end
of
September,
so
this
is
extending
from
September
to
the
end
of
the
project
for
them
and
then
out
in
public
places,
selecting
them
as

representative
do
the
project
management
to
manage
the
one
percent
for
our
contribution.

the
initial
contract
for
the
owner's
representative,
who
then
helped
us
get.

RFP
out
for
kncc
April
of
2022
is
when
we
brought
Kirby
nagelhout
and
AGA
on
board
as
our
design
build
team
and
then

the
end
of
22
is
when
we
completed
the
preliminary
phases
phases
one
and
two
to
get
to
what
we
call
criteria,
design
and
really
set
the
scope
of
the
project
and
the
budget.

project
for
furthering
the
next
steps.

so
then
we
authorized.

this
year
we
approved
GMP
one
which
was
a
zero
cost
Amendment.
We
reallocated
some
of
the
design
costs
over
to
get
some
of
the
early
site.
Work
started
that
site
work
has
begun,

now
we
are
coming
back

observable

reallocate
the
the
rest
of
the
design
work
and
be.
The
next
group
is
construction
and
then
last
night,
no
Wednesday
night
like
it
is
today

you
approve
the
ovoe
grant
contract,
so
we
had
applied
for
a
hundred
thousand
dollar
design
Grant
throughout
a
year.

take
our
PV
strategy
and
explore
potentially
putting
a
battery
pack

project

and
that
study
will
then
go
into
another
application
with
odioe
for
a
construction
brand
to
do
above
and
beyond
what
our
one

half
percent

Green
Technology
would
otherwise
find.

schedule
and
budget,
this
is

background
information

mark

the
committee
on
whether
or
not
I
should

council

site-wise
we
have
35
and
a
half
acres
on
the
northeast
side
of
town,
just
East
because
of
the
power
site
that
is
under
construction
right
now,
so
it's
between
kui
and
Telus,
maybe
extending
those
roads,
and
it
includes
the
full
development
of
the
35
and
a
half
acres
with
some
of
it
being
left
undeveloped
for
future
course.

There's
a
headquarters
building
on
the
site
as
part
of
the
campus.
This
is
where
our
administrative
staff
will
work,
but
also,
where
all
of
the
crews
and
all
of
our
staff
will
convene
every
day
for
their
meetings
for
any
of
the
office
work
that
they
do
need
to
accomplish,
as
well
as
all
the
locker
rooms.
It
also
includes
community
space
for
some
large
meeting
rooms,
both
medium
and
large,
meeting
rooms
that
are
on
the
public
Side
Access
through
the
lobby,
as
well
as
the
water
laboratory,
relocated
program.

second
major
structure
is
the
one
vehicle
storage
shops
and
Warehouse
buildings,
so
we
are
bringing
in
all
the
shop
uses

scattered
throughout
our
different
sites
today
into
this
one
building
and
there
will
be
a
sharing

shops
between
the
department.

that's
some
of
the
ways
that
we're
gaining
efficiencies
and
then
the
vast
majority
of
this
building
is
restored
to
vehicles
that
cannot
freeze
such
as
our
Vector
trucks.

call
ancillary
structures,
small
structures,
scattered
throughout
the
site

very
specific
uses.

are
following
alignment

plan

we
climate
action
plan
that
we
have
as
well
as
the
sustainable
energy
management
plan.

goal

to
get
lead
certification
right
now,
where

actually
tracking
it

gold,
and
we
have
enrolled
in
the
energy
trusts
of
organs,
complement
zero
program
and
received
fifteen
thousand
dollars
to
date

incentives

some
of
the
preliminary
work,
and
we
expect
to
be
getting
quite
a
few
more
incentives
that
we
start
to
do
go
into
construction
and
then,
as
I
mentioned
before,
the
hundred
thousand
dollar
Grant.

measures

we're
doing
one

half
percent

Green
Technology
will
have
about
a
600
KW
photovolt
type
array.

