A
D
E
F
A
F
A
All
in
favor,
so
we
have
one
public
hearing
tonight,
we'll
have
the
clerk
read
the
enter
to
the
record.
E
So
for
this,
for
those
wishing
to
speak,
please
raise
your
hand
in
the
chat
and
then
we
will
allow
you
to
speak
one
by
one
and
please
have
announced
your
full
name
and
address
for
the
record.
A
E
Yes,
so
this
will
be
regarding
refunding
the
2015
bond
ordinances.
This
public
hearing
will
take
place
during
the
next
regular
city
council
business
meeting
at
6
p.m,
on
october
6
2021
in
city
hall,
and
it
will
be
virtually
via
zoom.
F
Madam
president,
motion
to
end
the
public
hearing.
A
Okay,
thank
you
all
right.
So,
let's
move
on
to
public
comment.
City
residents
are
welcome
to
speak.
We
each
have
five
minutes
to
discuss
city
issues.
Please
I
ask
you
to
be
respectful
clerk.
Would
you
please
let
him
let
folks
know
how
they
can
participate.
E
I
You
caught
me
you
fished
me,
I'm
sure
you're
excited
to
hear
from
me.
My
name
is
tina
cronopoulos
and
I
live
on
laurel
avenue.
Let's
talk
about
foil,
shall
we
there's
some
information
that
the
city
clerk
left
out
last
night
when
answering
councilwoman
riley's
questions,
there's
an
actual
time
frame
attached
to
the
freedom
of
information
law?
I
I
I
I
I
Is
it
simply
that
you're
overworked
understaffed
and
underpaid
possible,
although
that's
true
for
most
of
us
or
is
it
that
you
are
incompetent
also
possible,
or
is
it
finally
that
you've
decided?
You
can't
stand
me
because
I
am
pestilential
and
thus
ignoring
me
is
your
best
option.
None
of
these
answers
is
particularly
good.
I
Personally,
since
I
have
an
inflated
sense
of
my
own
importance,
I
think
it's
because
I'm
seeking
records
that
might
either
make
you
look
bad
or
show
that
you
are
bad
faith
actors
and
by
the
way,
for
anyone
who
doesn't
know
this,
it
is
possible
to
initiate
legal
action
against
an
entity
that
doesn't
follow
the
law.
The
kicker
is
this:
if
the
court
finds
in
the
favor
of
the
person
requesting
the
records,
when
that
person
can
show
that
the
city
clerk,
slash
records
officer,
isn't
handling
requests,
they
ought
to
by
law
the
taxpayer
aka.
I
I
Another
thing
I'd
like
to
address
briefly
is
the
sewage
plant
I'd
like
to
know
why
the
mayor
is
lying
in
public,
about
the
construction
being
done
when
it
demonstrably
isn't.
I
was
at
the
sewage
board
hearing
last
week
and
I'm
also
here
to
tell
you
that
some
of
the
stuff
installed
by
violia
is
acting
up
not
working
correctly,
and
I'm
also
here
to
ask
why
you
are
proposing
to
spend
arpa
money
on
the
community
center
and
improvements
at
asata
shakur
park.
I
I'm
not
sure
how
this
funding
decision
falls
under
the
funding
objectives
outlined
by
arpa.
I
know
that
you
don't
really
care.
Some
of
you
are
just
grifters
looking
out
for
yourselves,
but
you
know
remember
the
reason
binghamton
received
so
much
money
is
because
it
is,
if
not
the
then
likely
one
of
the
poorest
municipalities
in
the
state,
and
I
am,
as
usual,
disgusted
by
the
kinds
of
decisions
you
are
making
thanks
for
your
time,.
A
Okay,
so
I
think
we're
not
seeing
any
hands
raised
we're
going
to
move
on
we're
going
to
move
on
to
our
second
reading
legislation.
We
have
some
items
on
there.
First
up
we
have
perm
ordinance,
21-94
considered
an
employees
councilman
scoring.
F
Sorry,
thank
you,
madam
president,
an
ordinance
to
amend,
chapter
124-39
personnel
policies
of
the
code
of
the
city
of
binghamton
to
have
two
positions
to
the
list
of
the
eight
hour
per
standard.
