March
regular
meeting.
I
do
have
one
observation
unless
I'm
incorrect
item
two
on
the
March
minutes
says
that
a
unanimous
vote
was
taken
to
approve
Feb
meeting
minutes,
and
it
says
the
vote
was
nine
zero.
We
had
11
members
present
and
I
recall
that
Lisa
abstained.
I
think
the
correct
count
should
be
10
zero
as
a
matter
of
record.

projects

I
just
picked

This
is
a
clipping

Brooks
woods
flight,
basically
asking
folks
there's

crosswalk

we
can
put
it
on
the
west
side
or
we
can
put
it
on

east
side.
There's
a
little
bit
difference
in
volumes
morning
and
evening
for
each
of
the
options
and
there's
a
SurveyMonkey
out
and
the
postcards
are
going
out.

folks
will
start
chiming
in
and
we'll
get
a
sense
for
which
side
they
like
better
and
then,
once
we've
aside,
we
will
go
ahead
through
design
and
hopefully,
as
things
start
to
loosen
up
with
these
phases
of

our
contractor

we're
saying
that
there's
sidewalk
infill

be
the
base
project
aspects
and
then
we're
looking
for
input
on
traffic
calming
and
the
first
kind
of
concept
for
traffic
calming
you
guys
are
familiar
with
these
know.
Right
turns
off
Colorado,
so
you
ki,
you
could
come
out
of
the
neighborhood
to
go
shopping,
but
to
return.

have

go
up
Chamberlin
and
we're
gonna
do
a
test,
a
field
to
test
on
this
on
Thursday
from
4
to
6
p.m.
so
we
just
put
some
stuff
out
on
next
door
today,
give
a
little
bit

notice

getting
my
permit
from
the
city
and,
interestingly,
we've
had
46
surveys
taken
so
far
from
the
neighborhood
and
71%
voted.

This
option
is
their
number
one
right
now,
during
the
test,
we'll
have
a
little
bit
of
volume
counts
on
both
Sizemore
and
Chamberlain
to
see
if
people
are
kind
of
having
that
tendency
to
just
go
down
a
block
and
still
come
into
the
neighborhood
I
think
over
time.
What
would
happen
is
you
would
just
get
off
the
Parkway
at
Hawthorn
and
cover
onto
Franklin
that
way,
as
opposed
to
coming
in
from
this
side,
but
we'll
test
it
and
see
how
people
like
it
and
talk
to
the
neighborhood
again
after
that.

So
the
next
option
is
on
the
next
slide
and
instead
of
doing
something
with
an
external
diverter,
this
kind
of
just
treats
the
speed
issues
within
the
neighborhood
won't
have
much
impact
as
far
as
cut
through
traffic,
but
it
could
make
compliance
at
the
stop
signs
better
and
it
could
slow
people
down,
and
it's
this
idea
of
kind
of
creating
a
neck
down
at
the
alleys
on
either
side
of
Delaware
11.9%
voted
this
their
number
one
choice.
It's
actually
running
in
third
place
right
now,
so
next
slide.

This
one's
coming
in
second,
although
kind
of
a
distant
second,
and
it
would
create
a
bit
more
of
a
chicane
with
the
neck
down.
You
could
alternate
them
from
either
side
still
gives
you
that
20-foot
clear
space,
but
it
just
requires
cars
to
leave
around
a
little
bit
hit
the
stop
sign
weave
around
a
little
bit.
So
again
it
doesn't
really
address
a
heavy
cut
to
traffic
numbers,
but
it
does
address
the
speeding
issue.

this
was
one
that
we
built.
First
city
crews
constructed
it
and
it's
this
Larkspur
neighborhoods
crosswalk
to
get
to
Ponderosa
park,
as
well
as
the
franklin
garden
and
juniper
summit.

center

cleaner
trail
I
took
this
photo
yesterday.
This
guy
really
likes
it
USA
that
he
feels
a
lot
safer
out
there
I
don't
know
what
that
noise
is
sorry.

