A
A
A
A
Okay,
you
saw
the
I
appreciate.
I
was
gone
on
vacation
last
week
and
thank
you
Presidente
for
getting
this
out
to
everyone
and
establishing
this
meeting
on.
My
behalf.
I
appreciate
that
so
everybody
received
this
and
a
memo
from
the
clerk's
office.
I
just
want
to
offer.
You
know
brief
discussion
on
it
and,
from
my
perspective
it
seems
Seems
like
a
reasonable
request
from
the
clerk's
office.
A
The
the
gist
of
it
is
a
two
percent
increase
for
the
clerk
and
Deputy
Clerk
and
a
one
percent
increase
that
represents
a
responsibility
adjustment
for
the
addition
of
Vital
Records
to
their
responsibility
and
employees
that
they
and
and
duties
that
they
oversee,
The
Proposal,
would
take
the
current
salary
of
the
clerk
from
64
8
95
15.
A
They
had
mentioned
some
context
of
the
of
the
of
the
CSC
Bart
ingredient
at
two
percent.
I
mean
obviously
in
this
inflation
is
stabled
a
little
bit,
but
two
percent
certainly
is
is
a
very
modest
and
reasonable.
Ask
I
believe,
regardless
of
CSEA
or
any
other
issue,
and
then
the
one
percent
we
we
discussed
or
I
mentioned,
talked
about
foot
traffic
and
some
of
the
revenue
that
the
clerk's
office
is
generating,
which
is
a
appreciated
information,
so
I'll
open
up
to
councilman,
Burns,
councilman,
Resident
Evil
for
any
discussion
or
thoughts.
D
I
complete
for
an
increase
for
Clerk
and
Deputy
or
Clerk
and
Deputy
clerk
I
appreciate
what
they're
doing
I
I
appreciate
the
breakdown
of
the
you
know
the
details.
You
know
the
bargaining
agreement
is
for
two
percent
salary
increase
this
year
and
I'm
100
behind
that,
and
additionally
I
support
the
one
percent
increase
for
the
responsibility
adjustment.
D
I
was
just
wondering
if
we
could
talk
a
little
bit
more
about
that,
like
what
does
it
really
entail,
although
they
do
have
a
lot
of
this
information
here
and
is
this
increase
in
responsibility
view
it
as
long
term
short
term?
What
does
that
look
like?
This
is
something
that
we
can
just
briefly
talk
about.
D
C
So
now
from
2023
on,
we
will
be
in
charge
of
the
Vital
Records
Office.
It
used
to
be
under
the
mayor
and
now
it's
under
us,
so
it
will
be
permanent.
B
A
B
B
A
A
D
C
D
F
Thanks
I,
so
I
have
a
question
so
I
understand.
Now
you
have
this
added
supervisory
role.
Can
you
give
us
like
an
estimate
of
maybe
how
much?
What
does
that
look
like
on
a
day-to-day
basis?
How
much
time
would
you
say
you
devote
to
like
overseeing
the
Vital
Records
Office,
just
an
estimate?
It's
fine.
You
know
I'm
just
trying
to
figure
out
how
what
you
know
what
this
looks
like.
C
We
are
still
trying
to
also
figure
out
everything
that
they
do
over
there,
since
it
wasn't
under
the
clerks
before
so.
Pam
is
our
new
registrar.
She
just
became
full
time
on
it.
She
had
the
registrar
from
Johnson
City,
come
train
her,
so
she's
now
fully
on
her
own
and
she's
good
to
go
so
now.
The
next
step
would
be
me
and
John
also
overseeing
and
figuring
out
exactly
what
they
do
over
there.
Now
that
it's
our
responsibility.
Okay,
so
that's.
C
E
Thank
you,
Mr
chairman
yeah,
just
to
add
to
just
to
add
some
context
to
all
of
this.
So
as
I
know,
we're
all
well
aware,
there's
in
the
clerk's
office,
besides,
the
additional
oversight,
there's
actually
been
quite
a
bit
of
training
and
jumbling
around
that's
actually
occurred
within
a
very
very
short
period
of
time.
So
again,
just
to
kind
of
lay
this
out
chronologically.
