honored
when
I
first
got
elected
to
city
council
back
in
2015
are
then
incoming
clerk
lee
Rogers
came
in
and
has
been
with
us
for
quite
a
while
really
brought
things
up
in
the
clerk's
office
through
the
years
right
has
really
brought
some
continued
stability
to
the
office
with
changes
and
consistencies
that
came
along.

It's
been,
it's
been
a
great
opportunity.
I
can
say
personally
to
have
this
ride
with
you,
brother,
I've,
known
Lee,
for
a
long
time,
and
in
light
of
professional
and
personal
choices
that
he's
made,
which
were
the
right
thing
to
do
right,
especially
when
you
have
a
family
and
Lee,
has
decided
to
go
back
into
the
private
sector,
and
he
has
an
amazing
opportunity.
That's
going
to
be
coming
before
him
and
I
can
tell
you
brother
from
one
person
to
another
in
this
building.

County
Municipal

scholarships
to
high
school
graduate
graduates,
earning
College
to
pursue
careers
in
public
service

permits
outdoor
cafes,
marches,
rallies,
charitable
races.

godsend.

amazing

the
direction

she
has
humbly

expressed

passionate
interest

moving
forward
and
moving
into
the
role
of
Binghamton,

Clerk.

fill
the
vacancy
of

received
a
resignation
from
our
outgrowing
Binghamton
City
Clerk
Lane
Rogers
he's
moving
on
to
great
things
with
him
and
his
wife
and
his
family.
Obviously,
we
wish
him

said,
our
outstanding
Deputy
city
clerk,
Janine
Faulkner,
has
expressed
interest
in
taking
on
this
new
role
and
I
quite
bluntly.
I
am
so
excited
for

lucky

have

know

feel
the
same
way.
So
this
is
a
rare
joy
for

able
to

There
I

to
talk

you
about
the
shade
tree
commission.
The
shades
recommission
is
a
voluntary
commission
that
was
instituted
in
2008
as
an
advisory
Council
to
commission
I
should
say
to
the
to
the
city.

It's
composed
of
seven
volunteer
members
of
the
community,
three
of
which
are
are
nominated
by
the
council
and
four
of
them
by
the
mayor
and
then
there's
two
ex-officio
members,
the
director
of
parks
and
the
director
of
planning
I
want
to
ask
you
to
sort
of
get
it
reactivated.

I'll
tell
you
about
just
exactly
what
we
do
in
a
minute,
but
what
happened
was
we
were
quite
active
during
the
Ryan
Administration,
we
were
active
toward
the
beginning
of
the
David
Administration,
but
gradually
things
died
back
and
I
think
that
was
partly
because
we
had
a
lot
of
problems
getting
the
the
mayor
to
nominate
people,
and
so
you
know
10-year
lapsed
and
we've
just
lost
members.

did
write
to
the
new
mayor
or
relatively
new
mayor
cram.
I
wrote
to
him
last
January
a
year
ago,
January
and
asked
him
to
reinstate
the
shade
tree.
Commission
I
got
no
reply.
I
wrote
to
the
director
of
planning
something
like
six
months
later,
I
forget
exactly
when,
but
I
prayed
I
didn't
get
a
reply
to
that
either.

The
reason
I
think.
Well,
let
me
just
say
what
the
shade
tree
commission
does:
it's
a
collect,
it's
a
collection
of
volunteers
as
I
said,
but
who
have
some
expertise
or
great
interest
in
trees,
and
particularly
it's
directed
at
the
street
trees
and
the
what
they
call
the
public
trees,
the
trees
on
city
property
and
what
we
would
do
is,
and
actually
this
is
written
in
the
the
ordinances.

forget
the
exact
number,
but
it's
called
the
tree
ordinance
and
what
we
do
is
we
serve
or
what
we
did
and
let
me
say,
was
draw
up
a
list
of
suitable
trees
for
the
city,
which
requires
a
bit
of
expertise
in
terms
of
knowing
what
how
trees
grow,
what
do
best
in
City
conditions,
and
it
ends
up
being
a
little
bit
of
a
restricted
list.
But
we
we
drew
up
a
list
of
something
like
30
trees.

You
know
Big
Trees,
medium
trees,
little
trees,
because
they're
different
demands
in
different
parts
of
the
city,
and
so
that
was
one
thing
we
did.
We
also
reviewed
site
plans.