will
have
EV
charging
throughout
the

requirement

our
city

have
a
one
percent

art
requirement
for
major
Capital
Improvement

have

areas
that
we've
targeted
for
utilization
of
this
one
percent
for
art
really
trying
to
Target
an
array
of
artists,
as
well
as
an
array
of
locations
on
the
site
that
are
primarily
in
the
public
views
of
Republican,
enjoy
the
the
art.

the
first
is
a
series
of
small
structures,
those
ancillary
structures,
we're
looking
to
prepare
local
artists
that
maybe
haven't
had
the
opportunity
to
operate
in
a
public
space
before
they

be
coming
up
with

design
work

structures
and
then
we
will
be
managing
the
installation
and
Fabrication.
So
it's
an
opportunity
for
those
small
artists
to
kind

start

lean
into
something
larger.

this

looking

art
piece
that
will
span
up
through
that

stories

the

foot
span

needs

duty

having

artist

design

develop

Spanx
of

screen

will
face
that

arterial

we

building
exterior
work,
so
the
structure
and
the
exterior
will

coming
back

finish

design
work

the
interior,

that
will
be
a
part

department

here

talk
with
you
today
about
the
lighthouse
navigation
Center.
We
have
recently
completed
the
design
phase
for
that
project.
We're
finishing
up
our
building
plan
check
process.

should
have
our
building
permit
in
about
a
month
and
so
we're
asking
that
Council
award
the
Construction
contract
for
that
project,
so
that
we
can
move
forwards
a
little
bit
of
background
about
the
building,
if
you're
not
familiar,
that,
wasn't
a
nice
game,
so
the
building
prior
to
covid
was
actually
used
as
a
thrift
store
which
is
classified
as
a
Mercantile
occupancy.
So
not
a
shelter
building
was
never
really
intended
for
that
purpose.

few
key
stats,
if
you're
not
familiar
over
the
past
year,
the
lighthouse
has
served
over
38
000.
Excuse
me:
38
000,
nights
of
shelter
to
guests.
It
served
over
a
hundred
thousand
meals
and
this
transitions
230
guests
to
more
permanent
housing.

On
the
building
it's
20
to
25
years
old,
despite
numerous
attempts
to
kind
of
patch
and
fix
leaks,
it's
still
problematic.
You
can
see
the
water
that's
bonding
there,
so
that
that's
one
key
component
fix
the
Integrity
of
the
building.
Envelope
second,
is
to
alter
the
interior
layout
of
the
building
to
actually
better
support
and
enhance
the
types
of
services
that
are
being
provided
and
that
we
would
like
to
expand
on
site
and,
lastly,
account
for
the
change
of
occupancy
going
from
the
former
thrift
store
to
now,
a
true
residential
shelter
occupancy.

The
layout
you
see
here
on
the
left
is
the
new
proposed
floor
plan
for
the
project,
there's
a
lot
of
different
scope
elements,
we've
separated
them
into
the
base
bid,
which
is
really
the
most
critical
elements,
the
must-haves,
and
that
includes
a
new
roof
and
HVAC
systems,
adding
showers
and
laundry
where
none
have
been
present
on
site
before
so
really
just
for
kind
of
basic
hygiene,
adding
in
a
commercial
kitchen,
shell
space.
So
the
base
bid
does
not
include
all
of
the
appliances.
The
basement
really
builds
out
the
space
in
the
kitchen.

It
includes
the
overhead
exhaust
the
wire
Protection
Systems,
the
floor
finishes
ceiling,
all
of
that,
and
it
includes
a
utility
subouts,
where
all
of
those
appliances
could
ultimately
be
added
at
some
point
in
the
future.
The
base
bid
scope
here
also
includes
adding
multi-user
restrooms,
which
was
a
request
by
the
shelter
operator
for
safety
reasons.

In
addition
to
the
base
bid
scope,
I
just
mentioned
there
were
a
number
of
different
bid
options
or
ad
alternates
I.
Think
16
total
that
we
wanted
to
get
pricing
for.
Based
on
how
the
bids
came
back
in,
we
are
recommending
that
10
of
the
16
bid
options
be
awarded.
Those
would
accomplish
the
following
items:
I'll
walk
you
through
one
is
to
clean
the
inside
of
any
existing
ductwork
that
remains
in
the
building.
That
really
is
tied
to
indoor
air
quality,
making
sure
there's
no
construction
or
debris
up
in
there.

