as

understanding
is,
we
do

one
participant

the
chambers,
so,

you

tell
people
how
they

participate

then,

there's

I
live
on
laurel
avenue
and
sofia
resonates
district,
I'm
starting
my
timer,
a
bunch
of
things
that
I
would
like
to
talk
about
tonight
in
the
five
minutes
that
I
have.
I
was
curious
if
city,
council
and
or
the
city
would
be
willing
to
put
together
a
data
set
to
let
the
public
know
on
how
you
have
spent
the
arpa
funds
that
have
been
distributed
to
the
city.

I
believe
so
far,
you've
been
allocated,
or
rather
we
have
been
allocated,
23
million
dollars,
15
of
those
have
been
spent.
Where
did
it
all
go?
I
I
would
love
to
see
a
breakdown
to
know
exactly
how
you
have
spent
that
money.

I'm
particularly
interested
to
know
whether
you
have
spent
any
money
on
public
institutions,
I'm
thinking
of
things
like
housing,
social
services,
basically,
because
I
don't
really
want
to
repeat
myself,
but
I
just
want
to
make
sure
that
you
are
reminded
of
the
fact
that
binghamton
is
one
of
the
poorest
cities
in
the
state
and
so
for
you
to
be
spending
the
money.
The
way
that
you
have
been
is
a
little
bit
unconscionable,
even
though
technically
under
the
law
this
is
allowed,
and
this
is
particularly
annoying
to
me.

I
guess,
because
some
of
you
are
positioning
yourselves
as
stewards
of
public
money,
that
you
are
somehow
very
good
at
this.
Some
of
you
are
even
running
for
higher
office,
citing
some
of
your
achievements
here
in
city
council
when
it
comes
to
stewarding
public
money
and
from
what
I
have
seen
there
hasn't
really
been
very
good
stewardship.
What
you
have
been
doing
mostly
is
catering
to
your
voting
base,
namely
business
people
and
people
like
me,
who
have
actually
money
to
spend.

You
seem
to
care
very
little
about
people
who
don't
have
a
lot
of
income
or
who
are
affected
by
disabilities
or
people
of
color.
So
I
mean,
I
know
that
you
think
I'm
stupid,
or
some
of
you
think
that
I'm
stupid
tom
scannan
in
particular,
has
made
this
known
twice
here,
but
I
just
want
to
say
that
there
are
some
of
us
who
are
keeping
tabs
on
what
you're
doing.
I'm
also
curious
of
when
mayor
cram
is
going
to
bring
that
database
of
of
infractions
by
specific
landlords
and
or
homeowners
in
the
city
to
fruition.

I
think
that
would
be
really
helpful
for
the
public
to
see.
As
you
have
been
told
several
times,
there
are
some
predatory
landlords
that
exist
in
the
city
who
take
advantage
of
people
on
low
income
and
or
students,
and
I
think
it
would
be
really
great
if
you
could
make
this
database
available
so
that
members
of
the
public
could
inform
themselves
of
who
to
rent
from
and
who
to
avoid
and
and
the
reason
I
am
sort
of.

I
have
not
necessarily
personal
experience
renting
for
myself,
but
I
have
recently
been
lucky
enough
to
hire
somebody.
This
person
is
coming
from
abroad
and
is
trying
to
find
housing
in
the
city,
and
this
is
almost
impossible
to
find
this
person
cannot
drive.
So
they
need
to
be
on
a
bus
line
in
order
to
get
to
work,
which
means
that
they
basically
need
to
live
in
binghamton
proper
on
the
bus
line.
They
can't
really
live
in
johnson
city.
They
can't
really
live
in
endicott
or
endwell.

Poor
cranes,
some
of
those
affordable
places
and
I
have
to
say
the
housing
stock
that
is
available
for
rent
to
people
who
aren't
students
is
very
low,
and
I
would
like
to
remind
you
that
it
is
your
duty
and
your
concern
to
make
sure
that
there
is
housing
available
for
people
who
don't
you
know,
have
money
to
spare.
Another
thing
that
I
wanted
to
just
flag.

Speaking
of
pride
and
flags,
I
believe
that
you
did
raise
the
pride
flag
over
the
city,
which
I
guess
is
cool,
because
maybe
that
means
that
you
believe
that
trans
people
belong
and
that
queer
people
belong.
But
I'm
not
sure
that
I
have
seen,
for
example,
the
police
department
of
binghamton
put
up
a
policy
for
everyone
to
see
on
how
they
will
treat
members
of
the
public
who
belong
to
the
queer
community
and
then.
Finally,
I
want
to
say
a
thank
you
to
phil
strong
who
is
now
council
president.

I
have
really
appreciated
the
way
that
you
have
been
running
these
meetings.
There
is
a
little
bit
more
humanity.
There
is
a
little
bit
more
kindness
which
we
definitely
did
not
see
from
sofia,
resinity
or
tom
skanon
in
the
past.
The
latter,
who
you
know,
as
I've
already
mentioned,
likes
to
insult
members
of
the
public,
as
well
as
those
who
sit
on
council
with
him
and
the
former
who
likes
to
make
everything
about
herself
and
has
yet
to
apologize
to
dr
angela
riley.
For
basically,
you
know
yeah
being
white
and
fragile.

I
could
not
leave
work
early
today,
so
I
was
a
few
minutes
late
to
the
meeting
in
person,
but
I
just
wanted
to
say
that
this
allocation,
this
action
plan,
I
think,
is
a
I
have
to
say
a
vast
improvement
from
last
year's
action
plan.
I
I
do
feel
like
all
of
the
allocations
of
money
in
this
action
plan
do
represent
things
that
will
legitimately
help
the
residents
of
the
city.

that
they're
allocated
fairly,
I
don't
think
that
there's
any
one
project
that
is,
let's
say
disproportionately
represented
in
this
funding,
so
I
am
excited
to
vote
in
favor
of
it,
and
I
hope
that
in
the
future
for
the
the
next
action
plan
that
the
last
one
that
we
will
be
voting
on
in
this
term,
I
also
hope
that
it
can
look
more
like
this
one,
so
I'm
excited
to
vote
in
favor
of
it.