Anyways,
it
was
interesting
to
talk
to
this
fellow
because
he
crosses
there
every
day,
the
dog
parks
on
the
other
side
of
this
park,
and
so
he
walks
across
with
his
dog
every
day,
and
he
said
cars
are
really
paying
attention
and
stopping
for
him
much
more
so,
and
we
had
done
the
field's
test
on
how
yielding
was
at
this
location.

was
pretty
low,
I
think
it
was
like
33%,
so
he
feels
like
it's
much
much
better
than
this.

is
the
unpaved
portion,
but
you
can
put
a
really
nice
crosswalk
to
get
folks
to
Alpine
Park
in
the
co
d
trail.
So
everyone
on
the
working
group
I've
got
four
gentlemen
working
on
that
with
me,
and
they
really
are
excited
about
this.
So
and
I
talked
to
this
homeowner
right
there
she's
pretty
happy
that
would
be
done
with
the
pavement
preservation
project.
Later
this
summer
for
a
Mountain
View,
it's
it's
we're
doing
an
in-house
design,
and
this
would
also
be
similar
to
the
Larkspur
project.
It
would
be
city
crews
that
would
construct
it.

would
have
to
bid
out
these
two
islands
so
I'm
working
on
a
quick
bid
for
that,
but
they're
four
foot
wide
safety
islands
and
marked
ensigns
school
crosswalk
within
a
school
zone.
Today,
there's
not
a
school
zone
out
there
for
the
high
school,
so
the
school
zone
would
be
the
7:00
a.m.
to
5:00
p.m.

miles
per
hour
and
then
we'd
put
in
on
buffered
bike
lanes.

it'll
have
speed,
humps
and
enhanced
crosswalk
at
Milwaukee,
and
some
curb
extensions
with
that
they'll
be
posted

neighborhood
Greenway
and
it'll
run
right
into
the
school
speed.

Elementary

built
starting
in
June,
so
that's
that'll
be
in
our
second
one,
built
it
on
the
ground.

it

this
should

summer,
but
it's
similar
to
Harmon
in
that
it'll

neighborhood
Greenway.
Have
a
citizens
group
helping
me
on
this?
One
postcards
went
out
last
week,
but
it'll

speed,
humps

traffic
circle
and
then
a
crossing
enhance
crossing
to
get
to
Hollenshead
park.

one
we're
working
on
an
in-house
design
if
you
guys
remember
peril
road,
we've
been
just
trying
to
find
a
way
to
create
a
crossing
on
this
road.
There's
a
lot
of
folks
that
cross
all
up
and
down
it.
This
would
create
one
crossing,
it's
great,
there's
a
traffic
signal
over
to
for
the
Fred
Meijer
shopping
center
and
a
lot
of
services
over
on
that
side
on
the
other
side
of
3rd
Street,
we're
thinking
this
would
be
able
to
be
done
in-house,
similar
to
how
we
did
southeast
15th,
but
not
this
summer.

not
heard
specifics
on
what
goals
to
to
revise.
There
is
a
revenue
shortage
from
the
the
TR
transient
room
taxes,
especially
the
the
building
permits
that
have
been
have
been
requested
so
far.
They
say
the
last
I
heard
they
were
still
on
course
to
to
fund
that
department
and
they
weren't,
expecting
you
know
layoffs
or
anything
like
that.
Their
hiring,
freeze,
they're,
not
hiring
additional
staff,
but
we're
proceeding
along
on
a
number
of
our
goals,
including
like
the
the
bench
Central
District
area
and
the
transmission
system
plan.

have
a
goal
of
3,000
housing
units,
which
is
probably
one
of
the
more
significant
objectives
that
we
have
on
the
on
the
objectives
and
whether
that's
possible
or
not,
there's
it
might
still
be
because
the
housing,
the
housing
that's

order

us
to
hit
3,000
units,
basically
the
housing
starts,
would
have
already
had
to
would
already
have
had
to
be
gun
begun
and

order
to
be
complete
within
the
next
year.

it

a
long
time
to
build
these
things

so
I
think
the
the
overall
project
timeline
has
maybe
only
shifted
a
little
bit
at
the
beginning
of

we
had
reached

Hans,
Lisa
and
I
had
come
together
with
an
action
plan
that
would
allow
us
to
work
on
tasks
for
some
of
the
working
groups
without
having
to
have
public
meetings
and
so
independently.
A
lot
of
us
have
been
working
on
some
of
our
various
projects,
like
developing
resource
lists,
for
the
education
plan,
defining
purpose
and
need
for
those.

