From YouTube: City Council Meeting - 5/16/2022
Description
City of Austin, MN
C
Councilman,
yes,
council,
member
councilmember
fisher
baskin,
president.
D
I
work
out
at
southgate
with
third
grade
special
ed
kids
during
the
day,
and
this
is
my
second
part
that
I
do
during
the
day.
So,
like
steve
said,
my
name
is
kim
schecker
checking
her
and
I
am
the
co-leader
for
ffa.
E
E
So
when
we
talk
about
agriculture
and
all
the
different
pathways
that
students
can
get
into
a
lot
of
times,
they
say
well,
where
could
ever
apply
this
in
the
real
world,
and
so
what
these
students
do
as
part
of
ffa
is
an
intercurricular,
so
not
extracurricular,
but
intracurricular.
So
we
embed
the
ffa
program
into
our
classroom
setting.
It
definitely
stands
for
future
farmers
of
america.
It
is
the
largest
student
organization
in
the
u.s,
with
over
half
a
million
active
members
and
attend
many
many
times
more
than
the
alumni
side.
E
The
students
at
which
you'll
hear
from
tonight
have
been
recognized
the
highest
levels
with
their
accomplishments
by
learning
learning
and
doing
what
agriculture,
food
and
natural
resources
are.
These
students
again
answer
the
question
of
how
will
I
apply
what
I
learned
on
the
real
world?
So
that's
a
lot
of
what
they
do
as
part
ffa
is
applying
what
they
learn
through
all
kinds
of
different
ways:
working
with
their
parents,
they're
working
with
businesses
working
with
people
that
mentor
and
show
them
again
why
it's
important
what
we
learn!
E
I
want
to
kind
of
go
over
a
few
things
here,
because
you'll
hear
about
these
knife
from
our
students
behind
us
here,
you're
going
to
hear
about
things
such
as
sae
stands
for
supervised
agricultural
experience,
it's
kind
of
like
a
capstone
project,
it's
kind
of
like
independent
study
that
students
do
and
they
it
is
self-initiated
and
the
students
learn
about
a
topic
of
their
interest
crops,
animals,
machines,
natural
resources,
food
really,
everything
that
which
they
can
be
a
part
of.
So
that's
when
sae
says
it's
kind
of
a
student-led
project.
E
You'll
hear
things
about
proficiencies
now,
proficiencies
add
on
to
the
sae
experience.
The
students
want
to
complete
an
sae.
They
have
to
show
proficiency
in
that
category
in
that
project
it
may
them
here
have
been
recognized
at
the
highest
state
level
for
their
projects
by
showing
a
proficiency
in
different
categories.
E
You'll
hear
things
such
as
cde
or
a
career
development
event,
as
well
as
lde
or
leadership
development
event.
Both
of
those
things
again
answer
the
question
of
how
will
I
use
this
in
the
real
world,
and
so
tonight
you
have
a
chance
to
hear
from
our
students
that
have
been
a
part
of
sae
as
part
of
proficiencies
and
also
part
of
some
state,
cde
and
lde
teams,
but
that
competed
and
performed
at
the
highest
level
in
the
state
of
minnesota.
E
Here,
I'm
very
proud
of
the
students,
very
private
coaches
that
work
with
them:
their
parents,
the
volunteers,
everybody
that
helps
make
it
work.
So
it's
an
honor
again
to
work
with
these
students
every
single
day
and
to
get
know
that
we
have
the
brightest
minds
right
here
in
the
awesome
community
for
agriculture
resources.
D
Like
nick
said,
it's
a
community
thing
we
pull
in
the
kids
from
the
school.
We
get
that
interest
going
and,
like
he
said
you
don't
have
to
be
a
farm
kid
to
be
involved
in
this
there's
just
28
different
areas
that
you
can
look
into
and
do
so.
I
just
want
you
to
know
that
some
of
the
stuff
that
we
do
in
the
community
ranges
from
breakfast
on
the
farm
to
community.
A
F
A
F
D
Katie
competed
in
marcy
bellow
evaluation,
all
on
her
own.
She
studied
on
her
own
and
amongst
everything,
because
there's
not
many
horse
people
here
she
did
very
well
fell
right
kind
of
in
the
top
end
of
it
like
in
the
19th
area,
out
of
100
and
some
kids.
