C
D
F
Okay,
this
is
a
an
ordinance
that
men
that
2022
general
fund
budget,
the
second
round
of
the
health
care
workers,
bonus
program
for
the
fire
department
and
the
ordinance
is
to
increase
Personnel
Services
by
150
000
increase
social
security
by
11,
475
and
and
other
state
aid,
Public
Safety
by
161
thousand
dollars
475,
but
the
sure
I
could
just
review
the
healthware
healthcare
workers.
Bonus
program
is
part
of
the
2223
enacted.
F
New
York
state
budget
by
governor
vocal,
the
state
legislator
allocated
1.2
billion
in
funding
to
the
New
York
State
health,
health
care
worker
bonus
program.
And
basically
this
is
a
it's.
A
program.
Provision
allows
for
payment
of
bonuses
to
recruit,
retain
reward
health
care
and
mental
hygiene
workers
meeting
certain
eligible
eligibility
requirements.
F
So
it's
about
about
fifteen
hundred
dollars
per
firefighter
is
what
they
what
the
the
bonus
is-
and
this
is
the
second
round.
B
G
Am
requesting
actually
I
I'm
defunding
the
account
clerk
typist
position
in
creating
a
new
position.
The
confidential
senior
account
clerk
position
and
it's
going
to
result
in
an
increase
to
the
personal
services
line
and
related
incidentals
in
the
amount
of
three
thousand
one
hundred
eighty
nine
dollars
that'll
be
transferred
from
the
salary
adjustment
line.
H
You
good
thank
you,
I'm
wondering
if
there's
any
functional
difference
in
the
in
the
what's
the
word
that
I'm
looking
for
the
requirement
of
each
position.
Yes,.
G
The
confidential
senior
account
clerk
will
be
responsible
for
more
payroll
duties
and
more
involved
with
the
procurement
process,
which
currently
it
handles
most
of
the
aps,
so
I'm
going
to
start
giving
her
more
responsibilities.
With
regard
to
procurement,
my
plan
is
to
create
a
collaborative
environment
between
myself,
the
current
payroll
person
and
the
senior
account
Clerk.
B
B
Year,
thank
you
all
right
tell
us
about
RL
2302.
I
B
That
would
be
nice
yeah
right
any
questions
or
comments
for
Pat
on
RL
2302.
H
Good
okay,
so
you
know
me
probably
that
I
tend
to
be
particularly
scrutinous
of
arpa
funds
and
though
this
is
Broome
County
arpa
funds.
I
still
believe
that
we
should
provide
this
with
the
same
due
diligence
and
so
I'm
wondering
if
you're
able
to
speak
to
the
projected
I,
guess,
Improvement
or
increase
in
use
of
the
golf
course
that
these
past
golf
cart
path.
Improvements
might
bring.
I
Yes,
so
right
now,
basically
100
of
the
cart
pass.
We
have
need
to
be
replaced
or
repaved.
In
addition
to
that,
there
are
several
areas
that
don't
have
paths
currently
main
goal
is
protecting
the
investment
of
all
of
the
carts
we
just
purchased
for
up
there.
Oh,
it's
a
giant,
you
know
improve
their
lifespan
by
not
having
them
go
over,
beat
up
pavement.
You
know
every
day,
they're
out
there,
so
we
went
out
seeking
grant
money
where
we
could
find
it
to
China
and
offset
our.
I
I
We
are
working
with
this
year,
it's
in
the
funding
to
figure
out.
Originally
we
want
to
put
the
deck
over
the
clubhouse
like
the
men's,
locker
room
and
Main
Clubhouse
area
building.
I
The
engineers
are
telling
us
it's
not
designed
to
have
a
load
like
that,
so
we're
looking
at
popping
out
over
the
like
patio
area
near
the
practice
screen
and
having
the
deck
attach
into
the
restaurant
area
and
then
underneath
heavy
and
almost
like
a
pavilion
type
set.
So,
yes,
that's
on
the
plans
for
this
year
to
try
and
pump
up
the
the
restaurant
side.
Could.
