several
properties

owner

why
should
I
pay
the
full
amount
when
we
don't
really
have
any
other
Avenue
to
waive
a
portion
of
it
other
than
restoration?
But
that's
only
a
one-time
deal
so
with
this
against
owners.

average
is
about
350
a

might

maintained
and

owner's

the
buildings
vacant

several
properties
correct
across

want
to
add
to
that
burden
by
adding
another
layer
of
complexity
to
the
review
enforcement
process.

incentive

Development
Corporation,
approved
a

structure
for
commercial
facade
grant
program,
something
we've
seen

lot
of
demand
for
and
obviously

we've

city,

lot
of
Aging
building
stock,
and
so
this
is
something
we've
seen
a
lot
of
demand
for
we
approved
the
program
back
in
2022.

had
a
hundred
thousand
dollars
allocated
for
it
since
that
time,
we've
recognized
that
a
hundred
thousand
dollars
is
simply
not
enough
money
to
have
the
level
of
impact
that
we
want
to
have
in
our
community.
So
we've
been
talking
about
how
we
can
potentially
find
funds
to
support
this
project.

The
mayor
and
I
went
to
a
conference
last
summer
in
Syracuse,
where
Onondaga
County
presented
on
their
use
of
arpa
funding
to
finance
a
commercial
facade
renovation
program
across
the
Onondaga
town
County,
a
number
of
the
elected
officials
in
the
area
came
and
spoke
to.
The
impact
of
that
program
showed
us
before
and
after
pictures
and
from
there
we've
been
kind
of
debating.
Is
this
the
right
move
for
us?

decided
that,
especially
given
a
lot
of
us
saw
what
happened
on
Henry
Street,
that
there
was
some
bricks
that
were
coming
out
of
that
property
that
caused
the
street
to
be
shut
down.
Those
building
owners
were
extremely
responsive
in
correcting
that
issue,
but
we
know
that
that
is
something
that
continues
to
happen
in
our
city,
as
buildings,
freeze
and
thaw
as
mortar
wears
out.
That's
something
that's
going
to
continue
to
be
an
issue,
these
building
owners
and
business
owners
during
the
pandemic.
Obviously,
everyone
was
strapped
for
cash.

became
an
issue
of
making
decisions
on
you
know
critical
health
and
safety
issues,
keeping
your
folks
employed
versus
maybe
doing
preventative
maintenance.
So
we
should.
This
is
a
way
to
support
those
businesses
that
kept
people
employed
during
the
pandemic
that
have
been
so
resilient
during
this
time
with
these
funds
to
allow
them
to
invest
in
their
building
and
receive
a
matching
Grant
from
us.

is
a
reimbursement
Grant.
They
will
do
the
work
up
front.

transformative

appropriate
use

funding
for

to

practice
in

cores,
but

that
there's
businesses
all

the
city

Binghamton,
some
of

denser
commercial
areas,
some
of

are
not
so
much
so

wanted

opportunity
to
everyone
specifically

think
our
historic
buildings
and
our
brick
and
mortar
buildings
are
the
most
impacted
by
the
issue
you're
talking
about
with
kind
of
that
health,
health
and
safety
doing
that
maintenance,
repointing
work
that
is
so
important,
but
is
also
extremely
time
consuming
and
resource
intensive
and
with
the
freeze
thaw
that

mentioned
earlier
needs

more
frequently

Upstate

atmosphere

approval
of
many
we've

doing

the
language
that
would
uphold
what

has
been

has

been
written

that

right
