February
is
Black
History
Month
and
last
night
the
council
issued
a
proclamation
recognizing
the
history
contributions
and
Leadership
that
our
African-American
neighbors
have
made
to
the
very
Foundation
of
Bend
Oregon.
There
are
a
lot
of
great
events
still
happening
this
month,
where
you
can
learn
more
about
black
history
month,
so
I
encourage
you
to
go,
find
those
and
attend,
and
I
also
remind
everybody
that
black
history
transcends
just
one
month.
A
We
should
be
learning
year
round
about
black
history
and
then
also
black
history
is
American
history.
So
thank
you
to
everyone
who
helped
make
that
Proclamation
happen.
Last
night
we
also
issued
a
proclamation
in
February
to
declare
February
1st
through
7th,
as
National
Gun
survivors
week,
and
that
is
because
of
the
violence
we've
experienced
right
here
in
our
community
in
recognition
that
every
year
nearly
four
forty
thousand
Americans
are
killed
in
Acts
of
gun,
violence
and
leave
behind
survivors,
and
you
know
the
Ripples
and
waves
of
grief
throughout
their
communities.
A
Council
this
month
also
decided
not
to
hear
an
appeal
regarding
a
hearing's
officer's
decision
to
approve
two
conditional
use
permits
for
commercial
development
on
the
corner
of
broster,
House
Road
and
Murphy
Road.
A
gas
station
is
included
within
that
proposed
development,
and
we
definitely
heard
concern
from
the
community
about
that
piece
of
the
project.
In
particular,
Council
requested
a
work
session
to
talk
further
about
where
gas
stations
and
auto-dependent
uses
should
be
allowed
within
neighborhoods
and
within
our
city.
So
look
for
that
coming
in
the
future.

This
month
we
also
made
some
decisions
that
impact
bicycle
and
pedestrian
Transit
Council
approved
122
thousand
dollar
contract
for
bike
route,
wayfinding,
which
is
creating
signs
and
informational
displays
to
help
people
find
our
low
stress
bike
Network
the
work
will
create
markings
and
rulers
throughout
and
also
we're
going
to
be
working
on.
Some
branding
Council
also
improved
an
agreement
to
analyze
and
design
the
only
pedestrian
and
bicycle
improvements
project,
which
is
one
of
our
2020
transportation
gobon
during
a
council
work
session
last
night
we
also
started
talking
about
a
potential
Transportation
utility
fee.

This
fee
would
support
street
operations
and
maintenance
and
help
us
to
implement
the
programs
that
are
in
the
transportation
system
plan
that
was
approved
in
2020..
We
will
have
future
work
sessions
about
this,
including
what
the
public
process
will
be
to
make
sure
that
we're
getting
input
from
the
community
about
this
fee.
The
council
also
held
a
public
hearing
that
would
amend
the
bend
development
code
to
include
a
new
master
plan.

called
Parkside
Place.

We
also
adopted
this
month
a
resolution
that
will
put
a
five-year
operating
Levy
for
Bend
fire
and
Emergency
Medical
Services
on
the
May
ballot.
The
operating
Levy
is
proposed
at
76
cents
per
thousand
of
taxable
assessed
value.
Our
fire
Levy
has
not
been
increased
since
2014,
but
we've
had
over
double
the
amount
of
calls
since
that
time.
So
we
really
need
to
make
sure
that
we're
investing
in
our
firefighters
and
emergency
responders
and
you'll
be
hearing
more
about
this
Levy.

As
we
approach
the
May
election
Council
has
approved
allocating
a
million
dollars
through
our
through
our
affordable
housing
fund
to
core
Community
Land
trusts,
where
for
a
project
they're
building
on
Simpson
Avenue
in
Century
Drive
to
create
affordable
housing,
the
fund
is
generated
by
collecting
a
small
percentage
of
the
total
cost
of
a
building
permit
and
is
allocated
through
our
affordable
housing
advisory
committee.
That
makes
recommendations
that
Council
then
approves
course,
project
will
Resort
in
40
units
of
a
cottage
cluster
development
that
will
serve
households
earning
less
than
71
thousand
dollars
a
year.