B
J
2303
is
an
ordinance
to
adopt
the
Clinton,
Street,
neighborhood
business
district,
revitalization
plan
and
Market
study.
This
was
funded
through
the
Binghamton
local
Development
Corporation.
J
We
invested
this
money
partially
to
support
a
downtown
vitalization
initiative,
application,
the
results
of
which
we
still
have
not
heard
from
the
state,
but
also
we
knew
that
we
didn't
want
it
to
be
just
an
application
that
went
in
was
either
funded
or
not
funded.
We
wanted
to
create
a
plan
that
could
actually
be
used
to
guide
investments
in
the
future,
whether
we
were
successful
in
getting
those
Grant
funds
or
not.
This
is
the
full
revitalization
plan
and
Market
study.
J
J
I
guess
there
was
an
attachment
that
Lee
sent,
it
was
SEC,
it
was,
there
was
a
three
attachments,
one
was
the
agenda,
one
was
the
packet
and
then
there
was
a
third
attachment
with
the
plan,
at
least
that's
what
I
got
in
my
you
know,
yeah
all
right.
B
C
It
says
that
we're
putting
the
application
in
weren't
we
already
awarded
money
from
Restore
New
York
for
Clinton
Street,
so.
J
The
Restore
New
York
funds
were
a
separate
application,
so
the
Civic
project
at
187,
Clinton
Street,
was
awarded
funds
through
Restore
New
York.
That
was
part
of
our
application
for
the
funds
for
the
larger
10
million
dollar
award
from
the
dri.
So
we've
heard
about
Restore
New
York.
We
have
not
heard
about
the
downtown
revitalization
initiative,
yet
we.
J
We've
had
seven
rounds
of
Restore
New
York
funded
through
the
New
York
state
budget.
It's
not
a
regular
allocation.
I
think
the
first
three
rounds
were
in
2007
2008.
They
had
two
more
rounds
in
the
mid
2010s
and
then
this
is
around
six
or
seven
were
just
funded
through.
The
2022-2023
budget
remains
to
be
seen
whether
there'll
be
additional
rounds
funded
in
future
budgets,
but
it's
I
wouldn't
say
regularly
funded,
but
it's
a
pretty
popular
program,
so
it
tends
to
come
back
around
every
now.
J
So
they're
applying
for
round
seven,
so
there
were
two
rounds
of
Restore
New
York
funded
in
the
2022-2023
budget,
so
we
were
just
awarded
through
round
six
for
187
Clinton
and
my
next
RL
will
be
putting
in
the
application
for
round
seven
which
will
be
for
the
Crowley
building.
So
we
should
hear
about
that
announcement
in
roughly
three
months,
although
it's
we're
not
100
sure,
okay,.
J
This
is
the
resolution
authorizing
the
office
of
the
mayor
to
submit
an
application
for
funding
from
the
Empire
State
Development
Corporation
Restore,
New,
York
communities,
initiative
round
seven
and
to
schedule
a
public
hearing.
So
this
should
look
pretty
similar
to
the
round
six
RL
that
you
received
last
time.
I
was
here.
The
main
difference
is
that
this
is
obviously
a
different
project:
135
Conklin
Ave
and
149
Conklin
Ave
colloquially
known
as
the
Crowley
building
the
former
Crowley
milk
plant.
J
On
the
south
side,
we
were
approached
by
two
developers
and
their
architect
about
potential
City
support,
but
that
project
it
fits
really
well
within
the
Restore
New
York
guidelines,
which
are
primarily
designed
to
address
blight
and
vacancy.
It
also
addresses
the
secondary
goal
of
Restore
New
York,
which
is
to
provide
housing
in
this
case.
It's
market
rate,
our
previous
application,
was
affordable.
Housing,
Restore,
New
York,
does
give
additional
money
if
it's
affordable
housing,
but
it's
not
a
requirement
of
the
program.
K
H
Are
you
good
is
I'm
wondering
if
we
couldn't,
you
know,
I,
don't
know
exactly
the
stipulations
of
the
funding,
but
if
the
majority
of
the
house
majority
of
the
apartments
let's
say,
are
market
rate,
if
we
couldn't
have
like
a
block
or
a
you
know,
a
hallway
of
affordable
housing
units
do
all
of
them
have
to
be
market
rate.