We
work
day,
employees.
G
F
Madam
president,
I'll
make
a
move
I'll
make
a
motion
to
reconsider
permanent
ordinance
21-94.
Thank
you.
E
D
A
F
Madam
president,
at
this
time,
I'd
like
to
make
a
motion
to
amend
permanent
ordinance
21-94
to
amend
the
language
to
change
the
immediacy
language
to
beginning
in
january,
1
of
2022.
D
B
A
H
B
A
So
now
we
have
introductory
ordinance
21-89
considered
in
finance
councilman
strong.
C
B
J
K
You,
madam
president,
I
am
going
to
say
the
same
thing
that
I
say
over
and
over
and
over
again
two
things.
First
of
all,
I
we've
been
raising
concerns
about
the
overall
cost
of
the
project,
and,
while
one
of
the
major
tenants
of
my
campaign
was
investment
in
our
youth,
is
this
the
best
way,
the
best
the
most
fiscally
responsible
way
to
invest
in
our
youth?
K
K
The
other
thing
that
is
actually
very
very
concerning
to
me
is
the
proposed
3.1
million
dollars
from
the
arpa
funds
for
two
reasons,
the
first
of
which
is
that
I
don't
believe
that
this
will
immediately
and
equitably
address
the
negative
effects
of
kovid,
which
is
what
this
money
is
for,
and
also
we
all
agreed
at
our
last
meeting
that
we
shouldn't
be
spending
these
funds,
especially
not
such
a
large
amount
of
funds
without
a
comprehensive
plan
of
what
we
are,
how
the
funds
are
proposed
to
be
spent
moving
forward.
K
So
this
to
me
feels
reckless,
and
I
I
care
about
not
only
the
youth
of
our
community
but
the
tax
base
as
a
whole,
and
I,
what
I
mean
by
I
care
about
the
youth
is
that
I
don't
want
to
put
three
million
dollars
into
a
building
that
is
not
revenue
generating
without
knowing
where
all
the
other
money
comes.
K
When
also
that
3.1
million
dollars
could
be
invested
in
in
our
youth
if
it
went
to
housing
for
vulnerable
populations,
for
example,
the
city
of
binghamton
school
district
has
a
40
mobility
rate,
meaning
almost
half
of
all
students
in
an
academic
year
will
move
at
least
once
and
that's
due
to
lack
of
stable,
affordable
housing,
which
we
know
was
exacerbated
by
cobit
and
disproportionately
affects
minoritized
communities,
black
and
brown
folks.
So
this
I
I
want
the
youth
to,
or
you
know,
the
community
as
a
whole.
K
It's
not
just
a
youth
center,
the
community
as
a
whole,
to
have
a
place.
I
want
par
the
parks
department
to
have
a
place
where
they
can
hold
indoor
activities
and
store
their
equipment,
but
this
just
feels
like
an
irresponsible
use
of
money.
So
I
I
cannot
support
this,
especially
the
3.1
million
dollars
coming
from
market
ones.
Thanks.
B
H
G
Yeah,
I
did
I
couldn't
get
my
microphone
on.
I
did
have
something
to
say,
and
that
is
that
I
heard
from
friends
at
st
mary's
talked
about
this
at
the
last
meetings,
which
is
why
I
wanted
to
hold
it
over
that
they
appear
to
be
open
to
selling
their
center
and
it
has
a
gymnasium.
It
has
classrooms,
it
has
kitchen,
it
has
everything
that
we're
talking
about
building
for
seven
million
dollars.
G
Now
it
isn't
it
hasn't,
they
haven't.
Actually
they
said
they're
open
to
it,
they're
open
to
the
discussion
of
it,
and
I
just
you
know.
I
know
that
the
mayor
wants
to
get
this
a
youth
center.
I
I
I'm
all
for
in
favor
of
a
youth
center,
but
I
think
that
if
the
mayor
had
four
years
to
go
and
not
four
months,
I
think
he
would
be
putting
the
brakes
on
this.
