give
you
a
brief
update
on
the
FEMA
infrastructure
projects,
the
work
that's
being
done
in
Ward
five,
that's
along
Highway
90
at
this
time,
and
then
we
have
the
Police
Department
chief
Miller
I,
don't
know
if
he's
ever
missed
award
meeting
that
I've
had
but
he's
missing
tonight's
meeting,
so
we
have
Thomas
gold
worthy
and
Grand
for
Everett
and
they'll
talk
about
speeding
in
neighborhoods
the
citizens.
Police
Academy
is
interesting.
If
you've
not
heard
of
it,
you
you
might
find
that
informative.
You
might
be
interested
in
cruising
the
coast,
traffic
plans.

dollars
worth

a
few
pieces
of
property,
but
I
think
we're
in
the
last
rows

approval
both
from
CSX
and

that's
the
biggest
Challenge
and
some
of
the
things
that
happened
there,
but
it's
an
amazing
project
that
will
I
think
benefit.

city

especially

things

to
happen
with
the
Keesler
Federal
are
pretty
important,

any

running
out
of
September
to
bid
this

got
pretty
much

we

with

West
Biloxi
is
now

oldest

infrastructure,

Mississippi
Community
College
Entrance
Road
phase,

designed

thing

holding
them
up
is

they

placed

check
into
our
mitigation
bank

trees
that
are
going
to
be
removed
there.
The
city
council
just
voted
this
week
to
accept
that
check.

construction

soon

timetable
makes

phase
two

informed
that

is

update

that,

have

renovations

the

reviewed

of

to
pull
the
permit
to
start
last
month,

there
was
a
a
confusing
statement
in
the
contract
with
their
contractor
that
they
had
to
go
back
and
clear
up,

pull
the
permit
for
the
races
in
the
next
two
weeks.
So
they'll
get
started
on
it.
It's
going
to
be
a
really
good
project
and
it's
going
to
provide
something
that
I
think
everybody

be
excited

city

Biloxi

doing

well.

number
of
projects

list
of
the
things
that
are
going
on
I
think
you'll
be
surprised.
The
Point
Breeze
houses
on
the
Beach
Boulevard
y'all,
probably
seen
that
development
down
there
phase
two
has
been
approved
and
they'll
be
building
houses
in
phase
two
phase.
One
is
complete.

Also
the
beach
Vista
Apartments,
which
are
on
Pine
Grove,
are
proceeding.
We
just
issued
a
permit
a
month
ago
to
Bovada
Manor
Apartments,
that
was
for
8.5
million
dollars
and
improvements
that
they're
doing
to
the
inside
and
outside
of
that
development.
The
convenience
store
at
the
corner
of
Beach,
Boulevard
and
de
bees.
What's
happened,
there
is
it,
you
know
they
started
on
it,
and
then
they
stopped
what's
happened.

that
they've
sold
all
the
rubble,
that's
going
to
be
generated
by
the
curb
and
gutter
and
the
asphalt
that's
in
there

a
recycling
company
and
there
if

front

loader
down

the
rest

asphalt

concrete

Hotel

down

noticed

they're
cleaning
that
out
that's

sold
to
another
owner
they're,

to
gut
the
inside
of
those
which
they're
doing
right
now
and
they're

to
redo
the
inside

them
outside

facelift.

location
on
Highway
90
is
going
to
become
in
Azteca
Latino
restaurant
and
the
architectural
plans
are
finished
on
those
we're
waiting

them

submit

us

that
we
can

it's

nice
Courtyard
on
the
outside
and
a
lot
of
nice
landscape.

the

expecting
him
to

by
the

from
Edgewater

to
Brady's
drive

finish
up

work
in
an
adjacent
project

highway

we

is

the

of

contractor
is
getting

down
temporary
asphalt

roads

intersect

Edgewater

basically
making
their
way
from
west
to
east,
and
they
should
have
it

complete

the
next

the
service

side

Bay,
temporary
asphalt

the
sewer
and
water
mains

systems

have
not
tied
in
the

water

sewer,

has

new
West
boat,
launch
ramp
for
temporary
asphalt

we're
trying
to
get

side
roads
asphalted

time

cruising

it
a
little
bit
of
a
smoother

originally
estimated
for
a
very
long
time
after
some
discussions
within
the
city
and
amongst
the
design
engineers,
primarily
because
we're
so
close
to
the
highway,
and
we
have
very
deep
sewer
that
we
thought
we

do
a
lot
of
open
cut.

