B
Okay,
all
right
good
afternoon,
Council
yeah,
so
we've
been
to
AJ
Holloway
complex
rebuided.
A
few
weeks
ago,
had
some
successful
Biz
J
Talley
was
low
again
in
the
full
scope.
What
we're
doing
you
know?
Basebid
is
turfing
infield
at
Little,
League,
Turf
and
infield
at
softball
I
had
a
significant
amount
of
parking
to
the
complex
and
we're
addressing
some
drainage
issues
over
at
the
soccer
complex
as
well.
We
did
elect
to
go
with
a
couple
alternates,
one
being
adding
parking
at
the
soccer.
B
That's
desperately
dated
about
50
something
spaces
over
there
and
also
replacing
the
fence
at
at
soccer
with
the
black
vinyl
coated.
So
yeah
we're
going
from
six
foot
to
eight
foot
over
there
as
well
we're
looking
to
get
started
as
soon
as
possible.
Then
10
is
to
try
to
get
you
know
those
fields,
primarily
little
league
and
softball
back
open
for
the
spring
season.
B
You
know
it's
getting
a
little
tight.
We
think
it's
doable
talking
with
the
contractor,
but
you
know
we're
certainly
going
to
be
at
the
mercy
of
the
weather.
So
as
the
fingers
crossed
as
long
as
we
don't
have
any
major
setbacks.
B
I
think
I
think
it's
doable.
So
is
there
any
any
questions.
B
At
soccer
yeah,
that's
primarily
the
main
drainage
issues.
That's
happening
out
there
we're
going
to
clean
out
some
of
the
outfalls
into
the
drainage.
There's
been
a
lot
of
debris,
vegetation,
that's
kind
of
backed
up
that
system,
so
we're
going
to
clean
that
out
and
we're
going
to
totally
redo
the
sod
on
the
soccer
field.
So
what
we'll
do
is
strip
the
old
side
off,
we'll
add
a
good
sand
and
topsoil
layer.
That's
going
to
help
those
help,
those
fields
drain
through
the
turf
and
into
the
existing
drainage
system.
E
Thank
you
Nick
a
question:
they
drain
the
natural
drain
where
they
had
the
water
and
then
with
the
tree.
The
yellow
one
will
eliminate
that
or
that's
going
to
stay
there.
No.
B
That's
going
to
stay
there,
but
we
like
I,
said
we're
going
to
clean
that
up
clean
it,
where
it's
more
free-flowing,
there's
been
a
lot
over
the
years.
Vegetation
and
trees
and
Indus
debris
that's
caught
in
clogged.
Those
drains
up.
We're
gonna,
we're
gonna
clean
that
out
so
and.
E
We
out
did
you
figure
out
what
we're
going
to
do
about
the
poles
that
are
sinking
in
the
ground.
B
E
B
E
E
B
B
All
going
to
be
corrected
with
the
turf
and
it's
all
going
to
percolate
through
the
turf
section
into
drainage
piping,
it's
going
to
get
out
of
there.
So
it's
all
Paul,
mainly
that's
going
to
be
addressed,
doing
that
you've.
E
B
Rains
yeah
and
the
plane
here
is
going
to
address
that.
You
know
it's
going
to
allow
that
that
water,
instead
of
shedding
off
those
fields
and
just
just
getting
stopped
up
there,
it's
going
to
allow
it
to
drain
through
and
get
get
to
those
under
drained
pipes
that
are
there
and
get
out
so
I
think
cleaning
out
that
drain
that
just
compound
the
problem,
the
water
was
just
backing
up
into
that
system.
So
right.
Thank
you.
Thank.
C
You
Nick
and
I'm
sorry
I
got
a
couple
more
minutes,
Mr
Barrett
said,
but
if,
if
I
could
ask
Parks
and
Rec
a
question-
and
this
is
related
once
we
finish
the
the
improvements
out
there
do
we
have
a
fee
scheduled
for
renting
those
fields
for
practice
similar
to
Gulfport.
Do
have
we
mapped
that
out
yet
and
then
to
be
able
to
get
the
word
out
to
these
coaches
and
teams
that
have
some
interest
and
that
that
could
be
a
good
source
of
income
to
further
go
into
a
maintenance
fund.
F
I
agree:
we
we
have
a
cost
for
tournaments
per
fuel,
but
that's
something
that
we're
working
on
with
Mike
and
we've
talked
about
making
a
rental
costs,
because
whoever
the
athletic
specialist
is
going
to
be
is
going
to
be
responsible
for
booking
with
coaches
out
there.
G
C
H
Right,
thank
you
and
I
have
no
report.
I
do
want
to
speak
to
Mike
after
the
meeting
for
just
a
moment
and
then
Mr
Deming.
G
J
G
That
was
one
thing
that
I
don't
see
on
this
list
and
since
the
new
redistricting,
we
used
to
split
pops
Ferry
road,
where
all
those
potholes
are
for
the
manhole
covers
yes
now
I'm
on
both
sides,
so
I
get
to.
