A
C
B
A
A
D
Swada
speak
because
I
know
I
sent
emails
to
most
of
you
read
the
rounds
down
in
Florida
for
four
and
a
half
months
about
a
few
things
and
I
want
to
First
address
I
want
to
address
a
couple
issues
that
your
controller
Chuck
shager
made
about
me
and
put
on
record.
So
I
want
to
just
try
to
straighten
out
a
couple
things.
D
Also,
Chuck
didn't
tell
you
that
person
apply
to
personnel
and
civil
service
and
was
approved
to
take
the
civil
service
test,
took
it
passed
it
and
finished
in
the
top
three
which
by
then
I
needed
to
hire
somebody
for
the
replacement
and
I
had
to
go
to
the
Civil
Service
list.
That
was
a
certified
list
and
hire
somebody
from
the
top
three.
He
didn't
mention
that
so
he
kind
of
admitted
that
he
also
said
that
there
was,
he
did
inventory,
he's
never
done
inventory
at
that
garage,
never
in
his
life.
It's
always
the
store.
D
D
They
did
the
store
counts
of
at
the
water
and
store
room
and
at
the
parts
garage
and
at
the
city
hall,
mail,
room
area
and
that
I
would
generate
reports
to
either
add
or
delete
based
on
what
they
found
on
the
on
the
shortages
and
then
gave
that
report
to
Chuck
shager,
which
he
generated
and
reported
to
the
Auditors
into
the
state.
So
he
never
did
inventory,
which
he
said.
He
also
spoke
and
said
there
was
hundreds
of
thousands
of
dollars
of
missing
parts.
The
whole
inventory
is
three
hundred
thousand.
D
So
what's
he
saying
that
three
quarters
of
the
inventory
is
not
in
there
anymore?
It
was,
it
was
always
there.
There
was
never
a
discrepancy.
You
guys
went
over.
Some
of
you
did
to
talk
to
mechanics
the
store
Keepers
for
40
years,
had
no
problems
working
over
there
and
you
guys
now
a
bit
abolished
the
position
for
two
guys
to
be
promotion.
D
You
also
sign
and
approve
a
Napa
contract
in
a
value
of
500
000
to
a
million
dollar
contract
without
a
comparison
price.
There
are
multiple
vendors
on
Source.
Well
that
does
this
product.
Why
was
Chuck
schader,
not
calling
a
second
vendor
in
from
Advanced
United
any
of
those
major
parts
companies
and
also
giving
you
a
proposal
that
might
have
kept
those
two
storekeepers
and
only
supplied
the
parts
on
a
consignment
basis?
It's,
and
that
way
we
would
only
pay
at
the
end
of
the
month
on
consignment,
instead
of
them
running
a
storeroom.
D
You
also
have
two
store
Keepers
over
there,
you
handle
eight
mechanics
now,
you're
gonna
have
one
store,
close
hired
by
Napa
for
eight
mechanics,
including
police
and
Parks
Water
and
Sewer
DPW.
So
if
you
got
five
or
six
mechanics
looking
for
parts,
one
storekeeper
is
going
to
take
care
of
everyone
over
there.
What
about
all
the
other
stuff,
the
storekeepers?
Do
they
also
order
fuel
gas
and
Diesel
who's
going
to
do
that?
They
also
order
or
do
the
bulk
oil
who's
going
to
order
both
oil?
D
They
also
lumber
for
the
beds
of
the
trucks
and
the
bodies
tarps
for
trucks.
The
nap
is
not
going
to
happen
who's
going
to
do
the
the
tire
recapping.
What
are
they
going
to
sell
you
all
new
tires
now,
instead
of
Recaps
that
saved
City
tons
of
money
on
recapping
nobody's
really,
this
was
forced
down
your
throats
very
fast.
Without
anybody
doing
anything,
you.
D
D
Second,
they
didn't
come
with
a
second
proposal,
so
I
would
not
sign
my
name
to
it,
so
it
got
thrown
out.
But
now,
all
of
a
sudden,
it's
forced
down
your
throat
and
it
came
to
you
and
it
went
through.
You
need
to
look
at
this
very
closely.
I
hope
you
guys
got
a
copy
of
the
final
contract,
because
I
heard
there's
things
changes
to
the
final
contract
in
2019
they're,
not
eliminating
three
positions:
they're
only
eliminating
two,
because
Napa's
gonna
charge
you
for
a
parts
Runner.
D
Now
we're
going
to
keep
our
own
Parts
Runner,
that's
going
to
run
for
the
parts
so
and
then
who's
going
to
cover,
if
you
guys
get
a
major
snowfall
where
these
store
Keepers
work,
24
hours
right
around
the
clock
for
48
hours
straight.
When
we
had
these
four
foot
and
three
foot
snowfalls,
one
guy
is
going
to
come
here
and
work
all
those
hours
and
then
report
to
work.
The
next.
E
It
just
reminded
me
of
Chuck
shager's
demeanor
on
Monday.
Do
you
all
do
like
Dei
or
anti-racism
training?
City,
Council,
Members,
no
I'm?
Sorry,
because
the
way
that
you
consistently
get
treated
here
is
disgusting,
but
I
wouldn't
expect
four
of
the
folks
here
to
care.
E
Arpa
funds,
I
love,
how
not
even
pretending
anymore,
just
coming
down
together
we're
going
to
launder
it
through
and
then
pass
it
right
here
to
this
commercial
facade,
Improvement
program,
I.
Think
that's
a
great
program.