G
I
mean
I
can't
speak
for
him,
but
it
seems
that
we're
rushing
something
that
doesn't
have
to
be
rushed
and
the,
and
also
that
king
rice,
the
famous
basketball
player,
is
one
of
the
people
that
are
trying
to
buy
it
and
he's
trying
to
buy
it.
G
So
I'm
gonna
vote
no
on
this,
but
I
am
in
favor
of
a
youth
center,
but
I
just
think
that
we're
you
know.
I
think
that
the
and
the
arpa
funds
as
well,
you
know
we're
we're
on
a
we're
on
a
the
mayor,
has
put
us
on
a
four
month.
G
E
Okay,
councilman
burns
was
a
nay
councilman
stron.
D
B
A
A
Okay,
so
clerk,
would
you
please
introduce
a
preferred
gender
press.
E
K
President,
I'm
really
excited
about
this
piece
of
legislation,
because
I
for
one,
I'm
always
looking
for
ways
to
make
it
easier
for
my
constituents
and
constituents
across
the
city
to
participate
in
government
to
lower
the
barriers
and
allow
for
as
many
opportunities
as
possible
for
people
to
express
their
opinions,
and
I
there
was
one
thing
that
I
would
like
to
highlight:
just
for
were
actually
two
things
I
want
to
highlight.
K
The
other
change
that
I
think
I
hope
will
be
well
received
is
that
within
this
legislation
we
changed
the
requirements
of
the
public
to
identify
themselves.
So
here
it
says
that
you,
you
no
longer
need
to
state
your
address,
which
I
know
was
a
deterrent
for
some
people
who
did
not
want
to
announce
their
home
address
on
meetings
that
are,
you
know,
streamed
on
youtube
forever
or
you
know,
they're
streamed
on
youtube
and
they're
archived
there
forever
and
now
I'll
read
directly
from
it.
K
Speakers
must
provide
their
name
and
any
organization
they
are
representing
if
any
and
state
if
they
live
in
the
city.
Work
in
the
city
live
and
work
in
the
city
or
do
not
live
or
work
in
the
city.
Speakers
may
include
a
home
or
work
address
at
the
speaker's
discretion,
so
I
also
hope
that
this
change
will
encourage
more
people
to
engage
in
their
local
government.
K
H
H
K
Thank
you,
madam
president.
Sorry
there's
one
other.
The
councilwoman
riley
just
reminded
me
of
one
other
thing
that
I
that
I
wanted
to
highlight
and
I
apologize.
I
just
need
to
scroll
to
it.
So
I
don't
okay
here
we
go.
I
know
that
there
were
also
some
some
concerns
that
were
raised
by
the
the
fact
that
when
people
sent
in
letters
that
only
the
clerk
was
reading
them,
so
there's
also
language
in
here
that
I
want
to
highlight.
K
The
letter
may
be
read
by
any
member
of
city
council
during
the
public
comment
period.
So
if
constituents
want
to
send
letters
to
their
own
council
representatives,
you
know
and
the
city
clerk
as
well,
they
can
choose
to
have
it
read
by
a
member
of
council
instead
of
the
city
clerk,
if
they
so
choose.
K
E
E
Next,
it
looks
like
oh.
A
K
I
also
wanted
to
highlight
just
for
people
that
are
listening
now
that
maybe
didn't
hear
our
discussion
at
the
work
session,
that
the
blue
bag
expenses
only
cover
the
tipping
fee
or
the
cost
to
bring
the
garbage
to
the
landfill
and
the
city
does
not
cover
or
sorry.
The
city
covers
all
other
related
costs.
I
know
the
price
of
the
blue
bags
is
a
contentious
topic,
but
I
did
want
to
highlight
that
for
anybody
who
was
listening
thanks.
A
E
Else:
okay:
next
next
is
introductory
ordinance
21-100
considered
in
planning.
This
is
an
ordinance
authorizing
the
sale
of
28
lion
street
to
greater
opportunities
for
broome
for
one
dollar.
Any
discussion.
Okay.
Next,
just
a
quick
note
on
that
one.
The
planning
commission
previously
issued
a
negative
declaration
under
seeker
and
approved
the
proposed
development
for
28
lions.
So
there's
no
further
action
for
seeker
for
us.