L
G
G
You
know
the
worst
thing
we've
had
we've
had
residents
sit
at
that
table
and
complain
about
cars,
creating
traffic
concerns
because
they're
driving
in
the
in
the
in
on
the
shoulder
to
not
hit
every
one
of
the
potholes
as
they
go
down
or
they
weave
I,
try
to
avoid
that
whole
section
of
Pops,
Ferry
Road
all
together,
but
how
do
have
we
looked
at
those
or
how
to
address
elevating
those
potholes
to
to
be
flush
with
the
street.
J
H
All
right
that
concludes
our
Council
reports.
We'll
now
move
to
the
public
agenda.
Citizen
comments,
we'll
have
a
total
allotted
time
of
45
minutes.
Each
resident
gets
three
minutes
to
speak
when
you
come
forward.
Please
sign
the
sheet,
put
your
name
and
address
and
then
give
us
your
name
and
address.
Tell
us
your
name
and
address
as
well.
We'll
start
on
my
left
side
and
your
right
side
does
anyone
on
my
left
side
your
right
want
to
speak.
M
I'm
Sonia
Murray
I
live
at
407,
Oak,
Lawn,
Place
I,
believe
there
is
a
hearing
about
the
house
across
the
street
from
me
at
408,
the
grass
is
30
inches
high
and
it's
been
30
inches
high
for
a
long
time.
Finally,
one
of
the
neighbors
takes
pity
and
cuts
it,
but
this
has
gone
on
and
on
and
on
the
house
was
termite
infested
and
rotten
it
flooded
in
Katrina.
It
should
have
been
removed
at
that
time,
but
instead
it
was
rehabbed,
but
I.
Don't
think
there
is
anything
you
can
do
about
that.
H
H
D
Hornets
to
approve
a
zoning

amended
amendment
to
authorize
a
change
in
zoning
District

for
two
Parcels

from
their
present

District

of

restricted

RB
Regional

presently
identified
as
13041
Lorraine
Road
and
an
unaddressed
parcel
situated
behind
the
above
mentioned.
Parcel
I'll.
H
D
H
Is
a
first
reading,
my
biology,
Mr
Lawrence
made
the
motion,
Mr
guns
seconded
and
that's
also
first
reading,
so
we'll
move
to
item
d.
E
E
Peter,
you
can
explain
what
you're
changing
here.
C
These
are
the
rates
for
charter
boats
and
for
a
special
event,
such
as
the
billfish
tournament
I.
Think
it's
been
at
three
dollars
for
seven
eight
years,
I
think
it
used
to
be
four.
It
went
down
to
three
and
we're
just
moving
it
back
to
four
dollars:
a
foot
Bill
fish
for
a
long
time,
Bobby
Carter's
indicated
our
rate
was
much
lower
than
what
these
guys
were
expecting
so
we're
raising
that
50
cents,
50
cents,
a
foot.
E
C
C
Didn't
change
the
commercial
like
that
I,
don't
think
commercial
has
changed.
I
know
transient
was
going
from
50
cents
to
a
dollar
and
with
special
events.
It
was
increasing
by
50
Cents.
N
About
my,
my
understanding
is
that
chairman
Kane
and
the
commercial
slips
monthly
fees
will
increase
from
three
dollars
to
four
four
dollars
times
the
overall
length
of
the
boat
and
the
transient
commercial
slips
will
increase
from
50
cents
to
a
dollar
per
linear
foot
per
day.
That's
for
Sherman
kanans
that
accurate,
okay
and
then
for
Point
Cadet
and
the
small
craft
Harbor.
The
charter
boat
birth
slip
fee
increases
from
three
dollars
to
four
dollars
per
foot
per
month
and
tournament
and
special
events.
N
C
Ahead,
I'm
just
having
a
problem
with
the
commercial
right:
they
struggle
so
much
with
their
expenses,
their
price
of
shrimp
and
everything
and
and
to
tax
them.
I
know
they
got
big
boats
and
they
think
they
got
big
dollars,
but
they
don't
and
so
I'm
having
a
little
bit
of
problem,
taxing
these
commercial
fishermen
that
struggle
so
much
with
the
spillways
affecting
seafood
and
and
the
imported
shrimp
and
seafood
affecting
their
way
of
life.
I'm
I'm
having
you
know
a
problem
trying
to
squeeze
them
down
a
little
further.
B
G
I
kind
of
fall
in
line
with
with
Mr
glavin,
but
I,
don't
know
that
it's
exactly
for
the
same
reason:
I
just
look
at
the
numbers
themselves
and
these
are
rents,
and
so
we're
talking
about
the
chart
about
rent
going
up
by
33.
Imagine
if
your
rent
went
up
by
33
percent.
It
looks
simple
when
it's
on
the
piece
of
paper,
because
it's
going
from
three
dollars
to
four
dollars,
but
it's
multiplied
by
the
entire
distance
of
the
slip,
which
is
a
much
larger
number.
But
transient
rent
goes
up
50.
G
Now
that
may
be
a
better
argument
because
they're
transient
right,
but
our
Charter
businesses
serve
the
the
greater
Biloxi
Marketplace.
So
I
can't
support
a
33
increase,
a
33
increase
on
the
charter.
Boats,
I
really
don't
feel
like
a
50
increase
on
the
rents
for
for
birthing
slips
for
transients
is
appropriate.
Either
I'll
kill
the
floor.