E
I
know
that
when
we're
in
City
Hall
the
Binghamton
local
Development
Corporation
secured
multiple
grants
from
New
York
State
a
Main
Street
program
to
run
commercial
facade,
Improvement
programs,
they
were
either
250,
000
or
half
a
million
I
almost
feel
like
I
want
to
borrow
some
Republican
rhetoric
that
you
know
when
you
just
give
people
free
money,
they
get
lazy.
E
I
feel
like
the
city.
Got
lazy.
Y'all
got
46
million
everyone's
like
let's
just
tap
this.
That
entrepreneurial
spirit
is
just
gone
from
bldc,
it
seems
I
wish.
I
can
compare
the
love
that
you
have
for
property
owners
and
downtown
Developers
to
the
lack
of
compassion.
You
have
for
vulnerable
tenants
and
vulnerable
homeowners.
E
It's
just
really
sad
and
I
I,
like
the
pitch
that
you
know
oh
this
is
this
is
presented
as
a
best
practice,
because
Onondaga
County
does
it
the
county.
Does
it
if
anyone
wants
to
see
what
the
city
of
Syracuse
has
invested
their
dollars
in
go
ahead
and
then
replicate
that,
because
a
lot
of
US
housing,
Justice
Advocates,
would
be
incredibly
thrilled.
E
So
don't
try
to
cherry
pick.
It's
the
same
same
old,
stuff
laundering,
garbage
those
who
were
impacted
be
damned
code
enforcement,
I
heard
at
the
South
Side
neighborhood
assembly
meeting
that
the
mayor
still
is
suggesting
that
rental
inspection
licensing
programs
are
illegal.
That's
just
nonsense!
You
cannot
mandate
an
inspection,
but
you
can
have
a
very
successful
inspection
and
Licensing
program
with
a
properly
worded
ordinance
Rochester.
Does
it
Ogdensburg?
Does
it
Elmira?
Does
it
half
a
dozen
communities
down
on
Long
Island?
Do
it?
E
I
can
continue
to
name
more,
but
this
is
also
done
all
over
the
country.
Rochester
has
been
brought
to
court
four
different
times
every
time
they
have
won.
So
this
is
just
a
red
herring
that
you
use
when
you
don't
want
to
do
this,
because
some
of
you
are
landlords.
We
don't
know
to
what
extent,
because
this
Council
refuses
to
pass
a
simple
Financial
ethics
disclosure
form
which
has
been
before
this
body
for
almost
four
years,
something
that
I
have
to
do
as
a
Civic
volunteer
serving
on
the
Broome
County
land
bank.
E
You
could
do
a
lot
more
with
code
enforcement
too
and
I've
shared
a
number
of
ideas.
I've
offered
resources
I've
offered
to
connect
folks
into
the
field
here
in
New
York
across
the
country,
about
programs
never
received
a
response
from
the
administration
or
the
leadership
on
this
Council
again
I
go
senator
libis,
says
actions
speak
louder
than
words.
E
The
last
thing
I'll
say
is
that
I?
Don't
you
know,
I'm
speaking
on
my
behalf,
I
serve
on
the
Broome
County
Land
Bank,
so
I'm
speaking
as
an
individual,
but
boy
we
missed
an
opportunity
with
this
last
auction.
Again,
I
don't
know
if
you
saw
it,
but
it
was
an
absolute
mad
house,
a
Feeding
Frenzy,
and
there
were
four
beautiful
low.
E
The
the
rehabs
would
have
been
cost
effective,
You've
Won
men
in
your
District
Gregory
lee
Lane
townhome
we're
offering
those
up
at
auction,
which
means
only
those
with
access
to
cash
can
purchase
it,
which
means
anyone
who
requires
a
mortgage
is
automatically
eliminated.
That's
inequitable
right
and
now,
because
of
a
pro
forma
and
the
way
the
money
Works
we've
guaranteed
that
those
homes
are
going
to
be
transformed
into
rentals.
E
Is
that
what
this
body
believes
we
need?
Is
that
helping
our
housing
crisis
no
I
raised
alarm?
The
reason
is
is
because
this
is
likely
going
to
change.
This
was
likely
the
last
auction
that
the
county
could
transfer
properties
over
to
the
land
bank
ever
again,
and
that
is
likely
going
to
be
the
case
all
across
New
York
state,
so
that
process
is
going
to
be
unraveled
and
we
missed
a
chance
and
nobody
stood
up
in
the
city.
E
A
Seeing
no
one
else
present
to
speak,
we'll
move
on
to
the
preferred
agenda
before
I
turn
to
my
colleagues,
I'm,
going
to
ask
I'm
going
to
formally
put
in
a
request
to
remove
introductory
ordinance
23-56
from
the
preferred
agenda
to
the
non-preferred
agenda
as
a
Seeker
needs
to
be
read
into
the
record.
That
is
the
first
item
on
the
preferred
agenda
list.
Do
any
of
my
colleagues
would
any
of
my
colleagues?
Forgive
me
like
to
request
something
removed.
Councilwoman
Freeman.
F
A
G
A
G
That
needs
to
be
adjusted.
I
was
not
here
Monday
two
weeks
ago,
to
approve
many
of
these
that
are
on
the
the
preferred
agenda.
A
G
We're
going
to
remove
my
name
from
zero,
two
three,
five,
six.
G
Let
me
go
from
this
list:
we're
going
to
remove
my
name
from
2364.