A
D
D
E
A
Okay,
thank
you
so
next
on
the
agenda,
we
have
some
items
and
non-preferred.
First
up,
we
have
introductory
local
law
21-01
considered
an
employees
councilman
strange.
F
K
Madam
president,
I
when
I
was
considering
this
law
I
went.
I
went
back
and
forth
with
this.
I
I
appreciated
the
explanation
at
the
work
session
about
how
the
it
is
difficult,
especially
in
this
particular
climate,
to
find
qualified
employees.
K
I
worry
that
if
we,
if
we
expand
the
eligibility
requirements,
I
worry
that
city
hall
employees,
whose
salaries
are
funded
by
the
taxpayers
of
the
city
of
binghamton,
then
go
home
to
other
cities
outside
of
binghamton
johnson
city
vestal,
or
you
know,
town
of
union
whatever.
It
is
and
then
spend
their
money
there,
and
I
I
worry
that
it
will.
K
K
So
I
I
understand
why
this
was
proposed,
and
I
also
want
to
mention
that
if
we,
if
we
don't
pass
it,
it's
not
that
residents
outside
of
the
city,
but
who
are
residents
of
broome
county
will
not
be
able
to
apply,
they
just
need
to
apply
for
a
waiver.
That's
how
the
process
stands
now.
K
I
know
the
waiver
can
be
can
take
a
little
bit
of
time
because
the
commission
only
meets
once
a
month,
but
I
I
hesitate
to
make
it
easier
for
for
people
to
not
come
and
people
who
are
working
here
with
publicly
funded
salaries
to
not
live
in
our
beautiful
city
of
binghamton.
Thanks.
K
G
Thank
you.
Yes,
I'm
gonna
vote
no
on
this
because
having
been
on
the
police
collaborative
and
we're
trying
to
keep
the
police
living
and
being
part
of
the
community
living
in
the
community
and
for
all
the
reasons
that
aviva
just
gave,
and
we
should
be
finding,
we
should
be
looking
for
ways
to
do
the
opposite
of
what
this
law
is
doing.
G
F
E
Okay
well
and
then
president
resonetti
hi.
E
Yep
councilman
scanlan
was
I
so
four
eyes
and
three
nays
okay.
Thank
you.
C
D
D
E
Thank
you,
president
run
eddie
hi,
okay,.
E
C
Thank
you,
madam
president,
after
I
introduced
this,
we
do
have
several
secret
motions
that
are
attached
to
this
this
introductory
ordinance,
but
I
need
to
introduce
first,
I
asked
for
unanimous
consideration
of
introductory
owners
21-10
an
ordinance
authorizing
the
sale
of
seven
harrison
street
to
roger
t
howe
for
fifty
three
thousand
dollars.
Okay,
all
right,
let
me
get
down
here
to
our
secret
motions,
we'll
just
continue.
C
C
Thank
you.
Thirdly,
I'd
like
to
motion
to
issue
a
negative
declaration
under
seeker
for
the
following
reasons.
This
is
a
single,
an
existing
single
family
house
that
was
renovated
pursuant
to
the
city's
rise
in
the
innovation
program,
the
structure
that
has
been
brought
to
code
compliance
and
is
ready
to
sell
the
purchaser
is
a
city
resident
that
wishes
to
use
it
for
residential
purposes.
D
D
B
C
Okay
back
to
the
original
ordinance,
I
asked
council
for
unanimous
consideration
of
introductory
1-102
an
ordinance.
A
Yeah,
maybe
some
wanting
to
silence
their
phone,
I'm
not
sure
what
that
noise
is
coming
from
go
ahead.
Mr
strong.
D
D
B
C
D
J
K
You,
madam
president,
I
know
that
this
is
a
grant
that
we
have
received
so
therefore
it
does
not
increase
or
it
does
not
come
from
our
tax
base.
But,
as
I've
said
many
times
before,
I
do
not
believe
that
the
key
to
safer
communities
is
more
money
going
to
the
police
and
or
more
police
more
patrol
officers.
K
I
was
looking
into
this
grant
and
I
I
don't
have
the
exact
wording,
but
basically
it
was
put
extra
patrols
of
target
areas
or
hot
spot
areas.