All.
I
No?
No,
my
hands
are
up
well,
even
with
the
rights
we're
still
very
competitive
as
compared
to
other
places.
You
know,
I,
think
you
know
we're
in
a
service.
You
know
if
you,
if
you
don't
run
a
few
people
off
because
of
rate
you're,
not
charging
enough.
We
haven't
run
a
lot
of
folks
off
we're
still
competitive
in
in
every
flavor
of
of
Leverage
those
expenses
that
we
have
every
day
utilities
and
the
ability
to
to
service
these
folks
is
is
done.
Something
needed
to
be
done.
I
I
think
that
was
our
our
blast
on
still
being
competitive
and
still
have
the
you
know
the
best
harbors
and
service
we
can.
We
thought
that
was
reasonable.
These
rates
were
reasonable.
You
got
to
compare
it
to
other
places.
You
know
up
and
down.
C
I
I
It's
hard
for
me
to
no
we're
still
taking
it
in
every
flavor
of
things,
you're
going
to
be
considering
with
regard
to
utilities
and
garbage
fees,
and
you
know
the
garbage
collection
at
these
Harbors
go
up,
and
you
know
it's
a
big
thing.
People
complain
about,
you
know
where's
the
trash
go
and
that
those
expenses
go
up
every
year
and
significantly,
especially
and
the
same
thing
with
garbage.
You
know
the
the
what's
on
your
table
too,
to
consider
the
garbage
fees
that
we're
going
to
be
asking
to
pass
on
to
the
to
the
citizens.
C
I
I'd,
like
to
the
council,
consider
a
table
in
this
for
one
week
or
one
meeting,
and
maybe
the
councilman
in
this
that's
more
affected
by
this,
and
the
harbors
can
get
with
the
mayor's
office,
review
the
comparisons
and
come
back
with
a
a
suggestion
or
some
additional
input.
E
I
Of
the
Harvest
and
some
of
the
things
we're
doing,
I
mean
it's
reasonable
and
and
we're
still
below
a
lot
of
other
folks,
and
if
you
want
to
you
know,
take
a
look
at
that.
In
particular,
you
know
if
you
want
to
choose
a
table,
we're
just
saying
it's
we're
still
competitive,
and
you
know
we,
you
know
our
our
cost
to
operate.
Those
Harbors
go
up
every
day.
You
know,
we've
had
20
and
30
percent
of
things
that
we've
had
to
do,
and
this
is
not.
You
know
an
outrageous
ask.
I
C
I,
don't
believe
it's
an
outrageous
ass,
but
if
we
could
just
get
the
administration
to
give
us
a
little
bit
more
info
data
instead
of
saying
we're
going
up
a
dollar
and
it's
it's,
it's
more
competitive
and
I.
Don't
dispute
what
you're
saying
mayor
one
one
bit
but
I'd
be
more
comfortable.
Reviewing
that
information
before
I
issue.
O
G
I'm,
just
gonna
ask
if
you
would
add
a
couple
things
to
that
chart
of
compared
comparison
rates.
If
you
also
include
amenities,
what
makes
us
competitive
isn't
just
the
rates
that
we
charge,
but
it's
also
the
amenities
that
we
provide
versus
what
other
harbors
and
cities
provide
in
comparison
to
their
rates.
That's
all
okay,
I'm
I'm,
not
familiar
with
Harbors
or
or
the
amenities
that
they
provide
so
I'll
need
your
assistance
on
that.
Thank
you
all.
H
Right
second,
so
we
have
a
first
motion.
Is
there
a
second
for
that
motion?
A
second
okay?
Is
there
any
more
discussion?
Okay,
so
we're
making
a
motion
to
table
this
for
one
week
and
asking
for
the
administration
to
provide
some
some
information
to
us?
Okay,
so
all
in
favor
of
of
the
the
motion
all
right,
seven,
zero,
so
that
next
meeting
will
be
August
1st.
This
will
be
back
on
the
agenda.
D
N
Yeah
I
think
we
already
have
an
ordinance
on
the
books,
and
this
amends
that
ordinance
so
that
the
next
of
kin
of
the
law
enforcement
officer
could
put
purchase
his
weapon
and
then
a
fair
market
price
for
that
purchase
is
determined
by
the
chief
of
police
and
then
approved
by
the
council.
Is.
Is
that
the
extent
of
the
change
Mr
abein.
A
So
in
past
years
a
retiring
officer
could
purchase
this
weapon
for
25
dollars.
That's
the
change!
That's
taking
place!
It's
it's
now
fair
market
value
determined
by
me
and
approved
by
you
folks.
So
the
only
way
I
can
I
can
figure
out
what
fair
market
value
of
a
used
gun
is
to
get
I'll,
probably
get
two
or
three
quotes
from
gun
dealers
and
then
go
with
the
average
of
the
gun
so
I'm,
that's
the
only
way
I
can
think
of
to
do
it.
N
C
P
Yes,
sir
I
think
the
question
had
to
do
with
the
drainage
on
this
site
correct
prior
to
development.
It
was
we
had
some
complaints
from
some
neighbors
about
the
the
runoff
on
the
property.