like
digging
holes
in
your
backyard
and

deep

you're
trying
to
prevent

city
decided

much
vegetation

signage

businesses
down

elected

spend

funds

help
instead
of
open
cut
transfer,

bore,
and
that's
the
minute,
minimize
the
construction

minimize
the
impacts,

of
the
residents
and
that's
where
you
basically
dig
a
pit
on
either
side
and

dig
underneath

obstructions

suppose

cutting

costs
a

bit

saves
us

belongs

Transportation

in
the
city.

dot
has
a
right-of-way,
it's
pretty
wide
right
away,
and
then
we
got
the
sidewalks
there
and
that
belongs
a
little
bit
to
the

the
city
has
its
utility
easements
beyond
that.

is

trying

lot

even
though
we

the
police,
there's
not
a
lot
of
control
over
events
that
we
have,
we
get
people
that
plan
events,
whether
they
are
big,
whether
they
are
small
and
we're
told
to
manage
those
events.

coast,

seen
that
we
have
visitors
in
the
city
that
helped
us
in
the
form
of
the
Department
of
Public
Safety,
we're

Mississippi
Highway

two
agencies
was
here
helping
us
in
Harris

in
Harrison.

which
made
a
huge
difference,
one
of
the
things
that
allowed
us
to
do
was
we
were
able
to
do
a
little
bit
more
enforcement
on
Highway
90
and
in
the
neighborhoods,
but,
most
importantly,
what
we
didn't
deal
with
is
law
enforcement
is
running
back
and
forth.

know
from
one
end
of
the
city
to
the
next
for
fight
calls
or
disorderly
subjects
or
traffic
crashes.
The
amount
of
crime
went
down
tremendously.

of
you
may
not
know.
We
traditionally
hear
about
spring
break
years
past.
Our
worst
event
has
been
scraping
the
coast
as
far
as
crime
wise
this
particular
year,
with
the
way
we
ran
it
and
we're
able
to
operate
it
with
additional
Manpower.

cut
that
I
mean
I,
I,
don't
know
the
percentages,
but
it
was
more
than
half
we.
We
cut
that
and
we're
very
proud
of
that,
and
that
gave
us
kind
of
a
footprint
to
kind
of
start.

for

these
other
events,
which
brings
us
to
cruise
in
the
coast,
the
biggest
change
for
cruising
the
coast
is
we're,
add
more
officers,
we're
getting
more
input
or
more
assistance
from
the
state
of
Mississippi.

we

friends
with
the
highway
patrol
their
commercial
enforcement
division,
but
we're
also
getting
the
department
of
Marine
Resources
as
well.
That's
just
another
added
advantage

us

as
far
as
law
enforces
in
Mississippi.

past
we've
gone

bees
road

the

to

drive

the

cruising

all

event
takers.

go
to
are

are
the
normals
for
every

I'm
kind

newer

the
complaints
in

area.
As
far
as
the
traffic
concerns
I
think,
the
most
recent
one
I
heard
was
a
couple
weeks
ago
on
Big
Lake
Road.
So
is
there
anyone

anything
speeding,
related
or
any
traffic
concerns

your
neighborhoods.

bit
about
our
plans
to
doing
that
anyway.
So
was
it
last
week
week
before
last,
I've
met
with
my
boss
and
one
of
the
things
we're
doing
is
trying
to
actually
get
more
people
into
our
Traffic
Unit
A
lot
of
times
what
you'll
most
often
see
our
Traffic
Unit
out
doing
is
doing
funeral
escorts.
They
are
very
important,
however.
At
the
same
time
it
takes
our
entire
Traffic
Unit
to
do
that,
and
then
our
Patrol
Division
they're
out
answering
calls.

