sports
plex
I've

attending
some
of

tournaments
that
are
being
held
out
there.
We
have
another
major
tournament
coming
up
with
the
hank
aaron
tournament.
This
is
a
new
series.

That's
been
initiated
this
year
across
the
state
and
region
and
and
I'm
telling
you
we
really
need
to
do
an
assessment
of
this
facility.
This
is
our
biloxi
sports
plex,
where
youth
football
is
played
and
soccer
and
baseball,
and
these
tournaments-
and
you
know
we-
we
really
needed
to
look
at
synthetic
end
fields,
some
fencing,
some
upgrades
and
and
the
restrooms
some
of
the
hand
dryers
are
not
even
working
properly.

had
a
conversation
with
some
folks
at
the
school
district
about
what
it
was
going
to
take
in
some
of
the
long-term
short-term
kind

conversation
we
talked
about
actually
taking
one
of
the
four
softball
fields,
converting
to
a
second
baseball
with
synthetic
synthetic
you
know
it,
it
could
take
a
million
dollars
for
one
of

fields
to
be
completely
infill
as
well
as,
albeit
with
that
the
bang
for
the
buck
is
in
the
outfield.
If
you
look
at
it
and
I
think
what
they've
done
they've
just
spent
650
000
on
a
banned
practice
field,
and
I
think
president
jimmy
wallace
talked
to.
We
talked
that
you
know
baseball
yesterday.

a
matter
of
fact,
and
then
you
know
it
could
be
650
000
to
do
that,
I
feel,
but
if
you
look
at
it
over
10
years,
what
we're
paying
as
far
as
grounds
care
and
just
the
overall
look
and
feel
so
you

leave
side

infield
in
an
hour
and
a
half.

everything
and

not
be
as
fast?

they
don't
like.

to

and
they
have
corrected
caught
up
with
with
some
of
the
things

we're
behind
with
also

mind
regarding

talking

public
works
director,
billy
ray
was
talking
about
what

we
do.

They
would
be,

available

needed
kind

pickup

them

a
contract
basis,
but
have
it
loaded
where
they

saturday
and
where
to
bring
it
on
saturday
and

time

combination

our
own
crew,
our
crews,
as
well
as
what
we
can
hire
pelican
to
do
what
they're
able
to
do
on
a
saturday.
They
only
run
five
days
a
week.

don't
run
six
days
a
week.

it's
a
matter
of
aligning
our
resources
with
the
problem
and
that's
on
our
radar.

I
just
have

brief
statement,

I
want
to
read
in
regards
to
director
appointments
as
council
members.
We
have
a
duty
and
an
obligation
to
do
what
we
feel
is
best
for
biloxi
and
its
residents
and
employees.
Sometimes
those
decisions
are
easy.
Sometimes
they
aren't.
Sometimes
we
all
agree.
Sometimes
we
don't.

Sometimes
these
decisions
are
stressful
and
even
call
sleepless
nights.
The
truth
is
this:
sometimes
this
isn't
an
easy
job,
but
at
the
end
of
the
day
doing
the
right
thing
is
sometimes
hard.
Every
four
years
the
mayor
appoints
directors
for
each
department
and
the
council
then
votes
on
those
appointments.
Contrary
to
the
belief
of
some,
these
aren't
lifetime
appointments.
Nor
are
they
a
right
for
any
number
of
reasons.

As
council
members,
we
have
an
obligation
to
do
what
we
feel
is
best
for
the
city
of
biloxi
and
those
600
plus
employees,
the
ones
who
protect
us
from
crime
and
fire.
When
there's
a
medical
emergency,
a
culvert
collapsed
or
a
ditch,
that's
clogged
and
needs
to
be
dug
out,
we're
appreciative
of
all
of
our
employees
and
the
work
that
they
do
for
this
city,
whether
it's
one
year
or
it's
50
years.

The
spectacle
with
the
director's
appointments
that
has
played
out
publicly
in
the
media
was
never
supposed
to
be
that
to
those
who
went
to
the
medium
trying
to
put
political
pressure
on
certain
council
members
for
simply
doing
their
job,
while
continually
stirring
the
pot
on
social
media
should
be
ashamed
of
yourself.

the
coliseum.
They
had
a
big
rig
event:
I'm
not
a
big
rig
guy,
but
I
think
it
was
what
these
tractor
trailers
had
pulled
the

when,
if
I
get
two
or
three
calls
on
the
same
topic,
that's
a
high
item
in
my
ward,
and
I
got
a
few
calls
that
night.

didn't
see
it
coming
the
the
neighbor
and
some
of
these
subdivisions
didn't
see
it,
but
they
heard
it
coming,
and
it's
and
some
of
these
folks
are
trying
to
sleep-
I
don't
know
it
must
have
been
about

