hormel
institute,
which
I
knew
not
that
much
about
when
I
started.
I
knew
about
as
much
as
everybody,
but
I've
come
to
appreciate
is
one
of
the
premier
organizations
in
minnesota
and
I've
made
lifelong
friendships
with
some
of
the
professors
down
there
from
different
countries.

forth
with

all

time
and
it's
just
been
a
pleasure.

It's
so
wonderful
to
look
around
the
room
and
to
those
of
you
that

we
really

everyone

your
support

the
hormel
institute
because
of
our
community.
It

grown

what
it
is
today
and
there's
no
stopping
it.
There's
progress
that
is
planned
to
continue
and
mayor
steem.
We
couldn't
miss

opportunity

your
many
years
of
support
of
the
continuing
progress

growth
and
expansion
of
the
hormel
institute.

grow

recruit

something
big
like

like
what
you
described,
which
is
making
friends,
personal
friends
with
a
lot
of
the
scientists
just

make
sure
they
were
welcomed
and
part
of
our
community
you've.

you

sarah
also
have
just
gone
above
and
beyond,

we
want
to
thank

even

wonderful
friends

people

over

we
have
scientists

come
from
all
over
the
world
to
work
at
the
institute,
and
you
have
always
been
very
welcoming
I'm
a
really
welcoming
face
of
austin
for
all
of
them.

visit

any
groups

visiting
faculty,
you've
always
been
very
gracious
about,
coming

saying
hello,
and
not
just

institute,
but
the
whole
diversity
of
austin

changed
quite

mayor-

you
have
really
just
been
wonderful

making
austin

welcoming
place
and
being
the
face

done
for
the
hormel
institute,

immediately

taken
to
a
story
when
we
were
all
gathered
at
the
groundbreaking
of
our
second
expansion.

The
troubles

and
there
was
a
sign
and
he
had
it
down
with
the
last
person
out
of
town
turn
off
the
lights,
and
we
were
afraid
we
might

the
three
hormels
involved:
we've
just
grown
and
grown
and
grown,
and
I'm
sure
with
jefferson
taking
over
after
me,
we're
just
getting
started
so
and
the
institute
is
always
going
to
be
a
part
of
that

we've
all
suffered
cancer.

three
contract
approvals
this
evening,
all
with
uaw
bargaining
groups.
This
is
the
last
of
our
three
following
the
compen
classification
study,
the
street
and
steward
department
wastewater
treatment
plant
and
park
and
recreation
they've
been
on
an
expired
contract.
From
january
1st
2020.
I
I've
had
discussions
with
the
bureau
of
mediation
services
to
bring
us
to
this
point.
Essentially,
the
agreement
makes
the
pay
adjustments
for
the
compen
class
study
and
working
towards
operational
efficiencies
and
conformity
of
other
city-wide
positions.
We
have
a
series
of
motions,
that's
necessary
exhibits.
One
through
three
are
the
labor
contracts,
details
of
those
are
listed
in
the
packet.
We
also
have
exhibits
four
through
six
ml
used
for
retroactivity
for
july
1st
2019
and
exhibits.
Seven
through
nine
are
the
placement
within
the
bps
plan
from
2020
to
2022.,

clear
in
the
response
time
policy,
so
we've
tightened
that

council
approval
for
that.

four-month
program

the

have

need

cannabis

extract

doctors

approved

it's

more

more
difficult

the
covid
or

healthcare
system
itself.

an
ability
for
people
to
meet
that
need

planning
ahead
of
time,

states

legalized
it
and
it's

pretty
much
moving
this
way,

community's
best
interest
to
be
able
to
plan
ahead
for
whether,
where
and
how
it
will

able
to
be
available

public.

think
that
in
the
meantime,
we're
running
a
risk
of
putting

public

a
bad
position
and
the
police
in
a
bad
position,
because
we
have
legal
cannabis
that
looks
smells
and
tastes
the
same.

yet
it's
not
you're

able
to
differentiate.
It
puts
the
police
in
a
bad
position
and
it
puts
the
legal
customers
in
town
in
a
bad
position
and
with
minnesota
being
one
of
the
worst
states
in
prosecuting
people
of
color
5.4
times
more
for
this
crime.

