on
the
friendship
wagon
which
came
to
austin
today,
which
is
raising
money
for
the
special
olympics.

started
in
brownsdale
and
they
were
a
caravan.
I
showed
chief
mckeegan,
the
caravan
of
horses
and
wagons
and,
in
our
97
degree
heat.
We
were
in
four
hours
from
brownsdale
to
austin
and
they're
at
the
fairgrounds.
So
that
was
a
blast
and
I
really
enjoyed
it.

was
with
horsing
around
out
of
lyle,
and
that
was
really
great,
so
austin
is
is
getting
noticed
by
the
special
olympics,
and
so
thank
you
so
much
to
to
the
fairgrounds
and
all
that
they
do
out
in
the
fair
board.
So
this
is
just
going
to
be
a
very
quick
update.
I
do
appreciate.

you
know,
and
as
I
talked
to
several
of
you
after
some
of
you
at
the
chamber,
the
session
ended
in
a
quite
a
bit
of
disappointment,
and
I
know
that
mayor
king,
you
did
go
up
to
saint
paul
and
I
did
talk
to
councilman,
baskin
and
postma
to
about
the
desire
to
have
a
special
session
as
a
member
of
the
minority
and
as
not
a
chair
or
a
lead
of
a
committee.

I
don't
have
any
actual
input
in
any
of
those
discussions,
but
I
had
heard
that
senator
jeremy
miller
kind
of
walked
away
from
the
table
and
I
don't
know
what
all
of
that
was.
But
and
so
it's
it's
a
it's
disappointing
and
frustrating.
I
will
tell
you,
but
for
the
first
time
in
10
years
I
got
all
I
got
your
bonding
request
into
for
the
wastewater
treatment
plant.
I
got
you
in
there
for

five
and
some
of
you
asked.
If
you
know
we
hadn't
seen
a
bill.
I'd
seen
the
bill.

talked
to
them
about
your
bonding
request,
and
so
you
were
in
the
bill
and
at

very
pm
that
very
last
night,
it
was
pulled
from
the
table
by
the
majority
party
and
so

I
went-

talked

postma

baskins
about
what
had
happened-
kind
of
the
inside
baseball

that
I'm
disappointed,
I'm
frustrated
because
with
the
surplus
I
definitely
wanted
to
see.

Tax
relief
and
I
wanted
to
see
you
guys
have
some
one-time
funding
in
some
literacy
mental
health
and
to
see
your
bonding
requests
go
through.
It
was
a
bonding
bill
that
it
looked
like
many
people
could
get
behind
the
majority
party
pulled
it
because
they
wanted
some
more
money
for
rapid
bus
transit,
and
so
that
was
kind
of
the
inside
baseball.

For
that,
I
am
very
supportive
of
going
back
into
special
session
to
pass
a
bonding
bill
or
to
do
some
tax
relief,
but
I'm
very
uncomfortable
with
passing
a
lot
of
extra
ongoing
spending,
which
is
what
is
kind
of
the
rub.
Right
now
is
that
there's
a
lot
about
four
or
five
billion
of
ongoing
new
money
spending
and
with
inflation,
that's
happening,
I'm
concerned
about
what
what
that
would
mean
for
us
as
a
state
other
than
that
as
a
first
termer.

I've
definitely
been
going
around
the
district
and
listening
and
and
hearing
from
people
around
I've
been
going
to
as
many
city
council.
Just
like
I
am
here
in
school
board
meetings.
I
was
also
at
4th
avenue
fest,
which
is
a
fantastic
success.
I
was
at
pridefest,
which
was
really
exciting
to
see
that,
finally,
that
that
was
able
to
get
off
the
ground.
I
know
that
was
something
that
they
had
been
planning
for
a
while.
It's
also
really
exciting
to
see
new
tech
and
our
new
restaurant
out
in
the
old
moose
lodge
the
thai
restaurant.

It's
not
one
of
those
things
where
I
I
don't
believe
if
you'll
have
to
wait
two
years,
I
believe,
if
I
can
get
this,
if
we
can
shake
some
people,
I
believe
we
could
try
to
get
to
you
this
year
still
or
next
year
early.
But
I
know
that
at
that
point
I
mean
you've
been
waiting
for
over
a
decade
and
that's
that's
a
long
time
to
wait,
and
so
I
just
want
you
to
know
the
progress
that
I
made
as
a
minority
member
I'm
trying
to
trying
to
advocate
for
you.

leadership

power
lands

citizenry
around
the
state,

don't

have
a
hard
time
delineating

processing

system

losers

that
bonding

fingers

the
legislature
didn't
do

do

it

it's
been
different

me

losers
in

it's

unfortunate
that
it
ends
the
way

does.

this

truly
the

move
forward

our
bond.

session

kept
very
disappointing,
considering
the
the
surplus
that
we
were
looking
at,

you
were
working
with
it's
almost
like
you
do
better
with
a
deficit,
the
two
parties
can
actually
work
together
and
get

deficit,
but
when
there's
a
surplus
they
can't
and
that's
very,
very,
very
disappointing
and
from
what
I
read
it
seemed
like.
Both
parties
wanted
the
same
thing

target
areas.

appreciate
the
time
that
you
give
us
at
the
chamber-

this

maybe
more
for
folks
who
don't
know,
but

since
we
had
that
meeting,
it's

it
was
senator
miller,
walked
away
and
said
you
know
not
there's
no
special
session
at
this
point
and
where
I
think
my
frustration,
a
lot
of
citizens.

