license
four

Guys,
they
were
all
approved,
reviewed
an
application
for
a
master
C
license
for
James
bobnick
of
Pleasant
Valley
Electric.

We
approved
that
and
we've
reviewed
journeyman
Class
B
license
applications
for
the
journeyman
of
Pleasant
Valley
Electric.
We
included
that
we
would
not
approve
those
applications
and
that
they
would
need
to
take
the
exam
to
become
class.

journeyman
in
the
city
of
Binghamton
motion
was
made
all
agreed,
and
that
was
passed.

And
today's
agenda,
we
have
a
follow-up
to
the
journeyman
electric
Class
B
licenses
that
we
denied
they
inquired
on
how
to
how
to
take
the
exam
and
get
a
Class
A
licenses
and
and
shortly
after
that,
the
GC
for
that
job
said
that
Pleasant
Valley
would
not
be
interested
in
doing
the
job
up
on
Main
Street
and
that
panko
would
be
doing
it.
So
those
gentlemen
will
not
be
taking
the
exam
and
applying
for
licenses.
James
bobnick,
who
was
was
given
a
master
C
said.

My
check
I'm
no
longer
interested
in
having
a
master
C
license
in
Binghamton,
so
Pleasant
Valley
will
not
be
doing
the
work
for
family
and
children's
on
Main
Street.

Next
order,
business
is
John,
Haddock
licensed
electrician
journeyman
in
the
city
of
Binghamton,
had
an
injury
in
2010,
stopped
working
as
a
journeyman
electrician
and
went
to
work
for
himself
up
in
Oxford
or
Norwich
and
as
just
a
barber
open
to
Barbershop.
But
now
he's
approaching
retirement
and
he's
talking
with
the
union
hall
and
he's
realizing
that
to
be
eligible
for
his
retirement
benefits.
He
needs
300
more
hours
about
two
and
a
half
months
of
work.
That's.

he
yeah,
so
he
didn't
keep
his
license
in
good
standing
with
the
city
of
Binghamton
for
over
10
well
over
five
years
and
and
the
code
says
that,
if
you
are
in
arrears
you
can
just
pay
up
and
pay

penalty

get
back
on
track.
But
if
it's
more
than
five
years
it
needs
approval
from
the
board
to
see.
If
he
can
do
that,
and
so
he
has
submitted
his
apprenticeship
and
Licensing.

qualifications
from
the

devoting

allow
John
to
renew
his
license
long
enough
to
get
his
300
hours.

maybe
not
hiring
an
electrical
inspector,
but
hiring
somebody
under
the
title
of
building
inspector,
preferably
with
some
electrical
experience.
Even
journeyman
is
currently
stated.

has
to
be
somebody
who
is
licensed
as
a
master
electrician
to
hold
that
position,
but
if
we
determined
that
that
is
not
necessary
that
we
could
hire
even
somebody
with
journeyman
experience
to
be
a
building
inspector
with
a
special
knowledge
of
electrical
systems
that
would
that
might
be
a
direction
that
we'd
want
to
consider.
So
the
question
to
the
board
is
without
an
electrical
inspector
for
the
city
of
Binghamton,
to
perform
final
inspections
and
certify
electrical
work
is
done
in
compliance.

would
be
relying
on
Commonwealth
and
Atlantic
testing
and
requiring
all
developers
to
get
third-party
inspections
to
satisfy
the
requirements.
We
currently
do
that
with
fire
alarm
systems.
We
currently
do
that
with
Spire
sprinkler
systems.
We
don't
certify
those
we
rely
on
Simplex,
Grinnell
or
Tom
Brown
or
honey.
To
do
those
inspections,
as
witnessed
by
the
employer.

That's
I
mean,
but
that's

the
question

I
think
that
the
only
blowback
we
would
get
on
that
is
saying.
Well
wait
a
minute
now
you're
passing
this
expense
instead
of
the
city,
providing
it
for
free,
you're,
passing

expense
of
the
electrical
inspection
onto
the
developers
and
I
know
a
lot
of
people
are
thinking
in
their
minds
and
their
minds.
You
know
this
is
Mom
and
Pop
single
family
homeowner.

know
you're
not
only
charging
them
35
bucks
for
a
permit,
but
another
100
for
the
inspection
and-
and
my
answer
to
that
is
it's
really
not
Mom
and
Pop
doing
most
of
the
work.
It's
the
downstate
guys,
400
bucks
isn't
going
to
make
or
break
their
plan
so
passing
on
that
expense
to
the
to
the
development.
Community
I,
don't
think,
there's
as
big
a
concern
for
me
as
it
might
be
for
other
people.
That's
one
downside
is
we're
passing
an
expense
that
didn't
previously
exist
that
was
being
provided
for
free
and.

depended

and
then

answer
questions
for
us
in

timely
manner

guys
have
come
looked
at
things

suspicious.

when

was

been

in
my
house,
but
is

them

inspector,

it
seems
like
these
Pat
and
Jeremy
are
independent
contractors
who
pitch
in
a
little
bit
but
aren't
really
building
inspectors,
so
I'm
trying
to
create
the
sense
that
this
is
a
department
that
works
together.
If
you're
all
called
building
inspector.

salaries,
the
salaries
for
sure,
but
if
I
look
at
other
municipalities,
there
are
very
few
that
have
titles
of
plumbing
inspector
electrical
inspector.
If
you
look
at
Ithaca
Rome
Utica,
they
call
them
building
inspectors.
He's
like
in
this
building
inspector
is
really
good
with
electric,
and
this
building
inspector
knows
a
lot
about
Plumbing,
but
when
they
all
share
the
same.