They.
J
Don't
have
to
be
it's
really
just
how
the
project
Bears
out.
So
one
of
the
issues
that
we're
having
in
our
affordable
housing
stock
right
now
is
that
the
state
is
very
behind
and
awarding
low-income
housing
tax
credits,
which
are
crucial
to
make
the
portable
housing
projects
work,
not
just
in
Binghamton
but
across
the
state.
J
We've
seen
a
number
of
other
affordable
housing
projects
be
significantly
delayed
by
that,
so
the
developers
are
able
to
make
the
project
work
without
needing
those
tax
credits
and
that's
why
they're
advancing
a
purely
market
rate
project
also
just
looking
at
the
South
Side.
We
know
that
we
do
need
more
market
rate
housing
in
that
Community.
Obviously,
we
need
more
housing
across
our
community
so
trying
to
incentivize
it
at
every
level
across
across
the
city,
but
seeing
that
Conklin
Ave
is
kind
of
ripe
for
revitalization.
J
We've
seen
a
number
of
opportunities
open
there
for
better
for
work
in
the
last
few
years.
So
finding
someone
who
was
willing
to
take
on
what
is
going
to
be
a
very
difficult
project
and
was
able
to
make
the
funding
work.
We
wanted
to
come
in
and
be
partners
specifically
focused
on
that
blight,
revitalization
and
reduction
of
vacancy.
But
it's
a
point
well
taken.
It's
just
not
necessary
for
the
developers
and
would
likely
delay
the
project
just
based
on
state
lead
times.
K
L
Let's
start
with
the
first
one
for
Chief
sakoski
2305:
this
is
the
move
1500
hours
to
cover
1500
hours,
worth
of
travel
and
training
that
is
going
to
be
over
budget
for
in
2022,
taking
the
funds,
I
think
from
building
an
equipment
in
his
clothing
line.
L
2306,
the
school
guards
is
under
budgeted
by
thirty
thousand
dollars,
it's
a
little
less
than
that
and
we're
moving
the
money
from
the
police
wages
to
the
school
guards.
The
main
reason
for
the
school
guards
is
between
the
minimum
wage
that
we
had
to
increase
the
wages
last
year,
as
well
as
being
the
first
year
back
from
covet
fully
I
think
we
probably
were
a
little
bit
under
budget.
B
Any
questions
on
are
all
2306.
L
Okay,
jumping
down
to
2308
a
mine
section,
amend
the
2022
general
fund
for
overtime
in
the
combined
shops.
I'm
doing
this
for
DPW
Dan
couldn't
make
it
today.
This
is
the
cover
over
time
due
to
call
outs
for
his
dispatch
people
during
the
year
and
it's
the
3500
taking
2
000
from
his
General
operating
supplies
and
1500
from
Professional
Services.
B
L
2309
is
to
cover
the
overage
of
Social
Security
71
750.90.
L
We're
taking
those
funds
from
health
insurance
which
should
be
under
budget.
What
occurs
there
when
we
do
the
budgeting?
We
anticipate
vacancies
during
the
year.
Instead
of
just
saying
we
have
30
million
dollars
worth
of
wages.
7.65
equals
this.
We
know
there's
going
to
be
some
vacancies
in
2022.
We
I
guess
we're
overestimated
those
vacancies.
We've
had
less
vacancies
than
we
anticipated.
H
Thank
you,
president
Tron
hi
Chuck.
How
are
you
good
I'm
sorry
I
was
wondering
if
we
could
just
go
back
to
2308
for
just
a
quick
second
I'm.
Sorry
I
was
flipping
through
my
packet,
so
I
missed,
which
department
this
this.
L
L
L
Employees
that
were
injured
on
the
job,
in
this
case
it's
a
fire
department
where
they
get
207
permanent
disability.
When
we
did
the
budget,
somebody
was
at
it
after
the
fact,
okay
and
we
budget
exactly
to
the
number.