Frustration
lies
in
the
fact
that
almost
all
of
the
oxygen
in
the
room
and
saint
paul
this
year
kind
of
got
taken
up
on
budgetary
talks,
which
generally
don't
happen
in
an
even
year.
This
is
generally
a
bonding
year.
So
had
there
not
been
this
big
surplus,
I
think
the
bonding
bill
would
have
gotten
done
and
where
I'm
having
a
hard
time
with
everybody
up
in
saint
paul
right
now,
is
why
we
can't
just
okay.
We
can't
agree
on
the
9
billion
surplus.
That's
fine!
But
let's
pass
the
bonding
bill.

traditionally
the
work
that
the
legislature
does,
because
the
reality
is
with
a
nine
billion
dollar
surplus
right
now,
the
citizens
of
austin
are
about
to
pay
15
million
dollars
more
plus
interest
over
the
next
20
to
30
years
of

life
of
wastewater
treatment
plan,
and
so
I
would
just
encourage
anybody.
I
know
you
give
us
some
names
and
I've
reached
out
to
them.
I
know
the
chamber
is
pushing
those
names
out
there's.
I
still
don't
see
a
reason
why?

juneteenth
proclamation
like
to
read,
whereas
the
united
states
of
america
is
a
nation
founded
on
the
principles
of
liberty
and
justice
for
all,
and
the
civil
war
was
fought

ensure
that
freedom
would
be
shared
by
all
and
whereas
on
january,
1
1863,
abraham
lincoln,
signed
the
emancipation
proclamation
which
abolished
slavery
and
whereas
it
wasn't
until
years
later
that
the
freedom
became
a
reality
for
enslaved
people
in
texas.

When
this
news
of
freedom
reached
galveston
texas
on
june
19
1865
and
is
the
site
of
the
first
celebration
of
juneteenth
and
whereas
june
19th
has
a
special
meeting
to
african
americans
and
it's
called
juneteenth
by
combining
the
words
june
and
19th
and
has
been
celebrated
by
the
african-american
community
for
over
150
years
and
further
juneteenth,
also
known
as
freedom
day
jubilee
day.
Liberation
day
and
emancipation
day
is
celebrated
on
june
19th.
It
marks
our
country's
second
independence
day,
celebrating
freedom
and
justice.

therefore,
I

austin
to
hereby
recognize,
adopt
and
proclaim
this
proclamation
to
urge
all
residents
to
become
more
aware
of
the
significance
of
this
celebration
in
african
american
history

heritage

our
nation

continue
to
work
towards
racial
equality,

city

celebrating
juneteenth

allowing

federal
system
has
declared
it
a
national
holiday,

it's
great
to
draw
attention
to
it,
and
so
that's
what
I

that

describes
the
festival
this

this

the
austin
enhancement

As
you
know,
the
chamber
for
many
many
years
organized
the
freedom
festival
and
after
they
decided
not
to
do
that,
part

it
anymore

covet

we
were
gonna,

in
2021
without
a
festival.
So
some
of
us
got
together
and
put
one
together
as
best
we
could
under
the
restrictions
we
had
at
the
time.
And
after
that
decided
that
and
moving
forward,

it
would
be
best

fall
under
an
umbrella
of
a
non-profit.

it
always
amazes
me
how
highly
organized
it
is
because
it's
quite
a
feat
to
put
this
on

what

appreciate
what
you
guys
do
for,

it's
also
amazing
how
many
people
turn
out.

celebration
absolutely-
and
I

just

one
clarification,
so
the
chamber
of
commerce
is
still
doing

parade
aspect
of
it,

they're
organizing

parade,
the
ymca
is

piggy

all

of
the
events
held
down
in
the
park
themselves
are
kind
of
what
fall
under
our
our
umbrella.

bouncy
houses
both
days
and
thanks
to
such
generous
amazing
support
that
we've
gotten
from
the
community
this
year,
they're
going
to
be
it'll,
it'll,
be
lots
of
bouncy
houses,
petting
zoos,
pedal,
poles

all
of
those
things
for

kids
will
be
free.

growing

austin

citizens

one

biggest
issues
that
people
have

lines
for
all

amazing
food
that
we

vendors
where
they
normally
are,

also
putting.

that's
been
kind

big
hurdle,

it
has
been
going

smoothly
and

support

community

to
have
extra

food
trucks
on

park
alleviate

crowds
help
with
the

bunching

people

evening

infrastructure

rest
of
the
year

community

to
get
down
to
the
wastewater
treatment
plant.

