E
A
We
good
on
this
one
wrong
with,
as
it
relates
to
deadlines
and
like
this
is
just
normal
term
order,
I'm
assuming
yes,
okay,
excellent!
Thank
you
Council
anything
see
non
Braun.
Thank
you
very
much
appreciate
you
appreciate
you.
That
being
said,
I'd
like
to
move
forward
with
RL
23-169
and
ask
Dr
Burling.
If
she
would
please
join
us
from
planning.
F
All
right,
oh
I'd,
like
to
just
ask
for
authorization
to
apply
for
a
grant
for
the
New
York,
State,
Home
and
Community
Renewal
affordable.
Oh
sorry,
yeah.
F
You
got
it.
I
would
just
like
to
ask
for
Authority
or
approval
to
apply
for
a
grant
through
the
New
York
State
Home
and
Community
Renewal
office,
the
affordable
housing
Corporation.
This
would
be
our
fourth
application
for
Home
Improvement.
F
The
other
three
have
been
successful,
so
we're
hoping
this
one
would
be
considered
as
well.
This
is
would
go
towards
the
rehab
program.
The
city
has
for
low
moderate
income
homeowners,
so
we're
asking
them
for
680
000.
We
have
34
families
that
are
waiting
list
currently.
B
A
Seeing
none
Juliet
did
you
want
to
do
23-172
as
well
or
yeah.
F
A
F
F
Then
I
had
to
send
it
through
the
state
historic
preservation
office
and
it
took
a
while
for
them
to
respond,
so
they
just
got
it
back
to
us.
They
approved
it,
and
this
was
supposed
to
actually
start
in
the
middle
of
actually
about
a
month
ago.
So
I'm
the
contractor's
been
waiting
to
get
the
grant
or
the
contract
all
right.
A
Juliet,
so
just
in
relation
to
the
Expedition,
we
had
everything
on
RN.
This
was
my
understanding.
This
was
kind
of
a
shippo
thing
that
just
came
in
on
the
last
stand
on,
on
their
end,
correct
yeah,.
F
Yeah,
absolutely
everything
was
Been
To
Us
by
from
the
contractors,
by
the
end
of
May,
we
had
it
submitted
to
tippo
by
the
middle
of
June
for
review
and
they
were
supposed
to
get
it
right
back
to
us
and
it's
now
you
know
May
August
and
the
contract
has
just
been
waiting
and
we
would
love
to
get
the
design
phase
done
so
that
we
can
have
it
all
lined
up
to
start
in
the
spring.
F
A
A
Thank
you,
sorry
about
that.
I
was
looking
at
the
RL
number.
My
apologies.
The
floor
is
yours.
Michael
thank.
G
You
before
I
start,
we
would
ask
for
this
to
be
expedited,
I
apologize
for
not
marking
it
on
the
RL,
both
170
and
171.,
if
that's
possible.
G
So
hopefully,
everyone
saw
the
email
from
the
mayor
today,
Congressman
Molinaro
announced
today
that
this
project,
the
Henry
Street
reconstruction,
has
been
earmarked
for
federal
funding
from
the
in
the
House
Appropriations
Bill
Senator.
Still,
a
Brandon
Schumer
also
successfully
advocated
to
get
this
project
into
the
Senate
Appropriations
bill.
G
A
Thank
you,
Amy
appreciate
you
Council
discussion,
councilman
Burns.
C
Hi
Megan
hello,
Madam
deputy
mayor,
just
wondering
now
again
it
goes
back
to
the
arpa
funds
in
that
out
of
the
46
million
I
think
we
have
4
million
left
in
in
the
arpa
funds
and
then
I
think
we
have
about
three
or
four
million
in
the
former
arpa
funds,
which
was
the
Lost
Revenue
which
which
we
took
out
of
the
arba
funds.
C
So
I
know
that
the
arpa
funds
themselves,
not
the
Lost
Revenue
funds,
because
that's
you
know,
that's
really
in
the
in
the
budget
now
you
know
I
mean
it's
really
in
our
in
our
budget,
but
it's
in
the
general
fund.
Basically,
we
can
spend
what
we
we
can
spend
it.
The
way
we
want,
but
the
arpa
funds
are
limited
on
what
we
can
spend
it
on
and
even
though
the
Henry
Street
is
eligible
for
arpa
funds,
because
we
have
such
little
of
it
left.
Why?
C
G
So
to
your
point,
this
this
project
is
unquestionably
eligible
under
arpa,
it's
infrastructure,
it's
it's
water,
I
think
I
sent
an
email
after
we
had
talked
about
this
at
the
previous
work
session,
with
kind
of
what
some
other
cities
are
doing
on
this.