And
again
we
know
that
systemically
the
quote:
hot
spot
areas
are
the
areas
that
have
been
disinvested
from
marginalized,
and
so
it's
kind
of
a
snowball
effect
right.
If
we
we
take
resources
out
of
the
community,
then
crime
goes
up
because
people's
basic
needs
aren't
being
met
and
then
we
we
police
them
more
heavily.
K
It
creates
just
a
cycle
and
a
pipeline
and
again
we
get
these
kinds
of
grants
all
the
time.
And
while
I
appreciate
that
it's
not
money
from
our
our
tax
base,
I
can't
support
this.
I
feel
like
we
are
spinning
our
wheels.
We
keep
trying
the
same
things
over
and
over
and
we
don't
see
a
reduction
in
crime.
We
just
see
an
increase
in
policing
and
arrests
thanks.
E
D
D
B
C
Thank
you.
Madam
president,
I
asked
council
for
unanimous
consideration
of
introductory
resolution.
21-77
a
revolution
authorizing
the
mayor
to
amend
work,
order,
number,
seven,
ghd
consulting
services,
inc
for
the
baf
restoration
and
rehabilitation
phase
of
the
binghamton
jazz
city,
joy,
sewage
treatment
facility.
D
A
D
D
B
A
Thank
you,
everyone,
so
we'll
now
we'll
move
on
to
council
member
commons
and
I
believe
tonight
we're
starting
with
district
seven
that
would
be
councilman
scanlon.
B
Thank
you,
madam
president,
just
a
shout
out
to
the
binghamton
police
department,
the
men
and
women
that
make
sure
we're
safe
out
here
again,
they've
been
in
my
district
as
everybody's
district.
You
know,
and
a
couple
calls
and
the
professionalism
and
the
where
do
they
do
their
jobs
is
just
outstanding
to
me
so
again,
kudos
to
the
binghamton
police
department.
B
Again,
as
mentioned
before
robinson
street,
is
ongoing.
Basically
it's
a
muscle,
robinson
street,
but
it's
progress,
so
I
encourage
the
residents
to
hang
in
there
for
a
little
while
longer
it's
it's
inconvenient.
It's
a
lot
of
things.
It's
dusty!
It's
dirty
it's
out
of
your
way,
but
again,
if
you
could
avoid
it,
which
obviously
you
use
court
street
in
east
frederick
street
to
avoid
it
avoid
at
all
costs.
If
you
can-
and
that's
all
I
have.
Mr
president,
thank
you.
A
Thank
you.
Let's
move
on
to
councilman
squingy.
F
Thank
you.
Madam
president.
I
just
want
to
thank
everybody
for
the
for
the
robust
discussion
regarding
a
lot
of
the
legislation
tonight,
and
I
also
want
to
thank
the
the
many
departments
within
city
hall
that,
unfortunately,
we
couldn't
do
it
in
person.
We
had
to
do
it
at
zoom,
but
we
had
a.
We
had
a
neighborhood
meeting
with
some
residents
up
over
in
the
ward
and
there
was
a
bpd
corp
council
code,
zoning
just
the
mayor's
office,
a
plethora
of
departments.
F
H
Councilman
riley.
Thank
you,
council
president,
very
much
like
what
everyone
else
has
said
about
before
I
get
an
opportunity.
H
H
I
know
we
talked
about
the
speeding
and
the
activities
that
happened
on
north
street,
which
is
in
the
noma
part
of
the
third
district,
and
I'm
inviting
any
and
everyone
that
would
like
to
participate
in
this
audit
to
know
what
exactly
happens,
how
the
roads
are
assessed
for
stop
signs
barriers,
what
have
you
and
that
will
occur
on
tuesday
from
1
30
to
3
o'clock,
so
I
will
be
sending
some
information
out.
It
will
be
posted
on
my
social
media.
H
Please
look
out
for
that.
I
also
want
to
send
kudos
to
the
residents
in
the
third
district
who
have
been
creating
events,
so
I
mentioned
a
time
or
two
ago
if,
if
we
work
together
to
do
cleanups
or
post
have
events
for
our
children,
please
let
me
know-
and
I
will
share
so
that
we
can
share
this
enthusiasm
for
not
only
our
district,
but
for
our
city
and
man.