parameters
there
for
flow
of
30,
000
gallons
per
day,
is
their
maximum
limit
because
they
go
through
those
lift
stations.
We
want
to
make
sure
that
they're
not
taking
up
all
of
the
capacity
of
our
cook
farm
of
our
creekside
industrial
park.
We
we
also
have
set
a
limit
of
200
pounds
per
day
for
cbod
and
then
those
two
limits
for
tss
and
tkn
set
at
50
pounds
per
day.
Those
equate
to
that
200
milligrams
per
liter.
So
that's
really
a
residential
household
threshold
there.

we
don't
expect
strong
waste
when
it
comes
to
those
two
parameters.
So
it's
mainly
flow
and
body
that
we're
looking
to
regulate
from
this
facility
they
have
as
part
of
their
construction
plan
they've
put
in
some
eq
tanks,

store
some
flow
when
they're
doing
high
production

discharge
it
during
low
periods
of
time
to
help
with

more
of
a
consistent
flow

treatment
plan
update,
we
have
been
we're
up
to
48
plan
holders.
I
think
I
mentioned
at
the
last
minute,
hoping
for

We
are
hearing
information
back
as
they
look
to
work
through
this
monster
of
a
plan
and
specifications
that
they
need
more
time.
So
we
are
planning
to
move
the
bid
date
back
two
weeks
from
june
28th
back
to
july
12th
to
accommodate
subcontractors
evaluating
their
process,
putting
their
their
costs
together,
getting
those
submitted
to
the
prime
contractors
and
so
on,
so
that
that
will
be
happening
also.

hope
to
have
at
the
first
council
meeting
in
july,
so
right
after
the
fourth
hope
to
have
some
scenarios,
for
you
of
you
know,
looking
at
inflation,
trying
to
estimate
what
we
think
a
project
cost
is
going
to
be
and
then
taking
that
back
to
how
are
we
going
to
fund
it?

What
level
of
increases
are
we
going
to
likely
see
for
our
residents,
based
on
the
we
touched
on
earlier,
the
lack
of
bonding
dollars
for
the
project
and
also
the
inflationary
cost
increases,
so
it
won't,
of
course,
won't
be
set
in
stone
until
after
we
get
those
bids.
But
we
hope
to
give
you
something
to
kind
of
start
thinking
about
and
chew,
on
a
little
bit
of
what
those
rate
increases
could
look
like
so
that'll
be
hopefully
coming
at
the
june
july
5th
meeting.

also
just
want
to
put
kind
of
a
little
bug
on
your
radar
that
we
may
need
a
special
council
meeting
on
august
11th.
So
if
you
recall,
when
we
talked
about
scenarios
for
how
we
can
reduce
the
contractor
risk
and
things
and
part
of
that
was,
the
contractor
needs
to
hold
their
bid
for
30
days.
Well,
if
we
open
bids
on
july,
12,
12
30
days
is
august
11th
that
doesn't
hit
a
council
meeting
very
well,
and
we
have
a
lot
of
information
that
we
need
to
pull
together
in
that
30
days.

So
if
we,
if
we
can
get
everything
pulled
together,
august
11th
is
a
possibility
that
we
may
be
asking
for
a
special
counsel
meeting
to
avoid
a
30-day
inflationary
cost
increase
to
those
bids.
If,
if
our
planning
and
pulling
everything
together
takes
longer
than
30
days,
the
next
milestone
would
be
about
september,
10th
or
so,
and
that
falls
close
to
our
september
6th,
regular
council
meeting
after
labor
day.
So
we
feel
that
that'll
fit
in
just
fine,
but
I
just
wanted
to
put
a
little

say
kudos
to
everybody
involved

two
amazing
events
that
I
was
able
to
go
to
the
fourth
avenue.
Fest
was
like
the
most
picturesque
perfect
summer
day.
I
saw
tons
of
folks
out
there,
thank
you
to

cultural
arts
and
culture
group
to
the
park
and
rec
department
for
all
their
work,
putting
that
together,
just
tons
of
folks
everybody's
having
a
great
time.

impressed
with

pride
event
and
the
amount
of
folks
that
came
to
that.

ever
one
it
was
we.
I
got
to
meet
people
from
across
the
region
who
came
to
austin
for
that
event,
so
that
is
really
cool
and

lines
coming
up
this
weekend.
I
know
the
hormel
institute
has
a
big
bash
going
on
they've
got
tours
in
the
morning
and
they're
out
at
the
fairgrounds
in
the
afternoon
and
evening,
celebrating
their
80th
anniversary
so
get
outside.

mean
think
about
where
how
fortunate
we
are
to
live
in
a
situation
where
it's,
what

degrees
right
now
and
we're
not
worried
about
rolling
brown
outs,
we're
not
worried

on
or
not

knock

wood.