This
was
a
person
that
was
added
after
the
fact,
so
we've
got
to
come
up
with
six
thousand
four
dollars
and
that's
also
coming
from
the
health
insurance
line,
foreign.
M
Hello
there
Mr
Shaker.
How
are
you
good
good
good,
so
we
talked
about
briefly
how
we
overestimate
based
upon
our
projected
number
of
employees.
Then
we
have
a
surplus
now
in
certain
lines,
and
we
talked
about
this
at
our
last
meeting
before
the
holiday,
so
we
are
seeing
at
least
two
RLS
that
are
moving
money
from
health
insurance.
How
much
money
is
remaining
in
that
line
that
we
have
yet
to
move
to
a
different
line
or
or
ultimately
to
the
general
fund?
M
Are
we
talking
about
health
insurance,
20,
we're
talking
about
five,
eight
00c,
that
we've
moved.
L
Money
from
the
health
insurance
line-
I,
don't
know
exactly
as
I
speak,
because
I
still
have
a
four-month
run
out
on
health
insurance,
because
claims
that
occur.
I
won't
get
a
total
run
out
of
health
insurance
until
probably
middle
of
March,
okay,
okay,
so
meaning
that
doctors
may
be
getting
bills
that
they
did
in
December,
but
they
don't
submit
them
to
Excellence
until
February
March.
Absolutely.
L
M
L
M
L
M
L
A
M
L
K
M
L
M
A
L
Rl
2311
is
to
move
money
out
of
the
general
fund,
fun
fund,
balance
of
99
667
000
and
move
it
into
the
sand
and
salt
line.
This
comes
back
to
the
just
snow
and
freezing
rain.
We
had
at
the
end
of
December
Danny,
wanted
to
go
out
and
get
his
salt
shed
all
filled
back
up
with
the
salt
before
the
end
of
the
year.
L
In
case
we
had
another
snowball,
he
filled
it
up
in
September,
I
went
back
and
looked
he
put
sixty
thousand
dollars
worth
of
salt
and
used
up
all
the
lines
at
the
end
of
September
thinking.
It
would
get
him
through
the
end
of
the
year,
but
it
did
not.
H
Thank
you,
presidents
Ron,
so
we
I
I'm
consistently
surprised
by
how
much
we
how
much
money
we
have
to
transfer
for
the
the
sand
and
the
salt
and
of
course
we
can't
predict
the
weather.
You
know
we,
especially
with
climate
change.
We
get
unpredictable
storms,
but
I'm
wondering
why
it
seems
to
be
so
difficult
to
budget
an
accurate
amount
of
money
for
sand
and
salt
to
get
us
through
I
feel
like
every
year.
We
transfer
money
at
the
end
of
the
year
and
at
the
beginning
of
the
year.
L
L
Number
two
is
I
think
we
budgeted
on
what
we
think
we're
going
to
use,
but
we
could
always
throw
200
000
in
there
every
year
and
once
again
charge
the
taxpayers
or
not.
We
always
know
there's
some
vacancies
at
the
end
of
the
year.
Okay,
and
we
try
to
utilize
that
I
did
not
anticipate
this
hundred
thousand
dollars.
I'll
be
honest
with
you,
okay,
otherwise
you
wouldn't
have
seen
a
couple
movements.
You
saw
at
the
last
minute.
H
Right,
yeah
no
I
like
I,
said
again.
It
can
be
unpredictable,
especially
with
storms
that
are
coming
earlier
and
later
than
than
they
normally
do.
I
just
this,
for
some
reason
seems
to
be
a
line
where
every
single
time
this
comes
up.
We
ask
the
question:
is
this
going
to
be
enough
to
get
you
through
the
end
of
the
year
and
every
time?
The
answer
is
yes,
and
then
I
mean
this
is
almost
a
hundred
thousand
dollars
a
lot
of
money
and
I
understand
it's
necessary.
H
Of
course
it's
a
safety
concern,
but
I
think
that
maybe
we
should
look
into
like
you
said,
maybe
allocating
more
money
in
the
beginning.
