engineering
budget.

is
the
normal
engineering
budget.
Seven
twelve
is
the
support
to
the
infrastructure
project
within
that
support

project

three
bodies:

inspector,
a
manager
and
a

clerical,
so
there's
three
bodies
that
are

which
is
an
infrastructure
support
which
will
only
be
there
as
long
as
we
have
an

project.

thousand
to
two
hundred
and
fifty
thousand
in
his
budget,
and
we
still
use
every
dime
of
that
for.

the
administration,
and
just
if
we're
going
to
move
this
forward,
it's
going
to
take
some
time
to
study
it.
You
got
to
try
and
come
up
with
some
solutions.
You

you
can
afford,

you
gonna
fund
it.

would
take
a
little
time
to
do
that,
but
here
we
are
fixing
the
launch
in
the
fiscal
year
twenty.

maybe
during
this
coming
fiscal
year,
maybe
such
a
committee
could
meet
and
hammer
these
things
out
and
understand
how
it's
gonna
be
funded,
what
it
would
mean
for
manpower
you
got
to
have
it
restructured.
If
you're
gonna
restructure
it,
then
you
got
to
go
through
the
Civil
Service
Commission,
so
there's
some
time
involved
there
so
that
there's
there's
a
lot
of
procedural
hoops
to
jump
through,
but
really
it'd
be
nice
to
have
such
a
discussion.

observation
on
my

entry

their
insurance

real
simple,
but
but
clearly
in

been
here
three
years,

they
have
been.

raises

cross.

raise
if
the
guys
at
the
bottom

department
really
as
the
water
department.
There's
not
a
great
deal
to
say

at
the
numbers,
we're
showing
an
increase
in
the
water
sewer
department
from
15
nine
fifteen
point,
nine
million
to
sixteen
point,
two
million
and
at
the
same
time
and.

revenue
account
we
didn't
talk
about
enterprise
revenue,
but
the
revenue
is
showing
is
16
million
408,
so
the
water
sewer
fund
is
shown
as
being
positive
in
terms
of
revenue
exceeding
expenses
in
the
budget,
as
it
has
been
the
last
two
years.
So
there's
there's
there's
nothing
unusual
there.
It's
the
same
number
of
bodies,
including
some
of
these
low
in.

And
and
appreciate
that
fact-
and
it's
a
good
point
to
mention
that-
and
we
spent
a
number
of
workshops
here
talking
about
that-
clearly
understanding
that
that
the
council
and
the
administration
and
I
would
hope
that
if
we
really
want
to
do
something
about
wages
and
benefits,
would
have
the
sound
same
kind
of
discussion
over
time
on
that.
But
but
nobody
was
wild
about
raising
the
rates.
Residential
folks
really
didn't
bear
the
brunt
of
that
for
the
most
part.
But
even
then
I
know
we
looked
at
it
and
said:
well,
you
got
it.

to
had
the
guts
to
raise,
the
rates
vary
slightly
in
water
sewer
and,
as
a
result,
we've
been
positive.
The
last
couple
of
years
we
have
one
more
rate
increase
in
October
and
after
October,
we'll
be
coming
back

council
asking
to
extend
that
that
trend
into
the
next
threat,
the
rest
of
the
term.

say
we
have
gotten
it
to
where
we're
covering
the
cost
of
the
department,
but
we're
not
funding,
reserve
and
replacement.

not
refunding
those
repairs
and
everything.

like
some
of
these
utility
projects

out
woolmarket
in
other
places
that
really
should
be
coming
from
the
utility
fund
and
we
should
be
covering
that
cost
in
our
rates
and
everything
else.
So

mean
we've
done
good.

recall

part
of
that
fund
balance
that
we
have
in
there.
Yes,
some
of
that
has
been
recovered
by
our
rate
increase,
but
one

seven
million

came

refunds

authority.

point

over

we
still,

need
to
have
those
rate
increases.

understanding,

many
years
we
have
been
overlooked
for

we've

someone

they
can't

to
the

raise

months

like

look

copy

comprehensive
look

salary
schedules.

prefer

have
a
multi-tiered

multi-step
process

something
every
year.

may
not
be
much
but
waiting
anywhere
from
three
four
or
five
years
for
a
salary
increase
or
in
in
some
instances,
because
we
don't
know
if
any
folks
on
you

been
giving
given
salary
increases
on
the
administrative
side
of
this.

paid
more,
but
they're

parts

how

dollars

cents
in

respect

hourly
wage.

refunds

to
focus
this
year
on
getting
those
collections