You
guys
have
been
just
blowing
my
mind,
I
think.
H
Last
saturday
I
had
seven
events
in
the
district
to
visit,
and
it
was
just
amazing
so
shout
out
to
all
the
cleanups,
the
school
bag,
school
school
tool
drives
and
the
school
bag
giveaways
and
all
of
the
things
that
have
been
happening
in
the
third
district,
the
music
festival
that
was
rained
out
just
things
that
are
happening
and
and
that's
what
makes
that's
what
builds
community
and
that's
what
gives
positive
media
attention
to
not
only
our
district
but
to
the
city
and
that's
what
we
need
positive
messaging
before
I
go.
H
I
would
like
to
just
mention
the
passing
of
mr
larry
parham,
one
of
what
binghamton's
giants
in
the
community
we
worked
together.
H
I
know
we,
the
city
had
the
backpack
drive,
and
that
was
our
last
time
together
because
he
was
stationed
at
the
noma
community
center
on
walnut
street,
and
so
I
details
will
be
forthcoming
about
ceremonies
to
remember
his
work
and
all
that
he
impacted
here
in
the
city,
and
I
will
share
that,
but
I
wanted
to
at
least
take
a
moment
now
to
reflect
upon
all
that
he
did
in
all
the
lives
he
touched,
especially
in
the
third
district.
So
thank
you.
Thank
you
for
that
time.
K
President,
I've
been
thinking
of
making
a
councilwoman
friedman,
pull
string
doll
with
like
five
canned
phrases,
things
that
I
just
repeat
every
meeting
we
should
be
transparent.
We
should
be
spending
arpa
funds
on
housing.
We
don't
need
more
funding
for
the
police.
What
are
I'm
trying
to
think
about
the
other
things
that
I
just
say
over
and
over
and
over
again
at
every
meeting,
and
I
you
know,
I
hope
that
one
one
of
the
things
that
one
of
the
phrases
would
be.
K
I
hope
that
we
can
follow
through
on
things
that
are
not
just
buzzwords
like
transparency,
inclusion,
community
input
things
like
that,
I'm
going
to
continue
to
say
these
things
until
we
actually,
you
know,
take
action
that
supports
those
principles
rather
than
just
having
them
be.
Pleasantries
that
that
we
repeat,
I
I
also
was
close
with
larry
parham.
K
He
was
one
of
the
most
influential
people
to
me
when
I,
after
I
graduated
from
college,
and
I
was
kind
of
finding
my
place
in
the
the
greater
city
of
binghamton,
rather
than
the
sometimes
insular
university
community,
and
it's
truly
a
huge
loss
to
our
community
and
for
all
of
for
everyone
who
was
blessed
enough
to
know
larry,
and
it
was
also
recently
the
jewish
new
year.
K
So
shanata
va
happy
new
year
to
anybody
who
was
celebrating
and
it
was
yom
kippur,
which
is
the
holiest
day
in
the
in
the
jewish
calendar,
which
is
why
all
of
the
meetings
for
this
month
were
a
little
wackadoo,
because
we
needed
to
incorporate
those
holidays
and
it's
now
sukkot
the
festival
of
booths.
So
if
you
have
any
jewish
neighbors,
you
might
see
a
temporary
booth.
That's
set
up,
and
so
that's
one
of
my
favorite
holidays.
K
You
get
to
sit
and
eat
in
the
sukkah
and
look
up
at
the
stars
so
for
anybody
who's
celebrating
those
holidays.
I
hope
that
you
had
a
happy
new
year
and
happy
sukkot.
That's
all
I
have
to
say
thanks.
G
Thank
you,
madam
president,
I'd
like
to
thank
the
city
workers
for
who
they,
I
had
a
lot
of
potholes
on
my
list
on
the
south
side
here
and
they
got
filled.
So
it's
very
nice
and.
G
He
you
know
he
gave
me
he
would
always
be
changing.
My
last,
you
know
he'd
always
be
changing.
My
my
lens
I'd
get
the
glasses
fixed.