When
we
turn
the
systems
back
on,
one
would
be
to
improve
the
main
entryway
of
the
building,
it's
in
the
same
location
as
now,
but
they
have
problems
with
noise,
travel
and
guests
into
walking
in
areas
where
they
shouldn't.
So
this
would
help
limit
both
of
those
replacing
Lighting
in
the
main
sleeping
area.

Right
now,
it's
very
dim,
even
when
it's
fully
turned
on
during
the
daytime
hours,
so
this
will
allow
it
to
be
kind
of
more
bright
and
vibrant
when
they
want
it
to
be
and
also
more
energy
efficient,
because
it's
LED
and
then.
Lastly,
the
biggest
chunk
of
the
bid
options
that
we're
recommending
for
award
is
the
kitchen
equipment
to
kind
of
allow
food
preparation
on
site
right
now
they
have
food
prepared,
off-site
and
delivered,
which
is
a
more
costly
way
to
do
things.

So
what
we
are
proposing
would
include
a
gas
range
with
a
griddle
top
a
gas
range
with
six
burners,
the
double
oven
that
you
see,
pictured
a
dishwasher
and
then
various
tables
racks
and
shelves
to
kind
of
support.
Most
of
that
food
preparation
on
site
for
the
schedule.
Right
now
in
September,
the
design
team
is
addressing
a
few
final
plan
check
comments
next
month
in
October.
If
this
Construction
contract
is
approved,
the
contractor
would
be
on
board
and
their
first
task
is
going
to
be
submitting
phased
construction
plans
that
need
to
be
approved.

As
you
can
see
here
on
the
screen,
the
colored
plan,
that's
a
sample
of
what
the
construction
plans
may
look
like
for
this
particular
project.
We
knew
it
wasn't
feasible
to
completely
shut
down
the
largest
shelter
we
have
in
the
city
and
so,
instead
of
completely
vacating
the
building
and
having
a
quicker
construction
duration,
we've
built
it
into
the
design
where
the
building
will
still
be
50
occupied
each
night.
So
we'll
have
the
ability
to
house
up
to
50
guests
plus
staff
every
night
during
the
entire
Construction
contract.

But
during
the
day
the
building
will
be
completely
vacant
of
guests
and
staff.
So
the
contractor
can
accomplish
their
work,
and
so
we
are
requiring
that
the
contractor
has
to
identify
what
portion
of
the
building
they'll
be
working
in.
So
that
can
be
the
orange
area,
for
example,
and
then
a
certain
portion
of
the
building
they
don't
touch
at
all,
which
would
be
the
blue
area
for
guests
to
sleep
each
night
and
there
will
be
a
barrier
between
those
two
zones
for
safety,
we'll
make
sure
there's
adequate
exits
things
like
that.

go

the

house

was
something
they
specifically
asked
for,

they've
been
integral
to

being

out

be
an
ice
maker,
commercial

maker
that
we
wouldn't
initially
be
funding
some
serving.

deck

commercial

refrigerator

to

actually
submitted
bids
and
then
the
lowest
responsive
bidder
was
2kg
contractors,
their
bid
for
the
base
bid

the
bid
options
that

walked.

million
dollars,
as
you
see
on

notably
that
bid
amount
was
actually
within
one
percent
of
the
design.

contract

to

funding,

is

cost
of
15
million
right
now.
The
only
Grant
we
actually
have
secured
is
about
4.8
million
from
the
state.
That's
that
connect
organ
grant.

with
about

2.6
million
dollar
local
match,
but
back
in
may
we
were
anticipating
an
extra
4
million
from
the
FAA,
the
bipartisan
infrastructure
or
bil
funding
for
design
of
1.6,
and
with
that

have
about
a
four
and
a
half
million
dollar
Gap.

When
we
started
having
these
discussions
of
like

we

to
be
able
to
move
forward
with
this

directed
spending
six
million
from
Chavez
dreamer

then

million
from
Wyden

Gap
to
more
potentially
more
funding
than
the
project
will
cost.

be