Maybe
maybe
it
has
to
be
closer
to
two
hundred
thousand
dollars
just
because
we're
constantly
short
in
this
line
for
some
reason
so
I
just
wanted
to
flag
that.
M
L
L
B
L
B
Anything
we'll
check
on
any
of
these
RLS
RL,
2312
or
any
other
ones.
Councilmember
Freeman
go
ahead.
H
Thank
you,
president.
Strong
I
I
have
kind
of
the
same
comment
about
this
one
as
I
do
the
last
one
and
again
you're,
not
the
epw
commissioner,
but
this
also
seems
to
be
a
line
where
we're
consistently
running
short
and
we're
always
at
the
last
minute
trying
to
find
money
to
to
put
into
overtime,
which
again
is
an
another
unpredictable.
You
know
it's
not
a
precise
science.
We
don't
know
exactly
how
many
storms
or
what
what
type
of
overtime
you
know
over
time,
like
by
definition,
is
kind
of
unexpected.
L
L
I
leave
this
yeah
I.
Have
any
questions
on
I
haven't
received
any
phone
calls
on
what
we
were
talking
about
from
anybody
and
I
just
want
to
make
sure
that
they
called
me
today.
I
wanted
to
know
if
we
were
going
to
have
any
Zoom
meetings
or
anything
I
didn't
hear
anything
so
I
told
them
no,
but
Napa.
M
I
do
think
we
do.
We
need
to
have
an
executive
session
based
upon
some
of
the
things
that
were
shared,
I
really
need
I.
Think
we
need
to
discuss
one
of
the
emails
we've
received
and
how
we
will
proceed
as
the
council
and
I'm
assuming
that
would
need
to
be
in
a
closed,
effective
session.
C
Yeah,
you
know
I
met
with
Henry
over
there
at
the
at
the
shop,
at
the
store
room
and
with
a
couple
of
the
mechanics
and
facing,
and
they
seemed-
and
they
put
me
on
to
another,
it
was
I.
Have
my
I
didn't
know,
we
were
going
to
talk
about
that.
So
I
don't
know
if
I
know,
but
there
was
a
I
think
it's
otiga,
County,
Ortega
town
short
distance
from
here.
They
had
an
agreement
with
Napa
that
they
were
in
it
for
three
years
and
then
they
got
out
of
it.
C
And
then
there
was
a
bus
company
that
was
dealing
with
all
of
school
buses
that
were
in
same
type
of
agreement
and
they
got
out
of
it
and
they
went
over
with
me
about
how
they
that
they
don't
have
an
overabundance
of
of
Parts
laying
around
doing
nothing
that
are
that
are
that
are
that
they
only
order
what
they
need.
They
get
the
best
prices
they.
C
They
don't
think
that
the
Napa
folks
are
going
to
the
Napa.
People
are
going
to
sell
us
Napa
and
it's
a
conflict
of
interest
to
have
a
Napa
employee
to
have
their
loyalty
to
Napa
and
not
to
the
city
of
Binghamton.
When
it
comes
to
ordering
certain
parts
for
different
vehicles
and
the
police
police
vehicles
I
guess
they
use
Ford
a
lot.
You
might.
C
C
L
C
Why
can't
we
have
an
agreement
with
Napa
and
keep
the
union
shop
so
and
rather
than
bring
in
the
non-union?
Why
can't
the
union
people
learn
to
work
with
Napa
but
and
I
understand?
Now
the
mayor
sent
us
the
thing
about
about
trucks,
not
getting
the
proper
maintenance
and
all
that,
but
that
really
doesn't
have
anything
to
do
with
the
person
in
the
store
room,
I
think.
L
In
one
section
we
counted
121,
000
or
121
000
worth
of
Parts.
It
was
fourteen
thousand
dollars
of
it
in
errors.
Okay,
I
understand
their
concerns
of
it.
Okay,
I
think
the
other
option.
If
we
don't
go
this
route
is
I
need
a
full-time
auditor.
Here,
that's
going
to
cost
you
a
hundred
thousand
dollars
right
right.
Okay,
because
it
is
out
of
control.
It's
been
out
of
control
for
a
long
time
and
I'm,
not
the
one
actually
pushing
for
this.