reasons
that
helped
me
recognize.

know
you

legitimate
needs
and
it
helps
you
and
you
have
issues

you're
not

you

you've

that

people
with
medical
needs
are
not
being
served
very
well.
I
talked
that
right
here.
Last
spring,
I
don't
know
if
you
guys
were
here
when
the
legislators
were
here,
including
team
poppy,
and
they
felt
pretty
sure
that
it
was
probably
going
to
be
legalized
in
the
next
session.

they've
legalized
it
in
every
state,
they've
dropped
the
convictions
of
everybody-
everybody's
marijuana
convictions,
if
I'm
not
mistaken,
maybe
that
you
know
big
selling
convictions
if
you
sold
10
pounds
or
something
they
might
not
drop
that,
but
generally
they
drop
all
the
convictions
for
marijuana
and
people
are
right
back
to
square
a.
So
that's.

that's
what

group
needs
to
do.

mean
we
need
that,
get
a
group
together
and

lobby
for
that
stuff.

right
now
when
the
meeting

with
the
drug
task
force

they're
talking
about

it

to

make
sure

taxes

used

think
there
is
a
big
push
for
it
nationwide.

public

understand
that
cannabis
is
rated
a
schedule,
one
drug
with
no
medical
use
at

same
time
as
they're
selling
it

contradictory
and
it
kind
of
puts
everybody
in
a
bad
light.

to
defend
that.

to
that
drug

meeting,

don't

get

recommend

that
recommendation

need
the

seeking
relief

their

illegal
market,

them
at
risk

arrest
for
marijuana.

in
austin

spike
in
heroin

methamphetamine

limited
resources
in
a
clogged
cork
system?

for
is
to
ask
austin
minnesota,
be
proactive,
organize
a
special
task
force
of
citizens
to
move
forward
with

decriminalization
of
small
amounts
of
marijuana
up
to
two
ounces,
and
that
city
immediately
takes
steps
to
prepare
local
zoning
ordinances
for
the
inaudible,
inevitable
legalization
of
cannabis.

state

obsession

a

state

funds

going

results

election
night

even
the
next
day
is
pretty
low,
so
be
patient.

manage
your
expectations

we're
going
to
have
all

our
answers
that
everybody's-

anxious

this
all
to
be
over,
but
it
is
going
to
take
some
time.

guess
it
was
quite
interesting
coming
into
city
hall
tonight,
as
there
were
several
people
trying
to
get
in
their
last
minute
pre-vote,
but
those
that
were
not
successful
and
those
that
have
not
like
myself,
who
I
chose,
choose
to
go
in
person
tomorrow
do
vote
tomorrow.
Your
vote
does
make
a
difference.
I
Okay,
the
mayor
and
I
met
with
senator
klobuchar
on
the
22nd,
and
we
discussed
the
cares
funding.
I
thought
that
was
a
good
discussion.
We
really
appreciated
the
senator
reaching
out
to
austin
and
other
communities,
so
that
was
good.
The
small
business
grant
program
is
going
to
a
phase.
Two
county
had
some
more
funds
to
allocate
towards
that.
So
of
those
that
were
allocated
in
the
first
round,
we
had
appropriation
of
about
a
little
over
twenty
four
thousand
dollars,
so
they're
opening
a
second
round,
that's
already
open
and
will
be
open
through
november.
I
Ninth
at
four
pm,
so
we'd
apply
our
balance
of
our
hundred
and
seventy
five
thousand
for
a
round.
Two
criteria
is
essentially
the
same.
I
Some
of
the
submission
of
documentation
is
prior
to
the
deadline,
as
well
as
some
of
the
operations
before
january
1st
of
2020
rather
than
march
1st
of
2019,
and
then
those
obviously
that
were
awarded
in
round
one
wouldn't
be
eligible
for
round
two
for
those
that
are
interested
in
applying
for
that.
We

People

vote

such
high
regard

they

this

austin
usually
does