G
G
A
You
thank
you
councilman
O'reilly,
okay,
oh
so
again,
let
me
just
run
through
this
really
quick
due
to
the
impact
of
covid-19
the
way
that
we've
standard
treated.
This
is
if
a
member
is
not
at
a
work
session.
The
automatic
assumption
is
sponsorship
and
it
it's
not
an
issue,
and
maybe
we
need
to
change
this
now
that
covert
is
over.
We
can
talk
about
that
at
the
next
work
session.
A
Actually
Mr
clerk-
let's,
let's,
let's
make
this
a
discussion
point
at
the
next
work
session-
of
how
we're
going
to
treat
this
moving
forward
because
covid
largely
behind
us.
So
maybe
we
need
to
update
the
way
we
treat
that
and
then
the
member
would
let
the
clerk's
office
know
and
that's
fine,
let's,
let's
have
a
discussion
to
update
that.
That's,
not
a
problem,
so
that
was
23.56.
A
A
A
A
B
B
F
Thank
you,
president
scrungy
I
just
want
to
put
it
on
the
record
that
I'm
excited
about
this.
This
is
a
property
that
has
come
up
at
Northside
Assembly
meetings
as
a
nuisance
and
an
eyesore,
so
I
am
excited
that
we
are
planning
to
demolish
this
building.
Thank
you.
B
G
So
despite
it
not
being
your
District,
this
is
something
to
celebrate,
as
we
see
a
great
donation
from
the
broom
Tioga
NAACP
and
MT
Bank
in
an
area
to
increase
and
improve
access
to
tools
to
enhance
literacy,
so
I'm
I'm,
proud
of
this
legislation
and
that
parks
department
will
be
working
to
make
to
assist
in
the
maintenance
of
this
little
Library.
Thank
you.
Thank.
B
B
A
H
B
A
You
we
will
now
move
forward
with
the
non-proverted
agenda
just
for
purposes
of
keeping
a
flow,
the
ones
that
are
left
over
on
the
non-preferred
agenda
that
were
removed
from
the
preferred
agenda
I
will
place
at
the
end.
At
this
time,
I'll
entertain
a
motion
from
councilman
strong
for
the
purposes
of
introductory
ordinance,
23-57.
I
H
G
J
A
G
No
worries,
thank
you
anything
introduced
on
the
13th
of
March
when
I
was
not
in
attendance
to
affix
my
signature,
0
23
57.
Nor
ask
questions.
As
you
know,
I
typically
ask
questions
at
that
time:
0
2360
and
0
23
62.
A
F
Thank
you,
president
skaranji
I
usually
do
not
support
legislation
just
in
general
having
to
do
with
our,
in
my
opinion,
over
funded
Police
Department.
However,
I
just
wanted
to
acknowledge
that
this
is
simply
moving
money
within
the
department
and
therefore
does
not
involve
adding
additional
funds
to
the
police
department.
Thanks.
Thank.
I
B
A
I
F
Thank
you,
president
grungy
I
would
like
to
reiterate
what
I
said
regarding
the
last
piece
of
legislation.
This
is
the
for
the
2022
budget,
so
this
is
this
is
for
housekeeping,
essentially
not
adding
any
more
funds
to
the
police
department,
so
I
did
not
sponsor
this
legislation,
but
I
do
feel
comfortable
voting
in
favor
of
it.
Thank
you
thank.
A
B
I
A
F
A
B
A
B
C
A
C
Make
a
motion
to
issue
a
negative
declaration
under
secret
for
the
following
reasons:
the
proposed
amendment
to
the
zoning
map
to
rezone
the
stadium
District
to
allow
dents
next
year's
development
on
Henry
Street
and
the
industrial
areas
of
the
district
and
to
allow
low-intensity
neighborhood
commercial
uses
on
the
introspection
of
Pine,
Street
and
Fayette.
Street
is
consistent
with
the
recommended
land
users
adopted
in
the
stadium
District
Master
Plan,
as
well
as
with
the
existing
character
of
the
area.
C
As
noted,
the
rezoning
is
supported
by
an
Adaptive
land
use
plan
and,
as
such,
has
been
determined
to
be
a
sensible
and
beneficial
change.
In
addition,
the
proposed
change
was
revised
reviewed
by
the
city
by
the
City
Planning
Commission,
which
recommended
approval
of
the
zoning
and
the
issuance
of
a
negative
declaration
under
Seeker.
Lastly,
there
were
no
comments
in
opposition
submitted
to
the
record
during
the
public
hearing.
Therefore,
city
council,
acting
as
the
lead
agency,
has
found
that
the
proposed
rezoning
will
not
have
an
adverse
impact
on
the
income
on
the
environment.
Excuse
me.
A
A
With
a
Seeker
unanimously
approved,
thank
you
councilwomanetti.
At
this
time
the
chair
will
entertain
motion
from
councilwoman
resinetti
for
the
purposes
of
IO
23-56.
F
F
That's
what
makes
this
the
mo
like
one
of
the
more
difficult
issues
is
that
yeah
I
can
understand
both
sides.
Here,
however,
I,
although
I
I
support
the
the
reinvestment
in
this
area
that
has
been
historically
under
been
un
under
served
and
a
lot
of
money
have
been
kind
of
ducked
out
of
it.
F
I
I
can't
help
but
feel
for
the
constituents
who
are
who
have
lived
there
and
areas
like
that
in
the
city
of
Binghamton
are
so
often
the
victims
of
gentrification,
and
that's
what
they're
worried
about
that?
They're
going
to
be
priced
out
that
it's
going
to
become
a
neighborhood
where
single
families
don't
want
to
move
into
the
houses.