E
We
had
someone
in
vital
who
retired
then
we
had
someone
who
was
hired
for
that
position
as
the
clerk's
office
just
kind
of
touched
on
there
there's
kind
of
a
balancing
act
here,
because
not
only
is
there
a
supervisory
and
a
training
aspect
on
behalf
of
the
clerk
and
the
deputy
clerk,
but
there's
also
state
level
certification
that
comes
into
that
as
well.
E
So
from
a
supervisory
perspective,
it
would
probably
be
very
difficult
to
quantify
at
this
particular
point
in
time
the
simple
principle
that
it
will
be
an
ongoing
supervisory
aspect,
but
again
just
to
provide
that
context.
That's
what
they've
actually
been
working
on
putting
systems
in
place
up
until
this
point
Thank
you
Mr
chair,
thank.
A
A
A
I
think
it'll
budget
yeah
and
just
as
another
point
of
context
and
all
call
this
on
myself
a
little
bit.
We
did
not
do
this
properly
last
year
and
then
we
had
to
do
it
out
of
order
after
we
did
the
budget,
so
this
will
then
be
inserted
into
the
proposed
budget
that
we
will
review
in
September,
October
time
frame.
So
when
the
mayor
presents
his
budget,
the
assumption
is
that
this
will
go
into
that
budget
like
any
other
department,
and
then
we
will
review
it
as
part
of
that
budget
process.
At
that
time,
I.
F
A
A
Then,
when
they
present
their
budget
to
you
know
Mr,
shager
and
and
however,
they
do
their
budget
presentations
that
will
be
included
and
I.
Guess
at
that
point,
if
there's
any
arm
wrestling
from
the
mayor's
office
or
the
administration
I
guess
they
would
do
it
then,
and
then
we'll
have
our
shot
back
at
it.
But
this
is
our
our
way
of
putting
that
into
the
budget
and
the
proper
time
frame
like
we
did
not
do
last
year,
which
was
my
responsibility
and
my
fault.
A
E
You
Mr
chairman
yeah,
so
just
for
a
point
of
process
so
because
the
clerk's
office
works
for
Council,
they
fall
under
our
budget,
so
the
the
kind
of
coming
off
of
what
councilman
Freeman
was
discussing
earlier.
Basically,
the
the
timeline
looks
roughly
along
the
lines
of
the
employees
committee
makes
a
recommendation
to
the
body,
and
then
the
body
at
large
will
review
that
and
take
that
under
consideration
and
then
formalize
it
then
those.
E
Forgive
me
going
on
the
assumption
that
it
passes.
Then
that
would
be
hand
handed
off
to
the
Comptroller's
office
and
the
mayor's
office
would
then
take
that
into
account
with
respect
to
the
budget
that
he
will
propose,
come
mid-september
and
then,
as
chairman
strong
correctly
pointed
out,
we
actually
get
a
third
round
of
review
as
a
larger
body,
because
then
that
would
be
line
itemed
in
the
city
council
portion
of
the
proposed
budget
for
the
next
fiscal
year.
E
So
we
actually,
when
you
include
the
employees
committee
which
chair
Mr
on
a
sheriff,
the
body
at
large,
gets
and
gets
a
review
of
this
actually
three
times
over
the
next
few
months.
E
Yes,
so
if,
if
councilman,
residenti
or
councilman
Burns,
the
the
motion
would
be
to
offer
to
the
proposed
to
the
larger
body
that
the
salary
requests
of
the
city,
clerk
and
the
deputy
clerk
be
accepted
as
submitted
to
the
broader
body
for
review.
B
A
Any
other
discussion
so
sense
of
be
labor
and
we
can
just
kind
of
visit
and
talk
in
between
in
between
our
meetings.
So
in
essence,
we're
going
to
be
proposing
a
recommendation
that
the
memo
as
submitted
on
June
20,
originally
on
June
26
2023,
to
to
Mia's
account
as
the
chairman,
but
to
the
three
of
us.
In
essence,
as
the
committee
that
that
proposal
be
move
forward
to
the
the
whole
of
city
council
for
their
review.
D
D
A
We
do
a
three-person
roll
call.
Okay,
can
you
do
a
roll
call
for
us,
Madam
Clerk.
A
B
A
Okay,
then
you
can
Gene.
Then
you
can
formalize
that
into
agenda
item
for
with
president
scrungy
for
a
upcoming
meeting,
okay
and.