Well,
the
reason
there
was
a
lot
of
runoff
and
neighbors
concerns
is
because
this
property
had
never
had
an
engineering
study
done
on
it
and
it
was
the
water
was
undisciplined.
So
what
happened
as
the
developer
developed
the
property?
They
installed
a
large
detention
Pond.
P
It
also
has
a
large
area
of
wetlands
and
all
of
the
runoff
now
is
being
controlled
and
sent
to
the
detention
Pond,
and
then
it
falls
into
the
normal
drainage
system.
So
I
believe
you'll
see
Improvement
for
all
the
neighbors
around
here.
Whenever
a
subdivision
is
installing
infrastructure
like
this
one
has
and
the
infrastructure
is
in.
We
get
a
letter
from
our
engineering
department
that
says
that
they're
satisfied
that
everything
was
done
according
to
what
was
approved.
P
We
got
that
email
from
Robert
Smith
last
week
and
we've
we've
checked
the
subdivision
and
it's
ready
to
go
correct.
G
P
The
the
dryness
system
is
put
in
to
pick
up
the
water,
that's
falling
on
the
streets
and
dump
it
over
into
the
control
system
that
we're
talking
about
which
all
comes
down
to
that
southwest
corner
into
the
detention
pod
and
the
essentially,
what
the
engineering
department
is
to
supposed
to
verify
is
that
their
after
development
runoff
does
not
exceed
their
pre-development
runoff
they're
not
required
to
solve
drainage
problems
on
properties
around
them,
but
many
times
we
find
out
that
they
actually
do
that.
It.
P
G
E
In
this
same
property
that
it
was
there's
too
many
houses,
the
buildable
land
is
not
enough
for
66
ounce.
We're
not
you
know
we're
out
the
water
retention
to
run
off
the
the
swamps
where
you
want
to
call
it,
because
that
property's
been
empty
for
hundreds
of
years
and
nobody
built
on.
For
those
reasons.
Now
you
put
66
ohms
in
there.
Yes,
sir,
so
I
mean
they're
going
to
fit.
Oh
he's
just
jacking
in
too
many
ohms
again.
P
Well,
I
mean
you
know:
people
will
argue
that
there's
too
many
houses
on
here,
but
they
designed
it
to
comply
with
the
zoning
that
was
on
the
property.
You
know
this
is
I,
believe
RS
7.5
and
the
lights
that
they
have
on
there
or
the
7
500
square
feet
so
they're
in
compliance
with
the
zoning
that
was
on
the
property
and
when
this
came
through
before
for
the
preliminary
plant
approval,
Planning
Commission
and
the
council
approved
it,
which
gave
them
the
authorization
to
go
out
and
develop
this
property.
P
E
P
Our
engineering
department,
from
from
our
engineering
department
who
inspected
this
as
it
went
through
we
get
a
letter
after
the
infrastructure's
in
including
the
the
detention
fine
that
says
that
everything
here
was
done
exactly
as
it
was
designed,
and
so
once
that
comes
in,
that's
our
authorization
in
our
department
to
get
it
back
on
the
council
agenda
for
y'all
to
vote
to
approve
it.
You.
E
Know,
that's
that's
my
question
back
to
you.
We've
done
it
before
on
wall
market
and
it
still
floods.
You
know
we
always
say
they've
done
it
right,
then
they
did
decide
and
all
that,
but
it
still
flood
and
whose
problem
is
that
the
city's
problem?
Okay,
and
sometimes
we're
over
building
these
pieces
of
property
of
six
or
seven
houses
and
there's
that's
more
money
for
them.
C
Director,
once
this
development
is
complete,
who
is
responsible
for
the
maintaining
of
the
the
pond,
the
detention
pond
on
a
periodic
basis,
if
it
silts
in
or
if
there's
grass,
that
overgrows
around
it?
Who
is
responsible
for
that?
We.
P
Require
the
developer
to
put
on
the
approved
plant
that
the
homeowners
association
will
be
responsible
for
the
maintenance
of
the
detention
pond
in
the
event
that
they
decide
not
to
form
a
homeowners
association
than
the
entire
subdivision
becomes
the
homeowners
association.
So
we
would
charge
them
with
we've
had
to
do
that
in
some
others,
and
some
of
the
neighbors
got
together
and
came
down
and
cleaned
out
the
detention
Pond.
Okay,
thank
you
director.
P
H
O
Yes
Peter,
could
you
is
this
that
natural
increase
that
we
are
doing
on
a
regular
basis?
C
On
the
garbage
fee,
we
received
the
amount
of
increase
from
the
hcua
two
weeks
ago
right
and
it's
a
pure
pass-through
of
what
the
city's
component
would
be
with
an
increase
of
seven
dollars,
bringing
it
to
twenty
twenty
four
dollars.
Total
I
think
looking
around
Gulfport
will
be
at
35
dollars
a
month,
total
Ocean
Springs,
we
think,
will
be
north
of
thirty
dollars.
C
C
And
it's
a
pure
pass-through-
and
this
is
the
this-
is
just
the
notice
of
intent.
It's
not
the
increase
yet,
which
would
be.
We
have
to
advertise
three
times,
so
we
kind
of
have
to
get
the
get
things
in
place
before
October
1st,
which
is
when
we're
going
to
be
billed
the
higher
rate
and
it
wouldn't
take
effect
until
October
1st.