Because
there's
going,
you
know
it's
going
to
become
an
industrialized
area,
so
I.
F
F
A
I
Thank
you,
Mr
President,
as
Council
for
unanimous
consideration
of
introductory
ordinance,
23-64.
I
A
G
You,
council
president,
you
know,
because
you
and
I
had
a
discussion
about
this
at
length
and
in
most
meetings
based
upon
Robert's
Rules
of
Order.
G
There
is
always
the
ability
to
pull
legislation
or
a
motion
for
further
discussion,
particularly
when
new
evidence
is
presented
to
the
body,
regardless
of
the
time
in
which
the
information
is
reviewed,
because
you've
been
entrusted
with
the
authority
to
act
based
upon
the
information
presented
when
you
and
I
spoke,
we
hoped
that
information
would
would
be
provided
to
the
council
within
the
two
weeks
allowed
per
our
code,
but
as
we
recently
participate,
as
we
recently
saw
through
legislation
when
evidence
was
being
sent
from
multiple
parties.
Multiple
residents,
multiple
concerned
members
of
the
community.
G
There
are
times
where
you
will
get
critical
information
on
the
day.
The
vote
is
required
and
I,
don't
think
it's
fair
to
limit
the
elected
officials
responsible
for
motions
and
voting
on
motions
before
this
Council
to
be
unable
to
pull
legislation
back.
If
so,
warranted.
I
think
this
adds
more
more.
G
G
Everyone
does
not
have
access
to
our
portal
of
information
back
to
when
we
started
as
a
council,
and
it
takes
time
to
review
and
gather
facts
and
if
you're
limited
to
voting-
and
you
must
vote
on
legislation
two
weeks
from
hearing
it
initially,
it
again
limits
the
ability
to
collect
and
receive
information
and
data
from
those
that
are
affected.
So
I
I
still
oppose
the
current
code.
G
Charter
City,
Charter
and
I
I
oppose
this
language
as
well.
I
I
still
do
I
still
think
the
body
has
a
right
to
pull
legislation
at
second
read
and
should
not
move
automatically
to
vote.
Thank
you
thank.
H
A
C
F
F
Don't
see
that
reflected
in
the
in
the
plan
that
we
have
here
before
us,
and
particularly
because
the
representative
of
the
fourth
district,
who
I
nominated
to
the
committee,
was
the
one
who
made
the
motion
I
would
I
would
like
to
make
a
motion
to
amend
this
budget?
Can
I
do
that
now,
even
though
there's
a
motion
and
a
second
on
the
floor.
A
F
So
I
I
would
like
to
make
a
motion
to
move
twenty
five
thousand
dollars
from
both
the
lines
of
acquisition
and
development
of
non-congregate
shelters
and
also
from
tenant-based
rental
assistance
and
I
would
like
to
move
twenty
five
thousand
dollars
into
both
the
lines
of
non-profit
operating
and
non-profit
capacity
building.
To
reflect
the
motion,
the
recommendation
that
was
made
at
the
cdac
meeting.
Second.
A
F
F
A
Councilwoman
Freeman,
just
for
because
I
know
some
people
were
including
myself
were
getting
caught
up
on
papers.
Can
you
just
read
that
those
number
line
proposals
one
more
time.
F
Absolutely
so
I'd
like
to
make
a
motion
to
reiterate
to
move
twenty
five
thousand
dollars
from
each
of
the
following
lines:
acquisition
and
development
of
non-congregate,
shelters
and
tenant-based
rental
assistance
and
move
twenty
five
thousand
dollars
into
each
of
the
following
lines:
non-profit
operating
and
non-profit
capacity
building.
In
order
to
reflect
the
recommendation
that
was
made
by
the
cdac.
A
G
You
council
president,
as
the
council
representative
on
cdac,
what
happened
was
as
council
member
Friedman,
who
thankfully
was
in
attendance
during
that
meeting
the
Amendments
passed
as
council
member
Freeman
just
proposed
it
passed
by
the
cdac
body
when
Steve
presented
it.
Something
happened
with
our
packet
because
he
then
said.
G
City
council
did
not
approve
your
amendments
which
we
never
received,
and
so,
if
you
want
to
go
back
and
reflect
review
the
YouTube,
they
were
under
the
assumption
that
we
received
the
amended
budgetary
lines
with
the
25
000
added
under
both
development
of
affordable
rental,
housing,
non-profit
and
capacity
right.
I
think
those
are
the
two
and
we
had
not.
Our
packet
did
not
reflect
what
they
had
on
on
their
tables.
G
So
thankfully
I
was
there
for
that,
but
it
was
confusing
to
their
body
and
subsequently
confusing
to
me,
because
we
had
two
different
pieces
of.
We
had
two
two
different
documents
in
front
of
us.
G
Oh
no,
no
thank
you,
but
I
just
wanted
to
say
that
again
we
should
hear
or
follow
the
recommendations
of
the
body.
But
again
we
were
not
presented
what
they
voted
on
and
approved.
A
So
yeah
so
I'm,
sorry,
councilman
resonator
go
ahead.
Finish
I
I
cut
you
off
yeah,
so
the
question
from
councilwoman
resinetti
is
a
follow-up.
Is.
Is
this
something
that
needs
to
be
voted
on
today?
So
I
will
I
will
add
to
the
substance
of
this
discussion.
I
have
been
in
consistent
communication
with
the
executive
director,
the
leadership
mayor,
cram
assemblywoman
lopardo
and
the
county
executive's
office.