So
we're
really
proud
of
katie.
For
that,
then
we
have
our
two
teams.
Thank
you
katie,
but
we'll
go
into
the
others.
So
don't
get
excited.
D
Teams,
we
have
our
naked
mechanics
team,
my
guys
on
the
south
side
here
this
egg
mechanics
team
consists
of
andrew
sales,
ryan
van
pelt.
Blake
van
pelt
with
these
three
gentlemen
are
with
us
right
now.
It
also
includes
luke,
hanson,
hunter
van
reece
and
owen
carroll.
These
six
guys
competed
at
regions
in
march
march
over
in
cannon
falls
and
they
placed
second
over
in
cannon,
falls.
D
G
G
I
Name
is
ryan
van
pelt.
It's
like
kim
said.
I
led
the
team
andrew
and
I
are
both
seniors
this
year.
My.
F
Name's
ryan
van
pelt,
like
kim
said,
we
did
a
little
bit
of
everything.
A
K
F
Sales,
like.
J
J
Really
helped
me
building
the
house.
J
L
Appreciate
it
I'm
blake
van
pel,
I
am
like
I'm
up
here.
I'm.
L
H
D
D
Judging
team
here
and
they
practiced,
you
know
virtually
they
had
to
look
at.
I
In
state
these
four
girls
will
compete
and
headed
down
to
nationals.
G
Hi,
I'm
riley
hetzel,
I'm
part
of
the
livestock
judging
team.
I
know
we've
all.
G
Livestock,
judging
like
judging
judging,
I
know,
we've
all
put
a
lot
of
effort
into
the
cool
livestock.
Judging
first
we've
all
been
judging
with
4h.
A
G
P
K
H
K
H
You
I'm
cassidy
schuh,
I'm
a
current
junior
at
the
austin
high
school.
I
would
first
like
to
thank
john
carroll,
as
he
has
coached
us
a
lot
before.
H
H
D
And
then
you
know,
but
the
girls
did
go
out
to
little
eye
and
south
side
and
then
you
know
three
of
us
went
out
there.
D
A
D
Indianapolis-
and
they
did
very
very
well,
like
I
said-
we're
headed
to
indianapolis,
and
I
don't
want
to
also
go
without
taco.
Those
are
our
cds.
I
want
to
talk
a
little
bit
about.
I
don't.
N
D
Doing
either
national
resources
with
entrepreneurs,
ryan
and
then
katie
she
did.
D
D
Environment
ryan
also
earned
his
statement
on
that.
So,
as
you
can
tell
we're
not
always
into
what
everybody's.
D
Abby
say
we
had
a
shift
in
the
middle
of
the
year.
Finally,
and
we.
A
N
K
F
O
N
K
And
to
advise
really
exciting
told
me
to
talk
about
it,
share
my
passion,
continue
working
and
so.
D
B
I
A
M
A
C
Property
that
we
scheduled
the
public
hearing
for
last
meeting,
so
the
owners
have
been
notified
of
this
hearing,
or
has
they
each
have
a
amount
either
for.
C
A
couple
of
the
owners
have
come
in
and
made
payment
partial
payments
already
they're
gonna
have
until
the
end
of
the
year,
just
like
our
other
assessments
to
make
payment
before
we
go
on
their
taxes
for
next
year.
B
B
A
Q
For
this
item,
we
would
recommend
the
council.
Q
A
K
As
of
right
now,
we'd
recommend
rejecting
for
a
resolution.
B
K
A
K
K
S
K
S
K
J
J
A
F
K
This
striping
will
take
up
about
nine
thousand
of
that
twenty
thousand
dollar
budget.
So
this
person
that
is
currently
our
sign
in
traffic
position
they'll
have
eleven
thousand
dollars
remaining
and
to
fulfill
the
remaining
needs
that
we
have
with
sign
replacement,
contract
and
again
the.
K
S
Maybe
we
can
offline
that
I'd
just
be
curious,
because
I
know
there's
a
lot
of
discussion
around
I'm
sorry.
What's
that
maybe
we
can
offline
I'd
just
be
curious,
because
I
know
there
was
a
lot
of
perception
around
okay.
We
needed
this
contract,
so
I'm
struggling
to
kind
of
understand
why
we
need
the
person
and
the
external
contractor.