So
if
we
can
get
more
bodies
into
traffic
which
you're
actively
working
on
doing,
then
we
can
kind
of
split
our
resources
a
little
bit
and
we
can
actually
have.
We
can
continue
the
service
of
doing
our
escorts
when
they're
needed,
but
we
can
still
enforce
traffic
at
the
same
time
throughout
the
city
and
I.
Think
that's
going
to
have
a
larger
impact,
and
even
with
beefing
up
our
numbers,
that's
where
we
get
more
Patrol
officers
and
it
gives
them
more
opportunities
to
be
proactive
and
these
those
officers
themselves
are
this
day
or
night.

have
speed
tables.
We
have
one
at
Mercury
Lane
and
it
sort
of
worked
and
sort
of
done
because
it
didn't
resolve
the
issue
and
basically
all
of
these
issues,
we've
talked

Russell
said
it
really
without
saying
it.
These
are
all
these
roads,
Atkinson,
Old,
Bay,
they're,
all
shortcuts
to
avoid
the
heavily
trafficked
intersection
at
Pop's
Ferry
and
pass
road
everybody's.

for
a
shortcut,
I
took
Old
Bay
when
I
was
in
high
school
I'm
sure
you
did
too
to
be
to
beat
the
lights
or
whatever,
but
with
speed
bumps
there.
Some
liability
that
attaches
to
the
city
there's
also
first
responder
concerns
when
every
minute
counts.
Those
kinds
of
things.
The
best
person
to
have
answered.
That
question
was
a
City
attorney
that
was
sitting
behind
you,
but
he
already
left
okay,
but
but
there's,
and
there
are
a
lot
of
neighborhoods
that
are
requesting
speed,
bumps
a
lot
of
them
or
speed
tables.

concern

ward

officers

looking

employment,

Road.
This
was
eight
years.
Nine
years
ago.
I
was
a
new
councilman.
I
asked
Chief
Miller.
Would
you
would
you
start
ticketing,
people
that
are
speeding
and
if
you
know
Chief
Miller
he's
he's
a
Class
Act.
He
said,
sir,
do
you
really
want
to
do
that?
I
said:
yes,
we're
going
to
slow
those
Speeders
down
that
was
before
they
had
a
four-way,
stop
there
in
the
middle
of
that
stretchable
bag.

a
week
went
by
and
I
saw
him
pulling
over
people
and
I
asked
him.
I
said
how
many
did
you
take
it?
He
said
we
wrote
26
tickets
that
day
I
said
well
good
that'll
slow
him
down.
He
said

of
them
were
to
your
neighbors
in
your
neighborhood
and
you're,
going
to
hear
from
them
and
I
and
I
heard
from
three
of
them.
Now
they
were
doing
40
on
the
road.
That's
always
been

We
had
a
large
Traffic
Unit.
We
did
really
well
not
just
with
the
funeral
escorts,
but
with
traffic
enforcement.
It
takes
a
combination,
the
the
trailer
with
the
radar
thing.
We
actually
have
a
box
that
people
don't
know
that
they're
seeing
so
when
we
get
complaints,
we
put
the
Box
up
and
it's
catching
cars
and
letting
us
know,
and
they
can
look
real
time.
Oh
during
these
hours,
we
have
people
going
20
miles
over.

That's
one
of
them
and
then
we
we
have
one
without
so
we
have
a
combination
of
stuff
we're
using
the
last
two
years
and
he
just
took
over
the
traffic
section,
but
the
traffic
section
has
gotten
bigger.
We
have
more
officers,
we
have
two
accident
reconstruction
because
they
also
do
that.
So
they
do
a
combination
of
stuff.
So
we
are
using
a
combination
of
all
that,
but
it
takes
all
of
that
to
get
people
to
change
their
behavior.
Just
like
anybody
that
has
raised
kids
or
taught
in
school.

You
have
to
set
certain
things
to
make.
Everybody
understand
what's
acceptable
and
what's
not,
and
sometimes
it
sucks
when
you
get
that
ticket,
but,
like
you
said
next
time,
you're
coming
down,
you
see
a
police,
car
or
one
of
those
trailers.
It
does
change
that
it
helps
people
slow
down.
The
biggest
problem
is
those
cell
phones.
People
go
through
neighborhoods
with
those
cell
phones
not
paying
attention.
So
you
know
you
have
a
combination
of
issues,
but
you
also
have
a
combination
of
things
we're
using.

So
our
traffic
units
getting
bigger,
more
Patrol
officers
are
running
traffic
in
between
calls.
We
are
getting
more
officers
than
we
had
before,
but
it's
still
a
struggle
to
get
to
the
numbers
that
we
need,
because
we
may
hire
10
and
he
he
handled
hiring
and
stuff
for
a
while
there
too,
so
you
might
hire
10
and
then
after
a
year
only
two
of
them
survive
going
through
the
whole
process.