My
understanding
of
the
situation
is
the.
C
I
did
go
over
that
particular
introductory
resolution.
Mr
President,
the
23-17.
A
A
C
A
C
A
A
It
is
a
resolution
authorizing
the
mayor
to
amend
the
agreement
with
the
Tri-Cities
opera
house
for
use
of
fiscal
47
and
fiscal
48,
cdbg
and
ESG
funds.
It
was
motioned
by
councilwoman
resinetti
and
it
was
seconded
by
the
second
executed
by
councilman
strong.
That's
what
I
thought
so
councilwoman
Friedman
respectfully.
Are
you?
Okay
for
now,
with.
A
You
councilwoman
so
now
that
we
are
back
on
board
any
discussion
as
it
relates
to
23-17.
A
B
A
You
and
I
think
the
overlap
of
what,
because
you
were
also
councilman
Friedman.
You
were
obviously
your
motion
on
that
division
was
concerning
cdbg
and
that's
also
part
of
this,
and
that's
why
it
didn't
click
with
me.
So
I
will
claim
fault
on
that
one.
So
no,
that's
it!
That's
all
right.
We
got
through
it,
we're
fine.
We
are
just
fine
all
right.
Lastly,
for
the
evening,
chair
recognizes
councilwoman
resinetti
for
the
purposes
of
emotion
concerning
introductory
resolution.
23-16.
F
Thank
you,
president.
Grungy
I
would
like
to
make
a
motion
to
amend
the
budget
lines
that
are
found
on
underneath
the
title
home
ARP
activities.
F
So
I
would
like
to
make
a
motion
to
take
25
000
from
each
of
the
following
budget
lines:
acquisition
and
development
of
non-congregate,
shelters
and
tenant-based
rental
assistance
and
move
those
twenty
five
thousand
dollars
to
each
of
the
following
budget
lines,
non-profit
operating
and
non-profit
capacity.
Building,
to
reflect
the
motion
for
the
the
recommendation
that
was
made
by
the
cdac.
H
A
G
G
J
A
F
Thank
you.
President.
Sorry
I
just
I
wanted
to
read
into
the
record
some
of
the
just
quickly
some
of
the
notes
that
I
took
because
I
I
did
bring
up
a
concern
about
tenant-based
rental
assistance
that
I
I
was
worried
when
I
initially
saw
like
three
quarters
of
a
million
dollars
going
to
this,
that
it
would
be
a
kind
of
a
get
out
of
jail,
free
card
for
landlords
who
were
charging
exorbitant
rent
or
who
were
doing
other
exploitative
practices
that
they
would
kind
of.
F
Get
subsidized
by
this
money
and
I
just
wanted
to
say
that
the
when
I
brought
up
that
concern
I
was
told
that
the
for
a
landlord
to
receive
this
tenant-based
rental
assistance
or
tibra,
the
property
must
be
considered.
Rent
reasonable
and
up
to
must
be
kept
up
to
a
certain
standard.
So
these
this
money,
I,
was
told,
would
not
be
going
to
slumlords
or
people
who
were
just
exploiting
their
tenants
and
deciding
that
they
would
just
get
this
money
regardless,
so
that
s
wage.
G
G
They
added
as
I
shared
a
couple
of
additional
processes
to
hear
more
from
the
community,
as
well
as
from
the
agencies
that
were
applying
and
really
had
a
really
well
attended
review
of
data
points
that
were
very
relevant
not
only
to
their
committee,
but
should
be
important
or
deemed
important
by
the
council
and
other
residents
within
the
community,
and
so
I
I
want
to
just
applaud
them
for
sitting
through
many
of
those
meetings
and
requesting
the
information
they've
requested
Steve
for
pulling
the
data
and
calling
those
parties
to
the
table
to
explain
some
of
the
needs
of
the
city
at
large.
A
A
H
Thank
you,
Mr
President,
so
I
have
two
things
on
March
17
2011
there
was
a
fire
on
milper
Street,
where
Jeffrey
ASA
lost
his
life,
say
the
bank
of
the
police
arrested
somebody
in
that
case,
12
years
later,
I'm
open
to
yasa
family
can
find
some
closure
in
this
because
it's
been
a
I
know
them
very
well
and
I.
It's
been
a
tough
goal
for
them,
so
hopefully
you
can
find
some
Solace
or
some
peace
of
mindedness
and
that's
all
I'm
going
to
say
about
that.
H
Secondly,
the
second
speaker
tonight
alluded
the
fact
that
Mr
shager
is
a
racist
and
that's
disgusting
in
itself.
But
even
more
disgusting
is
council
member
Riley,
not
her
headed
agreement
and
butter,
something
in
agreement
and
that
says,
complete
I
have
the
floor.
Be
quiet.
Please,
I
have
the
floor.
You
get
a
chance.
H
H
It's
completely
baseless,
it's
very
vile
and
disgusting
to
label
somebody
as
that
and
I.
Don't
there's!
No
there's
no
reason
to
do
that.
There's
no
room
for
that.
So
it's
unnecessary
I
wish
he
was
cut
off
at
that
point.
I
was
going
to
bring
it
up,
but
I
didn't,
but
it's
it's
violent
disgusting
to
raise
label.
So
many
as
that,
unless
there's
concrete
evidence
of
that
I,
don't
think
it
should
be
said
at
all
so
Mr
President
I'm
done.
Thank
you.
Thank.
C
Thank
you,
Mr
President,
just
a
couple
quick
things.
