From YouTube: City Council Meeting - 8/2/21
Description
City of Austin, Minnesota
A
B
A
B
All
in
favor,
aye
opposed
motion
carries
number
three
recognition,
recognitions
and
awards.
We
have
nothing
under
item
number.
Four
is
a
motion
for
the
consent
agenda
and
prior
to
approving
it
on
there
is
a
the
river
rats
car
show
on
august
21st
21
john
devries
is
here.
I
think
it's
important
for
the
public
to
know
the
cause
where
the
money
goes
on
those
entrance
fees
for
those
those
cars.
So
if
you
want
to
come
to
the
podium
john,
just
let
the
public
and
the
council
know
where
that
money's
going.
D
D
We've
done
12
different
flag
recovery
boxes
in
town
and
other
little
towns
around
just
for
people
to
drop
off
the
used
flags,
don't
know
where
to
put
them
and
all
the
pavers
aren't
we've
paid
for,
like
80
pavers
up
at
the
memorial
up
here.
So
we
try
to
do
a
lot
of
stuff
for
the
community
and
we
donated
some
for
the
cancer
and
mile.
So.
B
F
E
B
F
H
Hello,
I'm
here
so
after
some
back
and
forth
conversations
with
them.
As
was
discussed
a
few
weeks
ago,
the
bruins
were
acceptant
of
a
one-year
lease
as
far
as
the
terms
that
we
had
spelled
out
and
in
agreement
with
them,
they
had
hoped
for,
of
course,
some
terms
that
that
would
allow
them
that
the
opportunity
to
renew
it
at
a
one
percent
and
a
one
percent
for
next
year
and
the
year
after
should
they
choose.
But
we
were
reluctant
to
agree
to
those
terms.
B
Council
any
questions,
comments,
hearing
none
thank
you
kevin
for
your
work
on
that
contract
I'll,
entertain
a
resolution
for
number
six
so
moved.
Second
time.
B
H
This
exchange
is
taking
place
because
really
the
county's
making
more
use
of
what
that
property
is
than
what
the
city
is
as
far
as
those
neighboring
residents
will
still
be
able
to
use
it
as
a
green
space,
an
extension
of
their
laws,
because
to
our
knowledge,
the
county
does
not
intend
to
do
anything
different
than
what
they
presently
are.
They
did
take
over
mowing
of
the
space
earlier
this
year
and
they
hope
to
continue
using
it
as
an
overflow
for
parking
and
such
for
their
events
that
are
scheduled
at
the
fairgrounds.
B
Tom
take
the
role
please,
council.
I
Hey
everyone,
council,
members
and
mayor
the
first
item
or
the
next
four
items
are
minor
subdivisions.
The
first
one
for
hale
henderson
is
a
split.
He
had
combined
the
parcels
back
in
february.
I
He
wanted
to
sell
the
parcel,
had
a
buyer
lined
up
and
that
fell
through,
and
so
he
wants
to
go
back
to
the
individual
parcels
that
he
had
originally
no
concerns
about
that
expressed
by
staff
or
austin
utilities.
B
Okay,
thank
you,
holly
any
questions
for
holly.
Looking
for
a
resolution
from
a
nine,
please,
I'm
sorry
number
eight.
So
I
moved.
A
B
B
I
Yes,
the
property
owner
wishes
to
combine
an
adjacent
lot
so
that
she
can
use
it
for
an
accessory
structure,
city
staff
and
utilities
reviewed,
and
no
concerns
were
expressed
other
than
if
the
property
is
developed,
with
a
permanent
structure
like
garage,
not
a
residence
that
the
sewer
and
water
be
killed
at
the
main.
I
Good,
oh
thank
you
again.
The
the
property
owner
wishes
to
combine
the
lots
to
add
access
to
an
accessory
structure.
In
this
instance,
he
wishes
to
build
a
garage,
so
the
only
concern
the
city
and
utilities
had
expressed
was
that
the
waters
were
be
killed
at
the
main,
in
the
event
that
that's,
that
garage
is
built.
I
Otherwise,
no
concern.
Okay,.
F
B
I
In
this
instance,
the
petitioner
owner
mr
jensen,
which
is
to
split
his
property
into
two
parcels,
one
approximately
0.25
acres
and
the
other
one
0.19
acres-
he
would
like
to
have
the
opportunity
to
sell
off
a
portion
of
his
property
potentially
for
residential
development.
B
Thank
you,
holly.
Looking
for
a
resolution
presenting
comments
on
name
number
11.,
so
moved.
A
F
F
F
F
B
So
move
the
motion.
Okay,
is
there
a
second?
Second,
all
in
favor,
aye
opposed
motion
carries
number
13's
resolution,
declaring
the
property
of
1409
4th
street
southeast
a
hazardous
structure
and
granting
the
planning
and
zoning
department
power
to
contract
removal
of
the
junk
and
or
illegally
stored
vehicles
hold
on.