L
To
be
honest
with
you,
but
I
do
think
it's
the
right
thing
to
do.
Okay,.
D
So
I
would
suggest
that
we
have
the
Napa
representative
come
down
here
and
have
our
questions
for
him,
but
along
with
councilwoman
Riley,
we
should
set
some
time
apart
to
talk
about
this.
We
can
do
it
now,
but
I
think
we
still
need
some
questions
from
Napa
answered
before
we
discuss
our
internal
deal
too.
That's
my
suggestion.
Thank
you.
A
L
B
A
B
N
That
plan
of
action
I
do
think
it
would
allow
also
for
the
clerk
to
put
it
in
the
agenda
that
you
plan
on
going
to
Executive
session
at
the
end
of
the
meeting,
and
we
can
announce
it
ahead
of
time
and
plan
it.
So
there's
no
further
action
necessary
after
you
come
out
of
that
executive
session,
simply
because
we're
taping
and
recording
it
and
you'll
be
going
into
executive
session,
discuss
Personnel
issues.
There's
also
I
need
to
research.
M
N
B
H
Thank
you,
president
Terron,
so
I
when
I
saw
that
this
was
an
agenda
item.
I
I
almost
sent
an
email
about
it,
but
I
figured
I
would
just
bring
it
up
our
I'm,
assuming
that
this
is
to
discuss
both
resume
right.
Both
candidates
that
were
put
forth
is
that
correct.
H
Okay,
because
I,
you
know,
we
had
one
very
qualified
candidate
at
first
put
their
throw
their
metaphorical
hat
into
the
ring
and
I
want
to
make
sure
that
we're
considering
both
candidates.
Equally
I
know
that
you
know
I
noticed
that
the
this
was
an
official
agenda
item
after
the
second
candidate
put
their
resume
in,
which
is
fine,
I
think
it's
good
to
have
multiple
options,
but
I
do
just
I.
You
know.
I
I
know
that
some
concerns
were
brought
up
with
the
first
candidate
and
I.
H
Just
they
were
kind
of
vague
and
I.
Don't
believe,
I
believe
that
they
were
unfounded
from
again
the
vague,
like
issues
that
were
that
were
brought
up
so
I.
Don't
we
don't
have
the
we
have
the
resumes
that
were
email
to
us
they're,
not
in
this
packet,
yeah
I,
guess
that
I
just
want
to
make
sure
that
we're
considering
both
candidates,
not
just
the
one
whose
resume
came
in
right
before
this
was
put
on
the
agenda
as
as
an
item
thanks.
B
D
Go
ahead,
there's
there's
no
reason
we
wouldn't
consider
both
applicants
I,
don't
right,
yeah.
Of
course
we
would.
M
L
K
M
B
B
E
B
D
I,
don't
see
a
reason
why
we
can't
put
it
in
this
Wednesday's
agenda
and
then
you
just
cast
a
vote
Yes
or
no.
You
say
the
name
of
cast
a
vote.
The
way
it
works
right,
Brian.
N
Takes
the
majority
to
act?
Okay,.
B
N
Don't
know
if
I
I
didn't
realize
you're
asking
me
for
that
process,
but
I've
not
been
through
it
very
often
to
be
honest
with
you,
I've
been
here
a
number
of
years,
but
the
cdac
might
just
like
you
would
do
with
a
Planning
Commission
member.
The
name
is
brought
to
the
floor.
There's
a
motion
to
approve
and
then
that
motion
either
fails
or
or
past
adopted
jump
and
you
need
four
votes.
C
Burns
the
can't
we
had
a
at
the
next
work
session,
talk
about
the
candidate,
both
candidates
and
then
put
one
candidate
forward.
Why
don't
we
supposed
to
as
opposed
to
Wednesday
we're
gonna?
C
C
And
I
I
don't
know
you
know:
I
mean
I
I
like
if
we
came
out
of
a
work
session
with
one
candidate
and
then
we
put
that
candidate
and
then
it's
either
passed
or
not
passed,
but
it'll
look
like
the
person
didn't
either
one
of
them
wasn't
good
enough
or
something
and
I
think
that
possibly
we
think
that
they
are
both
good
enough.