Thank
you
for
bringing
that
up.
Mr,
councilman
Scanlon
about
the
case
that
was
resolved
after
how
many
years
I
do
hope.
I
want
to
say
thank
you
to
all
those
that
worked
so
hard
on
that
I
can't
imagine
what
it
takes
to
to
keep
going
all
these
years,
and
that
for
me,
that
was
you
know.
C
Sometimes
I
I
find
myself
being
frustrated
when
things
will
move
along
as
quickly
as
I
would
like
them
to
when
we
feel
like
justice
is
not
happening,
it's
quickly
as
we
like
it
too,
and
that
was
just
a
reminder
that
you
know.
Sometimes
we
just
don't
know
what's
going
on
in
the
background.
So
thank
you
for
that
reminder
just
quickly.
C
By
the
next
time
we
meet,
we
will
have
some
we'll
have
celebrated
some
holidays,
including
Easter,
which
is
the
night
I
believe
Sunday,
the
9th,
so
I
hope
everyone
has
a
wonderful
holiday
and
on
April,
8th
I,
wanted
to
bring
to
all
of
your
all
your
attention
that
the
children's
charity
of
Greater
Binghamton
will
be
holding
their
annual
Easter
egg
hunts
in
memory
of
a
Harper's
stance.
This
will
take
place
at
Rec.
Park
starts
at
10,
I
believe
yeah
on
starts
at
11
o'clock,
and
it
goes
until
noon.
C
I
hope
I
got
that
right
and
I
think
she'll
have
like
30
000
eggs.
So
that's
a
lot
and
music
and
just
a
lot
of
good
family
fun,
so
I,
wouldn't
I
hope
the
weather
is
good.
I
hope
all
is
well
with
everyone
and
I
hope
that
you
know
join
that
event.
Thank
you.
G
Thank
you,
council
president
I
will
start
by
saying
that
I
wish
we
had
instant
replay,
because
no
words
that
were
quoted
about
five
minutes
ago
were
stated.
The
question
was:
does
this
Council
or
is
this
Council
required
to
complete
Dei
training,
two
different
categories
but,
as
we
know,
those
that
don't
understand
critical
race
Theory
and
this
party
of
people
that
are
trying
to
ban
a
certain
type
of
text
related
to
American?
History
would
probably
lump
racism
into
Dei,
which
is
incorrect.
G
G
And
yes,
that
was
a
very
important
question,
because
every
time
there's
a
problem
here,
it's
directed
at
one
person,
maybe
it's
directed
at
a
few
people
but
I
typically
see,
and
many
people
in
the
community
typically
see
the
typical
response
towards
me
and
regarding
that
regarding
two
of
our
participants
today,
bringing
up
the
reprehensible
behavior
of
our
comptroller,
which
we
all
have
stated,
is.
G
Is
embarrassing
for
leadership
in
the
city
because
it
happens
consistently
I,
don't
think
it
to
be
race
related,
but
now
because
of
the
response
of
a
crony
I
might
think.
Otherwise
that
is
a
problem
whenever
we
have
leaders
that
show
a
lack
of
emotional
intelligence
or
intelligence.
Overall,
that
is
a
problem.
Not
only
do
we
consistently
name
people
that
are
faultless
by
full
name,
first
name
and
last
name
that
should
not
be
done.
G
We
continuously
have
tirades
and
again
behave
badly
poorly,
as
leaders
I
didn't
want
to
talk
about
that.
I
was
coming
to
again
address
some
of
the
things
that
have
happened
in
the
city.
First
of
all,
thanks
to
the
traffic
board
and
DPW
I
hope,
I'm,
saying
the
right
people
again,
you
know
I
keep
misquoting,
but
our
residents
along
Oak
Street
were
very
concerned
about
a
light.
We
did
receive
responses
very
quickly
from
DPW,
as
well
as
members
of
the
traffic
board
regarding
said
light,
and
the
light
was
fixed
quickly.
G
We
were
under
the
assumption
it
was
being
surveyed
for
removal
which
scares
all
drivers
on
Riverside
Drive.
Those
of
you
that
have
been
on
Riverside
know
when
there's
a
stoplight
that
is
being
surveyed
or
there's
a
stop
sign.
If
you
travel
down
Riverside
between
three
and
five,
you
just
know
that
if
something
changes
it
changes
the
flow
of
traffic
and,
ultimately
our
mood.
So
thank
you
for
that
response.
G
I
also
want
to
highlight
that
before
we
return,
the
American
civic
association
unfortunately
will
be
celebrating
the
memorial
for
the
lives
lost
on
April
3rd
2009
and
again,
although
this
may
not
have
happened
in
your
respective
districts,
this
Mass
atrocity
affected
not
only
our
city
but
the
region,
the
state
and
the
country.
It
was
one
of
the
largest
in
some
time
and,
as
you
all
know,
violence
is
hitting
our
our
areas,
our
children
at
alarming
rates,
and
it's
important
that
we
stand
as
a
community
to
fight
such
atrocities.
G
To
show
that
we
stand
in
unity
around
some
issues,
issues
where
people
are
bred
in
and
understand
what
they're
speaking
about
and
that
we
will
not
tolerate
violence
as
such,
particularly
against
minoritized
or
underrepresented
communities.
So
I
encourage
all
of
you
to
join
in
the
memorial
Fest
celebration.
That
will
happen
on
Monday
April
3rd.
G
Similarly,
as
councilwoman
resinetti
mentioned,
we
will
be
celebrating
Easter.