That
was
14..
Let's
go
back
just
to
13,
including
the
property
of
1409
4th
street
southeast
a
hazardous
structure.
B
B
B
14C
address
is
110
12th
street
northeast
the
patel
property,
so
I
moved
second,
all
in
favor
all
right,
most
promotion
carries
15.
The
addition
stephen
looks
like
it's
approving
a
2020
bonding
bill
appropriation,
revision
for
the
wastewater
treatment
plant,
mr
lang.
K
Yes,
that's
correct
when
we
were
allocated
7.45
million
back
in
october
of
2020
for
engineering
and
construction
services,
we
had
already
incurred
some
costs
for
the
design
process,
which
we
started
in
february
of
2020,
so
those
first
five
or
six,
seven
months
of
engineering
design
would
not
have
been
able
to
be
applied
for
reimbursement
and
we
would
not
have
been
able
to
use
up
the
entire
7.45
million
dollars
worth
of
funding.
K
So
we
were
with
craig
and
tom
and
other
staff
were
able
to
get
some
language
revisions
that
would
allow
any
dollars
remaining
to
be
carried
over
toward
construction.
So
we
expect
about
1.2
million
of
the
7.45
million
to
be
carried
over
toward
construction,
and
the
new
revised
language
would
allow
for
that.
So
we
would
request
council
to
approve
the
attached
resolution,
and
then
we
will
get
that
on
to
our
state
folks
for
inclusion
in
upcoming
documents.
B
C
B
F
B
Seeing
none
honorary
councilmember
christopher's
last
meeting
was
last
meeting
right,
and
so
we
are.
I
had
a
conversation
with
the
gentleman
that
applied
to
b
in
january
for
the
honorary
council
and
he's,
I
he's
very
upset
that
he
had
to
move
to
leech
lake.
So
he's
he's
not
in
the
mix
anymore
because
he
moved
on
to
leech
lake,
so
I
will
be
asking
for
some
some
folks
appointed.
You
know
any
anything.
Anything
goes
here.
B
So
if
you
know
of
anybody,
please
encourage
those
folks
to
to
apply
or
call
me
or
ann
or
craig
or
anybody
just
to
get
on
that
list,
because
we
we
could
use
another
honorary
council,
we're
looking
to
start
that
first
meeting
in
september,
which
would
be
the
holiday.
So
I
think
it's
like
the
seventh
it's
a
tuesday
september
7th.
So
if
you
know
of
anybody,
anybody
at
all,
so
just
let's,
let's
get
some
more
folks,
and
I
will
also
try
to
drum
up
some
folks
too,
as
well.
E
Thank
you
mayor,
given
the
load
that
we're
looking
at
for
the
next
council
meeting,
we're
checking
into
the
possibility
of
a
special
meeting
on
august
23rd
to
discuss
budget
matters.
If
you
could,
let
me
know
if
that
works
for
you.
That
would
be
most
helpful.
The
mexican
consul
general
will
be
here
tomorrow.
E
Guerrero
gomez
will
be
here,
so
we're
excited
that
the
mexican
consulate
general
will
be
here.
Cgmc
meeting
we
had
a
good
meeting
with
our
peer
cities.
Talking
about
lga
and
our
due
structure.
Better
angels
were
there
to
talk
to
us
about
how
to
work
together
with
other
people
of
differing
views.
So
that
was
helpful.
The
fall
conference
is
november,
18th
and
19th
and
wilmer.
If
any
of
you
are
interested
in
attending
that
event,
let
us
know
they
should
they're
always
helpful.
E
L
Well,
the
item
I'm
thinking
of
is
our
national
night
out
is
tomorrow
at
bandshell
park
from
four
to
seven.
I
think
the
weather
is
going
to
be
good,
and
I
know
the
officers
put
a
lot
of
work
into
it
each
year
and
I
know
I'm
excited
to
attend.
It's
a
really
great
opportunity
to
just
meet
chat
with
folks,
and
I
hope
we'll
have
a
good
turnout.
B
Excellent,
that's
four
to
seven
tomorrow.
Awesome.
Thank
you,
council
start
with.
Did
we
do
joe
esco
paul
I've
read
now?
Thank
you.
Jason.
M
Just
wanted
to
say
thank
you
to
the
austin
police
department.
I
know
that
they've
had
a
challenging
couple
weeks
here
and
just
know
that
as
a
council
and
a
community
we're
very
appreciative
of
the
work
that
you
guys
do
and
100
percent
supportive
of
you.
So
we
got
your
back.
L
L
I
don't
actually
have
to
do
the
heavy
lifting
that
the
officers
and
detectives
have
have
done
and
they
really
have
done
an
outstanding
job
in
a
lot
of
these
cases,
they've
put
a
lot
of
work
in
on
a
weekend,
they've
advanced
it
to
either
making
arrests
or
in
the
case
of
this
weekend's
event,
we
did
just
release
the
media
that
a
warrant
was
issued
for
our
our
suspect
in
that
that
horrific
event-
and
so
you
know,
reiterate,
austin's
incredibly
safe
community.