This
fall
where
we
had
initially
anticipated
it
being
in
July
of
2020,
so
not
too
far.

council

You

have
to
speak
to
that,
but
I
feel
like
there's
going
to
be
some
flexibility
here
with
the
deadlines
and
and
how
we're
meeting
these
goals.

light
of
the
situation,
we're

see
we
had
Mountain
View
in
the
lead,
you're
gonna
go
that
way
with
35
responses,
and
then
we
had
a
couple
of
10
percents
and
a
couple
of
8.
So
really
I
was
pretty
pleased
with
the
results
here.
Only
12
people
didn't
know
what
Neighborhood
Association
they're
in
from
the
back
end
of
things,
we
only
received
two
comments
about
the
survey.

majority
of
the
people
who
took
this
were
lived
and
been
for
more
than
10
years,
so
46.7%
that
to
me
was
also
interesting.
Just
because
we
have
a
lot
of
people
who
seem
to
be
new
and
really
this
land
use
education
targeting
those
folks
that
are
coming
from
other
state
and
that
may
not
know
about
organs.
Unique
land
use
laws.
So
that
is
a
pretty
insightful
statistic
as
well
of
the
people
who
took
the
survey
92%
owned
their
home
seven
point,
one
percent
preferred
not
to
say
and
0.9%.

look
at
the

of
responses,
obviously
the
enix
are

different

we're
reaching
and
who
we
may
not

look

absolute
numbers,
there's

so
low

neighborhood

for
June
1,

there

trying
to
redo
their
timeline

land-use
working
group

There
were
a
lot
of
tasks
that
could
be
accomplished
by
individuals.
It
also
is
not
a
group
that
is
subject
to
public
meetings
law,
and
so
we
were
able
to
meet
on
Mondays
most
weeks
between
March
12th
and
a
couple
of
weeks
ago.
Actually,
and
so
during
that
time,
what
we've
been
working
on
is
both
recruiting
for
the
group.

As
you
know,
in
March
we
were
putting
a
call
out
to
our
neighborhood
associations
for
members
that
would
be
interested
in
helping
as
the
NLA
was
feeling
pretty
spread
thin
and
with
with
the
communications
group
and
so
I
think,
we've
gotten
a
pretty
good
group.
Together,
we
have
about
three
members
from
the
neighborhood
associations
that
I've
offered
to
help
us
and
overall
what
the
goal
of
the
group
is
is
to
put
together.
Some
recommendation
is
that
the
NA
s
can
use
for
more
efficient
communication
operations.
I
Right
now
they
are
trying
to
gather
information
on
various
survey
platforms
that
could
be
used
for
when
in
LA
has
a
topic
coming
down
in
council,
such
as
the
core
area
project
or
the
southeast
area
plan
that
you
guys
have
had
presentations
on
and
you
membership
to
see
how
they're
feeling
about
the
topic
before
taking
a
stance
on
our
advisory
board.
And
it
gives
you
the
opportunity
to
do
that
if
we
were
to
purchase
a
survey
platform.
I
In
addition,
we're
looking
at
group
packages
so
that
if
there
are
neighborhood
associations
who
also
want
to
use
a
survey
platform
for
their
membership
when
they
do
an
annual
survey
or
they're
trying
to
get
a
sense
of
their
community
in
some
form
or
another,
we
want
to
have
all
of
those
numbers
available
so
that
neighborhoods
know
if
they
can
they
or
can
talk
about
opting
in.
If
that's
something,
that's
interesting
to
them.
The
other
area
that
we
talked
about
was
the
social
media
management
platform.
I
We
have
looked
at
HootSuite,
there's
a
couple
of
others,
but
I
think
HootSuite
is
the
one
that's
risen
to
the
top.
At
this
point,
they're
going
to
be
putting
together
a
formal
recommendation
for
how
to
use
that
platform,
but
essentially
their
thought
is
that
a
group
of
neighborhood
associations
could
come
together
on
that
platform
and
put
similar
messaging
out
for
some
of
those
annual
events
that
happen
every
year,
such
as
checking
your
irrigation
or
just
trying
to
gather
membership.