But.
D
Make
a
lot
of
sense.
My
guess
is
we're
not
going
to
come
out
of
a
work
session,
agreeing
on
who
shouldn't
move
forward.
That's
my
guess!
So.
I
I'm
not
sure
why
I'm
not
sure
why
I
would
even
discussed
her
in
a
work
session,
but
we
certainly
it's
up
to
the
group.
I
mean
we're
not
going
to
have
a
general
consensus
coming
out
of
our
work
session,
anyways,
not
a
shade,
not
a
chance,
that's
my
opinion.
Thank
you.
K
M
B
No
I
apologize
that
I
was
remiss
over
the
holidays.
My
understanding
was
the
first
candidate
had
some
kind
of
a
legal
record
illegal,
something
a
criminal
I,
don't
know
if
it
was
I
wanted
to
get
more
and
I
didn't
I
need
to
I
should
and
I
should
have
and
I
apologize
for
that.
That
was
my
understanding,
but
I
didn't
vet
that
point.
Okay,.
B
B
Ahead,
whichever
one
you
want
us
to
go
first,
thank.
M
M
And
then,
secondly,
in
our
Charter,
it
does
not
talk
about
arrest
records
or
history
or
assumed
history.
It
talks
about
being
a
representative
of
the
community
in
which
you
serve
so
now.
If
you're
saying
that
someone
with
a
checkered
past
does
not
represent
the
community,
then
that
brings
up
a
greater
discussion,
particularly
if
you're
saying,
because
of
a
potentially
checkered
past,
that
we
yet
to
receive
facts
about
or
facts
on
is
not
representative
of
the
body
that
pays
taxes.
Then
that's
also
a
concern
right.
B
B
M
I
just
want
us
to
be
careful
that
we're
not
classists,
of
course,
when
we're
making
our
decisions,
because
we
represent
a
body
at
large
right.
This
cdac
is
about
funding,
that's
related
to
underprivileged
communities,
which
is
why
we
get
the
funding.
So
if
even
if
they
have
a
record
I
would
love
someone
with
a
record
that
wants
to
serve
particularly
because
we
know
if
we
look
at
recidivism,
it
decreases
with
one's
connection
to
the
community
right,
so
I
won't
even
go
there,
but
that's
what
I
had
to
say,
because
we
brought
it
up
all
right.
D
Is
obviously
I
don't
think
if
either
candidate
has
a
criminal
background
I,
don't
think
it
prevents
you
from
being
on
a
board
so
and
so
that's
a
non-issue,
even
if
it
is
true
I,
don't
know.
Thank
you.
H
Thank
you,
president
strong,
yes,
second
or
third,
that
sentiment
I.
Also,
the
the
reason
why
I
was
initially
concerned
and
I
wanted
to
verify
that
we
would,
at
the
very
least,
consider
both
candidates.
Resumes
is
because
I
don't
know
how
long
this
seat
was
empty
for
I
think
it
was
a
number
of
years.
I
can't
remember.
When
the
last
time
the
city
council
put
forth
a
candidate
was
for
this
at-large
position,
and
so
then
I
just
and
and
I
mean
no
shade.
H
As
you
say,
I
mean
no
shade
toward
the
second
candidate,
but
it
did
just
stick
out
to
me
that,
as
soon
as
we
have
a
qualified
candidate
that
all
of
a
sudden
now
we
have
right
now
we
have
two
and
I
I,
can't
think
of
I
mean
I,
don't
have
the
the
data
necessarily
but
I
can't
off
the
top
of
my
head.
H
Think
of
any
other
position
where
we
didn't
just
receive
a
resume
and
everyone
said,
looks
good
and
we
voted
on
it,
and
so
I
want
to
make
sure
that
right,
like
you
know,
councilwoman
Rylan,
councilman
Scanlon
were
saying
that
we're
not
being
biased
toward
a
certain
candidate,
a
qualified
candidate
who
you
know
we
have
potentially
unfounded
concerns
about
that,
would
not
even
be
disqualifying
if
they
were
true
thanks.