You
know
to
look
the
world
through
and
I
think
oh
now,
I've
got
it
and
I'd
see
him
a
year
later
and
say
no
joe,
you
don't
have
it.
You
try
these
on,
you
know
and
he
was
just
and
he
did
it
in
such
a
kind
way.
He
didn't.
He
didn't,
he
didn't
make
me
feel
stupid
or
ignorant.
He.
C
Thank
you,
madam
president.
Just
a
couple
things
real,
quick.
I
apologize.
We
should
have
the
schedule
out
for
the
budget
meetings
tomorrow.
I
mistakenly
included
october
11th,
which
is
columbus
day,
and
I
guess
I
wasn't
totally
focusing
on
that
as
a
holiday.
For
some,
some
club,
that
is
a
holiday
city
hall,
will
be
closed,
so
not
sure
who
would
be
available
to
present
things
like
that.
So
it's
better
just
to
not
use
that
day.
C
So
we're
going
to
retweet
that
day
into
another
day,
so
hopefully
that'll
be
out
tomorrow,
wanted
to
mention
the
the
bank
at
the
new
number
five
commons
is
now
open
and
the
stores
got
delayed
a
week,
but
the
new
store,
the
new
rabbit
was
store
on
mary
street
434
should
be
open.
On
monday,
the
27th
it
looks,
looks
phenomenal
if
you've
driven
past
there.
So
I'd
encourage
people
to
to
go
there.
C
I
know
that
weekend
with
luma
and
the
blues
on
the
bridge
was
very
successful,
so
I
want
to
give
kudos
to
all
the
organizers
and
people
that
made
that
possible
from
public
works
and
safety
and
the
police
and
just
the
whole
parks
department,
everybody
that
made
those
things
possible
a
lot
of
disruptions,
but
I
was
thinking
when
the
when
I
got
the
program
for
blues
on
the
bridge
that
we
have
a
lot
of
great
sponsors
at
these
events.
C
People
to
you
get
those
sponsorships
of
people
that
are
supporting
our
area
to
consider
supporting
businesses
that
support
events
like
that
in
in
the
city
and
our
broader.
You
know
broader
broome,
county
area,
because
there's
a
lot
of
great
sponsors
for
these
events
that
make
it
possible.
So
I
encourage
people
to
do
that
and,
lastly,.
C
On
yesterday,
to
be
part
of
an
announcement
that
they're
going
to
to
basically
reclaim
a
16-acre
park
on
the
very
southeast
side
of
the
city
at
sandy
beach
park
is
going
to
be
turned
into
a
nature,
walk
in
conjunction
with
people
at
binghamton
university,
and
it
was
just
an
underutilized
beautiful
spot
by
the
river,
and
there
was
an
old
basketball
court
on
a
softball
field
and
had
gotten
flooded
and
just
weeds
everywhere,
and
it's
just
a
gorgeous
part
of
the
city.
C
That
is
just
completely
underutilized
and
pat
mcginnis
has
done
a
great
job.
Working
with
the
folks
from
binghamton
university.
And
I
just
I'm.
C
That
project
for
for
this
purpose,
to
make
it
something
positive
that
that
people
can
go
whether
it's
just
walking
your
dog
or
just
enjoying
nature,
and
I
think
it's
going
to
be
great
to
see
that
you
know
see
that
project
unfold
and
once
again,
the
parks
department's
doing
a
great
job
to
enhance
that
and
make
that
happen,
and
just
to
mention
that
they've
also
reclaimed
two
lots
on
new
street.
The
vines
and
the
gardens
are
starting
to
go
up.
C
The
beds
are
in
and
that'll
be
for
the
first
thing
in
the
spring,
so
I'm
just
excited
that
we
took
a
a
negative
from
two
areas
of
the
city
that
had
been
flooded
and
turning
into
something
positive,
that
that
can
be
used
as
green
space
and
and
oh,
the
parks
have
made
it
note
that
most
of
our
parks
are
urban
type
setting.
But
this
one
is
going
to
be
really
not
an
urban
setting.
C
A
It's
definitely
a
very
exciting
project.
So
thank
you,
everybody
for
coming
for
your
comments
and
our
discussions
and
will
that
will
take
out
motion
to
return,
go
moved.