We
will
come
back
and
I
think
we
will
celebrate
the
Orthodox
Easter,
and
so
it's
important
we're
also
currently
amidst
Ramadan.
We
have
a
lot
of
holidays
and
we
need
to
recognize
the
beauty
of
diversity
in
our
city,
understanding,
different
beliefs,
cultures
and
celebrating
our
differences,
while
highlighting
our
similarities
so
that
we
don't
make
statements
that
are
inappropriate.
So
I
just
want
to
again
thank
everyone
that
has
responded
to
our
neighbors
request
in
a
timely
manner.
F
You
president
scramji
I,
wish
that
people
had
the
same
level
of
visceral
reaction
to
being
called
a
racist
as
they
would
to
have
done
racist
things
right
it
back.
I,
don't
even
remember
a
couple
of
years
ago,
I
proposed
a
piece
of
legislation.
It
was
just
I
I
think
it
was
a
proclamation
condemning
racism
in
the
city
of
Binghamton,
and
that
was
like
pulling
teeth
to
get
that
passed.
F
It
initially
didn't
even
make
it
to
the
floor
actually,
and
we
had
to
make
a
big
stink
about
it
to
get
that
to
come
back.
So
it's
clear
that
this
is
an
issue
and
I
hope
this
doesn't
make
councilwoman
Riley
uncomfortable
by
me
pointing
this
out,
but
she
has
been
skipped
more
than
once
in
terms
of
when,
when
we're
going
in
order,
she
has
been
interrupted
more
than
anybody
else
on
this
Council
and
that
should
be
more
upsetting
to
all
of
us
than
the
prospect
of
being
called
or
labeled
a
racist.
F
If
that
happens,
we
should
stop
and
think
to
ourselves
what
have
I
been
doing
that
might
have
been
racist
rather
than
immediately
jumping
to
be
defensive
and
say
what
a
horrible
awful
thing
I
I
think
it's
a
horrible
awful
thing
to
do:
racist
acts
and
a
lot
of
the
time
when
people
are
racist.
It's
not
on
purpose
it's
accidental,
but
we
don't
look
Inward
and
listen
to
people
who
are
saying.
F
Actually
you
skipped
me
in
in
the
line
of
comments,
or
actually
this
was
offensive.
This
was
harmful.
This
hurt
me
that's
a
bigger
issue
than
being
called
out
for
harmful
Behavior,
so
I
want
to
make
that
clear.
I
am
sorry
councilwoman
Riley,
for
how
you
are
often
treated
on
this
Council,
whether
intentionally
or
unintentionally.
F
I
have
noticed
it
as
well,
even
more
so
than
the
other
firecracker
on
this
Council
right,
I
make
probably
an
equal
amount
of
good
trouble
that
you
do
and
yet
it's
still,
it
still
happens
that
you
are
treated
differently
than
I
am
and
I've
noticed
it.
So
I
I
think
we.
It
would
be
great
for
us
to
do.
Dei
training,
I
I,
bring
this
up.
All
the
time
when
we
talk
about
the
police,
training
is
a
good
thing.
F
Training
doesn't
mean
that
someone
is
making
an
accusation
that
you
are
a
racist.
It
is
a
tool
that
allows
us
to
better
serve
each
other
as
co-workers
and
our
constituents
as
elected
representatives,
I
go
to
trainings
at
my
day,
job
all
the
time
and
I
am
thankful
for
that
opportunity
to
learn
tools
and
perspectives.
That
I
might
not
have
been
aware
of
that.
Make
me
better
at
my
job,
so
I
I'm,
all
in
favor
of
Dei
training.
F
It's
truly
the
least
that
we
can
do
and
councilwoman
Riley
I
am
sorry
also
for
the
behavior
that
you
consistently
have
to
endure
from
this
Council
I
have
been
canvassing
my
neighborhood
lately.
It
is
petitioning
season.
So.
C
F
Order
to
get
handed
its
name
on
the
ballot,
I
I,
always
loved
petitioning
season,
because
I
don't
often
have
time
to
Canvas
my
neighborhood
as
much
as
I
would
want
and
hear
from
my
neighbors.
So
I
want
to
shout
out
my
constituents
in
my
neighborhood
who
have
not
only
signed
my
petitions
but
also
have
stopped
to
chat
with
me
and
told
me
things
that
are
bothering
them
or
that
they
were
wondering
about
or
that
they
are
thankful
for.
F
F
You
know
we
can
only
work
so
many
hours
during
the
week
so
shout
out
to
my
constituents
you're
great,
thank
you
and
that's
all
I
have
thank
you.
Thank.
J
President
first
off
I
I'd
like
to
say
that
I
think
some
anti-racism
training.
J
Would
be
very
good
for
be
a
very
good
requirement
and
help
us
all
understand
each
other
better.
J
I
wish
I,
you
know
it's.
This
is
a
hard
discussion
to
have.
Isn't
it.
You
know,
and
and
I
need
more
understanding
myself
and
I
I
would
welcome.
I
would
welcome
the
training
for
myself.
J
J
We
had
a
scare
wasn't
advertised
really,
but
we
had
to
scare
over
it.
Somebody
had
called
in
a
bomb
threat
or
something
over
a
few
weeks
ago
over
at
MacArthur's
school
and
they
shut
down,
and
it
was
cops
all
over
the
place
and
I
got
called
and,
and
the
mayor
was
all
over
it,
and
so
was
the
chief
it
was.
It
ended
up
being
nothing
a
hoax
of
some
sort,
but.