O
I
H
All
right,
any
others.
I
What
a
little
bit
less
than
75
but
just
23.75
gives
us
about
12
cents.
You
know
on
top
of
what
we
actually
are
charged
based
on
the
existing
house
count.
So
we
have.
If
we
grow,
you
know
two
or
three
hundred
homes
we're
still
going
to
be
paying
to
the
Utility
Authority,
the
the
14
300
460
number.
What
we're
going
to
pay
then!
L
M
L
E
N
Yeah,
so
if
my
calculations
are
correct
and
they
may
not
be
so
everybody
out,
there
check
me
yeah
if
you
have
a
calculator
on
your
phone,
so
currently,
residents
pay
16.83
cents
a
can
times
12
months
at
some
per
month
per
can
times
12
months
and
then
to
see
what
that
grand
total
is
you
multiply
that
by
the
number
of
homes
which
is
14
486.
and
the
magic
number
I
come
up
with?
This
is
what
we're
currently
paying
to
the
Harrison
County
Utility
Authority.
N
N
25
2
million
nine
hundred
twenty
five
thousand
five
hundred
ninety
two
dollars,
but
we
hadn't
included
that
17
cents.
We
can
come
back
to
that
later.
Beside
the
almost
beside
the
point,
if
we
approve
this
new
rate
at
23.41
cents
and
that
doesn't
include
an
administrative
increase,
does
it
as
just
per
can
per
month
at
23.41
times,
12
months
times
the
number
of
homes
again,
and
that
grand
total
is
four
million
69
407
bucks.
N
Now
the
difference
is
which
would
be
what
what
we
would
pay
to.
The
Utility
Authority
is
the
difference
between
those
two
figures,
which
is
one
million
one
hundred
forty
three
thousand
eight
hundred
fifteen
dollars
that
make
sense,
I
mean
roughly
in
looking
at
it
yeah
our
increase
is
roughly
give
or
take
a
few
percentage
points,
a
25
increase,
and
that
looks
about
right,
we're
paying
roughly
3
million.
This
would
be
1.1
almost
yeah,
1
million
150
000.,
my
point
being.
N
N
Okay
and
that
that's
the
only
reason
I
mention
this
in
doing
the
numbers-
is
that
it's
a
pass-through
cost.
The
Utility
Authority
negotiates
and
has
come
up
with
this
figure
on
behalf
of
the
cities
that
belong
to
the
Utility
Authority,
and
not
all
these
cities
in
Harrison
County
belong
to
the
Utility
Authority,
at
least
for
garbage
purposes,
corrected,
except
for
one.
So
that
being
the
case,
we're
talking
about
an
increase
in
payments
to
the
Utility
Authority
of
roughly
one
point,
almost
1.2
million
that
be
accurate,
Mr
Leonard.
N
Okay,
okay,
so
I'm
I,
just
so
this
literally
is
a
million
dollar
question
right.
I,
just
just
want
to
just
want
to
make
that
point.
For,
for
those
who
may
be
reticent
to
support
this
measure,
a
the
Utility
Authority
is
going
to
charge
us
something,
and
this
is
the
rate
they're
going
to
charge
us.
It's
just
a
question
of
who's,
going
to
pay
for
it
right
right.
The.
N
I
N
Right,
so
so,
should
this
measure
not
pass,
we
now
have
a
million
bucks
to
budget
coming
out
of
the
general
fund
less
for
other
projects
in
the
city
that
that
would
be
accurate,
Mr,
Mayor
I
think
I'm
accurate
in
stating
that
I'm
just
okay.
Thank
you.
That
concludes
my
comments.
Mr
Deming.
I
G
I
I
G
The
rate
of
tonnage
versus
waste
that
we
remove
the
removal
because
I
can
just
I
would
assume
that
it's
de
minimis,
when
you
talk
about
a
ratio
of
how
much
debris
is
removed
versus
how
much.
But
if
the
price
is
seven
dollars
versus
17
you're,
talking
about
a
40
up
charge
for
probably
five
percent,
the
tonnage
and
removal.
I
Well,
you
know
it's
a
valuable
service,
therefore,
when
you
need
it,
if
you're
doing
something
around
your
house,
it's
a
valuable
thing
and
it's
pretty
incredible
the
you
know
the
job
that
has
been
done
by
political
waste
in
in
storms
and
some
of
these
other
blows
that
might
be
classified
as
strong,
but
that's
a
valuable
component
of
this
garbage
collection
fee
and
in
my
opinion,
you
know,
I've
used
a
lot
of
folks
that
do
use
it
appreciate
it.
So
it's
not
Apples
to
Apples
is
what
I'm
trying
to
say.
I
This
is
the
sixth.
This
is
a
new
year,
a
new
six-year
contract.
This
is
the
last
year
of
what
was
going
on
before
now.
This
is
a
new
one
and
everybody's
facing
a
new
one.
You
know
gulfport's
going
to
be
basing
the
same
thing.
I,
don't
know
if
it's
this
year
or
not,
but
every
all
the
other.
You
know,
municipalities
are
having
the
same
ball.
E
And
they
said,
increases
what
Personnel
will
cause
damage.
