Council
recap.
On
May
3rd
Council
approved
the
creation
of
the
tree
regulation
update
advisory
committee.
This
committee
will
serve
on
a
temporary
basis
to
explore
ways
to
preserve
and
expand
Ben's
Urban
Tree
canopy,
which
means
the
area
of
a
city.
That's
shaded,
by
trees.
Applications
to
serve
on
this
committee
have
been
received,
we've
got
a
ton
of
great
applicants
and
we're
going
through
them
now,
and
the
group
will
be
appointed
at
the
meeting
in
June.
A
Council
expects
to
hear
this
group's
recommendations
for
our
new
tree
code
by
the
end
of
the
year,
Council
also
approved
just
over
half
a
million
dollars
of
a
Community
Development
block
grant
for
six
projects
that
address
the
needs
of
low
and
middle
income.
Households
in
Bend
the
projects
included,
supporting
jbar,
Jade,
Youth
Services
to
expand
case
management,
which
will
support
unaccompanied
and
Pregnant
youth
who
are
experiencing
houselessness
and
supporting
core
Community
Land
trusts
to
offer
more
home
buyer
financial
assistance.

During
last
night's
work
session
at
our
council
meeting,
Council
reviewed
the
council
goal
work
plan.
The
work
plan
details
the
specific
actions
and
timelines
associated
with
with
council's
goals
and
also
sets
out
the
metrics
by
which
we're
going
to
measure
our
success.
The
goal
is:
focus
on
creating
affordable
housing,
protecting
the
environment,
Public
Safety
and
ensuring
the
city
government
is
accessible
to
everyone.
Council
approved
a
contract
with
the
nonprofit
Shepherd's
House
ministries
to
operate
a
low
barrier,
shelter
at
the
Franklin
Avenue
Shelter,
which
is
the
former
Rainbow
Motel.

We
are
using
remaining
arpa
dollars
from
the
city
in
the
county
to
reopen
this
shelter
and
fund
it.
For
18
months
we
had
been
waiting
a
couple
of
weeks
to
open
the
shelter
in
order
to
see
if
State
funding
from
the
governor's
emergency
funds
would
come
through,
but
unfortunately,
we've
not
been
able
to
have
those
funds
allocated
to
this
shelter
yet,
and
we
need
to
serve
our
community
by
getting
the
shelter
open
now,
so
that
families
and
medically
fragile
folks
who
are
waiting
for
a
room
can
get
in
there
and
be
housed.

The
Franklin
shelter
will
be
open
next
Monday
May
22nd
with
24
7,
on-site
supervision
and
services
from
provided
by
Shepherd's
house
last
night
council.
Also
voted
to
establish
the
middle
income
housing
pilot
funding
program.
This
program
will
award
half
a
million
dollars
to
support
the
development
or
preservation
of
middle-income
housing.
Middle-Income
housing
is
aimed
at
people
in
Bend
who
make
too
much
money
to
qualify
for
traditional,
affordable
housing,
but
still
can't
find
homes
that
are
affordable
to
them
due
to
our
tight
housing
market.

new
pilot
program
will
be
run
through
the
city's,
affordable
housing
committee
and
request
for
proposals
will
go
out
later
this
year.
We're
hoping
to
see
creative
ideas
on
how
to
leverage
our
city
dollars
with
Partnerships
from
Builders
employers
and
non-profits
in
order
to
provide
more
of
the
housing
that
we
know
our
community
needs
for
those
of
you
who
live
over
on
the
east
side
of
Bend
like
I.
Do
you
may
have
noticed
that
the
Wilson
and
15th
roundabout
is
finally
open?
A
We're
really
excited
to
see
that
part
of
the
Wilson
Corridor
project
completed
and
now
move
on
to
the
part
of
the
project,
that's
between
9th
and
2nd
Street
on
Wilson.
We
really
thank
everybody
for
your
patience
around
town.
We
know
there
is
a
lot
of
construction
and
a
lot
of
repaving
happening.
That's
going
to
continue
through
the
summer.
So
thanks
for
slowing
down
and
looking
out
for
your
neighbors,
while
that's
going
on
Council
issued
six
proclamations
this
month,
recognizing
may
as
Jewish
American
Heritage
Month
foster
care
awareness
month
and
National
preservation
month.

Council
also
proclaimed
May
6th
through
12th
as
nurses,
week,
June
2nd
as
National
Gun
Violence
awareness
day
and
declared
bend
a
Blue
and
Gold
Star
Family
