knows

funds

library
annually

part

normal
budget
process
and
that
funding
is
tied
every
year
to
the
CPI,
the
budget
this
year
left
out
that
CVI
increase.
So
this
is

amendment
to
fix
that
and
bring
our
2023
funding
up
to
where
it
should
be.

expedited,

This
is
authorizing
the
mayor
to
enter
into
an
agreement
with
fun
Engineers
for
up
to
41
000
to
inspect
the
city's
railroad
Bridges.
As
you
all
know,
many
of
these
bridges
are
in
deplorable
condition.
There's
crumbling
concrete
exposed,
rebar
just
real
eyesores
and
neighborhoods
across
the
city.

It's
something
we
hear
about
from
residents
all
the
time
in
the
mayor's
office
asking
what
can
be
done?
Are
they
safe?
Is
there
anything
we
can
do
to
improve
the
Aesthetics?

So
under
this
agreement,
hunt
will
collect
any
existing
data
on
the
bridges
they'll
perform
visual
inspections
and
document
conditions
with
photos,
notes
sketches
measurements,
with
special
emphasis
given
to
safety
and
they'll,
compile
all
of
that
in
information
into
individual
inspection
reports
that
the
city
can
can
then
present
to
the
railroad
companies
hunt
was
there
was
an
RFQ
for
this,
and
Hunt
was
selected
through
that
process.

idea
of

it

it

once
we
find
out

do

railroads
because
they
do
their
own
inspections

understand,
I
think
we
got
some
emails
about
that
and
then

really
a
first
step

the
process
to
get
the
conditions
addressed.

yes,
in
theory,
the
the
railroads
are
charged
with
the
private
railroad
companies
are
charged
with
inspecting
the
bridges

we're
certain
that's
happening
right
now,
and
if
it
is,
it's
not
happening
to

extent
where
it's
incentivizing
any
changes
to
be
made.
So
this
would
be
a
public,
transparent
process.

inspections
would

level

documentation
with
photos
and
more
detailed
on
every
bridge
for
every
bridge,
and
then
we
plan
to
present
it
to
the
railroad
company
and
the
mayor
has
already
had
a
conversation
with
Norfolk
Southern,
letting
them
know
that
this
is
happening
so
they're,
anticipating
it
and
from
there.

said
publicly
that
he'll
he'll
pursue
whatever
means
necessary
to
to
bring
about
change
beyond
that.
But
this
is
the
the
first
step
that
needs
to
happen
before
we
can
do
that
right.

that

need

employ
external
reviewers
when
we
are
not
secure

able

stand
securely

processes

conducted

internal

partner
organization.
But
earlier
this
year,
for
example,
the
some
of
the
council
members
brought
forth
legislation
for
an
external
reviewer
for
another
matter.

part
of

process

review
internal
controls

to
what's
stated

was
stated
at
that
time

deemed
duplicative

of

engineering

passed

would
expect

bare
minimum.

the
bridges
safe
and
they're
not
going
much
further
than

each

the

bridges

their
conditions
and
kind

compiling

a
way
that
at
least
we
haven't
seen
internally
before
a
comprehensive
report

structural
side

them

railroad
Bridges
across

city.
Under
this
agreement
the
scope
covers
visual
inspections
of
all
28
of
them,
so
they
are
visual
inspections,
where
they'll
focus
on
Aesthetics,
but
as
you'll
see
in
the
the
agreement,
that's
attached
to
the
RL
that
those
visual
inspections
will
focus
on
the
photos
and
measurements
and
notes
will
have
an
emphasis
towards
the
safety,
but
they
won't
do
any
like
no
load
ratings
or
any
like
true
structural
assessments.

primarily
Aesthetics
tied
to
Safety,
in
the
sense
that
you're
pointing
out
exposed,
rebar
you're
pointing
out
crumbling
concrete
anything
beyond
that.

we
hand
that
over
to
the
railroad
companies

ask
would
be
to
to
ensure
they're.

to

structural

the
road.