L
I'm
happy
to
be
here
happy
to
have
my
family
here
and
it's
just
unfortunate
the
way
things
are
playing
out
in
a
regional
statewide
and
I
think
national
level
right
now
with
some
of
the
some
of
the
violence
we're
seeing
and
you
know
we're
not
immune
to
it,
but
staff
has
really
done
an
outstanding
job,
and
I
appreciate
that
and
I
will
pass
on
the
mayor
council
administrator
support
to
them.
Thank
you.
N
You
jason,
oh
no!
No!
I
I
just
want
to
echo
what
council
jason
ruskin
said.
So
we
we
have
seen
a
lot
of
you
know
how
your
offices
went
through,
especially
the
last
weekend
so
and
this
week.
So
we
support
you
back
and
we
appreciate
the
work
and
my
family
is
looking
forward
to
come
and
hang
out
with
you
guys
tomorrow
and
get
some
names
down.
A
I
as
well
echo
what
they
said.
We
just
really
appreciate
you
guys
and
also
chief,
your
your
detailed
emails,
really
help.
You
give
us
a
lot
of
information
on
a
lot
of
different
stuff.
I
mean
the
covid
and
and
different
things
so
appreciate
all
the
links
and
resources
information.
You
keep
us
informed.
L
Move
beyond
it,
I
do
think
malware.
Minnesota
knock
on
wood
are
are
doing
better
than
other
parts
of
the
nation
right
now,
but
yeah
it's
it
was
disappointing.
I
tried
to
call
it
something
different,
the
first
time
I
brought
it
back
and
unfortunately
we
were
a
little
stretch
here
where
we
got
to
monitor
it
again.
So.
G
I
just
wanted
to
give
a
thanks
to
the
southeast
minnesota
realtors
group
for
their
fundraiser,
that
they
did
for
the
cedar
river
farmers
market
as
farmers
market
week,
and
we're
excited
to
have
that
new,
that
energy
and
that
new
new
farmer's
market
that
happens
on
fridays
with
live
music
and
food
trucks
and
lots
of
good
produce
and
crafts
and
things
and
just
appreciate,
there's
a
lot
of
folks
working
really
hard
to
make
that
happen
this
year.
So
thanks.
B
A
J
Yeah,
just
echo
the
the
other
members
support
for
the
police
department.
I
did
note
that
I
saw
on
social
media.
There
was
a
posting
by
a
gentleman
that
is
in
the
mental
health
field
and
he
did
observe
a
situation
where
your
officers
were
at
involving
a
mental
health
situation
and
he
lauded
the
performance
of
the
officers
and
how
it
went,
and
he
was
very
impressed
and
posted
it
out
on
one
of
the
the
social
media
on
facebook
on
one
of
the
group
sites.
I
thought
that
was
awesome
to
see
that
so.
B
Yeah
anything
else,
jeff
yeah,
that's
all
I
have
thank
you
yeah,
I
echo
you
know,
do
a
tremendous
job
on
the
apd's
part.
No
doubt
there's
challenging
times
right
now
throughout
the
nation,
no
doubt,
but
I
know
that
we
got
great
leadership
at
the
pd
and
great
officers
doing
what
they
need
to
do.
So.
Thank
you.
I
also
with
with
our
city
administrator
and
mr
baskin
went
up
to
the
alexandria
area
for
for
the
conference
for
the
coalition
of
minnesota
cities.
It
was
my
first
time
at
a
conference
in
12
years.
B
I
purposely
didn't,
go
as
the
kids
were
younger,
turns
out.
They
got
old
and
don't
want
me
home
anymore,
so
I
was
able
to
go
and
it
really
is.
I
strongly
encourage
anybody
to
go
because
I
think
the
benefit
of
just
hearing
and
seeing
what
other
cities
are
doing
and
meeting
the
folks
and
having
the
opportunity
to
meet
a
few
legislators
too,
in
a
really
intimate
setting,
it's
they
they're
they're,
all
ears
and
and-
and
so
I
encourage
folks
as
these
commissions
or
these
conferences
come
up
to
to
see.
B
If
you
can't
can't
be
in
attendance,
it
really
is
it's
it's
just
great
learning
opportunity
and
getting
to
know
folks.
So
with
that,
I
don't
think
anybody
else
said
anything
so
we'll
just
take
a
motion
to
adjourn
to
monday
august
16th
5
30
in
the
council
chambers
so
moved,
there's
a
second
second,
all
in
favor,
aye,
aye
aye
opposed
that
motion
carries
we'll,
take
a
little
break
and
move
into
the
work
session.
Thank
you.