F
S
K
C
C
R
Up
this
week
same
thing
that
I'm
sure
steven's
going
through
the
chain
of
supply
on
everything,
you're
not
doing
anymore,
he's
behind
booths
that
I
had
ordered
and
set
to
go.
R
A
hundred
full
menu
bar
large
patio.
H
C
R
R
Done
and
fred
grants
us
more
coverage
we
have
patrons
in
there.
Well
then,
they'll
buy
that
and
we'll
get
that.
Thank
you
very
much
more.
B
H
C
G
Q
Q
Through
austin,
that
does
just
we
have
an
example
for
you
included
as
an
exhibit
2.
that
does
just
that
and
we'd
ask
council
approval
of
exhibit
2
authorizing
the
mayor
and
recorder
to
test
the.
A
C
G
C
O
They're
in
council
at
the
may,
10th
2022
meeting
of
the
awesome
planning
commission,
the
commission
reviewed
a
variance
request
from
scooter's
coffee
regarding
their
sign
package
for
a
proposed
store
at
1400.
Fourth
street
northwest
our
city
code
allows
a
limited
number
of
signs
and
requires
that
they
face
a
public
right-of-way.
O
The
variance
after
reviewing
the
planning
commission
with
seven
members
president
recommended
approving
the
variance
four
to
three.
The
planning
commission
then
made
findings
with
regard
to
the
criteria
for
approving
assignments
or
signed
variants.
O
Yes,
at
the
same
meeting,
we,
the
planning
commission
reviewed
a
request
from
michael
earns
regarding
his
property
at
1910
6th
avenue
northwest
the
petitioner
is
requesting
a
variance
requiring
a
60-foot
minimum
frontage.
O
The
petitioner
is
trying
to
sell
his
property
and
he
became
aware
of
an
encroachment
by
the
neighboring
home
in
1908..
The
parties
both
were
completely
unaware
that
there
was
an
issue
with
the
property.
O
A
O
The
encroaching
house
this
will
result
in
the
armed
property
having
50
feet
of
frontage.
O
The
planning
commission,
with
seven
members,
present,
recommended
approving
the
variance
seven
to
zero
and
made
findings
consistent
with
the.
O
Yes,
the
last
item
that
we
that
the
presentation
reviewed
on
may
10th
was
request
from
ralph
donkers
regarding
a
variant.
His
property
at
1101
first
avenue
southwest
here,
was
requesting
a
variance
from
our
code
recording
twelve
and
a
half
foot
side
yard
located
on
a
second
frontage
or
corner
lot.
Single
family.
His
home
is
also
located
in
a
community
business
district
where
a
single
family
residential
is
non-conforming
two
feet
high.
The
petitioner
wish
to
add
a
18
by
eight
back
approximately
two
feet.
O
A
lot
more
details,
if
you
want
to
know
more
about
it,
but
after
reviewing
the
planning
commission
with
seven
members,
present,
recommended
the
variance
seven
to
zero
and
also
made
findings.
B
On
this
15
or
15.
second,
looking
for
a
motion
I
opposed
will
be
approved.
Number
16
grant
complaining
for
the
motion
carries.
I
have
number
16
grant
planning
on
zoning
departments,
power
to
contract
for
the
removal
of
junk
and
or
legally
stored
vehicles
at
the
following
location.
16A
is
a
motion
for
address
10,
19,
8th.
Q

Q
Q
Earth
referred
to
as
the
bonding
bill,
so
we're
hopeful
that
it
provides
wide
enough
birth
for
our
wastewater
treatment.
Plant
david
merrill
will
join
us
next
monday,
as
the
new
director
for
the
park

in
the

S
S
Things
so
one
is,
did
have
the
opportunity
to
talk
to
a
number
of
legislators,
this
legislators
this
weekend
and
continue
to
reiterate
second
pieces,
so
hopefully
that
gets
it
pushed
through.
Second
pieces
have
an
opportunity
to
go
to.
S
Leaders
of
america
conference
this
week
down
in
omaha
with
some
fellow
city,
council
members
and
mayors
from
across
the
country,
so
hear
about
kind
of
best
practices
and
things
that
are
working
well
in
other
areas.
T
P
Make
that
act,
it's
a
time
to
honor
respect.