J
J
It's
I
spoke
to
I
spoke
to
the
chief
right
after
that
about
about
the
schools,
and
he
assured
me
that
you
know
we
our
officers,
because
we
have
enough,
you
know
any
side
of
town
they're,
one
or
two
minutes
away
from
any
school
and
I
watched
those
cops.
They
know
that
it's
hard
to
watch
man
really
hard
to
watch,
but
the
body
cam
of
the
officer
that
arrived
in
Nashville
my
you
know
my
hat
is
off
to
him
and
into
them,
but
you
know
he
didn't
hesitate.
He
parked
his
vehicle
opened.
J
J
You
know
it's
just
really
terrible
and-
and
we
have
a
and
at
the
against
any
Republicans
here,
because
I
have
no
idea
how
you
think
on
the
issue,
but
we
have
a
party,
that's
more
concerned
about
banning
books
than
banning
guns.
J
We
have
countries
that
ban
guns
that
ban
these
these
hives
capacity,
weapons
that
are
made
for
war
that
it's
not
happening
in
their
countries
and
they
have
mental
illness.
Everybody
says:
oh,
it's,
mental
illness,
it's
not
mental
illness.
Why
isn't
it
happening
in
Canada?
Why
doesn't
it
happen
in
Australia?
Why
doesn't
it
happen
in
England?
Why
doesn't
it
happen?
I
I,
don't
know,
I
do
know.
Actually
they
don't
allow
those
weapons-
and
you
know
they're,
more
they're,
more
they're,
they're
more
concerned
about
drag
shows
than
they
are
about
children
being
shot
in
the
school.
J
I
Excuse
me,
thank
you.
Mr
President
I
just
wanted
to
say
that
this
Wednesday
we
had
a
excellent
meeting
at
the
South
Side
neighborhood
assembly.
I
The
mayor
came,
he
was
the
guest
and
probably
had
25
30,
maybe
just
over
that
which
is
a
pretty
good
number
for
that
kind
of
meeting,
very
good,
give
and
take
questions,
answers
code,
housing,
Parks
street
lights
being
out
on
the
South
Washington
Street
main
Corridor
there
off
of
434
some
trash
issues,
but
once
again,
just
a
good
discussion,
a
lot
of
good
questions,
so
I
thank
the
Amer
for
coming
and
I
thank
the
people
for
participating.
I
It
looks
like
another
good
round
of
summer
entertainment
sponsored
organized
through
the
South
Side
neighborhood
assembly
and
sponsored
by
the
city
parks
and
Morabito,
and
there's
probably
some
other
people
on
the
south
side
that
have
sponsoring
that,
but
but
keep
your
eyes
open
for
a
good
list
of
music
and
some
on
some
Sundays
throughout
the
summer.
They
do
a
nice
job,
organizing
that
and
it's
a
nice
family
friendly
atmosphere,
so
keep
your
eyes
open
for
some.
Some
good
things
happening
over
there
this
summer
at
the
South,
Side
Commons.
I
So
thank.
A
You
thank
you
councilman
strong
I
just
want
to
just
want
to
say,
I'm
very
excited
and
thank
you
for
all
of
your
collegial
support
on
the
RL
23-17
in
relation
to
Tri-Cities
opera
house.
It's
a
gem.
It's
very
luck.
We
are
very
lucky
as
a
municipality
to
have
Tri-Cities
here
in
the
city
and
in
the
First
Ward
on
Clinton
Street.
A
I
also
want
to
thank
Steve
Carson
and
the
cdac
for
being
able
to
move
those
things
along
to
meet
the
needs
of
Tri-Cities
opera
house
I
also
want
to
thank
mayor
cram
as
he
helped
to
expedite
that
as
well.
Secondly,
I
also
want
to
announce
that
it
was
an
incredible
opportunity
to
finally
be
able
to
exercise
the
residential
side
of
the
updated
lockdown
law.
A
This
has
been
a
long
time
coming.
This
is
a
battle
that
I
know.
I
have
faced
for
a
number
of
years,
as
well
as
many
of
my
colleagues
and
many
departments
here
in
City
Hall.
It
took
quite
a
collective
group
effort
to
finally
get
this
to
the
point
that
it
was
compliant
in
New
York
state,
with
the
court
case
that
had
come
down
so
too
many
people
here
to
thank,
but
at
a
bare
minimum.
My
colleagues
thank
you
for
supporting
that
change.
Corporation
Council.
Thank
you.
A
Five
years,
I
think
this
took
us
in
total
a
very
very
long
time.
It
was
exercised
at
a
314,
Prospect
and
I
cannot
even
begin
to
mention
how
incredibly
thankful
and
grateful
the
homeowners
and
residents
are
in
that
immediate,
neighborhood
and
I
would
be
remiss
as
well.
If
I
did
not
thank
mayor
kram
for
working
with
me
and
pushing
that
forward
to
get
that
done.
A
So
that
was
a
big
coup
here
for
our
city
residents
to
bring
some
peace
and
quiet
and
Sanity
back
to
our
neighborhoods,
especially
one
that
is
hop,
skip
and
a
jump
away
from
Woodrow
Wilson.
So
I
want
to
thank
everyone
for
that.
That
was
involved
with
that
being
said,
I'll
entertain
a
motion
to
adjourn
motion
of
my
councilman
Scanlon
seconded
by
councilman
Burns.
Thank
you,
Mr
clerk.
Thank
you,
Corp
Council.
Thank
you.
Colleagues.
We
are
adjourned.
