for
a
number
of
things
for
the
city
of
austin,
used
it
for
paying
of
police
and
fire
benefits
as
a
state,
and
the
federal
government
determined
that
for
ease
of
purpose
for
every
entity
in
the
state
in
the
united
states
that
you
could
presume
it
was
coveted
related,
so
that
money
was
used
for
that.

american
recovery
act
funds
arpa
funds,
they
call
them
under
the
tune
of
for
the
city
of
austin.
It's
a
million
335
this
year
and
a
million
335
the
next
year
out
the
eligible
uses
are
a
smaller
amount,
a
smaller
amount
of
things
you
can
use
them
on,
but
the
city
of
austin
passed
a
resolution
probably
a
month
or
two
ago.
That
said
we
were
going
to
use
them
under
the
loss
of
revenue
calculation.
So
the
federal
government
created
a
spreadsheet
with
gfy
in
essence
to
determine.
Did
you
lose
revenue
from
2019
to
2020?

And
if
you
did,
then
you
can
use
that
money
for
any
a
number
of
different
things,
including
police
and
fire
emergency
services,
for
which
is
what
the
city
did.
The
original
law
said
you
couldn't
use
it
for
police
and
fire
services
unless
you
could
prove
that
those
funds
were
covered
or
those
hours
were
related
to
covet
19,
which
we
couldn't
do
it's.
A

know
it's
their
regular
stuff,
but
since
we
qualified
under
a
different
provision
under
loss
of
revenue,
the
federal
government
has
indicated
that
those
dollars
can
then
be
used
for
any
police
and
fire
wages
and
benefits
for
which
that
is
what
we're
saying
we're
going
to
apply
or
use
those
funds
for
we
lost
about
4.2
million
dollars.
I
believe,
under
that
loss
of
revenue
calculation,
whether
you
agree
the
calculation
or
not,
that's
I
mean
they
had
to
standardize
it.