K
Think
it's
great
that
we
have
two
and
there
was
at
least
one
other
person
that
I
know
has
expressed
some
interest
and
was
looking
into
and
has
some
questions
and
I'm
hoping
that
we
can
actually
get
more
resumes,
the
more
the
better.
So
I
say:
let's
just
you
know
before
it's
time
to
to
actually
vote
whenever
that's
going
to
happen,
let's
look
at
as
many
resumes
as
possible.
Why
not.
B
B
H
L
M
M
Resumes
or
whatever,
remember
again,
we
can
pull
the
record,
but
one
of
our
account
fellow
council
members
laughed
because
I
said
well.
What
is
the
process?
What
is
the
process?
He
made
a
joke
about
it
because
I
wanted
to
outline
the
process,
so
we
could
follow
it.
The
process
was
bringing
CD
forward
and
we'll
vote
on
it.
Now
the
process
has
been
amended.
B
M
B
B
M
M
B
H
Thank
you,
president,
strong,
so
I
I
can
or
I'd
like
to
speak
to
the
sorry
to
my
phone
I'd
like
to
speak
to
the
a
candidate
that
was
officially
put
forth
by
the
city
council.
I.
H
Let's
see,
I,
don't
have
their
resume
right
in
front
of
me,
but
I
do
know
that
they
have
their
finger
or
he
has
his
finger
on
the
pulse
of
the
city
and
I
think
that
his
resume
speaks
for
itself.
He
has
an
incredible
investment
and
knowledge
of
City
processes
and
I
think
that
he
would
be
an
incredible
asset
to
the
cdac
committee.
H
So
I,
the
the
first
resident
I,
don't
know
I,
guess
maybe
the
names
right
we
have
to
vote
on
them,
but
so
Nathan
Hotchkiss
was
the
first
resume
that
was
put
forth
and
I
think
that
he
would
be
an
incredible
asset
to
the
cdac
and
the
the
city
at
large.
He's
organized
invested,
data-driven
math
with
I
think
he'd
be
great
thanks.
Okay,.
D
With
all
due
respect,
Council
one
Friedman
I,
don't
know
why
we
should
discuss
these
individuals
because
to
me
we
should
vote
on
this
at
some
point.
I,
don't
you
you
can
say
what
you
want
about
either
candidate,
but
we
should
have
a
voter
come
out
of
a
a
meeting
with
trying
to
have
a
one
move
forward,
but
Brian
you
should
look
at.
We
should
probably
try
to
move
too
forward
because
that's
what's
going
to
happen,
no
matter
what
this,
what
transpires
here?
D
What
we
talked
about
each
individual
candidate
were
to
come
out
of
a
group
thinking
we're
going
to
vote
our
own
way
anyway.
So
I
don't
to
me
I,
don't
think
we
should
even
discuss
the
individuals
until
we
vote
on
it.
I
mean
you're
not
going
to
sell
somebody's,
not
going
to
sell
me
on
the
candidate,
but
I'm
not
going
to
vote
for.
So
that's
that's
my
opinion.
I'm
being
honest,
like
should.
B
B
H
I'm,
okay,
so
then
going
back
to
councilwoman
Riley's
question
I'm,
now
again
confused
by
the
process.
The
the
item
here
is
discussion
cdac
at
large
appointment.
What
are
we
discussing
just
the
process?
Are
we
discussing
the
candidates?
How
are
we
going
to
then
come
to
a
meeting
like
a
work
set?
The
point
of
a
work
session
is
to
discuss
things
and
the
point
of
a
business
meeting
is
to
vote
and.
H
L
H
This
is
why
I
does.
B
B
E
There's
a
lot
going
on
at
our
Wednesday
meetings.
We
have
to
set
a
public
hearing
for
RL

that
Sarah
came
down
and
talked
about
tonight,
and
then
we
also
have
three
public
hearings:
the
rezoning
of
Conklin
Ave
and
the
two
bonds,
and
we
also
have
the
Planning
Commission
appointment
and
we'll
add
the
cdac
appointment
as
well.