I
Landfill
landfill
they
got
to
bring
this
stuff
somewhere.
Landfill
is
a
big
part
of
this
deal.
Transportation
is
a
big
part
of
Steel
Capital
that
they
have
to
do
to
maintain
trucks
in
the
the
bins
you
know
rfids
on
each
Bend
and
they
can
pretty
much
prove
if
somebody
thinks
they
hadn't
get
picked
up.
There's
some
technology,
even
in
the
in
the
the
containers
that
we
have
also
recycling
which
has
increased
about
35
percent.
So
you
know
when
you
dig
in
it's,
it's
reasonable
and
we're
most
reasonable
of
everyone.
I
Same
folks
won
the
award,
that's
right
same
same
can,
and
you
know,
I
think
the
the
one
upgrade
that
we
understood,
the
the
recycle
cans
will
be
as
they
roll
off
they'll
get
new
ones
and
at
the
same
size
as
the
ones
you
have
as
the
brown
cans,
so
they're
going
to
increase
it
in
size.
That
was
the
suggestion
that,
as
they're
replaced,
the
new
ones
come
on
board.
They'll
have
bigger
recycling
component.
E
L
A
A
I
I
You
know
for
Waste
Pro
and
waste
management,
and
you
know
because
they
maintain
that
that
situation
and
the
leachate
and
all
that
stuff
that
that
has
to
be
trucked
to
Arkansas,
to
dispose
of
you
know,
I,
don't
think
we
want
to
be
in
in
the
landfill
business
and
I
think
that's
the
consensus
of
the
people
on
the
Utility
Authority,
so
the
commercial
commercialization
and
let
them
manage
that
stuff
and
everything
that
goes
along
with
it
is
is
I.
Think
the
the
wisest
course
to
take.
You
know.
I
You
know
when
you
start
comparison,
Harrison
County
to
Jackson
County,
to
Hancock
County,
to
see
the
other
ones,
I
think
we're
in
a
favorable
position.
But
it's
a
big.
It's
a
big
challenge.
It's
a
it's
a
you
know,
dollar
intensive.
G
I,
don't
need
to
say
anything
else,
I
think
he
co-opted
the
entire
discussion.
Maybe
one
last
question
that
I
get
from
every
resident
in
my
ward
every
year
is
how
much
longer
are
we
going
to
be
part
of
the
Harrison
County
Utility
disorder?
How
long?
How
much
longer
are
we
compelled
to
be
part
of
the
Utility
Authority.
I
Well,
you
know
at
the
point
in
time
when
a
Utility
Authority
was
formed,
they
were
getting
ready
to
stop
every
a
permit
in
Harrison
County
until
you
had
a
unified
attack
on
disposal-
and
you
know
in
in
the
right
way
without
the
and
that's
been
what,
since
the
80s
and
over
the
years,
you
know
I
think
our
debt
right
now,
which
we
just
refinanced
to
to
some
unbelievable
anyway
bottom
line.
We
probably
got.
I
That
yeah
I'm
part
of
the
deal
now
again
Biloxi
and
Gulfport
together
represent
80.
Something
percent
of
the
whole
operation
of
you
know
the
wastewater
treatment
systems
and
that
I
know
our
options.
There
has
to
be
a
unified
way
to
handle
these
this
business
within
Harrison
County.
I
That
might
that
you
know
there
may
be
some
opportunities
to
to
do
your
own
thing
or
couple
it
with
some
other
folks,
but
that's
premature
now
when
Gulfport
pulled
away
and
our
lawyer
will
give
us
some
updates
that
represented,
you
know,
Less
business
for
the
people
who
are
picking
up
the
trash.
I
So
therefore
our
rates
were
different,
but
Gulfport
in
or
you
know,
with
these
tutorial
are
out,
and
that
was
a
lawsuit
that
we
wound
up
winning
because
they
pulled
out
without
a
year
indication
that
hey,
we
don't
want
to
be
part
of
this
so
and
I
think
we're
still
collecting
a
little
bit
of
that
component.
You
know
the
rest
of
the
remaining
folks
within
the
Utility
Authority
said
we
would
have
gotten
a
better
price
had
we
know
you
were
put,
you
were
going
to
pull
out.
I
You
know
if
in
the
volume
is
where
the
rates
were
determined,
so
there's
about
70
I
I'm,
not
sure
how
much
it
was
a
month,
but
that
was
that
was
you
know
an
impact.
The
cup
would
pull
it
out,
increased
our
rage.
C
Yeah
I,
don't
know
that
I
mean
all
that's
been
resolved,
but
I
think
they
stayed
with
the
existing
the
existing
Waste
Pro
with
older
trucks.
C
They
don't
have
an
option
to
get
a
once
a
week,
they're
in
for
twice
a
week,
they're
in
for
35
their
next
one
I
think
we
did
look
at
some
preliminary
pricing
of
how
would
it
be
if
we
did
go
off
and
looked
at
this
independently
without
the
rest
of
the
County,
given
the
distance
from
our
locations
to
where
the
landfill
is,
which
is
up
north
of
Minge
Avenue,
we
would
not
have
really
recognized
or
realized
any
any
Superior
cost
Advantage
it's
just
what's
driving
this
cost.