The
the
planning
department
would
present
us
with
site
plans,
development
site
plans
and
we
would
advise
on
the
best
plantings
of
trees
for
those
we
also
helped
bring
in
some
actually
pretty
big
from
the
Department
of
sorry
yeah,
the
Department
of
Environmental
Conservation
of
New
York,
and
what
that
accomplished
was
a
complete
inventory
of
the
Trees
of
the
city
and
a
fairly
detailed
plan.
This
was
by
outside
agencies,
but
a
plan
for
management
of
City
trees.

This
has
been
shown
actually
by
scientific
studies,
that
it
improves
the
value
of
properties
in
the
city
by
margins
of
something
like
10
20
percent
generally,
in
these
studies
so
and
I
think
perhaps
I
see
it
and
very
important
in
the
long
term
of
our
efforts
to
counter
the
effects
of
climate
change.
I
think
you
probably
all
have
heard
that
your
planting
trees
is
one
thing
that
we
want
to
do,
and
basically
it's
kind
of
a
no-brainer
in
a
way.

and
so
I
would
like

city
council
please

work

much
as
they
can
towards
an
institution
of
the
reinstitution
of
the
shade
tree
commission

I

about
112,
South
Washington
Street.
Last
year
there
was
a
lot
of
problems.
The
police
were
there
several
times
and
I
was
told
that
you
were
in
the
process
of
locking
the
locking
the
house
down
and
then
nothing
happened
and
the
police
have
been
there
again,
oh
two
or
three
times
again,
just
recently
and
so
I'm
trying
to
figure
out.
What's
going
on
with
the
house.
It's
it's
been
a
problem
for
quite
a
while.

fella,
who
lives
at
the
house,
put
up
a
sign
that
says
tree
house
and
it's
become
like
a
magnet
for
transient
people
and
police
issues.
Tons
of
police
issues
garbage
issues.

There
was
one
incident
when
the
gentleman
tried
to
get
someone
out
of
the
second
floor,
they
wouldn't
leave,
so
he
threw
a
Molotov
cocktail
through
the
window.
He
abated
the
police
at
the
time
police
were
searching
for
him.
They
found
him
a
few
hours
later
in
one
of
our
backyards.

had
a
machete,
Michelle
yeah,
it's
been
this
we've
been
begging
and
Reporting
and
doing
our
effort,
but
we
should
be
doing
such
taxpayers
and
we
just
seem
to
hit
the
wall
all
the
time
and
we
were
happy
when
we
heard
about
the
lockdown
was
coming.

were
all
in
no
good.
We
gave
it
a
few
months.

called
the
mayor's
office,
the
other
day
I
got
put
through
to
a
corporate
attorney,
and
she
said
she

real
good

remembering

basically

she
did
not
know
about

property

the
lockdown
had
just
been
reissued
and
there
were
lots
of
houses
on
lockdown
list

said

that
neighborhood

years,

been
there
probably
50

neighbors

wanted
to
come,

they
couldn't

really
scared.

garbage

backyard

big
as

him

garbage

city

over
there
and
issue

summonses

cleaned

now
that
it's
gotten
worse,
so
Mary
called
me
the
other
day
and
we
are
working
on
the.

city
has
several
times
come
and
clean
the
property
up.
Yeah
they
pay.
Would
they
get
three
numbers?
However,
they
do
and
then
next
thing
you
know,
there's
more
garbage
in
the
driveway
and
everything
the
city,
one
of
the
neighbors
was
able
to
talk
to
Bill
Welch.
That
was
his
family's
house
and
the
information
she
got
that
it's
behind
in
taxes
in
two
years
that
Broome
County
is
going
to
foreclose
in
July
and.

somebody
had
called
from
I
think
the
corporate
office
and
attorney
and
asked
Billy
to
if
he
could
somehow
get
the
Corvette
that's
been
in
the
driveway
out
of
the
driveway
been
there
for
since
his
father
died,
I
think
going
on
three
or
four
years
now.
I
know
if
I
had
a
Corvette
or
car
in
my
driveway,
the
driveway
I'd
be
getting
calls.
Somebody
would
make
me
take
that
stuff
away.

street

moved

south
side

recently

events
have
taken
place,

now

daughter's
two
looking
out

windows

asking

just
starting

what's
going
on
over
there.