9
o'clock
at
night.
That's
when
my
phone
started
going
off,
but
I
don't
know
if
there's
anything
we
can
do,
but
this
particular
neighborhood
is
between
the
mall
and
the
coliseum
spring
break
they're
impacted
with
all
the
noise
scraping
the
coast,
they're
impacted
with
all
the
noise.

we
add
to
that
the
big
rig
event
who
knew
cruising
the
coast,
sometimes
with
all
the
attendant
noise,
and
they
get
tired
of
that.
They
get
tired
of
their
windows
rattling
at
nine
or
ten
o'clock
or
two
in
the
morning
when
the
coliseum
opens
the
pine
grove
exit,
the
west
parking
lot
exit
and
people
are
streaming
through
that
neighborhood.
So
I
I
think
everybody
can
understand
that.
That's
why
I
had
asked
earlier
about
the
noise
ordinance.
I
hope
we're
moving
forward
on
that.

thinking

on
ways
to
do

me

last

chief.
Both
chiefs
have
done
a
tremendous
job
on
what
scraping
cost

those
events

that
cost?

don't
know
how
we
could
spread
that
cost.
We're
trying
to
figure
out
and
the
spring
breaks
are
in
a
situation,

spend

it
really
is

to
get

quandary

life

few

very

that
one

biggest
pleasures
I
get
of
running
that
small
business
on
howard
avenue
is
the
sense
of
community,
because
it's
not
only
a
business
district.
It
is,
is
also
a
place,

residential

people
have
lived
there
for

years,
for
generations,
so
being
able
to
mix
small
business
and
residential
has
been
very
rewarding.

just

up

work
at
a
certain
hour

closing

doors

certain

home,

mingling
with
people

seeing
I'm
seeing
the
families
have
lived
there
and

better

advantages

being

biloxi
is,

the
tourism
base
and

I'm
able
to
meet
people
from
not
all
over

country,

all
over
the
world
and
most
time
when
they're
walking
into
my
bicycle
shop,
it's
a
positive
experience.
They
like
what
they've
seen
they're
surprised
of
what
they've
seen.

city

biloxi

bicycle
shop
are
trying
to
work
together
to
provide
you

rental,
bicycles
and-

I
think
the
picture
can
get
much
bigger

that,

about
providing
a
lifestyle
opportunity
for
not
only
the
residents
but
people
coming
in
to
see
the
city.
So
people
have
asked
me
what
will
bart
can't
you
rent,
bicycles
on
your
own
and,
I
said
sure
I
can

the
city
of
biloxi
can
rent
bicycles
on
their
own.

need
to

think

it

better
with
the
cooperation
of
the
city
and

think

city
can
really
benefit
from
what
my
bicycle
shop
has
to
offer.

far
as

experience

opportunities

give
people,

door

closed
down,
so
I
can't
stay

and

know
this

the

kids.
They
can't
pick
up
a
shovel
of
mud,
so
billy
just
get
out
of

great
city
of
biloxi
is

experience

they
can
have
in
our

sports
recreation
and
parks

biggest
advocates
of
your
department
and
one
of
the
biggest
opponents
of
your
department
as

The
big
issue

I
have
is
the
underuse
of
a
lot
of
assets.
We
can
draw
people

biloxi
very
easily
and
I
think
the
director
of
your
pickleball
department
here
tom
he's
proven
that
I
think
we
need
to
really
focus
on
bringing
in
bodies
into
our
into
our
baseball
parks
and
our
softball
parks.
The
cities
around
us
are
doing
that
and
I
think,
with
a
little
increased
revenue.

job
in

city

bluxley,
it's
a
job.

got
to
be
on
hands,
you
got
to
be
on
top
of
it.

stay
with
it
every

be

things
need
to

extremely
important
actually
for
the
young

people
doesn't
matter

be
on

with

proper
training

making
sure
you

proper
leadership

to
be
able

blessed

be

covet

career

man

he

accomplished

media
circulating

life's

accomplished.

easy

men
and

those
fire

win-win

everybody

is

time
of
the

the
council
affirms
the
appointments
of

recommendations

nominees

mayor
puts
forward
so
who,
whoever

not
want
this
chief
to
continue,
chose
a
very
good
time
to
raise
these
issues,
whether
they
justified
or
not.

said,
I
got
a
call
from
somebody
last
night
who

went

looked

the

herald

and
read
the
article

takeaway

something
that
the
issue
was
raised.

auditor's

said

back,
we're
not
going
to
deal
with

municipality
to
make
a
decision
that
was