C
Is
these
the
original
price
was
done
six
years
ago?
And
since
that
time,
we've
had
obvious
inflation
for
several
years,
and
everything
is,
is
more
and
and
impact
fees
at
the
landfill
or
more
based
on
new
fees
that
that
the
government
has
put
on
the
landfills.
So
yeah
I
think
when
Gulfport
put
this
out
to
bid
yeah
their
costs
went
from
20
21
a
month
to
35
a
month,
and-
and
you
know
they
don't
have
the
option
to
go
to
once
a
week
either
so
they're
in
for
35
period.
I
H
So
I
know
I,
know
Peter
just
said
all
these
factors
that's
involved,
but
we're
being
charged
this
by
hcua
but
Pelican
and
who's
the
garbage
companies
at
waste
management
management,
Waste
Management,
so
their
price
per
pickup
or
whatever
went
up
significantly
to
the
tune
of
28
percent
right.
That's
about
what
we're
looking
at
from
what
we
were
paying.
This
is
a
28
increase,
yeah.
H
Was
seven
yeah,
it's
20,
it's
28
I
mean
it
may
be
28
point
something
or
27.9,
but
it's
basically
a
28
increase
over
what
what
our
residents
were
paying
before
and
whenever
this
went
out
to
bid
were.
Were
there
multiple
companies
that
that
bid,
and
was
this
a
lowest
bid
thing
or
is
this
the
best
like
package
deal?
I
I
If
Waste
Pro,
just
to
use
the
name,
would
have
won
the
bid,
they
would
have
increased.
You
know:
they've
got
to
pay.
Waste
Management,
to
put
you
know,
put
the
garbage
there.
So
I
mean
there's
some
economies
there.
You
know
with
waste
management
and
they're.
Both
you
know
operating
the
landfill
as
well.
As
you
know,
the
garbage
collection,
okay.
H
One
one
of
the
the
people
who
really
have
an
issue
with
this
are
our
seniors.
I
spoke
at
a
at
a
to
a
large
group
of
seniors
last
week,
and
this
is
one
of
the
things
that
was
brought
up.
They
said
when
you're
bringing
home
seven
eight
nine
hundred
dollars
a
month.
You
know
this.
This
makes
a
difference
and-
and
that
was
before
we
were
aware
of
this
increase.
We
didn't
know
about
this
until
Thursday.
When
the
agenda
come
out.
H
Is
there
have
we
ever
looked
at
some
type
of
deal
to
where
we
subsidized
this
just
for
our
seniors,
or
is
that
something
we
could
possibly
look
at
just
to
see
what
the
price
tag
on
that
would
be
because
I
mean
I
can
understand
that
that
struggle.
You
know
when
you're
on
a
fixed,
fixed
budget.
H
This
can
make
a
difference.
Is
this
something
that
we
could
possibly
look
at
just
to
see
what
the
price
tag
on
that
would
be.
I
I
Forty
one
is
what
we're
going
to
choke
down
some
kind
of
way.
Some
other
program
that
will
you
know
the
I
guess
all
right
household
I
mean
I'm,
not
aware
of
any
action
we
can
take
about
that.
I
understand
you
know
four
or
five
dollars
a
month
could
impact
a
lot.
H
Of
folks,
okay,
all
right,
that's
all
right!
That's
all
I
have
any
other
discussion,
all
right.
No
more
discussion,
I'll
call
for
the
favor
or
call
for
the
question
all
in
favor,
I,
don't
know
all
right
hands
back
up,
please
all
in
favor
all
right,
George,
okay,
all
opposed
okay.
So
we
have
five,
two
myself
and
Mr
Deming
in
opposition.
N
E
I
B
B
The
first
thing
we're
going
to
do
is
attack
little
league
and
softball
fields,
we're
going
to
try
to
get
them
open
by
next
spring.
That's
the
main
main,
that's
the
main
thing
we're
going
to
do
first
and
then
we're
going
to
after
the
new
year
after
Christmas
January
1
they're,
going
to
hop
over
and
attack
the
soccer
fields.
I
B
E
And
the
turf
on
them
on.
B
B
B
The
equipment
is
going
to
cost,
the
equipment
doesn't
cost
anything.
It
comes
with
the
comes
with
this
bid
package.
The
turf
company
supplies
the
piece
of
equipment,
that's
used
to
maintain
the
turf
fields
and
there's
a
there's
a
full.
You
know
after
it's
complete,
the
turf
company
gives
the
full
rundown
to
the
parks
and
recs
team
of
how
to
properly
maintain
it
going
forward.
So.
E
B
E
B
B
C
Yeah
we're
extending
it
another
two
months
you
can
see
they're
in
the
process
of
doing
punchless
items
and
their
deadline
to
get
a
CO
was
the
end
of
this
month.
So
we're
extending
that
I
think
two
more
months.
C
Going
to
have
a
cafe,
they've
got
a
new
sign
up,
it's
called
the
Paddle
Wheel
cafe
or
something
to
that
effect.
But
there's
a
new
signage
that
just
went
up
and
the
cafe
will
be
inside
I
think
they'll
still
utilize,
the
drive-through
as
well
for
pickups.