don't
really
want
to
have
to
explain
that
every
single
week

exaggeration
to
say
that
the
authorities
are
there
every
week,
sometimes
multiple
times
a
week,
which
seems
to
me
like
a
huge
waste
of
the
city's
resources
and
the
authorities
time
to
be
dealing
with
the
same
place
over
and
over
and
over
again.

garbage
thing
that's
out
back,
I
can't
see
it,
but
I
can't
imagine
who
lives
behind
them
or
to
either
side
of
them.
Seeing
that
there's
there
has
to
be
rodents
coming
out
of
that.
There's
no
way,
there's

rat
infestations
or
raccoons
skunks
going
on
back
there,
but
there's
a
lot
of
events.

could
go
on
and
on
about
the
events
because,
like
I
said
it's
weekly,
it
just
seems
as
if
this
is
something
that
would
want
to
be
acknowledge.

say,
it's
already
being
acknowledged.

something
needs

done
about
it

if

mean

guess

it's
getting
foreclosed
on

because

taxes.

a
solution

problem,

just

make
it

well

pretty
horrible
place

a

nice
neighborhood

great

legal

placements

want
to
say
thank

city

Binghamton,
both

mayor's
office,
all
the
different
departments,
Corporation
Council
I'll,
show
you
guys.

know
you
have
had
placements
before
with

involved

two
wonderful
high
schools
in
the
city.

have
many
other
educational
institutions
in
the
city

think

it's

great

be

watching
public

government

clerk
for
all

sentiments
about
this,

have
not
changed
since
the
last
time.
We
voted
on

idea

we've

12

a
half
million
dollars
of
lost
Revenue
due
to
covid
is
frankly
just
ludicrous
to
me.
We
did
not
arrive
at
these
amounts
based
on
actual
data.
We
arrived
at
these
amounts
from
an
equation
that
allowed
us
to
use
the
maximum
amount
of
money
allowable
in
order
to
create.
Essentially
what
is
a
slush
fund
it.
In
doing
this,
we
have
removed
the
guidelines
for
appropriate
use
of
arpa
funds.

Just
I
would
say
it's
unethical
to
be
honest
with
you,
I
I,
don't
support,
moving
arpa
money
to
account
for
lost
Revenue,
because
it's
clear.
The
only
reason
why
we're
doing
this
is
to
remove
the
stipulations
of

requirements
of
these
funds.

it's
yeah,
I,
say
this
so
many
times
just
because
we
can
doesn't
mean
we
should
sure
we
could
say
that
we've
lost
half
a
million
dollars,
but
again
in
conjunction
with
the
next
piece
of
legislation.

opposed

calculation

recently
mentioned,

use

designated,

we
have
been
allowed,

shared
earlier,
to
adjust
for
losses
and
again,
I
won't
rehash
the
entire
belief,
but
we
were
eligible
for
this
level
and
this
amount
of
funding
because
of
the
critical
needs
and
the
poverty
rates
of
our
residents.

could
have
used
the
money,

designated
and
voted
upon
by
the

federal
government,
because,
again,
there's

much
need
in
this

go

jump

the
hoop
saying
that
it

lost
Revenue.

a
shame.

couldn't

found
a
way
to
just
make
it
arpapungs
because

is
a
much
needed
pot

money
based
on
all

the
comments
we
received

favor

this
program,

happy

work
with
the
office
of
Economic
Development
the
mayor
to
find
this
money
in
an
appropriate
place.

program
is
good,
like
councilman
Burns.
Instead,
the
program
is
needed,
but
this
source
of
funding
is
so
inappropriate
that
I,
just
I
can't
support
this
legislation.
As
it's
written
and
also
like
councilman
Byrne
says
there
are
other
funds
funding
sources
where
we
could
find
half
a
million.

To
benefit
the
residents
of
the
city,
especially
small
business
owners
and
in
particular,
business
owners
whose
storefronts
are
in
highly
visible
locations,
I
think
that's
a
wonderful
use
of
money,
especially
for
historic
buildings
as
well,
but
the
fact
that
we
needed
to
do
a
little
dance
here
to
get
this
money
from
Lost
Revenue
first
just
shows
that
this
is
not
an
appropriate
place
to
get
this
money
from
and
as
as
it
is
written
here.
I
cannot
support
this
legislation
because
the
money
is
not
coming
from
an
ethical
place.