So
we've
developed
some
some
sample
messaging
for
everyone
to
see
I'm,
so
not
quite
ready
yet,
but
they're
working
on
some
really
good
things,
and
the
other
piece
of
this
was
the
webpage
on
the
city's
site
for
neighborhood
associations.

may

and
some
of
you
may
not
know
that-
there's
a
really
extensive
board
member

County

proposing

downtown

we
should

businesses
to
operate,

perhaps
in
other
business
districts
as
well.

that

people

street,
for

to

apart
and

support

impression

downtown
into

county
had
to

the
state
open

phase
one
and
they

address
the
concern
about
tourism,
but
no
solution
on
how
they're
going
to
handle
it
is
the
city
of
Bend,
considering

Obviously
there
are
small
community
there's
a
certain
amount
of
safety,
but
when
you
start
bringing
people
in
from
all
these
larger
cities
that
goes
away
so
I
didn't
know
the
city.

was
three
in
favor
of
imposing
short-term
rentals.

against

part
because
it
would

allowed
hotels
to
operate
and
hotels
are
inherently
more
dangerous

short-term

after
that

the

hour
and
a

county's

right

flat

watched
the
stats
every
day
on
the
numbers
that
are
reported,

it's
not
just

number
of
cases
at
the
hospital.
We
also
did

testing
over
the
sewage
treatment
facility
and
they
could
kind
of
gross,
but
they
can
basically
estimate
the
centers,
the
population
that
has
it
so
they
don't
have
to
rely
just
on
the
people
showing
up
for
hospitalization
and
their
guesstimate
was
about
700
people
within
they
were
on
our
wastewater
treatment
system
as
a
whole
likely
have
or
have
had
the
disease
in
a
city
of
ninety
thousand.
It's
not
a
crazy
number,
but
not
a
number.

see

get
away
from
us
either
and
I
think
there's
just
kind
of
a
cautious,
a
cautious
approach
to
it.

some
people

council

change

position

us

look
at
the

day

noticed
that
a
big
day
is
five
new
cases

shortly

entered
phase

we
had
a
day

zeros

not
where
to
turn
into
six
or
seven
or
eight
new
cases
or
ten
new
cases.

it
presumptuous
to
say,
Council
would
rethink
some
of
these
positions.

one
person
in
the
hospital
at
this
time
we
have
240
beds
where
we
could
be
treating
people,
and
so
we've
got
a
lot
of
capacity
in
our
medical
system.

that

necessarily

bill
just
said
right,

governor's
initial
stay
home
stayed
safe
order

lawyers

calling
2012,
because

it,

it
was
tourism
and
travel,
a
directed
Oregonians
to
minimize
non-essential
travel,
so
people,
it's
a
travel
ban.
I
am
reasonably
confident.
He
sound
confident
that
no
one
in
Oregon
has
been
cited.

recreational
travel
at
this
point,
so
the
state
consciously
I
think
wrote
it
that
way,
and
people
were
strongly
encouraged
to
stay
home
and
not
engage
and
not
actual
travel.
Some
of
that
is
obviously
happening.
I
think
most
people
have
tried
to
tried
to
take
heat
of
that,
but
that
that
restriction
as
soft
as
it
was
in
to
the
extent
it
was
a
restriction,
is
even
a
softer
now
and
part
of
that
is
practically
speaking.

state,
just
like
the
city
of
Bend,
has
limited
tools
for
good
reasons
for
controlling
where
people
get
Oregonian
encouraged
strongly
encouraged,
both
by
the
state
stay
close
to
home
and
by
the
city
of
Bend
to
not
to
back
for
records.
At
this
point,
but
to
say,
there's
a
ban
or
a
true
restriction
is
probably
overstating
it,
but
so
the
hope
is
that
everybody
sort
of
is
conscientious
and
mostly
does
the
right
thing.
But
there's
certainly
some
amount
of
that
here
and
there
we
can
expect
that
to
increase
over
time.

new
reps.

that

you
will
need
to
take
steps
to
on
your
reappointment
as
well,
and
so,

you

coming
back

elections
process

there
it
defines
what
to
do.

a

participate

local

city
council
elections
coming
up,

pick

request

get
on
the
ballot
and
if
there's
people
in
our
neighborhood
associations,

know

I
wanted
the
NLA
to
be
formed
so
that
we
could
hear
more
from
our
residents
and,
if
there's
people
that
are
in
your
leadership
that
have
an
interesting
run
for
Council.

This
would
be
a
great
time
to
do
so.
It
sometimes
seems
like
a
daunting
challenge
and
if
someone
wanted
to
avoid
a
daunting
election
challenges
be
a
great
year
to
do
it,
because
the
council
is
about
to
amend
the
rules
so
that
you
only
have
to
pay
$25
to
get
onto
the
ballot
the
first
place
and
don't
have
to
like
any
signatures,
and
it's
very
very
unlikely
that
anyone
will
be
going
door-to-door
to
thousands
of
homes
trying
to
run.