E
C
C
The
ATM
is
staying
there,
it's
being
upgraded,
you
can
see.
They've
got
a
new
facade
around
the
ATM,
apparently
that's
a
very
popular
ATM,
with
Wells
Fargo,
so
they're,
renting,
renting
that
space
and
keeping
that
ATM
there
in
the
back
of
the
building.
All.
E
N
Tisdale
yeah
a
couple
of
things
on
the
Sports
Complex
I.
Remember
that
we
had
passed
a
bond.
Do
you
remember
what
bond
series
that
was
for
Halloween
sports,
complex
and
a
few
other
projects?
We
were
going
to
do.
L
N
Okay,
all
right
and
then
let's
see
the
tennis
courts
that
are
going
to
be
demolished
at
Hiller
Park
outstanding.
Are
there
any
plans
to
put
anything
in
its
place?
Some
folks
were
asking
me.
I
said:
I
have
no
idea.
Their
primary
interest
was
the
number
of
tennis
courts
south
of
the
bay
I
know
we
have
one
at
Porter,
I,
don't
know
what
other
ones
we
have
south
of
the
bay
I.
Don't
know.
If
that's
what
we
want
to
do
that
I,
don't
know
if.
P
N
Q
Just
come
here
real
quick
for
years,
I
told
Sherry
in
the
administration.
You
know,
if
you're
not
going
to
do
anything
with
the
tennis
courts,
that
we
need
to
demolish
them,
because
they're.
A
Q
L
N
P
E
R
R
R
N
N
R
R
R
One
other
thing
I'd
like
to
ask
you
about
Sir.
If
you
mentioned
mowing,
haven't
been
there
since
1983.,
it
was
not
until
a
few
years
ago,
when
I
got
a
new
neighbor
that
I
mowed
for
the
first
time.
You
know,
I
kept
this,
probably
natural.
All
the
way
to
the
lake.
R
N
R
And
that
he
would
maintain
it,
so
he
mows
it
mows
it
about
two
or
three
more
times
and
he
quit
so.
You
know
I
had
to
hire
somebody
to
do
it,
which
I
don't
have
the
money
or
the
equipment
to
do
that
right
and
I'd
like
to
let
it
go
back
natural
like
it
was
and
I
see
no
reason
not
to
allow
me
to
do
that
and
I'm
making
that
request.
Now,
if.
R
R
There
is
a
wire
fence
and
there
is
a
privacy
fence
on
the
West
Side
between
my
home
and
the
trailers.
Yes,.
N
N
R
N
N
Right
so
so,
within
30
days
you
could
take
the
fence
down.
Absolutely
okay.
Could
we
do
this
Mr
creel?
If
he
can
get
the
fence
down
in
30
days,
then
we'll
look
to
see
what
the
next
step
is.
After
that
that'd
be
doable,
so
I
would
make
a
motion
that
we
give
Mr
Excuse
me
Mr
Hester
30
days,
and
that
Mr
Mr
kriel
can
reassess
the
situation
after
30
days.
I'll.
M
H
P
H
N
Go
ahead
is
this
property
owners,
my
memory
and
what
it
used
to
be
perhaps,
but
have
we
dealt
with
this
property
owner
before
or
no
we.
H
S
It's
my
mother's
property
I,
take
care
of
everything.
It
was
a
misunderstanding.
I
think
it
was
a
plan.
I
mean
the
the
the
department.
Anyway,
we
misunderstood
and
I
think
it
was
some
mail.
We
discussed
a
couple
of
things
with
the
I
think
it
was
Mrs,
Elizabeth
I'm,
not
quite
sure,
but
we
did
take
care
of
some
items.
They
had
problems
with
and
then
it's
what
happened
was
we
ended
up
with
another
issue
on
the
side
of
the
house.
S
I'll
just
tell
you
that
she
told
me
my
neighbor
because
of
inconsistency
problems
with
getting
along
keeps
calling
the
city
and
wanting
to
park
park
on
everything.
So
basically,
from
my
understanding
talking
to
her
today,
there
was
a
couple
of
violations
she
needed
me
to
take
care
of,
and
she
wanted
me
to
talk
to
Mr
Jerry
crew
and
get
on
board
with
him
and
then
work
it
out.
C
Okay
and
how
much
time
do
you
need
to
fix
the
violations
I.
P
H
Right
is
there
anyone
here
to
speak
on
behalf
or
against
Julia
Gomez.
H
E
E
T
Let's
see
Council
good
afternoon,
the
next
round
of
funding
that
we
will
receive
from
Mima
is
estimated
at
951
thousand
dollars.
It's
not
in
the
system.
Yet
after
we
make
our
payments
today
to
the
contractors,
Mima
will
start
processing
the
next
round
of
funds,
but
the
next
round
is
951
000.
P
I
H
All
right,
any
other
discussion,
all
right.
A
call
for
the
question
all
in
favor
7-0
on
the
routine
agenda,
do
I
have
a
motion
to
it.
Moved
second,
who
first
Dr
Tisdale
made
the
motion.
Second
by
Mr
glavin,
all
in
favor,
seven,
zero,
we're
gonna,
take
a
five
minute
break
and
we'll
be
back
for
our
budget
meeting.