my
opinion,

our
government,

local

members,
are

spend

fit
without

looking
at
the
intended
purpose

arpa
funds,
it's
amazing
that
we
did

lost
Revenue
calculation
that
equaled

exact
amount
of
a
subsequent
resolution
legislation
to
match
something.
Someone
else
wanted
and
we
won't
go
into
the
particulars
that
were
highlighted
in
the
conference
and
LA.
It's
just
amazing
who
gets
the
ear
and
who
we
have
people
in
need,
but
certain
people
are
prioritized.

idea

we
diversify

constitutes
a
first
responder
in
some
respects,
because
there
are

lot
of
behaviors

result

mental
health
crises
or
poverty
that
are
criminalized,
where
it's
not
someone
who's,
acting
with
malice
or
a
you
know,
with
destruction
in
their
mind.

Services
like
this
and
I
would
suggest
that,
maybe
in
the
future,
instead
of
using
cdbg
funds,
this
could
actually
come
out
of
the
police
budget.
Since
this
is
a
a
program
where
the
Mental
Health
Association
is
working
in
tandem
with
the
police
department,
and
there
are
many
situations
where
police
responding
to
a
situation
that
is
someone
who's,
not
dangerous
to
themselves
or
others.
It
asks
it
actually
escalates.
The
situation
I
mean
not
too
far
from
us.

Daniel
prude
was
experiencing
a
mental
health
crisis
and
his
brother
called
the
police
to
assist
because
he
had
run
away
and
he
was
killed.
He
was
naked
in
this
in
the
freezing
cold
on
the
street,
with
a
bag
over
his
head
in
handcuffs
and
he
died
because
the
Rochester
Police
did
not
respond
appropriately,
the
in
Rochester.
They
have
a
very
successful
person
in
crisis
program
that
was
implemented
in
the
wake
of
Daniel
prude's
murder
at
the
hands
of
Rochester,
Police
and
I.

Believe
that
we
should
look
at
implementing
something
similar
in
this
city.
It
I
know
that
we
love
the
police
here,
they're
some
of
our
best
paid
employees.
They
make
almost
double
what,
for
example,
the
code
Inspectors
make
and
we're
you
know.
At
our
work
session,
we
were
asked
to
move
money
around
for
to
increase
the
code
inspector's
salary
because
they
don't
make
enough
money
to
retain.
You
know
we're
at
we're
beyond
our
capacity.

They
don't
make
enough
money,
and
yet
we
have
police
officers,
many
of
whom
do
not
live
in
the
city
of
Binghamton,
who
are
making
double
that.
So
the
money
is
there,
the
the
Rochester
person
in
crisis
program
has
saved
them
a
lot
of
money,
and
it
also
is
a
Kinder,
gentler,
more
compassionate
way
to
deal
with
people
who
are
clearly
in
need.
So
yes,
I
support
this
and
I
think
it's
a
yes
and
situation.
Yes,
this
is
so
important.
We
have
to
do
this
and
we
also
should
be
expanding.

need

dip

cdbg

that
these
funds
are

senior

New
Visions
program

because

have

before

have
a
BHS
graduate

quality

programming

Visions
program,
Project
Lead,
the
Way,

international
Baccalaureate
and
the
Rod
Serling

everyone,

we
have
to

sure
these
opportunities

marketed
well,
so
that
everyone
one
has
access
and
is
able
to
opt
in
when
these
programs
are
offered.

there's
much
more
work
to
be
done,

highlight
that

doing

employees

those

are

our

we
have
licenses

so

our

reduce
stigma,
bias

answer
questions
and
support
some
of
the
initiatives
that
will
create
jobs
and
develop
new
skills
and
resources
for
our

residents.

with

because

to
pay

taxes

out,

unfortunately

not

disrupting

council
members
there
and
you
know
it's
just
one
opportunity
to

about

yeah

opportunity

honor
those

lost

lives

crime,

violence
and
to
also
Express
and
show
our
support
to
those
that
are
left
behind,

living

trauma

reminder
for
all
of
us
that
we
can
take
play
a
role
in

fixing
and
repairing
in
whatever
you
want

call
it
our
the
violence
that
is
occurring
in
our
society

all

part

cleanup

district
by

kickoff
cleanups

was
on
Earth
Day

want
to
thank
everybody
that
that
came
out
and
supported

it
was
kind
of
tied
into
the
Binghamton
University
University
alumni
volunteer
day.

nieces
for
always
coming
out

supporting

with

just

clean

the

trees
like
the
shade

beekeeper

have

the

are

important