It's
an
eligible
use-
and
this
is
taking
a
bucket
of
money
that
had
been
allocated
by
Council
previously
for
different
water
projects,
one
of
which
is
not
moving
forward,
and
some
of
that
money
is
now
being
we're
requesting
it
be
allocated
to
this
project.
C
The
former,
why
not
use
the
Lost
Revenue
funds
and
save
this
money
for
down
the
line,
something
very
important
that
might
come
up
that
our
arpa
funds
are
could
only
be
spent
on
you
know,
but.
G
Well,
like
I
said
this
is
unequivocally
an
eligible
use
of
our
per
dollars.
That's
in
some
ways
exactly
what
the
infrastructure,
what
arpa
was
intended
for
with
these
infrastructure
projects
and
I
would
argue
that
this
is
a
a
critical
infrastructure
project
too.
It's
not
just
redesigning
Henry
Street
the
streetscape
and
that
that
kind
of
very
important
neighborhood
right
downtown,
but
it's
also
addressing
the
underground
infrastructure
there.
That's
that
repeatedly
causes
flooding.
That's
why
there's
a
level
of
urgency
to
this?
Why?
E
A
My
apologies
to
the
record
Madam
clerk
councilman
Riley
is
is
present.
My
apologies.
Thank
you,
Council
any
other
detail.
Megan.
Could
you
maybe
just
kind
of
elaborate
a
little
bit
on
on
some
of
the
coordination
between
you
know
the
mayor's
office
and
you
know
kind
of
the
sense
of
urgency,
as
it
relates
to
the
federal
level
of
stuff,
whether
it's
you
know,
leader,
Schumer
or
Senator,
gillibrand
or
Congressman
Molinaro.
You
know
someone
kind
of
some
of
the
back
end
stuff
and
and
how
that's
important
to
the
aspect
of
this
project.
A
G
So
yeah,
we
have
been
in
direct
contact
with
Congressman
Molinaro,
Senator,
Schumer
and
Senator
gillibrand
on
this
project,
specifically
stressing
the
importance
of
it.
The
announcement
that
Congress
and
Molinaro
made
today
was
that
it's
been
earmarked
in
the
Appropriations
bill.
G
G
So
the
announcement
that
Congressman
Malo
Monaro
made
today
is
that
it's
been
included
in
the
House
Appropriations
bill.
G
A
That
is
thank
you
I
appreciate
that
thank
you,
councilman
any
other
discussion,
seeing
none
Megan.
Thank
you.
So
so
much
appreciate
you
alrighty
Madam
clerk,
anything
from
the
clerk's
office
as
it
relates
to
pending
legislation
Council
any
anything
in
relation
to
pending
legislation,
whether
it's
sewage
treatment,
plant
grant
for
body,
worn
cameras
or
the
agreement
with
the
mayor
and
Roger
marketing
communication.
A
Anything
at
all
so
really
quickly.
I
just
wanted
to
to
get
on
the
record
just
to
kind
of
kind
of
gauge
colleagues,
perspectives
on
something
so
I
I
was
I
was
in
attendance
last
week
at
last
week,
yeah
today's
Monday
I
was
in
attendance
last
week
as
it
relates
to
the
Planning
Commission
meeting
that
was
held
last
week
and.
A
For
all
intents
and
purposes,
the
entire
body,
every
individual
each
commissioner
expressed
some
concern
about
the
perspective
of
the
rules
that,
for
all
intents
and
purposes
we
set
in
the
city
Charter
and
the
fact
that
there
are
very
specific
categories
as
it
relates
to
why
a
nay
Vote
or
a
no
vote
might
be
taken
into
consideration.
Some
of
those
might
range
from
there's
nine
categories.
I
believe
overall
memory
serves
me
correctly
in
my
notes.
Actually
I
think
I
have
these
written
down.
A
Some
of
them
are
germane
to
comparatibility
of
the
neighborhood.
They
could
be
Public
Safety.
They
could
be
a
number
of
impact
factors.
I
just
want
to
see
if
I
have
this
written
yeah,
so
one
movement
and
vehicles
and
people,
two
Public
Safety,
three
off
street
parking
and
service
four
lot:
size
density
and
setbacks
of
building
size,
five
landscaping
and
site
designation,
six
signs
and
lighting
operational
characteristics.
Number
seven
number
eight
is
architectural
characteristics.
A
So
considering
the
fact
that
we
as
a
body
are
not
just
potential
authors
but
either
an
approving
or
not
approving
body
as
it
relates
to
how
these
things
come
into
play,
it
seems
like
there
was
a
a
sense
of
urgency
that
might
be
required
of
us
to
maybe
look
into
this,
as
it
relates
to
just
kind
of
an
overview
I'm,
almost
in
a
thirty
thousand
foot
level,
I'm
almost
thinking
something
in
relation
to
some
of
the
code
related
discussions
that
we
had
that
we
had
over
the
last
well
I
shouldn't
say
over
the
last
year,
but
about
a
year
ago,
so
I
just
wanted
to
put
that
out
there
just
gauge
everyone's
thoughts,
anyone's
perspectives
or
anything
on
that
this
is
completely
informal,
just
being
transparent
and
putting
it
on
the
record
I'm
not
calling
for
anything.
A
B
Thank
you,
Mr
President,
I
I.
You
know
from
years
ago,
when
we
had
an
issue
when
I
forget
what
department
or
what
commission
was
looking
at
it.
Ken
prac
was
very
clear
with
us
that
that's
their
job
to
plan
a
coach's
job,
that's
their
that's.
What
they're
entrusted
with
and
I
think
we
have
to
keep
that
in
mind,
because
that's
what
they're
there
for
whatever
decision
they
come
up
with
on
this
particular
case,
is
what
I
you
know,
there's
no
reason
I've
been
married.
It
was
really
depressed
to
get
involved
in
it.
A
Forgive
me
just
to
just
so
I
understand.
Are
you
are
you?
Are
you
speaking
of
a
specific
case
in
question
because.
B
B
B
B
Done
over
the
years
so
forget
I,
say
anything
about
any
case.
I
I
misunderstood
what
you
were
talking
about.
I
thought!
That's
why
you
brought
it.
H
H
That's
one
rally,
thank
you
for
that.
Council
president,
but
I.
Think
hearing
councilman,
Scout
Scanlon
and
knowing
that
this
was
brought
up
in
a
not
informal
kind
of
just
chat.
I
would
prefer
to
really
look
at
the
the
language
you're
referring
to
in
our
code
sure,
as
well
as
the
information
you
read
verbally
sure,
so
that
we
can
compare
and
really
look
at
what
they're
asking
for
again
not
having
any
forewarning,
not
having
the
language
in
front
of
us.
We
can
make
conclusions
and
and
not
know
what
it's
related
to
you'll.
A
Get
it?
No!
That's!
That's
a
fair
point,
absolutely
sure.
Of
course,
I
have
no
problem.
It's
in
the
city,
Charter
right
you
know,
and
and
it's
interesting
because
not
even
just
the
Planning
Commission
I
I
I,
think
we
tend
to
forget.
We
tend
to
forget
for
what
it's
worth
to
to
councilman
scanlon's
point
right
decades
ago.
I
think
people
forget
that
there
used
to
not
be,
for
example,
a
traffic
board,
the
city
council
of
the
city
of
Binghamton.
They
actually
met
once
a
month
to
directly
deal
with
traffic
issues
right.
A
So
the
reason
why
these
commissions
and
boards
are
slated
over
time
part
in
due
to
what
councilman
Scanlon
was
referring
to
as
it
relates
to
their
professional
areas
of
expertise
and
and
so
on
and
so
forth,
but
I
think
I
think
at
the
end
that
we
forget
that
these
boards
and
commissions,
by
definition
they
exist
at
our
domain,
not
the
other
way
around.
We
establish
them,
we
govern
them.
So
you
know
this
is
just
important
to
keep
yes
councilman.
Let.
A
E
H
Perception
right
because
you
started
what
they
wanted
to
do
this
dissonance
right.
We
know
that
you're
reading
from
the
charter
and
they
had
questions
and
concerns,
but,
like
I,
said
earlier
right,
because
we
don't
have
the
full
breadth
of
information
yeah
that
led
to
this
conversation
that
would
allow
us
to
have
an
in-depth
discussion.
Sure
I
would
like
a
comprehensive
over.
You
know.
Well,.
A
So
as
it
relates
to
a
fair
point.
What
is
the
context
of
it
is
so
the
context
is
when
the
Planning
Commission
has
to
review
something
as
it
relates
to
a
request
for
a
use
or
a
special
use
or
a
change,
or
an
amendment
and
a
site
review
plan,
or
anything
like
that.
A
The
question
that
Commissioners
put
forward,
which
is
a
legitimate
one
right,
is
what
is
the
context
of
within
those
10
domain
categories
of
when
they
say?
No.
What
is
the
impact
on
them?
That's
the
context,
and
so
you
can
hear
the
specific
things
from
them:
I'm
not
going
to
speak
for
anybody,
but
again,
given
the
fact
that
it
is
a
commission
that,
by
definition,
we
establish
and
we
govern
if
they
have
a
concern
about
something
that
we
set
and
their
potential
interpretation
of
it.
A
A
The
latter
be
proactive
and
I
didn't
just
watch
it.
I
was
actually
in
I
was
at
the
meeting.
I
was
there
I
sat
in
the
last
last
chair
in
the
upper
left
angle.
